Clean and safe streets Minimise your litter, maximise your recycling Harlow Council is working hard to encourage residents to be responsible with their rubbish and it now has a new face to head up its efforts – Reece Icle. The Council spends around £800,000 a year on street cleaning services, which includes picking up litter that doesn’t make it into a bin. In order to minimise littering and increase awareness about recycling and its benefits, the Council launched a competition in October of last year, available to all Year Six school students in Harlow, which involved designing a mascot to support its campaign. The competition was a great opportunity for the young people of Harlow to get involved in looking after the environment and the Council received over 300 entries. The winning design, Reece Icle, was unveiled at a special presentation assembly in May and was created by ten-year-old Nisha Ramphal of William Martin Junior School. As the competition winner Nisha received a Litter Bugs game, a trip for her whole class to a Recycling Centre and a framed certificate – congratulations Nisha! Councillor Phil Waite, Cabinet Portfolio Holder for Environment, said: “Reece Icle will play an active role in helping Harlow Council to promote recycling and reduce litter in and around the local community.” Reece Icle said: “Please use a litter bin or take your litter home and recycle it where you can.” Kier Harlow operations director, John Phillips, said; “Kier is pleased to support Reece Icle promoting responsible rubbish disposal, clean streets and neighbourhoods are really important to us all and reducing the quantity of litter being dropped is something we can all play a part in changing.” Nisha with Reece Icle Reece Icle will quickly become a familiar face around Harlow. The mascot will be making appearances at schools and community events around Harlow to promote the use of recycling at home and educate Harlow residents on the importance of reducing litter. Dropping litter is an offence and carries an £80 fine with a maximum penalty of £2,500. harlow Issue 34 For Council tenants and leaseholders home Investing in your home Programme agreed for modernising Council homes Harlow Council has unveiled a £22m programme for the next year (June 2013 to March 2014) which paves the way for the start of modernising Council homes as part of a five-year, £100m housing investment programme. The next two years will see the investment programme concentrate on internal improvements to bring around 1,800 homes up to the Government’s Decent Homes Standard and in addition 4,500 homes will get new high-security front doors. Years three, four and fi ve of the investment programme will focus on maintaining the Decent Homes Standard and modernising other homes. This will include both internal and external improvement works. Houses, fl ats, maisonettes and sheltered accommodation are all included in the programme. Starting next month and over the next year the Council plans to make improvements to 4,188 Council homes.
