Responsible to: Strategic Director – Environment and Neighbourhoods<br />

Overall Purpose <strong>of</strong> job<br />

Lead for and advise the Directorate on commissioning and contract<br />

management. Manage directly delivered waste collection, recycling,<br />

commercial waste and schools catering and manage the client for outsourced<br />

functions such as transport and highways. Lead on commissioning new<br />

service delivery models for a range <strong>of</strong> E&N services, including the shared<br />

services agenda. Specifically lead on the relationship with the South London<br />

Waste Partnership. Lead the development and delivery <strong>of</strong> policies and<br />

strategies for E&N. Lead on special projects (district heating network) which<br />

advance the reputation <strong>of</strong> the Council as a ‘green’ Borough.<br />

To undertake the strategic planning, direction and control <strong>of</strong> the following<br />

services:<br />

• Recycling, Waste Collection, Waste Disposal, Commercial<br />

Waste.<br />

• Schools Catering<br />

• Transport<br />

• Highways<br />

• South London Waste Partnership<br />

• Strategy and Policy for the Directorate.<br />

• Delivery <strong>of</strong> the E&N <strong>Commissioning</strong> Strategy<br />

Lead on policies, priorities and programmes that will achieve the Council’s<br />

vision for the Borough and in doing so create:<br />

• A clean, green and safe Borough<br />

• An Enterprising Borough<br />

• Sustainable Economic Growth<br />

• Promotion <strong>of</strong> <strong>Sutton</strong>’s Green Agenda<br />

• Ensuring policy direction is outward-looking and resident-facing<br />

To lead strategic commissioning <strong>of</strong> E&N services, reflecting the Council’s<br />

move from service provider to commissioner.


Main Duties and Responsibilities:<br />

1. Lead on the development <strong>of</strong> the Directorate approach to<br />

commissioning and contract management.<br />

2. Lead and motivate staff to provide continuous improvement in quality<br />

and cost effectiveness <strong>of</strong> street scene, transport and highways<br />

services. Ensure the services are delivered in accordance with the<br />

Council’s published Core Values and Community Strategy and<br />

Corporate Plan<br />

3. Lead and develop effective partnership working with appropriate<br />

Government bodies, the South London Waste Partnership,<br />

neighbouring Boroughs and the Voluntary and Community Sector.<br />

4. Ensure that waste management principles are practically embedded<br />

into Council policies, operations and other areas <strong>of</strong> influence.<br />

5. Lead and develop specific interventions to maximise opportunities for a<br />

low carbon economy.<br />

6. Ensure the Council meets its statutory responsibilities in respect <strong>of</strong> its<br />

street scene, transport and highways functions.<br />

7. Develop and maintain effective information systems and performance<br />

monitoring procedures. Ensure that performance meets or exceeds the<br />

Government Best Value Targets or local set indicators.<br />

8. Monitor financial and service performance against agreed budgets,<br />

action plans and performance targets. Take corrective action when<br />

these show any adverse trend to the approved plan.<br />

9. Contribute to the Council’s actions relating to the Mayor <strong>of</strong> London’s<br />

national and Sub-Regional agendas.<br />

10. Provide advice, written reports and briefings to MPs, Committees,<br />

Members, programme boards and Corporate Management Team.<br />

11. Ensure the development and effective management <strong>of</strong> all employees.<br />

Ensure all Health and Safety legislation and regulations are complied<br />

with and that risk assessments are carried out across all service areas.<br />

12. Participate as necessary in the Council’s Emergency Planning<br />

arrangements.<br />

13. To deputise for the Director <strong>of</strong> Environment and Neighbourhoods.
