MONITORING OF HCVF IN VIET NAM Monitoring of HCVF is another vital activity undertaken by forest managers and relevant stakeholders. As with management, however, it is not within the scope of this toolkit to give exhaustive guidelines on monitoring of HCVF. Part 3 of the ProForest toolkit (2003) provides some generic guidance on monitoring as well as specific requirements for each of the HCVs. 7 The link between management and monitoring is made very clearly by the FSC requirements for HCVF in Principle 9, (Criterion 9.4), as follows: Annual monitoring shall be conducted to assess the effectiveness of the measures employed to maintain or enhance the applicable conservation attributes. FSC Criterion 9.4 Hence monitoring each HCV will need to be implemented to ensure that it is being maintained or enhanced. As a part of this, routine monitoring of the planned measures and operations should be carried out to ensure they are being done properly. Both types of monitoring are needed for HCVFs. Monitoring of HCVs will mostly be concerned with monitoring activities carried out within the FMU. However some of monitoring activities may also take place outside the FMU as externally occurring events may cause effect to the identified HCV (e.g. changes to the conservation status of ecosystem types, provision of alternative drinking water sources to local communities). Other stakeholders, such as land-use planners, may need to monitor HCVs at a landscape scale. The results of monitoring HCVs can usually be used to alter their management strategies. Several examples below are employed to illustrate: • Satellite imagery shows that areas surrounding and within the forest area are being cleared. The stakeholders may have to alter its relationship with neighboring land users. • Permanent plot data compared with harvesting information shows that regeneration is slower than acceptable limits in areas where harvesting intensity is greater than X stems/ha. In order to ensure forest regeneration all harvesting should be at an intensity less than X • Wildlife transects in a corridor indicate that it is not being used by large mammals. A new corridor may need to be created in a different location. • When suspended sediment in rivers is compared with road density it is shown that above a certain density of roads sediment loads are too high. Careful road planning must be done to reduce the road and skid trail density. • Community monitoring of a non-timber forest resource shows a drastic decrease in quantity. Stakeholders and local villagers need to decide why the resource is decreasing and how to change the resource gathering strategy or forest management.
