total of $1,496,987 was set aside in the budget<br />

for public instruction. The total expenditure by<br />

the Government in salaries to teachers alone<br />

now aggregates nearly $2,750,000 each two years.<br />

Millions of dollars have been spent on school<br />

buildings and school equipment. A notable<br />

example of the progressive spirit of educational<br />

work was the completion during 1938 of the new<br />

Normal College of Santiago de Veraguas to<br />

which it is planned to add later other specialized<br />

centers of learning and to make it into a "school<br />

city" of the interior. The college is located in<br />

the western part of the Republic and provides<br />

secondary education for hundreds who hitherto<br />

had been unable to bear the expense of higher<br />

education in the schools of Panama City.<br />

The effect of this work on the part of the<br />

Government in furnishing secondary education<br />

facilities of the highest order is illustrated by the<br />

great increase in the number of high school,<br />

normal and college students within the ten-year<br />

period of 1928 to 1938. In 1928 there were<br />

1,924 students receiving secondary instruction,<br />

and in 1938 the number was double, there being<br />

3,871 students in the high schools, normal<br />

schools and colleges.<br />

The progress which has been made by the<br />

Republic in road building, in public education,<br />

and in municipal development, is indicative of<br />

other lines of endeavor. In fact, the political,<br />

social and economic steps of the young nation<br />

have been s6 guided during the short 36 years<br />

of its history that its future is assured.<br />
