AAdministrative Support 

Administrative support includes the Business Office and 

related activities including internal technology and 

computer support, policy development and 

implementation, personnel matters, risk management, 

plant maintenance and operation, van delivery, copy and 

media production services and administrative support to 

local schools.

Adult Dependent/Child Abuse Mandatory 

Reporter Training 

This two-hour online program provides training related 

to the identification and reporting of child abuse as 

specified by Iowa Code 232.69(3).

Alternate Assessment (State 1% System) 

GHAEA supports the Iowa Alternate Assessment (IAA) 

System, which utilizes a body of evidence/rating scale 

approach to measure student performance on the 

Content Standards and Benchmarks. The Iowa Alternate 

Assessment is for students with the most significant 

cognitive disabilities whose academic performance is 

appropriately judged against alternate achievement 

standards. The Iowa Alternate Assessment measures 

student performance in reading, mathematics and 

science. It is used in lieu of the Iowa Tests for a small 

number of students with IAA indicated as a need in their 

Individual Education Program.

Annual Progress Report (APR) 

GHAEA provides support, samples and best practice for 

effective APRs to local districts. GHAEA’s APR reports 

progress toward agency-wide goals, customer satisfaction

Consultation and training are available for developing or 

improving district-wide, alternate and classroom 

assessment practices.

Assessment Solutions 

A consortium of districts collaboratively purchases/ 

leases assessment templates and data services. Templates 

and tools assist in the analysis and use of data from 

assessments including the Iowa Tests, DIBELS and the 

Basic Reading Inventory (BRI). Training and consultation 

in use of the tools are provided. 


Assistive Technology 

Assistive technology consultants work with the Early 

ACCESS or local school staff to provide assessment, 

equipment, and program recommendations for students, 

birth to 21. Supportive technology is matched to make 

life needs more comfortable, convenient and 

independent for infants and/or students with disabilities.

Audiology/Hearing Services 

Audiologists provide diagnostic and rehabilitative 

services for students with hearing impairments, birth to 

21. Services include hearing evaluation and monitoring, 

middle ear analysis, central auditory processing screening, 

amplification monitoring, and consultative support to 

teachers, school districts and parents.

The Autism Resource Team provides services to children 

and students, ages birth to 21, who have a diagnosis of 

autism or characteristics of autism. Services include onsite 

consultation and provision of strategies to improve 

communication, social skills, behavior and learning. 

Follow-up consultation for support and implementation 

of strategies is available. Annual trainings offered include 

Autism Cadre, Parent Institute and Early Childhood

Brain Injury Resource Team 

The Brain Injury Resource Team provides services to 

students who have suffered a brain injury due to an 

accident, brain tumor and subsequent treatment, 

infection, concussion, stroke, seizure or other medical 

emergency. Services typically begins with transition from 

the hospital back to school following an injury or illness. 

Other services include onsite consultation with provision 

of strategies to assist learning, memory and manage 

behavior. The team has a resource library with materials 

available for check out.

Building Assistance Team 

A building assistance team is a structured method where 

teachers, parents and support staff work to problemsolve 

and develop solutions to classroom issues and

Bullying Prevention 

Support is available to districts to implement antibullying 

policies and procedures. Three certified trainers 

are available to train and consult for implementation of 

the Olweus Bully Prevention Program.

GHAEA coordinates mandatory yearly training of 

school district personnel on the rules, regulations and 

responsibilities of district Level I investigators.

Collaboration/Co-Teaching Model 

Recent changes in requirements for teachers to be 

considered highly qualified in NCLB and IDEA are 

being implemented in Iowa through Collaborative 

Service Delivery. Collaborative Service Delivery in Iowa 

includes both consultation and co-teaching.

Collaboration Plans 

Collaboration plans are formal plans facilitated by 

GHAEA with each of its school districts every year. The 

plan is based on data, clearly defines expectations and 

prioritizes GHAEA school improvement support needed 

for the upcoming school year. 


Community-Youth Connections 

The staff of the Community-Youth Connection provides 

a variety of services to schools and communities for the 

prevention of risky behaviors by youth such as substance 

use, dropout, teen pregnancy and suicide. The program 

utilizes a positive youth development framework for 

families, schools and communities to provide children 

and youth essential developmental building blocks to 

become successful adults. Program staff also assists 

school personnel in using evidence-based strategies and 

programs that reduce high risk choices by youth, 

particularly youth living in high-risk environments. 


Competent Private Instruction 

Parents are allowed to provide an education to their own 

children through competent private instruction. This is 

also commonly called “home schooling.” Green Hills 

AEA provides consultation to both schools and parents 

regarding competent private instruction. When a child 

has a disability, the permission of the Green Hills AEA 

Special Education Director is required for a parent to 

home school. 


Comprehensive Improvement Plan (CIP) 

AEAs engage in continuous improvement designed to 

enhance services that provide support for improved 

student learning. The CIP includes goal setting, action 

planning, support for standards and reporting.

(CSIP) 

Iowa school districts are required by state law to update 

their school improvement plans once every five years. 

GHAEA support includes needs assessment, goal setting, 

plans for achieving goals, and periodic evaluation. 


Cooperative Purchasing 

The AEA Media Centers conduct statewide cooperative 

purchasing services. Coops include food, paper, software, 

media equipment, art supplies, athletic and PE 

equipment and a variety of other items that schools

Copy Center/Print Shop 

This department provides desktop publishing, graphics, 

and black/white or color quality printing. Print examples 

include business cards, report cards, work booklets, twoto 

five-part carbonless forms, calendars, schedules, 

journals, certificates, brochures, flyers, newsletters, 

letterhead, flashcards and spiral binding. Please allow a 

two-week turnaround time to complete your print 

request.

Early Childhood Special Education 

This program identifies children (birth to five) with

Health Advisory Team (HAT) 

The Health Advisory Team (HAT) provides assistance 

and resources to educational settings where individuals 

are in need of an individual health care plan. The 

resource team consists of persons with expertise in 

school nursing, special education nursing, special 

education administration, parenting and early childhood. 

HAT members are available to consult with teams who 

are developing educational health care plans for students 

in need of special health services.

HEART Database 

HEART (Heartland Educational Resource Toolbox) is a 

large-scale student assessment data system developed as 

a free service by Heartland Area Education Agency. 

HEART is designed to hold district-wide assessment 

data, imported directly from a variety of formats, 

including ITBS/ITED, Iowa Collaborative Assessment 

Modules (ICAM) and Northwest Evaluation 

Association’s measures of Academic Progress (NWEA 

MAP). There is an additional behavior module designed 

to store student behavior referral information which can 

be analyzed and used for decision-making. 


Homebound Program 

This program is designed to serve students who are 

confined to their homes or to a hospital because of a 

temporary or long-term physical problem who are 

projected to be out of school three or more weeks. The 

objective is to provide continued instructional services to 

keep students from falling behind in their academic 

endeavors.

Hospital Program (Psychiatric Unit) 

The AEA provides on-site classroom instruction to 

students who are hospitalized and receive treatment on

A human relations course is offered to educators who 

need recertification or graduate credit. The course is 

approved by the Green Hills Human Relations

employee records and may be contacted for matters 

related to employment, insurance coverage and other

needs of high, average and low-performing learners.

Instructional Media Consultation 

Services in the areas of media selection, integration, 

electronic information access, professional development, 

program development and facility design support are 

available to school districts.

Consultation and assistance is available in nearly every 

area of instructional technology. Consultants offer onsite 

workshops as well as assistance in classroom 

implementation of best practices utilizing instructional

part of district initiatives. In addition, technology reviews

Researcher, Discovery Streaming, AccuWeather and 

LEARN360. Training is available upon request. 


Iowa Collaborative Assessment Modules (ICAM) 

Mathematics and reading assessments are made available 

each spring. The modules cover a variety of standards 

and include constructed response items. GHAEA 

facilitates an annual collaborative scoring session for the 

modules each June. Data from ICAM is used to monitor 

district goals/progress and for district-wide assessment 

reporting in Annual Progress Reports. 



Iowa Communications Network (ICN) 

The ICN is a statewide two-way interactive 

videoconferencing network connecting more than 700 

sites throughout Iowa and providing distance learning 

opportunities to K-12, post-secondary and adult learners. 

The ICN links to other national and international video 

conferencing sites, bringing the world to Iowa 

classrooms. The AEA provides support to area school 

districts for all facets of the ICN experience, from 

technical support and training, to developing exemplary 

experiences. The AEA’s fiber optic room is available for 

scheduling.

Iowa Core 

Iowa Core is a statewide mandate that requires 

implementation through a multi-phase approach. The 

outcomes of the implementation plan identify the 

leadership, supports, professional development, 

alignment, data analysis and effective instruction needed 

to ensure all Iowa students have the concepts and skills 

needed for the 21st Century.

Iowa Educators Consortium (IEC) 

IEC is an independent, tax-exempt, nonprofit program 

with the primary function of providing voluntary 

purchasing meeting state bidding procedures and 

allowing schools to take advantage of aggressive pricing 

based on volume purchasing. An initiative of the Iowa 

Area Education Agencies merging all existing 

cooperative purchasing programs. 


Iowa Evaluator Approval 

Iowa law requires any practicing administrator in the 

state complete the Iowa Evaluator Approval Program in 

order to evaluate teachers, librarians, counselors, coaches, 

school nurses and other administrators. There are 

currently three levels offered to meet these state 

requirements: 

• Level I: Initial training and prerequisite to any other 

level. Contact Iowa Department of Education for course 

availability. 

• Level II: Evaluation of Teachers - focusing on the Iowa 

Teaching Standards (2 credits) 

• Level II: Evaluation of Administrators - focusing on 

the Iowa Standards for School Leaders (2 credits) 

• Level III: Assessing for Academic Rigor (2 credits)

Iowa Support Team 

The No Child Left Behind legislation requires that each 

state have a statewide system to provide intensive and 

sustained support for schools that become identified as 

Schools in Need of Assistance (SINA) and Districts in 

Need of Assistance (DINA).

I-STAR (Iowa’s System to Achieve Results) 

As part of Iowa’s compliance monitoring process to 

ensure implementation of IDEA for students with 

disabilities, districts participate in IEP compliance 

reviews, using an online system called I-STAR. Districts 

are informed of the year of participation, one to two 

years prior to their accreditation site visit. AEA staff 

assist districts in completing the review process, 

reviewing results and developing corrective actions if 

needed.

Juvenile Home Programs 

At the request of the County Board of Supervisors and 

under statutory provisions, teaching specialists provide 

an instructional program to children in county juvenile 

homes in an effort to maintain students at grade level.

Center.

This service provides digital format of print materials to 

be used in schools with Kurzweil software. Textbooks

Learning Supports 

Learning Supports is a school improvement process 

intended to increase the capabilities of Iowa schools, 

families and communities to enhance the social, 

emotional, behavioral and intellectual development of 

students to include Positive Behavior Instructional 

Supports (PBIS), Challenging Behavior and Olweus/ 

Bullying Prevention. 



License Renewal/Graduate Credit 

Assistance is available to certified educational staff 

members in the planning and delivery of courses of 

study for license renewal or graduate credit.

Dependent Adult Abuse 

Required by the State of Iowa once every five years for 

all educators. To assist educators in meeting new State

Section 504 plans are covered under the Copyright Act as

(OSHA) Mandatory Training 

Online training is available through GHAEA to assist 

with compliance requirements related to OSHA:

and Asbestos Awareness for Custodial and Maintenance 

Workers. 


Occupational Therapy 

Occupational therapists provide services to infants who 

have or are at risk for developmental delays, and to 

school age students who have motor or sensori-motor 

challenges that impact their participation in educational 

activities. Occupational therapists collaborate with 

parents and school teams to provide strategies that 

maximize function in the home (Early ACCESS) and 

school settings.

Online Databases 

GHAEA purchases subscriptions to online databases for 

students and educators to use at school and at home. 

These databases provide a wealth of instructional 

resources for classroom use. AEA financial support of 

these databases assures that all students and educators in 

GHAEA will have access to these resources. Databases 

available are: EBSCO, AccuWeather, AP Multimedia, 

World Book, Atomic Learning, United Streaming SIRS,

Paraeducators 

Green Hills AEA is an approved provider for the 

Paraeducator Generalist Certificate. This certification is a 

voluntary program supported by the Iowa Board of 

Educational Examiners and Iowa Department of 

Education. The certificate requires successful completion 

of 90 clock hours of training in the areas of behavior 

management, exceptional child and at-risk behavior, 

collaboration skills, interpersonal relation skills, child and 

youth development, technology and ethical 

responsibilities and behavior. 



Parent Educator Connection 

The Parent Educator Connection (PEC) is a support 

network between families and educators for the 

education and well-being of children/young adults with 

special needs. The focus of this statewide program is to 

assist in the transition of children from Early ACCESS 

services (birth to three) to Part B special education 

services (three to 21); and the transition of high school 

students to post high school activities in the areas of 

living, learning and employment. Assistance is provided 

through collaboration with other agencies, gathering and 

sharing information, and reviewing research-based

practices and evaluating their effectiveness. The PEC 

library is available to teachers and/or parents. It is 

housed within the AEA professional library and can be 

accessed through Medianet, the AEA’s online ordering 

system. The collection includes disability specific books, 

informational “toolkits” and reference books pertaining 

to special education.

Prevention Specialists 

Prevention specialists work with schools and community 

groups to decrease community/school risk factors that 

contribute to youth engaging in unhealthy or risky 

behaviors, particularly the use of alcohol, tobacco and 

other drug use. They also work to promote caring adults, 

safe neighborhoods and communities, healthy start and 

future, marketable skills through effective education and 

opportunities to serve others for all youth and their 

families. 


Prevention Specialists for Mentoring 

Prevention specialists for mentoring collaborate with 

local community groups to match at-risk youth with 

positive role models. They recruit mentors, match 

mentors and mentees, monitor the matches, and provide 

support. Mentors may mentor during school hours 

(school-based) or outside of school hours (communitybased).

School Based Interventionists 

School based interventionists provide individualized 

attention and support to students who are at risk. They 

facilitate groups for students, act as a liaison between 

families and schools, and between other agencies and 

schools. Issues addressed include anger management, 

attendance, conflict resolution/problem solving, crisis 

management, family issues, discipline referrals, 

organization skills, peer relations, social skills, study skills 

and transitioning.

relationships among community agencies, establishing 

shared direction, implementing actions to meet goals,

School Improvement 

School improvement resources offer support to local 

schools which are developing and implementing school 

improvement plans. This support includes consultation 

services to school improvement committees, resource 

information on school change and technical support to 

participating school districts. 


School Social Work 

School social workers, who serve as special education 

representatives, promote the educational success of all 

students by assisting in the identification, assessment, 

and remediation of academic, social, emotional and/or 

behavioral difficulties. They also provide short-term 

individual and small group counseling, consultation and 

crisis intervention.

Science 

Consultation is available to teachers and schools to 

provide science education resources, improve instruction

Special Education consultants, who serve as special

School psychologists, school social workers, and special 

education consultants are individuals who serve as 

special education representatives. They are assigned to 

individual districts and provide a broad base of services 

to their assignment areas.

Speech and Language 

This program applies principles, methods and procedures 

for an analysis of speech and language comprehension 

and production to determine communicative 

competencies and provides intervention strategies and 

services related to speech and language development, as 

well as disorders of language, voice, articulation and 

fluency. 


Student Events 

Each year, several student events are coordinated 

through the AEA: History Day, Math Day, Senate Youth, 

Student Media Festival and Oratory Contest. 


Substance Abuse Prevention 


Substitute Authorization 

GHAEA is an approved provider for the Substitute 

Authorization program. Substitute Authorization allows a 

person with a baccalaureate degree or a paraprofessional 

certificate to substitute in the middle, junior high or high 

school for a maximum of five days in one assignment. 

The authorization is issued upon the successful 

completion of a training program. 



Summer Media Services 

Media services remain much the same during the 

summer except staff is reduced and delivery is made to 

local school districts weekly. 


Surveys 

GHAEA provides support for the development of local 

needs assessment surveys. A variety of forms are 

available including online surveys. The AEA utilizes a 

scanner to score surveys and has the software to quickly 

provide results in a variety of formats.

Teachers of the Deaf and Hard of Hearing 

Teachers of the Deaf and Hard of Hearing specialize in 

the education, communication and auditory rehabilitation 

of students (birth to 21) who are deaf or hard of 

hearing. Services are itinerant and provided in the 

student’s school or home. Instruction in the school is 

either individual or within the classroom. Teachers of the 

deaf and hard of hearing work with the student, parents 

and school team to ensure success in the educational 

environment.
