Preface<br />

As educators, we know that the strength of tomorrow’s Broward County community depends<br />

greatly on the quality of education students receive today. We also recognize that community<br />

involvement is key to providing high-quality services amid continual growth and change.<br />

Broward educators are eager to partner with the community, to bring additional resources and<br />

support to students. Our dedicated team of 45,000 school volunteers contributes their time,<br />

talents, and energy to our students, teachers, and staff members and are deserving of individual<br />

and group recognition. <strong>School</strong>s that utilize their volunteers effectively also deserve recognition.<br />

This <strong>School</strong> <strong>Volunteer</strong> Program <strong>Awards</strong> booklet provides information, and sample application<br />

and nomination forms for numerous awards programs designed to recognize the scope and<br />

quality of community involvement within your school. For your convenience, this booklet also<br />

includes a Community Involvement <strong>Awards</strong>/Events Timeline, designed to be a useful reminder<br />

of important dates.<br />

New for <strong>2007</strong>/<strong>2008</strong>, most award applications will be completed electronically on a<br />

database linked between the school and the <strong>Volunteer</strong> Services Department.<br />

program.<br />

Sponsored by the Florida Department of Education and the Florida<br />

PTA, this award recognizes schools that develop successful, innovative<br />

programs that promote parent and family involvement.<br />

Honors volunteers who have received significant numbers of the 200-<br />

Hour VAST Lapel Pin <strong>Awards</strong>, and who are now qualified for one of<br />

these special “anniversary” pins. A list of your school’s potential Lapel<br />

Pin recipients is issued in January. Phone <strong>Volunteer</strong> Services if you<br />

wish to check on a possible candidate.<br />

The Five-Year Lapel Pin Award will be sent to the school for<br />

presentation at a suitable recognition function. All others are presented<br />

at the District’s annual Community Involvement <strong>Awards</strong> event.<br />

Recognizes elementary, secondary, and adult schools that have<br />

exemplary volunteer programs.<br />

Students may serve at their own school or at another location. The<br />

Award requires:<br />

• Recorded student volunteer hours equal to 1/2 FTE count of<br />

secondary schools. Student volunteer hours may be estimated<br />

through April 30<br />

• A designated coordinator at both the sending and receiving<br />

school<br />

• Training for both students and the receiving school’s staff.<br />

Florida Department of Education’s most comprehensive<br />

community involvement award. Documented achievement of<br />

criteria must be submitted in the areas of business partnerships,<br />

family involvement, volunteers, student community service, and<br />

<strong>School</strong> Advisory Councils.<br />

Annual statewide conference featuring best practices in<br />

volunteerism, business partnerships, and <strong>School</strong> Advisory<br />

Councils. If you plan to attend FAPE, please contact <strong>Volunteer</strong><br />

Services so that you will be included in Broward activities at the<br />

200-Hour VAST Lapel Pin Award<br />

Due two weeks before your<br />

school’s desired presentation date.<br />

<strong>School</strong>s may recognize individual volunteers who donate a<br />

minimum of 200 hours of properly documented service. The<br />

school will receive a certificate and lapel pin to present to each<br />

qualified recipient.<br />

National <strong>Volunteer</strong> Week<br />

April 27 – May 3, <strong>2008</strong><br />

Designated by the Points of Light Foundation to celebrate all<br />

volunteers who help others throughout the United States. Refer to<br />

the Handbook for Managers for lots of recognition suggestions.<br />

Community Involvement Survey<br />

Due to <strong>Volunteer</strong> Services:<br />

Friday, May 16, <strong>2008</strong><br />

Annual compilation of the quantity and scope of all volunteer<br />

involvement programs. Requires specific data on the number of<br />

volunteers/mentors/tutors, etc., assigned activities, and<br />

demographic information. Survey questions are sent to schools<br />

before Friday, April 25.<br />

community involvement programs, including volunteers, mentors<br />

Outstanding <strong>School</strong> <strong>Volunteer</strong> <strong>Awards</strong><br />

Each year the Florida Department of Education and The <strong>School</strong> Board of Broward County,<br />

Florida, recognize outstanding volunteers who give their time and talents to benefit our students<br />

and schools.<br />

Your school is invited to nominate ONE volunteer in each of these four categories: Student,<br />

Adult, Senior and <strong>Volunteer</strong> Program Organizer.<br />

The four individuals selected as the District’s Outstanding <strong>Volunteer</strong>s of the Year will receive an<br />

award at the Annual Community Involvement <strong>Awards</strong> event in May. All of the school<br />

nominees will be recognized with a written description of their contributions in the<br />

event’s comprehensive program booklet, and will also receive a commemorative<br />

certificate to be presented at their school.<br />

For consideration in the Florida Department of Education’s Outstanding <strong>Volunteer</strong> <strong>Awards</strong><br />

Program, the two-page Outstanding <strong>Volunteer</strong> Nomination Form, along with documentation of<br />

the volunteer’s annual application and Nomination Summary Form, must be submitted to<br />

<strong>Volunteer</strong> Services, KC Wright/Floor 7, no later than: Friday, February 1, <strong>2008</strong>.<br />

Explanation of <strong>Awards</strong><br />

PTA & The Florida Department of Education’s Family Involvement<br />

Award<br />

Do you have an innovative parent involvement program at your school? This award, sponsored<br />

by the Florida PTA and the Florida Department of Education, recognizes schools that develop<br />

successful programs to promote parent and family involvement in education. Two District<br />

winners, one for elementary schools and one for secondary schools, will be submitted to the<br />

DOE for consideration at the State level. All District winners are included in the DOE’s annual<br />

publication of outstanding community involvement programs, the “SparkPlugs.”<br />

Each nomination should reflect an innovative practice for recruitment, training, and/or<br />

recognition of parents and other family members. These efforts may focus on parenting skills,<br />

removing barriers, communicating, volunteering, training at school or at home, decision-making,<br />

and/or collaborating with the community. Nominated programs do not have to be PTA related.<br />

Please note that documents attached to the application form will not be reviewed.<br />

Please share the enclosed application form with parent group leaders, the school advisory<br />

chairperson and other interested persons at your school. For further information on the parent<br />

involvement award, please contact the Parent Involvement Coordinator by calling 754-321-<br />

1972.<br />

Submit the original application and six (6) photocopies to: Parent Involvement Coordinator,<br />

KC Wright/Floor 7 no later than: Friday, February 22, <strong>2008</strong>.<br />

VAST Lapel Pin <strong>Awards</strong><br />

200-Hour VAST Lapel Pin Award<br />

VAST Lapel Pins are awarded to eligible volunteers to recognize their service to Broward<br />

County students. Throughout the year, schools may request a 200-Hour VAST Lapel pin for<br />

qualifying volunteers or awards may be ordered for all qualifying volunteers at one time.<br />

<strong>Volunteer</strong>s are eligible for a VAST Lapel Pin Award if they have supported the school's<br />

volunteer program by:<br />

• Participating in an orientation and/or training session.<br />

• Completing a volunteer application form. Documentation of the volunteer’s annual<br />

application must be submitted with the VAST Lapel Pin Nomination Form.<br />

• Donating at least 200-hours of documented service to the school in instructional,<br />

instructional related, health screening and/or fundraising activities.<br />

• Recording their volunteer service hours. Documentation of service hours must be<br />

submitted with the nomination form. Please Note: Since some volunteers help at two<br />

schools, please check with the other school to see if the TOTAL volunteer time equals 200-<br />

hours.<br />

Nomination forms for the VAST 200-Hour Lapel Pin <strong>Awards</strong> must be submitted to <strong>Volunteer</strong><br />

Services two weeks prior to school presentation.<br />

Explanation of <strong>Awards</strong><br />

Five-Year VAST Lapel Pin Award<br />

The Five-Year Lapel Pin Award recognizes volunteers who have already officially received four<br />

VAST 200-Hour Lapel Pins already and have now fulfilled the requirements for a fifth Lapel Pin<br />

Award. The Five-Year Lapel Pin replaces the fifth 200-Hour pin.<br />

Please note that the Five-Year VAST Lapel Pin Award is not meant to provide recognition for<br />

five years of service as a school volunteer. This award is recognition for having officially<br />

received four 200-Hour Lapel Pins and now qualifying for a fifth 200- Hour Lapel Pin.<br />

Review your volunteer attendance records for those volunteers who have already earned four<br />

VAST Lapel pins. If your school has potential five-year pin recipients, please fully complete a<br />

nomination form for them and <strong>Volunteer</strong> Services will check their eligibility.<br />

Nomination forms for the Five-Year VAST Lapel Pin Award are due to <strong>Volunteer</strong> Services by:<br />

Friday, February 29, <strong>2008</strong>.<br />

Ten-Year, Fifteen-Year & Twenty-Year VAST Lapel Pin <strong>Awards</strong><br />

These VAST Lapel Pin <strong>Awards</strong> recognize volunteers who have officially received nine, fourteen,<br />

or nineteen VAST 200-Hour Lapel Pins already and have now fulfilled the requirements for a<br />

tenth, fifteenth, or twentieth Lapel Pin Award. These awards replace the regular 200-hour pin for<br />

the award year.<br />

Please note that these special pins are not meant to provide recognition for years of service<br />

alone. They are recognition for having officially received the 200-Hour Lapel Pins for the length<br />

of time indicated by their titles.<br />

Review your volunteer attendance records for those volunteers who have already earned nine,<br />

fourteen or nineteen VAST Lapel Pins. If your school has potential candidates, please fully<br />

complete a form for them and <strong>Volunteer</strong> Services will check their eligibility, or you may call us to<br />

request the VAST Lapel Pin Award history for the individual volunteer.<br />

Nomination forms for the Ten-Year, Fifteen-Year and Twenty-Year VAST Lapel Pin <strong>Awards</strong> are<br />

due to <strong>Volunteer</strong> Services by: Friday, February 29, <strong>2008</strong>.<br />

Explanation of <strong>Awards</strong><br />

The Florida Department of Education’s Golden & Silver <strong>School</strong> <strong>Awards</strong><br />

<strong>School</strong>s with exemplary citizen volunteer programs can apply to receive the annual Golden<br />

<strong>School</strong> Award. Secondary schools with exemplary student volunteer programs can apply to<br />

receive the annual Silver <strong>School</strong> Award. The Florida Commissioner of Education determines<br />

the criteria and issues these awards.<br />

Guide to Determining Approved <strong>Volunteer</strong> Hours for Award Purposes<br />

All volunteer service hours must be documented, whether in the form of sign-in logs or<br />

electronic tracking. The documentation of volunteer hours must be available for possible audit<br />

and should be maintained as a part of the school’s records. All fundraising activities to<br />

purchase educational materials or materials to improve the physical setting may be counted as<br />

volunteer hours. Time spent in assisting in the classrooms, media center, mentoring and<br />

tutoring all count as volunteer hours. <strong>Volunteer</strong> time spent in assisting with special events may<br />

be counted. The hours of students volunteering to help other students will count. All booster<br />

club time counts. Field trip chaperones may count up to eight (8) hours per day. <strong>Volunteer</strong> time<br />

used in assisting with health screenings count. <strong>School</strong> Advisory Council hours count, except for<br />

work done during regular duty hours by school staff.<br />

Work done by teachers that is not a part of their regular duties, or for which they receive no<br />

stipend or compensatory time counts. A teacher who spends uncompensated time preparing<br />

his or her own lessons or grading students’ papers may not count that time as volunteer hours.<br />

A club or activity sponsor who receives a stipend for that work may not count the time as<br />

volunteer hours.<br />

The Golden <strong>School</strong> Award<br />

(Required for the Five Star <strong>School</strong> Award)<br />

To receive this award, elementary, secondary or adult schools must meet all of the following<br />

criteria set by the State of Florida:<br />

• Present a staff training program involving at least 80 percent of school staff which focuses<br />

on effective utilization of volunteers and community partners,<br />

• Designate a person, either paid or unpaid, to coordinate the volunteer program,<br />

• Record volunteer service hours equal to at least twice the school's student enrollment. Any<br />

volunteer hours that contribute to student academic improvement may be counted. The<br />

Florida Department of Education permits estimating hours through the end of April ONLY.<br />

Golden <strong>School</strong> Award applications are due to <strong>Volunteer</strong> Services Friday, March 14, <strong>2008</strong>.<br />

The Silver <strong>School</strong> Award<br />

(Secondary <strong>School</strong>s Only)<br />

Secondary schools that sponsor a program for students to volunteer in schools are eligible to<br />

receive the Silver <strong>School</strong> Award. This award is only for secondary schools and only for<br />

student volunteers.<br />

To count the students' volunteer service hours for the Silver <strong>School</strong> Award, the service must<br />

be to help other students achieve. In addition, it must be truly voluntary. Students cannot do<br />

the service as a part of a classroom assignment or to earn a varsity letter.<br />

To receive the Silver <strong>School</strong> Award, secondary schools must meet the following criteria<br />

established by the State of Florida:<br />

• Designate a coordinator at both the school that sends the students and the school that<br />

receives the student volunteer.<br />

• Provide training for both student volunteers and the faculty of the receiving school.<br />

• Record student volunteer hours equal to at least one half the total number of students (FTE<br />

count) in the secondary school. The Florida Department of Education allows schools to<br />

estimate hours through the end of April ONLY.<br />

Silver <strong>School</strong> Award nominations are due to <strong>Volunteer</strong> Services by: Friday, March 14, <strong>2008</strong>.<br />

A Guide to Counting Student <strong>Volunteer</strong> Hours<br />

for the Golden and Silver <strong>School</strong> <strong>Awards</strong><br />

Secondary school student volunteer hours can count for both Golden and Silver <strong>School</strong> <strong>Awards</strong><br />

ONLY if the students are volunteering at their own school.<br />

Plantation High <strong>School</strong> students are volunteer tutors for other Plantation High<br />

students.<br />

These volunteer service hours count for both Golden and Silver <strong>School</strong> <strong>Awards</strong><br />

for Plantation High <strong>School</strong>.<br />

Plantation High <strong>School</strong> students tutor at a neighborhood elementary school.<br />

Plantation High can count the hours for Silver <strong>School</strong> Award, but not for the<br />

Golden <strong>School</strong> Award. The elementary school can count these hours for their<br />

Golden <strong>School</strong> Award.<br />

The Florida Department of Education's<br />

Five Star <strong>School</strong> Award<br />

The Five Star <strong>School</strong> Program recognizes schools that have exceptional community<br />

involvement. The purpose of this program is to provide a yardstick for schools to use as an<br />

annual self-analysis of their level of community involvement programs.<br />

The goal of the Five Star <strong>School</strong> Award Program is to interlock school volunteers, business<br />

partnerships, family involvement, school advisory councils and youth community service to<br />

create a picture perfect community involvement program. This program should reflect the<br />

school's commitment to planning, training, recognition and other elements necessary for<br />

effective community involvement within the school.<br />

This is an annual award and successful schools will receive a certificate of designation from the<br />

State of Florida Commissioner of Education.<br />

Each fall, <strong>Volunteer</strong> Services sends out an application packet for the Five Star <strong>School</strong> Award to<br />

all schools requesting the information. The principal is encouraged to designate one individual<br />

to chair a committee that collects the documentation and prepares an extensive portfolio that<br />

will accompany the application.<br />

Overview of Award<br />

The purpose of this award is to promote and recognize innovative school practices that increase family<br />

involvement. Each school selected as a regional winner will designate a parent to represent the school in<br />

accepting the award during the Florida PTA Leadership Conference. Expenses for the school representative<br />

that will be reimbursed include: airfare over 200 miles, car mileage under 200 miles, two nights' lodging, and<br />

awards luncheon ticket.<br />

Award Categories<br />

Entries will be judged in each of two categories: Elementary <strong>School</strong> (PreK-5) and Middle/High <strong>School</strong> (6-12).<br />

Statewide, there will be a total of ten winners. Each district may submit two nominations: one elementary and<br />

one middle/high school.<br />

Eligibility<br />

Entries must be school projects that focus on a specific school initiated parent/family involvement program or<br />

strategy. These could include innovative parent involvement strategies that place parent training sites away<br />

from the school and in the workplace, the church, or other convenient locations. Nominated programs do not<br />

have to be PTA related.<br />

Criteria for Selection<br />

A nomination should reflect an innovative practice for recruitment, training and/or recognition of parents and<br />

other family members. These could include, but not be limited to, programs that address: removing barriers,<br />

parenting, student learning, communicating, volunteering, training at school or at home, decision making,<br />

collaborating with the community, and others.<br />

Only information included on the form will be considered. Attachments will not be reviewed. Broward County<br />

will submit one family involvement program from each level: Elementary <strong>School</strong> (PreK-5) and Middle/High<br />

<strong>School</strong> (6-12).<br />

Judging<br />

At the district level the selection process will be organized by the District Community Involvement/<strong>Volunteer</strong><br />

Coordinator. Nominations will be evaluated on:<br />

Both the letter and spirit of the school improvement and accountability legislation are built upon the active<br />

involvement of parents, guardians, business people, and other community members in efforts to improve<br />

Florida's schools. The legislative intent is to return the responsibility for education to those closest to the<br />

students. That is the schools, teachers, and parents. Recognizing that the involvement of the community is<br />

vital to student success, the Commissioner of Education and the Commissioner's Community Involvement<br />

Council have established the Five Star <strong>School</strong> Award.<br />

This symbol of achievement is presented each year to those schools that have shown evidence of exemplary<br />

community involvement. Eligible schools are designated annually and must be renewed each year. <strong>School</strong>s<br />

that achieve this designation will receive the Florida Department of Education's highest award for community<br />

involvement.<br />

In order to qualify for this award, a school must achieve 100 percent of these criteria in the categories of<br />

Community/Business Partnership, Family Involvement, <strong>Volunteer</strong>s, Student Community Service, and <strong>School</strong><br />

Advisory Councils/<strong>School</strong> Decision Making. The school must also submit a portfolio that documents the<br />

achievement of each criterion.<br />

Identifying All Potential Lapel Pin Recipients at Your <strong>School</strong><br />

The following instructions will provide you with a list of all active volunteers who have selected your<br />

location as their “Preferred” school, when completing the volunteer application. The total hours for each<br />

volunteer will reflect all hours served in any SBBC schools recorded in the STAR system.<br />

1. Log into the <strong>Volunteer</strong> Services Module.<br />

2. On the menu bar select <strong>Volunteer</strong>, and click Batch Time/Attendance.<br />

3. In the sub-screen area select <strong>Volunteer</strong> Time/Attendance, and click Execute.<br />

4. Complete the Time/Attendance Parameters fields as follows, and click Calculate Hours. (To<br />

adjust the Start Date, enter the year (<strong>2007</strong>) first and then enter the month and date. FYI: it may<br />

take a few minutes for the results to appear.)<br />

5. On the results screen, organize the first three columns in the following order: first name, last<br />
