Bios of the Prestigious Speakers<br />

Mr. Failing is currently serving as the Executive Director of the Highway Program for Los Angeles County<br />

Metro where he is responsible for Delivery of the nearly $8 billion Measure R Highway Program. Before<br />

joining LA Metro, he was the Director of Caltrans District 7. In 2006, Failing was chosen by the Los<br />

Angeles Times’ West Magazine as one of the 100 most influential people in Southern California. In<br />

addition, Los Angeles Magazine highlighted Mr. Failing in their December, 2006 issue as one of the most<br />

influential people in Los Angeles.<br />

Failing earned a Bachelor of Science Degree in Civil Engineering from Michigan Technological University<br />

in Houghton in 1980 and was hired at Caltrans in June of 1980 as a Junior Civil Engineer.<br />

Kome Ajise began his career with the California Department of Transportation (Caltrans) in 1987 in<br />

District 6 (Fresno). In 2000, Kome was appointed the first Office Chief for the Caltrans Headquarters<br />

Office of Community Planning in Sacramento. This office became the focal point for Caltrans’ smart<br />

growth initiatives and promoted transportation-based smart growth planning activities. From February<br />

2001, Kome served as the North Region Environmental Division Chief until April 2004 when he was<br />

appointed as the District 10 Director in Stockton, California. The eight-county District 10 covers the<br />

central Sierras, including four trans-sierra mountain passes, and northern San Joaquin Valley is a goods<br />

movement gateway from the valley into the Bay Area and north.<br />

He is currently serving as Program Manager of the Public Partnership Program and Deputy Director for<br />

Planning and Modal Programs at Caltrans Headquarters.<br />

Kome has a BS degree in Geography and Regional Planning from the University of Benin, Nigeria, and a<br />

Master of City and Regional Planning degree from CSU Fresno.<br />

Pierce Homer<br />

Transportation Director of M&N<br />

Pierce Homer currently serves as Moffatt & Nichol’s Transportation Director and was recently appointed<br />

Co-Chair of The American Road & Transportation Builder Association’s Ports and Waterways Council. With<br />

more than 25 years of executive experience in transportation, land use and public-private partnerships,<br />

Pierce brings his knowledge and professional expertise to transportation infrastructure projects worldwide.<br />

Before joining Moffatt & Nichol, Pierce was the longest-serving Secretary of Transportation for the<br />

Commonwealth of Virginia and led a $4.5 billion annual program spanning all modes of transportation and<br />

employing more than 10,500 employees. As Secretary, he led the development of nationally recognized<br />

programs in public-private partnerships; land use and transportation integration; freight and passenger rail<br />

enhancements; organizational accountability; and fiscal and financial transparency.<br />

Prior to his appointment as Secretary of Transportation, Pierce served as Virginia Deputy Secretary of<br />

Transportation.<br />

Pierce is a graduate of University of Texas at Austin - Lyndon B. Johnson School of Public Affairs where he<br />

received his M.P.A. He received his B.A. from Haverford College.

Tom Pelnik<br />

Senior Vice President of ACS<br />

Tom Pelnik is currently the Senior Vice President of ACS Infrastructure Development, Inc. based in<br />

Richmond, Virginia. He is responsible for company-wide business development. Before joining ACS, Tom<br />

Pelnik was the director of the Innovative Project Delivery Division for the Virginia Department of<br />

Transportation. He was responsible for developing and implementing a statewide program for project<br />

delivery via design-build, the Virginia Public Private Transportation Act of 1995 (PPTA), and other<br />

contracting methods that expedite or improve project completion. The division is also responsible for<br />

oversight of consultant procurement policy establishment, compliance, and guidance. Prior to joining VDOT<br />

in March 2000, he was an engineering consultant in Boston, Massachusetts and in Richmond, Virginia.<br />

Pelnik obtained a MS degree in civil engineering from University of Rhode Island in 1987, and a BS<br />

degree from Worcester Polytechnic Institute in 1985.<br />

Jenica Finnerty is currently the Assistant Chief of Project Management for the Nevada<br />

Department of Transportation. She has 18 years of progressive experience with NDOT and<br />

currently oversees a team of 7 project managers and a 10 year transportation program of more<br />

than $3 billion. In her time in Project Management, she has been involved in several initiatives to<br />

streamline project delivery at NDOT including Construction Manager/General Contractor<br />

(CMGC). Jenica began work on NDOT’s efforts to implement its CMGC program in late 2009<br />

and was instrumental in successfully gaining legislative approval to utilize this delivery method in<br />

July 2011, for a 2 year period. Jenica leads the program management team implementing the<br />

CMGC program including the establishment of policies and procedures, coordination with the<br />

construction industry, legislative review, identification of candidate projects, planning,<br />

procurement and construction. NDOT is currently working on 4 projects with estimates ranging<br />

from $2 to $25 million in various stages from planning to construction.<br />
