11.3.1 Civic Events Granting Process Overview and Discussion Paper<br />

11.4 MEMBERS OF COUNCIL<br />

11.4.1 Councillor Younger ­ Request for Report re: Charitable Fundraising<br />

on Municipal Streets<br />

MOVED BY Councillor Younger, seconded by Councillor Johns that <strong>Halifax</strong><br />

<strong>Regional</strong> Council request a staff report relative to amendments to either the<br />

streets By­Law or Vending By­Law to address the advisability of permitting,<br />

through no fee license, fundraising activities on municipal streets as per the<br />

proposed amendments to Section 293 of the Motor Vehicle Act as follows:<br />

13 Chapter 293 is further amended by adding immediately after Section 173 the<br />

following Section:<br />

173A(1).............(no person can collect money, etc.)<br />

(2)..............(does not apply to emergency vehicles, tow trucks, etc.)<br />

(3) Subsection (1) does not apply to fund­raising activities that are (a) permitted<br />

by a By­Law of the municipality in which the activities are conducted; and (b)<br />

approved by the traffic authority responsible for the roadway on which the<br />

activities are conducted.<br />

Councillor Hendsbee requested that the report clearly indicate that along with<br />

municipal streets; municipal parking lots, sidewalks and all areas within the municipal<br />

right­of­way be included.<br />

11.4.2 Councillor Barkhouse ­ Breeding Kennel Fees<br />

MOVED BY Councillor Barkhouse, seconded by Councillor Hendsbee that <strong>Halifax</strong><br />

<strong>Regional</strong> Council consider an amendment to By­Law A­300 in regard to dog<br />

licensing fees for owners of dog breeding kennels. MOTION PUT AND PASSED.
