burden faced by entrepreneurs, attitude of the government officials and opportunities for<br />

provid<strong>in</strong>g irregular payments. Table 16 provides summary of the responses. Units have to deal<br />

with as many as 15 authorities at the time of entry. These <strong>in</strong>clude, DC, electricity, water,<br />

municipal body, ESI, PF, Income tax, sales tax, factory registration, labour, pollution, excise and<br />

custom. They have to deal with many of them <strong>in</strong> day-to-day operations as well. The median<br />

time that they spend with the government officials is 10% which is not much different from the<br />

average time spent by firms outside the zone. Goswami et al (2002) found that on the average<br />

managerial time spent by firms with government officials <strong>in</strong> <strong>India</strong> is 16%. Furthermore, <strong>in</strong> some<br />

cases, respondents <strong>in</strong>formed that they have employed a full time person to deal with the<br />

government officials. The frequency of <strong>in</strong>spectors’ visits on an average was 5, which compared<br />

favourably with those outside the <strong>zones</strong>. For the outside firms the average frequency of visits is<br />

over 11 (Goswami et al. 2002).<br />

The regulatory environment sets the ground for irregular payments. We asked<br />

respondents ‘how frequently they have to pay irregular payments?’ Over 60% of the respondents<br />

reported that they pay irregular payments frequently or highly frequently. The frequency of<br />

pay<strong>in</strong>g irregular payments appears to be the highest <strong>in</strong> custom clearance. The figures compare<br />

favourably with the world Bank study <strong>in</strong> which 85% of the respondents from domestic<br />
