Foundation’s 2010 State Business Tax Climate Index. The index ranks states based on the taxes that<br />

Regional Cooperation<br />
South Florida (Miami-Dade, <strong>Broward</strong> and<br />
Palm Beach Counties) has been designated<br />
a “megaregion of the future” and a driver<br />
of future U.S. economic growth. In an April<br />
2009 special section, “South Florida: Where<br />
Innovation, Creativity, Education and<br />
Global Access Meet,” Inc. magazine called<br />
the region “one of the most connected<br />
places on earth.”<br />
The Inc. article cited South Florida’s<br />
transportation connections and<br />
deep business and cultural ties to<br />
Latin America, the Caribbean, and<br />
Europe. “Companies that do business<br />
internationally particularly covet the area’s<br />

article. “Altogether, the region’s growing<br />
bioscience cluster, thriving industries,<br />
international population, and popularity<br />

Overall, South Florida is the 7th largest<br />
metropolitan statistical area (MSA) in the<br />
nation with 5.4 million residents – roughly<br />
one-third of Florida’s total population.<br />
Approximately 60 percent of the population<br />

leaders work together to take a regional<br />
approach to economic development. For<br />
example, the Greater Fort Lauderdale<br />
<strong>Alliance</strong>, The Miami-Dade Beacon<br />
Council, and The Business Development<br />
Board of Palm Beach County jointly<br />
developed a regional marketing<br />
campaign called “South Florida: Your<br />
Global Business Connection” where the<br />
South Florida area is marketed through<br />
brochures and DVD’s in multiple<br />
languages (English, French, German,<br />
Italian and Spanish).<br />

Kaplan University<br />
Kaplan University celebrated the grand<br />
opening of its new location in the City<br />
of Plantation at a recent ribbon-cutting<br />
ceremony. Plantation Mayor Rae Carole<br />
Armstrong welcomed the university,<br />
saying an educated workforce is the key to<br />
economic development and the backbone<br />
of future business development. “Kaplan<br />
provides a different school of thought on<br />
how to deliver educational programs, an<br />
impressive use of technology and a broad<br />
curriculum to meet the diverse needs that<br />
are so critical to our city and the workforce<br />
today,” said Armstrong.<br />
The new site opened in October 2009. It<br />
houses admissions officers and other online<br />
student support staff, as well as a Kaplan<br />
University Learning Center. The center is<br />
designed to provide face-to-face support<br />
services and up to four classroom-based<br />
courses for local online students. The site<br />
already has nearly 500 employees and will<br />
eventually house 700.<br />
“This is our fourth support center in<br />
<strong>Broward</strong> County, but it’s really a first for our<br />
university,” said Gregory Marino, president<br />
of Kaplan University Group. “This is the<br />
first location that combines the best of<br />
both worlds at Kaplan: a support center to<br />
assist students who attend classes online<br />
from anywhere in the world and a Kaplan<br />
University Learning Center that offers faceto-face<br />
advisor support and some classroom<br />
courses for online students living here in<br />
South Florida. We couldn’t be more excited<br />
about bringing this 21st century learning<br />
model to <strong>Broward</strong> County.”<br />
Kaplan continues to open new sites to<br />
accommodate its growing student body.<br />

Recent Locations, Relocations<br />
and Expansions<br />
• Assistance with the passage of international<br />
insurance legislation.<br />
• Support for Qualified Tax Incentive and<br />
Enterprise Zone legislation at the state level.<br />
The university opened a Learning Center in<br />
Delray Beach earlier this year, an Orlando<br />
online student support center in 2009 and a<br />
third Fort Lauderdale support center in 2008.<br />
Kaplan opened its first offices in South Florida<br />
in 2000 with 65 employees and today has<br />
nearly 3,000 employees here.<br />
Vutec<br />
Vutec, a leading international manufacturer<br />
of video projection screens and lighting<br />
industry products, has relocated its<br />
102,195-square-foot facility in Coral Springs<br />
Corporate Park. The new facility will house<br />
the company’s offices and its vertically<br />
integrated manufacturing operations.<br />
Vutec’s complete line of state-of-the-art,<br />
award-winning video projection screens and<br />
accessories will be manufactured there. “We<br />
are pleased to welcome a global technology<br />
leader to Coral Springs and continue the<br />
planned expansion of the Corporate Park,”<br />
said Ralph Merritt, chairman of the Coral<br />
Springs Economic Development Foundation,<br />
and Mayor Scott Brook in a joint statement.<br />
To help facilitate the company’s relocation,<br />
the City Commission approved the issuance<br />
of $4.2 million in Industrial Development<br />
Revenue Bonds (IDBs) to help finance the<br />
cost of the project. IDBs provide a source of<br />
long-term, below-market-rate financing of<br />
capital requirements for new or expanding<br />
manufacturing facilities.<br />
Zeno Office Solutions<br />
Zeno Office Solutions, one of the largest<br />
independent office equipment dealer and<br />
service providers in the country, has relocated<br />
its South Florida office to the Miramar Park<br />
of Commerce. The company is leasing 11,768<br />
square feet of office and warehouse space.<br />
The Miramar office employs 30 people.<br />

Hollywood-based Great HealthWorks<br />
recently announced plans to add 200 jobs<br />
by 2011 thanks to a financial infusion from<br />
the $450 million Florida Mezzanine Fund,<br />

The Greater Fort Lauderdale <strong>Alliance</strong> is<br />
<strong>Broward</strong> County’s official public/private<br />
partnership for economic development.<br />
Its mission is to lead <strong>Broward</strong> County<br />

BRAVO<br />
One of the major goals of the Greater Fort<br />
Lauderdale <strong>Alliance</strong> is to help companies<br />
of all sizes already located in <strong>Broward</strong><br />
County succeed and prosper. A key<br />
business retention and expansion initiative<br />
is BRAVO (Business Retention Assistance<br />
and Visitation Outreach). Through this<br />
program, representatives of the <strong>Alliance</strong>,<br />
<strong>Broward</strong> County Office of Economic and<br />
Small Business Development and local<br />
municipalities and chambers of commerce<br />
conduct visits to local businesses in an effort<br />
to strengthen the local economy. In the<br />
past year, more than 150 local companies<br />
were visited through the BRAVO program.<br />
The visits include discussions of programs<br />
available to businesses wanting to expand in<br />
<strong>Broward</strong> and information regarding issues<br />
such as workforce development, international<br />
trade and access to financing. In 2008, The<br />

During the past eight years, the <strong>Alliance</strong><br />
has directly assisted more than 2,200<br />
companies, resulting in the creation of<br />
over 12,000 new jobs, the retention of<br />
more than 9,000 jobs and the generation<br />

in <strong>Broward</strong> County.<br />

GrowFL<br />
The <strong>Alliance</strong> recently launched an economic<br />
gardening program, which is based on a<br />
new economic development strategy gaining<br />
popularity nationwide. The innovative<br />
entrepreneur-centered economic growth<br />
strategy is focused on an initiative created<br />
by the State of Florida that allocated $10<br />
million to assist statewide expansion of<br />
Second Stage Growth entrepreneurial<br />
companies. The state’s program established<br />
the Florida Economic Gardening Institute<br />
(FEGI), funded by the Florida Legislature<br />
to cultivate growth companies. It is called<br />
GrowFL and is patterned after a proven<br />
program pioneered in Colorado. The<br />
<strong>Alliance</strong> is part of the GrowFL statewide<br />
partnership. GrowFL will deploy its team<br />
of analysts at no charge to provide qualified<br />
companies with technical assistance<br />
and access to a suite of information and<br />
decision-making tools.<br />
To qualify and be considered as secondstage,<br />
businesses must have 10 to 50<br />
employees and generate $1 million to<br />
$25 million in annual revenue. It must<br />
also have maintained its principal place<br />
of business in the state of Florida for at<br />
least the previous two years and also have<br />
increased both the number of full-time<br />

Minority/Small Business Development<br />
While nearly 90 percent of <strong>Broward</strong>’s<br />
businesses employ fewer than 25 people,<br />
collectively they constitute the largest<br />
sector of the county’s economy. These<br />
small businesses provide a wide array of<br />
products and services to private and public<br />
customers.<br />
In order to best serve this important group of<br />
businesses, the <strong>Alliance</strong> is an active member<br />
of many organizations that promote and<br />
assist in the growth of minority and small<br />
businesses in <strong>Broward</strong> County.<br />
Additionally, each year the <strong>Alliance</strong><br />
awards membership scholarships to<br />
minority and women-owned businesses<br />
to engage these emerging companies in<br />
economic development initiatives and<br />
<strong>Alliance</strong> activities. This is a unique 5-year<br />

city’s founder, Joseph W. Young, who spearheaded<br />
efforts to create the deep-water seaport after being<br />
grounded in a speedboat on a mud flat in what was<br />
then Lake Mabel. In February 1928, Young’s vision<br />
for Port Everglades became a reality.<br />

in Hollywood. Due to its strategic location,<br />

housing, exceptional health care and quality of life,<br />
Hollywood is an ideal location for work and play. Its<br />
international appeal is evident in the tremendous<br />
growth in visitors from destinations in the U.K.,<br />
Europe, South America, Canada and Scandinavia<br />
who are taking advantage of new international<br />
flights and discovering the city through its<br />
marketing initiatives with tour operators, travel<br />

To build on these global connections,<br />
Dr. Sri Sundararaman, Medical Director for Radiation Oncology at the<br />
Memorial Cancer Institute utilizes the Cyberknife for treatment of<br />
inoperable or surgically complex tumors. Memorial Healthcare System<br />
(MHS) is the fifth-largest public healthcare system in the nation. Its<br />
flagship hospital and the world renowned Joe DiMaggio Children’s<br />
Hospital are in Hollywood.<br />
Hollywood has established an Office of Business &<br />
International Trade and has been recognized by the<br />
U.S. Department of Commerce for strengthening<br />
international business ties with commercial officers<br />
throughout Europe, hosting trade missions and<br />
conducting foreign trade seminars and workshops.<br />

95 Industrial Park is a state designated<br />
Redevelopment From The Sand To The City<br />
With more than $100 million in public<br />
improvements made along Hollywood’s oceanfront,<br />
the area is primed for sustainable redevelopment.<br />
Plans are moving forward for the first Margaritaville<br />
Beach Resort in Florida on a spectacular six-acre<br />
city-owned site in the heart of Hollywood Beach.<br />
The 350 room resort/conference/restaurant/retail<br />
complex is expected to be the ultimate evolution of<br />
the Margaritaville escapism brand.<br />
A dynamic Transit Oriented Development (TOD)<br />
is slated for a 40 acre site located along I-95<br />
adjacent to Tri-Rail and just minutes from Fort<br />
Lauderdale-Hollywood International Airport. Ecofriendly<br />
Sheridan Station is currently pre-leasing for<br />
retail and office space.<br />
The City of Hollywood is establishing a<br />
Transit-Oriented Corridor (TOC) along State Road<br />
7, a major north/south corridor through south<br />
Florida with easy access to mass transit. This<br />
will facilitate mixed-use, pedestrian-oriented<br />
redevelopment.<br />

Enterprise Zone providing incentives<br />
including job tax credits, sales tax refunds<br />
and property tax credits. The city has made<br />
application for an additional 2.03 square<br />
miles of enterprise zone.<br />
• Local Minority and Small Business<br />
Enterprise (MBE/SBE) Program—Hollywood<br />
provides locally based businesses training<br />
and opportunities to obtain contracts with<br />
the city.<br />
