Brief Description of the Program: The purpose of project BlackSeaHazNet is a development of long-term research cooperation through coordinated joint program for exchange of data, know-how and scientists. The partnership in experimental and theoretical aspects of geophysics will be focused on a creation of fundamentals of a Complex Program for investigation the possibilities to forecast earthquake’s time, hypocentre, magnitude and intensity using reliable precursors. For this aim a monitoring of the following parameters is envisaged: geophysical and seismological variability over the South-East Europe; water sources and their Radon, Helium, and other gases concentrations; crust temperature; electromagnetic field variations under, on and above Earth surface; satellite monitoring of meteorological parameters, including earthquake clouds ; electrical charge distributions and variations in ionospheric parameters; near-space monitoring, aimed to detect and exclude the external influences (i.e., those of Sun and Interplanetary medium variations, Cosmic rays) from the meaningful signal of the solid Earth; biological precursors; The complex monitoring of the broad variety of parameters defines the output of the Program including: i.) estimations of different time scales for more clear understanding of the Earth system natural variability, ii.) risk assessment of appearance of hazardous for the society events related to earthquakes, climatic changes, etc., iii.) people’s response to an abrupt changes in the monitored parameters. Proposed regional network can be considered as a first step in creation of a wide interdisciplinary scientific consortium capable of formulation of more adequate paradigm of Climate variability and Climatic change (distinguishing the difference between them), Earth seismic processes and the actual problem of their forecast. If the hypothesis for Georeactors (238U and 232Th type) net, as possible reason for Climate change will be confirmed, the surprising new knowledge for Climate variations and its connection with Earth’s seismicity can be obtained. Conformation of the hypothesis for existence of new type self-regulated nuclear reactors will enhance the physical understanding of different time scales of Climate - Climate and Climate - Weather transitions and Climate- Seismicity correlations. Brief Description of the Program: HCMR participates in new EEA Topic Centre ETC- ICM 2011-13 (European Topic Centre on Inland, Coastal and Marine waters) that is coordinated by the CENIA (Czech Environmental Information Agency). The new ETC constitutes a renewal (addition of 5 new partners) of the previous Topic Centre for the Water (ETC-W 2007-2010) in which HCMR did not participate. In new ETC-ICM, HCMR was called to participate in order to upgrade the role consortium in the matters of Mediterranean and Black Sea. The activities of the new ETC-ICM concern mainly the continuation of the actions of the ETC-W 2007-2010) with the addition of new activities: Main activities in 2011 (cont from previous ETC): continuing the regular update of the EEA transitional, coastal and marine waters priority data flows and core set indicators including further information on biological elements derived from the Water Framework Directive inputs on coastal waters, marine biodiversity and climate change impacts; detailed assessment of the state and pressure analysis of the transitional and coastal waters from the 2010 River Basin Management Plan for the EEA contribution to the report under Art.18WFD; developing further the transitional and coastal water components of the existing WISE, and finalise the implementation plan for WISE-Marine, as a structural and closely interlinked part of the existing WISE, that ensures links to the EMODNET; in support of the initial assessment of the Marine environment in Europe under the Marine Framework Strategy Directive (based on descriptors adopted in 2010 for good environmental status) and drawing on assessments provided by the regional sea conventions, help DGs ENV and MARE by participating in the MSFD common implementation strategy and establishing streamlined reporting on relevant elements of the MSFD and existing Eionet data flows; further integrating GMES marine core service products and geoinformation sources on oceanographic data into EEA data sources, making them usable for EEA marine/maritime assessments and for dissemination via EEA web services and Eye on Earth; and integrating issues relating to marine climate change adaptation and mitigation with freshwater inputs in relation to eutrophication and pollution from hazardous substances (including continued work on ocean acidification, global carbon programme, plastic debris in the oceans). New activities in 2011: test ecosystems accounting methodology to marine environment (see 2.2); and in support of the post 2010 Biodiversity strategy focus on marine biodiversity, marine habitat mapping and marine invasive species; this will include also work on overseas territories. In the activities that continue from 2007-2010 work, HCMR will have complementary role since they constitute ‘running' activities. In the ‘new’ activities of 2011 HCMR will have the main role (task leader) on alien species and it will contribute in the rest focusing on Mediterranean and Black Sea issues.
