6.5 L E V E L S O F P R O T E C T I O N<br />
Policy 7: Promote complementary actions by the statutory bodies with<br />
responsibility for heritage and the community for the protection of the site.<br />
• <strong>The</strong> historic complex at <strong>Lemanaghan</strong> is already afforded statutory protection<br />
under the National Monuments Acts, 1930-2004, and the Local Government<br />
(Planning and Development) Acts, 2000. <strong>The</strong> Planning Authority, in<br />
conjunction with Dúchas (Department of the Environment, <strong>Heritage</strong> and<br />
Local Government), should establish measures which will raise awareness of<br />
the existing protections in the local community. In addition, the community<br />
should be informed of the facilities offered for preparing consultation with<br />
the Planning Authorities and with Dúchas. <strong>The</strong> benefits involved in availing<br />
of this service should be made clear.<br />
• Dúchas should develop guidelines which will assist developers and property<br />
owners in avoiding or minimising disturbance to archaeological material.<br />
• <strong>The</strong> owners of the monuments and the management group should promote<br />
knowledge of the area, as outlined in Section 6.4, in order to strengthen its<br />
protection.<br />
6.6 L A N D U S E<br />
Policy 8: Put measures in place to ensure land use that is sensitive to the<br />
significance of the place.<br />
• In order to retain the setting of the site, the management group will liaise,<br />
where appropriate, with local farmers to ensure that current land use<br />
practices are continued, or that any changes to current usage would not<br />
negatively affect the setting.<br />
• <strong>The</strong> management group will also liaise with Bord na Móna and ensure that<br />
the continued working of the bog and its use when work ceases are sensitive<br />
to the significance of the place.<br />
• Ensure that the piece of land immediately to the north of St Managhan’s<br />
graveyard continues to act as an effective natural buffer between the road<br />
and church site, and that the line of beech trees along the boundary wall is<br />
maintained.<br />
• Ensure that the view of St Managhan’s Church, from approximately 300m<br />
(984 feet) on the southern and western approaches, is not obscured by<br />
large-scale agricultural or commercial development. Small-scale, single-storey<br />
building on the existing building line will not affect sightlines. It is preferable<br />
that any boundaries in the vicinity be kept to a height which would not<br />
obstruct the view of the church.<br />
