Moisés – front man for Senator Barbalho?<br />
Epoca, Brazil’s second largest weekly news magaz<strong>in</strong>e, recently alleged that Moisés is just the ‘testa-deferro’<br />
– the front man – <strong>in</strong> the <strong>mahogany</strong> trade for the former president of the Brazilian Senate, Jader<br />
Barbalho. 45 Accord<strong>in</strong>g to Epoca: ‘Jader stands accused of association with the illegal trade <strong>in</strong> <strong>mahogany</strong> <strong>in</strong><br />
Pará.’ On 5 October 2001, after a long political scandal, Senator Barbalho resigned the presidency of the<br />
Senate, thereby avoid<strong>in</strong>g prosecution and reta<strong>in</strong><strong>in</strong>g his political rights to be a candidate <strong>in</strong> the 2002<br />
elections. Epoca notes that he is accused of irregularities <strong>in</strong> payments for the repatriation of land from<br />
large landowners. On the basis of a review of public treasury documents, Senator Barbalho is suspected of<br />
hav<strong>in</strong>g embezzled more than R$3 million (US$1.1m) from Pará State Bank and the former Federal<br />
Department for Regional Development. 46<br />
Osmar Alves Ferreira<br />
The other k<strong>in</strong>gp<strong>in</strong> <strong>in</strong> Pará’s <strong>mahogany</strong> trade is Osmar Alves Ferreira. Accord<strong>in</strong>g to sources with<strong>in</strong> the<br />
Brazilian government and documents cited at Ibama <strong>in</strong> Brasilia, companies l<strong>in</strong>ked to Ferreira <strong>in</strong>clude<br />
Ferreira Madeiras e Desmatamentos (former producer sawmill registered to Ferreira), Madeireira Serra<br />
Dourada (two FMPs), Madeireira Sol Nascente/Kernvald & Stedler (sawmill), Tapajos Timber (exporter),<br />
Madeireira Castelo (sawmill) and Exportadora Peracchi (sawmill and exporter). After be<strong>in</strong>g bought by<br />
Ferreira, the Peracchi sawmill was renamed Serraria Cotia 47 and was granted an export quota by Ibama for<br />
the first half of 2001. 48<br />
Ferreira and Moisés frequently work <strong>in</strong> conjunction. For <strong>in</strong>stance, some suppliers sell to Ferreira one year<br />
and Moisés the next. Two FMPs, Wagner L B de Freitas and Cilla, have stored <strong>mahogany</strong> for Ferreira but are<br />
part of Moisés’ network. 49<br />
Ferreira has a long history of <strong>in</strong>volvement <strong>in</strong> the illegal<br />
extraction of <strong>mahogany</strong> from Indian lands. 50 Recorded cases<br />

companies l<strong>in</strong>ked to him <strong>in</strong>clude the Kayapó (1983); Xikrim<br />
do Cateté (1985); Parakanã Araweté (1988); Kayapó, Xikrim<br />
do Cateté, Kararaô, Tr<strong>in</strong>cheira/Bacajá, Koat<strong>in</strong>emo,<br />
Apyterewa, Araweté (1991-1992); 51 Parakanã Apyterewa<br />

The assault on the <strong>mahogany</strong> of the Middle Land began <strong>in</strong> the<br />
early 1990s when Exportadora Peracchi declared ownership<br />
of areas along the road opened by the Canopus m<strong>in</strong><strong>in</strong>g<br />
company. The road opens the forest between the X<strong>in</strong>gu River<br />
and the Iriri river and further south, border<strong>in</strong>g Kayapó Indian<br />
land.<br />
In late October, Ibama and the Brazilian police, accompanied by Greenpeace<br />
activists, converged on a new <strong>mahogany</strong> sawmill <strong>in</strong> the township of Uruara,<br />
expos<strong>in</strong>g illegal <strong>mahogany</strong> logs - accord<strong>in</strong>g to Ibama, the sawmill is owned by a<br />
frontman for Osmar Ferreira<br />
