GSUSA Leadership Development Pin
The Leadership Development Pin is a national award with requirements designated by Girl Scouts of the
United States of America. This award recognizes troop/group leaders/co-leaders, assistant troop/group
leaders, or group coordinators who demonstrate competence, continuous improvement, and participate
in training in subject areas that will increase their skills in working with girls. (NOTE: A group is defined
as a formation of a group of girls that cross over different age levels; therefore a group coordinator is a
person who leads such a group.)
Leaders who set their goals for earning the Leadership Development Pin should strive to meet these
requirements by taking advantage of up-to-date, current leadership courses.
Basic Criteria
1. The candidate is a registered Girl Scout adult who has completed one (1) successful year in the
position of troop/group leader/co-leader, assistant leader, or group coordinator and is currently
serving in that position.
2. The candidate has completed the appropriate basic position training; Welcome to Girl Scouting
Orientation and Leadership Essentials.
3. The candidate has participated in at least two (2) meetings or events beyond the troop or group
level. These may be service unit meetings or events, council-wide events, or the council Annual
Meeting.
4. The candidate has secured an adult resource person for the troop/group who holds current
certification in both First Aid/CPR and the appropriate level of outdoor training; either by taking
the training herself/himself or by finding a trained adult to serve in this capacity.
Approval
The candidate submits a Leadership Development Pin Application (any time during the year), to their
Associate, Membership Services. If all requirements have been met, the recognition is authorized and
the pin/leaves may be purchased at any council shop. The cost of the pin/leaves is assumed by the
volunteer and may be purchased at any Girl Scouts in the Heart of Pennsylvania Council Shop once
their application has been approved.
Form of Recognition
The Leadership Development Pin depicts a brown owl on a yellow background. It is earned for
completion of the basic criteria. Additional courses are recognized with leaves, which can be attached
to the pin. (see below) The Leadership Development Pin is worn below the personal identification pin.
Additional Recognition—Leadership Development Leaves
Completion of additional trainings in addition to the basic criteria will be recognized by the awarding of
small leaves that can be attached to the Leadership Development Pin.
(NOTE: The Leadership Development Pin must be earned before a volunteer can earn the leaves)
Workshops are to be experiential in nature and delivered by accredited institutions or organizations.
Some examples would be: American Camping Association Outdoor Living Skills Program, American
Red Cross Life-guarding course, a sports instructor course, Edith Macy Conference Center workshops,
or workshops given by local colleges/organizations.

Criteria for Earning Leaves
Green Leaf Represents ten (10) contact hours or one (1) CEU (continuing education unit). One CEU is
equal to ten contact hours. The contact hours may be completed at one workshop,
course, or adult development event or represent hours accumulated at several events over
a period of time. Five green leaves are replaced by one silver leaf.
Silver Leaf
Gold Leaf
Represents 50 contact hours or five CEU’s. The contact hours may be one workshop,
course, or adult development event or cumulative hours of training. Five silver leaves are
replaced by one gold leaf.
Represents 250 contact hours or 25 CEU’s.
Other Criteria for Earning Leaves
• Trainings applied to earning the Leadership Development Pin may not be applied to the earning
of leaves.
• Candidates applying for leaves need to document their hours and describe how the
workshop/course has improved their work with girls. To clarify which hours of training count
towards leaves, focus on how much of the training applies to improving work with girls. For
example, for a course on using the internet, perhaps 3 of the 8 course hours would be applicable
to helping girls access and interact with GSUSA’s website.
• Only training hours earned in the five (5) years prior to the application will be accepted towards
earning leaves.
• Each course, workshop, or training event submitted must be at least 30 minutes in length.
• Time must be submitted in ten (10) hour blocks. Please do not submit for partial leaves.
• Note that leaves are progressive. The Leadership Development Pin holds five leaves. When an
individual has earned five green leaves, they can begin to remove the green leaves as each silver
leaf is earned and then remove the silver leaves as each gold leaf is earned. Leaves that are
removed become ‘keepsakes.’
Examples of Figuring Leaves and Hours
10 hours = 1 green leaf
93 hours = 4 green leaves + 1 silver leaf
100 hours = 2 silver leaves (take off the 4 green leaves)
315 hours = 1 green leaf (10 hours) + 1 silver leaf (50 hours) + 1 gold leaf (250)

Leadership Development Pin/Leaf Application
Purpose:
To recognize adult leaders/co-leaders, assistant leaders, or group coordinators who demonstrate
competence and continuous improvement, and participate in training in subject areas that increase their
skills in working with girls.
Instructions:
1. To apply for a Leadership Development Pin, complete sections I and II of the application.
2. To apply for leaves, complete sections I and III.
3. Submit completed application to your Associate, Membership Services.
4. Once application is approved and sent back; bring the signed, approved application to any Girl Scouts in the Heart of
Pennsylvania council shop to purchase the pin/leaves.
