observe that while the value of net foreign exchange <strong>in</strong> absolute terms <strong>in</strong>creased phenomenally<br />

after the mid 1980s, the rate at which it grew rema<strong>in</strong>ed stagnated and <strong>in</strong> fact started decl<strong>in</strong><strong>in</strong>g<br />

after 1998 (Figure 6).<br />

One must also observe that the value addition which is def<strong>in</strong>ed as a ratio of the net foreign<br />

exchange to exports did not show any perceptible <strong>in</strong>crease either over the four phases of the<br />

evolution of the EPZ policy.<br />
