private sector. The strategy may include State<br />

incentives, but the insurance sector should<br />

be responsible for increasing and offering the<br />

availability of its products.<br />

Promote and incentivize municipal and<br />

sectoral strategies to make the population<br />

aware of and competent in risk management.<br />

Take advantage of the citizens’ readiness to contribute<br />

and increase awareness and knowledge<br />

levels in risk management using cost-effective<br />

measures to reduce risk to the country, which<br />

the State can implement through:<br />

• Developing awareness campaigns, mainly<br />

in those cities that have high-risk levels versus<br />

those where hazards are scarce. Likewise,<br />

in cities or towns were these risks are more<br />

frequent, strengthen the appropriation level<br />

of the campaigns. Clarify public and private<br />

responsibility, especially in evaluating vulnerability<br />

in each home and disclosing clear and<br />

effective risk reduction recommendations.<br />

• Implementing risk management programs<br />

jointly with the community. These should<br />

have real and sustainable impacts and include<br />

risk prevention strategies and disaster<br />

preparation (drills and brigades). They have<br />

to achieve effective risk reduction so that the<br />

participants will have a greater awareness and<br />

knowledge of their risks.<br />

• Accompanying the guilds in designing risk<br />

management strategies to inform and train<br />

their members, promote measures to mitigate<br />

existing risks, and reinforce coordination<br />

in decision making. Thus, the guilds can<br />

influence their members on how to reduce<br />

and consequently mitigate risk in the sector<br />

and in the country as a whole.<br />
