20 | Managing and Protecting our Historic Environment What is Changing? What effect does listing have? Listing gives a building statutory protection against unauthorised demolition, alterations and extension that may affect its special architectural or historic interest and allows change to be managed in a controlled way. There is no right of appeal against listing, but there is an internal review process and Historic Scotland reviews existing listings when requested. Where can I search for a listed building? Each local authority holds copies of the lists for its own area. The authority concerned will be able to tell you where you can see a copy of the list. Also, information on listed buildings is available online from Historic Scotland’s website at Other sources of information on listed buildings are available as follows: • The Royal Commission on the Ancient and Historical Monuments of Scotland. • PASTMAP , a website jointly developed with the Royal Commission on the Ancient and Historical Monuments of Scotland (RCAHMS), where you can search for information on Scotland’s historic environment from multiple sources. What is a Building Preservation Notice (BPN)? A BPN is a form of temporary listing notice served by a planning authority to protect unlisted buildings, considered to be of special architectural or historic interest, and which are threatened by demolition or alterations which affect its character as a building of such special interest while Scottish Ministers decide whether the building should be listed. Listed Building Consent (LBC) LBC is required if you want to demolish a listed building or carry out works to a listed building, i.e. alter or extend it, in a way that would affect its character as a building of special architectural or historic interest. It is a criminal offence to demolish a listed building or alter or extend a listed building in any manner which would affect its character as a building of special architectural or historic interest without listed building consent. The planning authority may refer to Historic Scotland for advice at any stage during the consent process and must notify Historic Scotland of their intention to grant consent for developments affecting category A or B listed buildings and for all demolitions, regardless of category. Historic Scotland must then consider whether there are special circumstances – such as the particular importance of the building or the degree of national interest to recommend that the application is called in for their own decision. When the Scottish Ministers decide to call in a case, a Reporter is appointed who may arrange a public local inquiry, according to the wishes of either the applicant or the local authority. Using new powers under the Planning etc (Scotland) Act 2006, Historic Scotland is currently rolling out the removal of the duty for local authorities to notify them of some B listed cases.
