employment growth rates. One possible reason for a slowdown down <strong>in</strong> the EPZ export growth<br />

rates could therefore be a slowdown <strong>in</strong> the rate of expansion <strong>in</strong> EPZs. Could this be due to size<br />

limitations ? Table 5 shows that this was not the case. Santacruz which has the area of 93 acres<br />

had 197 units <strong>in</strong> 2002. Number of units <strong>in</strong> all other <strong>zones</strong> which were much larger than Santacruz<br />

was much smaller. One may also observe that the number of units has actually decl<strong>in</strong>ed <strong>in</strong> many<br />

<strong>zones</strong> <strong>in</strong> recent years. F<strong>in</strong>ally, the number of potential units that can be set up is much larger<br />

than the number of operational units <strong>in</strong> all the three <strong>zones</strong> for which <strong>in</strong>formation is available.<br />

The SEZ Policy has proposed to set up special economic <strong>zones</strong> of not less than 1000 acres.<br />

Current <strong>zones</strong> are much smaller than the proposed size. But even these <strong>zones</strong> do not seem to be<br />

decently occupied.<br />
