<strong>Girl</strong> Scout<strong>in</strong>g teaches girls<br />
leadership styles that celebrate<br />
<strong>the</strong> role <strong>of</strong> ethics, personal<br />
pr<strong>in</strong>ciples and social change<br />
values.<br />
<strong>Girl</strong> <strong>Scouts</strong> <strong>in</strong> <strong>the</strong> <strong>Heart</strong> <strong>of</strong> <strong>Pennsylvania</strong><br />
is <strong>the</strong> preem<strong>in</strong>ent leadership organization<br />
for girls <strong>in</strong> central and nor<strong>the</strong>astern<br />
<strong>Pennsylvania</strong>.<br />
• We serve more than 37,000 girl members, ages 5-17,<br />
<strong>in</strong> 3,473 troops<br />
• We span 30 counties <strong>in</strong> central and nor<strong>the</strong>astern<br />
<strong>Pennsylvania</strong><br />
• We operate eight regional service centers<br />
• We steward and operate 12 camps and more than<br />
2800 acres <strong>of</strong> land<br />
• We recruit nearly 12,000 adult volunteers who<br />
serve as troop leaders, mentors, board members and<br />
adult education tra<strong>in</strong>ers<br />

<strong>Girl</strong> Scout<strong>in</strong>g builds girls <strong>of</strong> courage,<br />
confidence, and character who make<br />
<strong>the</strong> world a better place.<br />

2008<br />
GSHPA provided 308 council<br />
sponsored program opportunities,<br />
along with programm<strong>in</strong>g at various day<br />
camps and five resident camps.<br />
Repsond<strong>in</strong>g to <strong>the</strong> needs <strong>of</strong> our<br />
volunteers, GSHPA dramatically<br />
<strong>in</strong>creased <strong>the</strong> number <strong>of</strong> onl<strong>in</strong>e adult<br />
learn<strong>in</strong>g opportunities so that more<br />
volunteers could complete tra<strong>in</strong><strong>in</strong>gs<br />
at times and locations convenient to<br />
<strong>the</strong>m.<br />
633 girls earned <strong>the</strong> Bronze Award, 227<br />
earned <strong>the</strong> Silver Award, and 37 girls<br />
earned <strong>the</strong> Gold Award.<br />
As part <strong>of</strong> our “Healthy <strong>Girl</strong> Initiatives”<br />
program focus area, GSHPA created<br />
a program called “Shape Up Stars”.<br />
Numerous schools throughout <strong>the</strong><br />
council allowed <strong>Girl</strong> <strong>Scouts</strong> to be a part<br />
<strong>of</strong> <strong>the</strong>ir gym classes us<strong>in</strong>g a five-week<br />
program model that focuses on key<br />
health and fitness components.<br />
Grab ‘n’ Go Resources were developed<br />
for 34 specific programmatic topics.<br />
These “programs <strong>in</strong> a box” <strong>of</strong>fer troops<br />
and leaders <strong>the</strong> opportunity to do an<br />
entire program, many times result<strong>in</strong>g<br />
<strong>in</strong> earn<strong>in</strong>g a Try-It, Badge, or Interest<br />
Project. Several Grab ‘n’ Go Resources<br />
were made available at each service<br />
center.<br />
Through GSHPA’s Gift <strong>of</strong> Car<strong>in</strong>g<br />
promotion, <strong>Girl</strong> Scout Troops donated<br />
<strong>Girl</strong> Scout cookies to Operation<br />
Sweet Freedom, a non-pr<strong>of</strong>it group <strong>in</strong><br />
Carlisle, PA. They were <strong>in</strong>cluded <strong>in</strong><br />
a care package <strong>of</strong> toys and candy sent<br />
to Iraq. Members <strong>of</strong> <strong>the</strong> U.S. Army<br />
l<strong>in</strong>ked up with an Iraqi Army unit and<br />
had <strong>the</strong>m deliver <strong>the</strong> goods to a local<br />
school.<br />
More than a 1,000 girls, volunteers,<br />
and family members attended <strong>the</strong> 2008<br />
GSHPA kick-<strong>of</strong>f event <strong>in</strong> May at <strong>the</strong><br />
Bloomsburg Fairgrounds. The event<br />
<strong>in</strong>cluded <strong>the</strong> GSHPA annual meet<strong>in</strong>g.<br />
There were activities, <strong>in</strong>formation<br />
booths, games, and lots <strong>of</strong> o<strong>the</strong>r fun.<br />
In partnership with area colleges<br />
and universities, GSHPA created <strong>the</strong><br />
College 101 program. Serv<strong>in</strong>g more<br />
than 400 girls, this program gave girls<br />
<strong>the</strong> opportunity to learn about college,<br />
talk directly with local schools, and f<strong>in</strong>d<br />
out what <strong>the</strong>y need to do to get ready<br />
to go to college.<br />
As part <strong>of</strong> <strong>the</strong> Science, Technology,<br />
Eng<strong>in</strong>eer<strong>in</strong>g, and Math program focus<br />
area, hundreds <strong>of</strong> girls participated <strong>in</strong><br />
<strong>the</strong> “Catapult for Cookies” program.<br />
Us<strong>in</strong>g match and eng<strong>in</strong>eer<strong>in</strong>g skills,<br />
girls learned how to create contraptions<br />
to catapult <strong>Girl</strong> Scout cookies across<br />
<strong>the</strong> room.<br />
GSHPA awarded four $2,000<br />
scholarships and two $2,500<br />
scholarships to six girls <strong>in</strong> <strong>the</strong> council<br />
who will be attend<strong>in</strong>g an <strong>in</strong>stitution <strong>of</strong><br />
higher education. These scholarships<br />
were awarded on a merit basis.<br />
More than 5,000 girls participated <strong>in</strong><br />
camp<strong>in</strong>g programs <strong>in</strong> 2008 through<br />
<strong>the</strong> council’s five resident camps and<br />
assorted day camps throughout <strong>the</strong><br />
area. Programs ranged from horseback<br />
rid<strong>in</strong>g to music camp.<br />
A dedicated team <strong>of</strong> volunteers combed<br />
through thousands <strong>of</strong> archives items<br />
from <strong>the</strong> legacy councils. Their hard<br />
work resulted <strong>in</strong> kits that troops can<br />
use to learn about <strong>Girl</strong> Scout<strong>in</strong>g<br />
rich history. The archive team also<br />
created a <strong>Girl</strong> Scout<strong>in</strong>g museum that<br />
is located <strong>in</strong> <strong>the</strong> York Service Center.<br />
The museum is open for troops and<br />
<strong>in</strong>dividuals who want to see <strong>the</strong> rich<br />
heritage <strong>of</strong> <strong>Girl</strong> Scout<strong>in</strong>g <strong>in</strong> our area.<br />
Through <strong>the</strong> dest<strong>in</strong>ations program,<br />
hundreds <strong>of</strong> girls traveled all over <strong>the</strong><br />
world to participate <strong>in</strong> programs. Many<br />
troops visited <strong>the</strong> birthplace <strong>of</strong> <strong>Girl</strong><br />
<strong>Scouts</strong> <strong>in</strong> Savannah, GA. One group <strong>of</strong><br />
girls traveled to England to learn more<br />
about <strong>Girl</strong> Scout<strong>in</strong>g’s <strong>in</strong>ternational<br />
programs.<br />
The <strong>Girl</strong> Scout Cookie Program is<br />
more than just a way for troops to<br />
raise funds for activities. The program<br />
provides girls with skills that <strong>the</strong>y will<br />
use for <strong>the</strong> rest <strong>of</strong> <strong>the</strong>ir lives. In 2008,<br />
20,874 girls participated <strong>in</strong> <strong>the</strong> program.<br />
2,094,494 packages <strong>of</strong> cookies<br />
were sold. That’s an average <strong>of</strong> over<br />
100 packages <strong>of</strong> cookies per girl!<br />

Dear Friends <strong>in</strong> Scout<strong>in</strong>g,<br />
We have faced some challenges dur<strong>in</strong>g <strong>the</strong> first 18 months <strong>of</strong> GSHPA…..and we are handl<strong>in</strong>g<br />
<strong>the</strong>m <strong>in</strong> <strong>the</strong> manner <strong>Girl</strong> <strong>Scouts</strong> handle challenges – with courage (to make difficult choices) and<br />
character (to stand up for what is right and <strong>in</strong> <strong>the</strong> best <strong>in</strong>terest <strong>of</strong> <strong>the</strong> girls and <strong>the</strong> council) and with<br />
confidence (we know that our decisions will allow us to better serve <strong>the</strong> more than 37,000 girls and<br />
over 12,000 volunteers and <strong>the</strong> communities <strong>of</strong> our thirty counties). This has been a path that is<br />
lead<strong>in</strong>g us to an organization that can well serve our membership.<br />
Many thank yous are <strong>in</strong> order…to <strong>the</strong> volunteers who have <strong>of</strong>fered <strong>the</strong>ir time and guidance<br />
to how best to serve <strong>the</strong> girls, to <strong>the</strong> staff who have worked hard <strong>in</strong> <strong>the</strong> face <strong>of</strong> change to serve <strong>the</strong><br />
volunteers and <strong>the</strong> girls and to <strong>the</strong> board who have spent many hours discuss<strong>in</strong>g and consider<strong>in</strong>g<br />
how best to serve <strong>the</strong> staff, <strong>the</strong> volunteers and <strong>the</strong> girls. The will<strong>in</strong>gness <strong>of</strong> all <strong>the</strong>se members to<br />
travel this uncharted path filled with challenges is truly appreciated.<br />
The Long Range Property Plann<strong>in</strong>g Task Group cont<strong>in</strong>ues <strong>the</strong>ir dedicated work to identify<br />
<strong>the</strong> best uses <strong>of</strong> our camp properties – <strong>the</strong>ir recommendations will be presented to <strong>the</strong> board <strong>in</strong> April 2009 and to <strong>the</strong><br />
membership at <strong>the</strong> spr<strong>in</strong>g delegate meet<strong>in</strong>gs. The Fund Development Committee is ready to beg<strong>in</strong> <strong>the</strong>ir work with a<br />
new Chief Development Officer on board so we can return to <strong>the</strong> strong personal and f<strong>in</strong>ancial relationships with so<br />
many supporters <strong>of</strong> <strong>the</strong> council and girl scout<strong>in</strong>g. The F<strong>in</strong>ance committee has worked to ensure <strong>the</strong> strategic decisions<br />
are based on sound f<strong>in</strong>ancial basis. The Volunteer Recognition Committee is ga<strong>the</strong>r<strong>in</strong>g nom<strong>in</strong>ations for what will be<br />
an annual recognition event for <strong>the</strong> volunteers who deserve so much <strong>of</strong> our thanks. The national delegates took time<br />
from <strong>the</strong>ir families and work to travel to Indiana to <strong>in</strong>teract with members from around <strong>the</strong> country and handle <strong>the</strong><br />
important governance work <strong>of</strong> <strong>Girl</strong> <strong>Scouts</strong>. Many hours <strong>of</strong> volunteer work are devoted by many <strong>in</strong> various forms for<br />
<strong>the</strong> benefit <strong>of</strong> <strong>the</strong> girls.<br />
We were well served with <strong>the</strong> GSUSA <strong>in</strong>terim CEO program dur<strong>in</strong>g <strong>the</strong> year and <strong>the</strong> volunteer search<br />
committee has been hard at work to assist <strong>the</strong> board <strong>in</strong> identify a new CEO. Jane Ransom will jo<strong>in</strong> <strong>the</strong> council <strong>in</strong> early<br />
May to lead us through <strong>the</strong> council’s next adventures. The new regional staff<strong>in</strong>g format is tak<strong>in</strong>g hold as a way to serve<br />
<strong>the</strong> volunteers and <strong>the</strong> girls with closer ties to <strong>the</strong> communities. The com<strong>in</strong>g years should be filled with fun and growth<br />
for <strong>the</strong> members <strong>of</strong> <strong>Girl</strong> <strong>Scouts</strong> <strong>in</strong> <strong>the</strong> <strong>Heart</strong> <strong>of</strong> <strong>Pennsylvania</strong>!<br />
