<strong>City</strong> <strong>of</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g>, Portugal<br />

SYNTHESIS<br />

The <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> project, co-financed by <strong>the</strong> European Regi<strong>on</strong>al Development Fund,<br />

aimed <strong>to</strong> broaden <strong>the</strong> use <strong>of</strong> <strong>the</strong> Internet by <strong>the</strong> citizens <strong>of</strong> <strong>the</strong> city <strong>of</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g>. It aspired <strong>to</strong><br />

boost <strong>the</strong> quality in educati<strong>on</strong>, particularly through an increased use <strong>of</strong> informati<strong>on</strong> and<br />

communicati<strong>on</strong> technologies <strong>on</strong> all levels <strong>of</strong> educati<strong>on</strong>; reduce bureaucracy and increase<br />

efficiency <strong>of</strong> <strong>the</strong> city council services; decrease <strong>the</strong> number <strong>of</strong> informati<strong>on</strong>-deprived people<br />

particularly those with social problems; and c<strong>on</strong>tribute <strong>to</strong> a better quality <strong>of</strong> life in <strong>the</strong><br />

urban area for inhabitants, workers and <strong>to</strong>urists.<br />

To achieve this objective, <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> implemented a number <strong>of</strong> complementary<br />

initiatives from January 2005 <strong>to</strong> June 2007, namely:<br />

− building a broadband network infrastructure <strong>based</strong> <strong>on</strong> 93 km <strong>of</strong> optical fibres and<br />

several aerials for wireless communicati<strong>on</strong>;<br />

− development <strong>of</strong> interactive websites <strong>on</strong> <strong>to</strong>pics such as employment, culture, <strong>to</strong>urism,<br />

social support and real estate;<br />

− e-government activities, in particular <strong>on</strong>line services <strong>of</strong> <strong>the</strong> city council;<br />

− establishment <strong>of</strong> free Internet access spots in public places;<br />

− lending computer equipment <strong>to</strong> a number <strong>of</strong> selected schools and social instituti<strong>on</strong>s<br />

during short periods <strong>on</strong> a rotating basis;<br />

− ga<strong>the</strong>ring and disseminati<strong>on</strong> <strong>of</strong> informati<strong>on</strong> <strong>on</strong> employment, vocati<strong>on</strong>al training and<br />

tele-working in <strong>the</strong> city <strong>of</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g>.<br />

<str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> has four main promoters: <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <strong>City</strong> Council, University <strong>of</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g>,<br />

Portuguese Business Associati<strong>on</strong>, and <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> Light Rail Company. These partners<br />

decided <strong>to</strong> create a n<strong>on</strong>-pr<strong>of</strong>it associati<strong>on</strong> named <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> Associati<strong>on</strong> <strong>to</strong> implement<br />

<strong>the</strong> project. Al<strong>on</strong>g with <strong>the</strong> four promoters, 33 o<strong>the</strong>r partners joined <strong>the</strong> project and are<br />

resp<strong>on</strong>sible for several activities within <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g>’s 10 sub-projects. These partners<br />

include higher educati<strong>on</strong>s instituti<strong>on</strong>s, vocati<strong>on</strong>al training companies, business<br />

associati<strong>on</strong>s, museums and o<strong>the</strong>r cultural instituti<strong>on</strong>s, informati<strong>on</strong> technology and<br />

multimedia companies, state agencies, research organisati<strong>on</strong>s, financial instituti<strong>on</strong>s,<br />

organisati<strong>on</strong>s supporting social inclusi<strong>on</strong> and <strong>the</strong> regi<strong>on</strong>al development agency.<br />

A number <strong>of</strong> results underline <strong>the</strong> importance <strong>of</strong> <strong>the</strong> project <strong>to</strong> <strong>the</strong> city. Broadband<br />

c<strong>on</strong>necti<strong>on</strong> covers now about 55 sites including premises <strong>of</strong> local, regi<strong>on</strong>al and nati<strong>on</strong>al<br />

administrati<strong>on</strong>, museums and cultural organisati<strong>on</strong>s, public library, <strong>the</strong> city park, primary<br />

schools, high schools, university faculties and <strong>the</strong> chamber <strong>of</strong> commerce. The broadband<br />

infrastructure has been built in such a <strong>way</strong> <strong>to</strong> guarantee a geographical coverage <strong>of</strong> most <strong>of</strong><br />

<strong>the</strong> city. In 2008 and 2009, if funding is available, it is intended <strong>to</strong> c<strong>on</strong>nect an additi<strong>on</strong>al<br />

213 sites (as <strong>of</strong> December 2007, <strong>on</strong>ly <strong>on</strong>e third <strong>of</strong> <strong>the</strong> needed funding has been secured).<br />

The Internet is now accessible by a wider public including young people, poorer<br />

communities, and people with physical or mental disabilities (provisi<strong>on</strong> <strong>of</strong> specific<br />

hardware and s<strong>of</strong>tware). Moreover, a resource centre was created with <strong>the</strong> missi<strong>on</strong> <strong>of</strong>


providing and distributing <strong>to</strong> schools (in <strong>the</strong> framework <strong>of</strong> temporary working groups and<br />

special events) about 150 computers, 100 lap<strong>to</strong>ps, 100 interactive whiteboards, 15 video<br />

cameras, 45 digital cameras and 12,500 informati<strong>on</strong> technology magazines (<strong>on</strong>e per<br />

student at <strong>the</strong> primary school level). In <strong>the</strong> first nine m<strong>on</strong>ths <strong>of</strong> 2008 <strong>the</strong> resource centre is<br />

<strong>to</strong> support an initiative <strong>of</strong> <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <strong>City</strong> Council in order <strong>to</strong> place 100 interactive<br />

whiteboards in 50 primary schools <strong>to</strong>ge<strong>the</strong>r with additi<strong>on</strong>al help-desk and training services<br />

for about 500 teachers spread all over <strong>the</strong> city.<br />

The project c<strong>on</strong>centrated informati<strong>on</strong> <strong>on</strong> employment, vocati<strong>on</strong>al training, company<br />

creati<strong>on</strong>, e-learning, tele-working as well as vocati<strong>on</strong>al guidance services in just <strong>on</strong>e place<br />

- <strong>the</strong> “<strong>City</strong> <strong>of</strong> Jobs” building. As a result, <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <strong>City</strong> Council has new e-services such<br />

as <strong>on</strong>line services <strong>to</strong> <strong>the</strong> citizens and e-procurement system as well as an Intranet for<br />

internal services <strong>of</strong> <strong>the</strong> city. A digital map c<strong>on</strong>taining <strong>the</strong> locati<strong>on</strong> and informati<strong>on</strong> about<br />

<strong>the</strong> most interesting cultural sites in <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> was <strong>to</strong> be operati<strong>on</strong>al in Oc<strong>to</strong>ber 2007, but due<br />

<strong>to</strong> <strong>the</strong> interest <strong>of</strong> <strong>the</strong> o<strong>the</strong>r 13 city councils which, <strong>to</strong>ge<strong>the</strong>r with <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <strong>City</strong> Council, form<br />

<strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> Metropolitan Area (1,575 Km 2 and 1.6 milli<strong>on</strong> inhabitants), it has been<br />

rescheduled <strong>to</strong> mid 2008, so as <strong>to</strong> encompass informati<strong>on</strong> about all <strong>the</strong> 14 city councils.<br />

Moreover, an electr<strong>on</strong>ic pro<strong>to</strong>type system was set up <strong>to</strong> perform real estate business in real<br />

time through <strong>the</strong> Internet, which is believed <strong>to</strong> be <strong>the</strong> first system <strong>of</strong> this kind in <strong>the</strong> world.<br />

The <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> project dem<strong>on</strong>strates that critical mass can be an important fac<strong>to</strong>r for <strong>the</strong><br />

success <strong>of</strong> innovative regi<strong>on</strong>al projects. Ga<strong>the</strong>ring <strong>to</strong>ge<strong>the</strong>r an impressive number <strong>of</strong><br />

partners and resources, <strong>the</strong> project managed <strong>to</strong> implement a high number <strong>of</strong> acti<strong>on</strong>s with a<br />

visible impact <strong>on</strong> <strong>the</strong> city and its citizens.<br />

1. PROJECT DESCRIPTION<br />

The overall objective <strong>of</strong> <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> project is <strong>to</strong> c<strong>on</strong>tribute <strong>to</strong> making <strong>the</strong> city <strong>of</strong><br />

<str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> an informati<strong>on</strong>- and <strong>knowledge</strong>-<strong>based</strong> <strong>society</strong>. To achieve this objective, <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g><br />

<str<strong>on</strong>g>Digital</str<strong>on</strong>g> ga<strong>the</strong>rs a number <strong>of</strong> complementing initiatives <strong>to</strong> be implemented during a period<br />

<strong>of</strong> 36 m<strong>on</strong>ths. The main objectives <strong>of</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> are:<br />

− <strong>to</strong> c<strong>on</strong>nect electr<strong>on</strong>ically <strong>the</strong> majority <strong>of</strong> <strong>the</strong> local administrati<strong>on</strong>s and schools;<br />

− <strong>to</strong> c<strong>on</strong>tribute <strong>to</strong> making local administrati<strong>on</strong> less bureaucratic and increasing its<br />

efficiency;<br />

− <strong>to</strong> promote <strong>the</strong> use <strong>of</strong> <strong>the</strong> Internet in various types <strong>of</strong> local communities;<br />

− <strong>to</strong> centralise all informati<strong>on</strong> related <strong>to</strong> jobs, vocati<strong>on</strong>al training, e-learning and<br />

telecommuting;<br />

− <strong>to</strong> make updated informati<strong>on</strong> available <strong>on</strong> <strong>the</strong> c<strong>on</strong>diti<strong>on</strong>s <strong>of</strong> <strong>the</strong> city regarding traffic<br />

The activities <strong>of</strong> <strong>the</strong> project c<strong>on</strong>sist <strong>of</strong> developing and implementing 10 sub-projects<br />

Infrastructure<br />

- building a broadband network infrastructure c<strong>on</strong>sisting <strong>of</strong> cable, optical fibres<br />

and WiFi, supporting <strong>the</strong> services provided by <strong>the</strong> city council, schools, and<br />

o<strong>the</strong>r public sites;<br />

- creating a <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> portal and respective technological platform integrating<br />

all subprojects’ c<strong>on</strong>tent and activities, thus creating a central point capable <strong>of</strong><br />

providing <strong>the</strong> informati<strong>on</strong> generated by <strong>the</strong> different subprojects.<br />

Promoting <strong>the</strong> use <strong>of</strong> <strong>the</strong> Internet<br />

- <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> de Reenc<strong>on</strong>tro (“Meeting <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g>”): a set <strong>of</strong> acti<strong>on</strong>s <strong>to</strong> help <strong>the</strong><br />

disadvantaged social groups <strong>to</strong> access <strong>the</strong> Internet and services provided by<br />

<str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g>.<br />

Improving virtual accessibility<br />

- establishment <strong>of</strong> 16 free Internet access spots in places where <strong>the</strong> public at<br />

large can easily access <strong>the</strong> Internet, such as leisure and study places. This also<br />

includes access <strong>to</strong> <strong>the</strong> Internet through WiFi and Blue<strong>to</strong>oth technologies in<br />

public places.<br />

e-Government<br />

- e-Citizenship, i.e. activities <strong>to</strong> modernise <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g>’s city council services,<br />

including an Extranet <strong>to</strong> interact with o<strong>the</strong>r public entities, an Intranet for <strong>the</strong><br />

internal services <strong>of</strong> <strong>the</strong> city, electr<strong>on</strong>ic management <strong>of</strong> documents, and<br />

provisi<strong>on</strong> <strong>of</strong> informati<strong>on</strong> <strong>to</strong> <strong>the</strong> public by electr<strong>on</strong>ic means;<br />

- research <strong>to</strong> identify new services that can be <strong>of</strong>fered <strong>on</strong>line;<br />

- electr<strong>on</strong>ic procurement, through <strong>the</strong> creati<strong>on</strong> <strong>of</strong> an electr<strong>on</strong>ic system <strong>to</strong> support<br />

procurement activities.<br />

Sec<strong>to</strong>ral subprojects:<br />

- <strong>the</strong> “<strong>City</strong> <strong>of</strong> Jobs” building (“Cidade das Pr<strong>of</strong>issões”) <strong>of</strong>fering access <strong>to</strong> all <strong>the</strong><br />

informati<strong>on</strong> <strong>on</strong> vocati<strong>on</strong>al training, employment, creati<strong>on</strong> <strong>of</strong> companies, e-<br />

learning and teleworking. It also includes individual vocati<strong>on</strong>al guidance<br />

sessi<strong>on</strong>s;<br />

- cultural and <strong>to</strong>urism digital map c<strong>on</strong>taining all <strong>the</strong> interesting cultural spots,<br />

(particularly museums), as well as informati<strong>on</strong> <strong>on</strong> <strong>the</strong> wine industry;<br />

- real estate e-market that intends <strong>to</strong> build up a pro<strong>to</strong>type system for <strong>the</strong> purchase<br />

<strong>of</strong> real estate property (houses, flats, land) through electr<strong>on</strong>ic means in real<br />

time.<br />

A range <strong>of</strong> key public instituti<strong>on</strong>s <strong>of</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> and <strong>the</strong> inhabitants <strong>of</strong> <strong>the</strong> city can be c<strong>on</strong>sidered<br />

as <strong>the</strong> main beneficiaries <strong>of</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g>. The citizens <strong>of</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> will be able <strong>to</strong> take<br />

advantage <strong>of</strong> a number <strong>of</strong> outcomes <strong>of</strong> <strong>the</strong> project, such as <strong>the</strong> use <strong>of</strong> public services<br />

provided by <strong>the</strong> city council via <strong>the</strong> Internet, cost reducti<strong>on</strong> for accessing <strong>the</strong> Internet,<br />

centralisati<strong>on</strong> <strong>of</strong> informati<strong>on</strong> <strong>on</strong> employment, vocati<strong>on</strong>al training and entrepreneurship, as<br />

well as better traffic informati<strong>on</strong>. Also a number <strong>of</strong> instituti<strong>on</strong>s <strong>based</strong> in <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> are<br />

beneficiaries <strong>of</strong> <strong>the</strong> initiative. These include <strong>the</strong> <strong>City</strong> Council that will be endowed with<br />

new e-communicati<strong>on</strong> infrastructures allowing <strong>the</strong> provisi<strong>on</strong> <strong>of</strong> new services; universities,<br />

high schools and primary schools will be c<strong>on</strong>nected <strong>to</strong> <strong>the</strong> city broadband network; social<br />

instituti<strong>on</strong>s will receive IT equipment for free; and museums and o<strong>the</strong>r cultural instituti<strong>on</strong>s<br />

will benefit from <strong>the</strong> new cultural digital map and web-<strong>based</strong> virtual visits.<br />

The following can be c<strong>on</strong>sidered <strong>the</strong> main results <strong>of</strong> <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> project:<br />

- a broadband infrastructure with coverage <strong>of</strong> most <strong>of</strong> <strong>the</strong> city comprised <strong>of</strong> almost 93<br />

km <strong>of</strong> optical fibres c<strong>on</strong>necting local administrati<strong>on</strong> premises, universities, primary<br />

and sec<strong>on</strong>dary schools, research labora<strong>to</strong>ries, museums, etc.;<br />

- <strong>on</strong>e data centre (at <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <strong>City</strong> Council) that c<strong>on</strong>tains <strong>the</strong> servers which host <strong>the</strong><br />

websites <strong>of</strong> <strong>the</strong> project;<br />

- a number <strong>of</strong> interactive sites available through <strong>the</strong> Internet (e.g. digital city services,<br />

employment, culture, <strong>to</strong>urism, real estate, business, etc.);<br />

- a number <strong>of</strong> informati<strong>on</strong> sites available though <strong>the</strong> Internet (e.g. counselling and<br />

social support, virtual visits with 3-D modulati<strong>on</strong>, etc.);<br />

- IT equipment available for free during short periods <strong>on</strong> a rotating basis in a number<br />

<strong>of</strong> selected schools and n<strong>on</strong>-pr<strong>of</strong>it instituti<strong>on</strong>s;<br />

- <strong>the</strong> “<strong>City</strong> <strong>of</strong> Jobs”, <strong>the</strong> key reference in <strong>the</strong> city <strong>of</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> in <strong>the</strong> employment,<br />

vocati<strong>on</strong>al training and teleworking fields.<br />

The project is expected <strong>to</strong> have an impact <strong>on</strong> <strong>the</strong> following main fields:<br />

- Educati<strong>on</strong> – boost <strong>the</strong> quality <strong>of</strong> <strong>the</strong> infrastructure available <strong>to</strong> support <strong>the</strong> use <strong>of</strong> ICT<br />

technologies in all levels <strong>of</strong> educati<strong>on</strong>, from primary educati<strong>on</strong> through university;<br />

- Employment and vocati<strong>on</strong>al training – increase <strong>the</strong> competitiveness <strong>of</strong> <strong>the</strong> local<br />

human resources market and make it more attractive for nati<strong>on</strong>al and foreign<br />

investment;<br />

- Public administrati<strong>on</strong> – increase <strong>the</strong> efficiency <strong>of</strong> <strong>the</strong> public administrati<strong>on</strong> services<br />

and bring <strong>the</strong>m closer <strong>to</strong> <strong>the</strong> public at large.<br />

- Quality <strong>of</strong> life – increase <strong>the</strong> quality <strong>of</strong> life <strong>of</strong> <strong>the</strong> inhabitants living in <strong>the</strong> urban area,<br />

<strong>the</strong> workers <strong>of</strong> and visi<strong>to</strong>rs <strong>to</strong> <strong>the</strong> city <strong>of</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g>.<br />

2. POLITICAL AND STRATEGIC CONTEXT<br />

In order <strong>to</strong> increase <strong>the</strong> quality <strong>of</strong> educati<strong>on</strong>, skills and <strong>knowledge</strong> <strong>of</strong> <strong>the</strong> populati<strong>on</strong> <strong>to</strong>ward<br />

an informati<strong>on</strong> and <strong>knowledge</strong> <strong>society</strong>, and <strong>to</strong> keep in line with <strong>the</strong> Lisb<strong>on</strong> Strategy and <strong>the</strong><br />

i2010 European Commissi<strong>on</strong> policy guidelines for <strong>the</strong> informati<strong>on</strong> <strong>society</strong> 1 , <strong>the</strong> Portuguese<br />

government created <strong>the</strong> Operati<strong>on</strong>al Programme for Informati<strong>on</strong> Society (POSI). The<br />

Programme was implemented between 2000 and 2006 under <strong>the</strong> resp<strong>on</strong>sibility <strong>of</strong> <strong>the</strong><br />

Ministry for Science and Technology. POSI was funded by <strong>the</strong> ERDF, <strong>the</strong> European Social<br />

Fund (ESF) and <strong>the</strong> Portuguese state.<br />

One <strong>of</strong> <strong>the</strong> nine priorities established by POSI was called Portugal <str<strong>on</strong>g>Digital</str<strong>on</strong>g>, which had as its<br />

main objectives: increasing <strong>the</strong> use <strong>of</strong> <strong>the</strong> Internet; improving <strong>the</strong> quality and efficiency <strong>of</strong><br />

public services by supporting <strong>the</strong> modernisati<strong>on</strong> <strong>of</strong> <strong>the</strong> public administrati<strong>on</strong>; increasing<br />

<strong>the</strong> competitiveness <strong>of</strong> industry through higher use <strong>of</strong> ICT; and promoting a digital culture.<br />

Under <strong>the</strong> Portugal <str<strong>on</strong>g>Digital</str<strong>on</strong>g> banner, <strong>the</strong> government launched a €231m initiative called<br />

<str<strong>on</strong>g>Digital</str<strong>on</strong>g> Cities and Regi<strong>on</strong>s <strong>to</strong> support projects that promoted an informati<strong>on</strong> <strong>society</strong> at local<br />

and regi<strong>on</strong>al levels with <strong>the</strong> involvement <strong>of</strong> a wide range <strong>of</strong> regi<strong>on</strong>al and local<br />

organisati<strong>on</strong>s. Twenty-eight Portuguese cities and regi<strong>on</strong>s were funded by this initiative in<br />

order <strong>to</strong> develop e-communicati<strong>on</strong> infrastructures and e-c<strong>on</strong>tent, launch vocati<strong>on</strong>al training<br />

acti<strong>on</strong>s, reinforce <strong>the</strong> modernisati<strong>on</strong> <strong>of</strong> public administrati<strong>on</strong>, induce more and better e-<br />

government and e-business activities etc. <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> was <strong>on</strong>e <strong>of</strong> <strong>the</strong>se projects.<br />

Located in <strong>the</strong> nor<strong>the</strong>ast <strong>of</strong> Portugal, <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> has an area <strong>of</strong> 41.5 km 2 (predominantly urban<br />

and industrialised) and approximately 265,000 inhabitants. It is <strong>the</strong> sec<strong>on</strong>d largest<br />

Portuguese city, just after <strong>the</strong> capital Lisb<strong>on</strong>. <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g>’s ec<strong>on</strong>omy has traditi<strong>on</strong>ally been<br />

dominated by <strong>the</strong> commerce and, in particular, by <strong>the</strong> famous <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> Wine. The service<br />

sec<strong>to</strong>r has experienced a booming development in recent decades.<br />

The industrial structure <strong>of</strong> <strong>the</strong> regi<strong>on</strong> is <strong>based</strong> <strong>on</strong> small and medium sized enterprises<br />

(SMEs). The main industries include metal-mechanics, ceramics, furniture, textile,<br />

footwear and jewellery, am<strong>on</strong>g o<strong>the</strong>rs. These industries have become more and more open<br />

<strong>to</strong> <strong>the</strong> integrati<strong>on</strong> <strong>of</strong> new technological development.<br />

There were a number <strong>of</strong> reas<strong>on</strong>s leading <strong>to</strong> <strong>the</strong> launch <strong>of</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g>. First, <strong>the</strong> city<br />

council had around 50 services scattered all over <strong>the</strong> city and <strong>the</strong> existing<br />

telecommunicati<strong>on</strong>s infrastructure was <strong>to</strong>o weak for <strong>on</strong>line services and collaborative<br />

work. Sec<strong>on</strong>d, schools had just a few computers and made little use <strong>of</strong> Internet c<strong>on</strong>necti<strong>on</strong>.<br />

Third, <strong>the</strong> nor<strong>the</strong>rn Portugal regi<strong>on</strong> (which includes <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> sub-regi<strong>on</strong>) has <strong>the</strong> highest<br />

unemployment rate <strong>of</strong> <strong>the</strong> country. Although ICT is not <strong>the</strong> answer <strong>to</strong> this problem, it was<br />

seen a potential c<strong>on</strong>tribu<strong>to</strong>r <strong>to</strong> somewhat decrease this inequality. Finally, <strong>the</strong> <strong>to</strong>urist sec<strong>to</strong>r<br />

is quite underdeveloped if compared <strong>to</strong> o<strong>the</strong>r Portuguese regi<strong>on</strong>s, particularly in <strong>the</strong> central<br />

and sou<strong>the</strong>rn parts <strong>of</strong> <strong>the</strong> country.<br />

3. IMPLEMENTATION<br />

3.1. Project design and planning<br />

The <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> project was initiated by four important organisati<strong>on</strong>s <strong>of</strong> <strong>the</strong> city <strong>of</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g>:<br />

<str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <strong>City</strong> Council; University <strong>of</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g>; AEP – Portuguese Business Associati<strong>on</strong>; and <strong>the</strong><br />

<str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> Light Rail Company (“Metro do <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g>”).<br />

In <strong>the</strong> prepara<strong>to</strong>ry phase <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> project partners had individual meetings with<br />

around 25 independent services <strong>of</strong> <strong>the</strong> local administrati<strong>on</strong> and all departments from <strong>the</strong><br />

city council, four social instituti<strong>on</strong>s and several schools. The meetings had a goal <strong>to</strong> better<br />

define <strong>the</strong> objectives <strong>of</strong> <strong>the</strong> project. After selecting priority sub-projects more than 50<br />

public and private organisati<strong>on</strong>s were invited <strong>to</strong> participate as partners in <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> <strong>to</strong><br />

carry out planned activities. A number <strong>of</strong> criteria were taken in<strong>to</strong> account for <strong>the</strong> selecti<strong>on</strong>,<br />

such as: available skills, technical capacity, expertise, proximity <strong>to</strong> certain social groups,<br />

etc. A comm<strong>on</strong> aspect is that <strong>the</strong> partners had <strong>to</strong> c<strong>on</strong>tribute financially <strong>to</strong> <strong>the</strong> project which<br />

was 75% publicly financed. When <strong>the</strong> project started, 38 partners initially agreed <strong>to</strong><br />

participate in <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g>, hence some <strong>of</strong> <strong>the</strong> invited instituti<strong>on</strong>s did not take part in <strong>the</strong><br />

end.<br />

The project design and planning phase was fully undertaken by technical staff <strong>of</strong> <strong>the</strong> four<br />

promoters <strong>of</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> supported by private c<strong>on</strong>sultants.<br />

The issue <strong>of</strong> sustainability was taken in<strong>to</strong> account at <strong>the</strong> beginning <strong>of</strong> <strong>the</strong> design phase.<br />

Given <strong>the</strong> significant public investment <strong>to</strong> be made, <strong>the</strong> instituti<strong>on</strong>al promoters decided <strong>to</strong><br />

establish a specific entity <strong>to</strong> look after this investment, <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> Associati<strong>on</strong>. The<br />

commercial exploitati<strong>on</strong> <strong>of</strong> <strong>the</strong> broadband network was seen as <strong>the</strong> primary <strong>way</strong> <strong>of</strong><br />

generating some revenue for <strong>the</strong> Associati<strong>on</strong> in <strong>the</strong> post-project phase.<br />

3.2. Management, m<strong>on</strong>i<strong>to</strong>ring and evaluati<strong>on</strong> system<br />

The project manager selected by <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> c<strong>on</strong>sortium had participated in <strong>the</strong><br />

preparati<strong>on</strong> <strong>of</strong> <strong>the</strong> proposal as a c<strong>on</strong>sultant and had a prior relevant experience in<br />

coordinating a similar project (Maia <str<strong>on</strong>g>Digital</str<strong>on</strong>g>, co-financed under <strong>the</strong> same nati<strong>on</strong>al<br />

programme) in a <strong>to</strong>wn nearby <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g>.<br />

The project m<strong>on</strong>i<strong>to</strong>ring is undertaken by <strong>the</strong> management team and by <strong>the</strong> board <strong>of</strong> <strong>the</strong><br />

<str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> Associati<strong>on</strong>. The board comprises representatives <strong>of</strong> each member instituti<strong>on</strong><br />

<strong>of</strong> <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> Associati<strong>on</strong>. The <strong>City</strong> Council has two members, University <strong>of</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> –<br />

<strong>on</strong>e member, Portuguese Business Associati<strong>on</strong> - <strong>on</strong>e, and <strong>the</strong> Light Rail Company - also<br />

<strong>on</strong>e member. In order <strong>to</strong> follow <strong>the</strong> implementati<strong>on</strong> <strong>of</strong> <strong>the</strong> 10 sub-projects, <strong>the</strong> project<br />

manager has held regular meetings with partners resp<strong>on</strong>sible for each subproject. The<br />

meetings usually take place <strong>on</strong>ce a m<strong>on</strong>th. The sub-projects leaders are different<br />

instituti<strong>on</strong>s and include: <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <strong>City</strong> Council (four sub-projects), AEP – Portuguese<br />

Business Associati<strong>on</strong> (<strong>on</strong>e), University <strong>of</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> (<strong>on</strong>e), cultural instituti<strong>on</strong> Serralves<br />

Foundati<strong>on</strong> (<strong>on</strong>e), and multimedia company AEIOU (two). The <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> Associati<strong>on</strong><br />

itself is <strong>the</strong> leading partner <strong>of</strong> <strong>on</strong>e sub-project.<br />

Apart from <strong>the</strong> evaluati<strong>on</strong> <strong>to</strong> be undertaken by <strong>the</strong> programme managing authority at <strong>the</strong><br />

end <strong>of</strong> <strong>the</strong> project and <strong>the</strong> final assessment <strong>of</strong> <strong>the</strong> board, no o<strong>the</strong>r particular acti<strong>on</strong>s for<br />

evaluati<strong>on</strong> are foreseen.<br />

3.3. Governance: partnership and leadership<br />

Taking in<strong>to</strong> c<strong>on</strong>siderati<strong>on</strong> <strong>the</strong> high number <strong>of</strong> sub-projects <strong>to</strong> be implemented and in order<br />

<strong>to</strong> guarantee c<strong>on</strong>sistency and inter-operability between <strong>the</strong> project results, <strong>the</strong> four main<br />

promoters decided <strong>to</strong> create a specific entity, <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> Associati<strong>on</strong>. This n<strong>on</strong>-pr<strong>of</strong>it<br />

associati<strong>on</strong> was resp<strong>on</strong>sible for coordinati<strong>on</strong> and assumed full resp<strong>on</strong>sibility for <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g><br />

<str<strong>on</strong>g>Digital</str<strong>on</strong>g> project.<br />

The main resp<strong>on</strong>sibilities <strong>of</strong> <strong>the</strong> associati<strong>on</strong> are <strong>to</strong> nominate <strong>the</strong> project manager, <strong>to</strong> set<br />

objectives for <strong>the</strong> short-, medium- and l<strong>on</strong>g-term as well as <strong>to</strong> define strategies and launch<br />

initiatives <strong>to</strong> secure <strong>the</strong> sustainability <strong>of</strong> <strong>the</strong> project after <strong>the</strong> end <strong>of</strong> public financing.<br />

All in all, 38 partners participate in <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> project, that is <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g><br />

Associati<strong>on</strong>, its four founder instituti<strong>on</strong>s and 33 o<strong>the</strong>r organisati<strong>on</strong>s. O<strong>the</strong>r participants<br />

include: public and private higher educati<strong>on</strong>s instituti<strong>on</strong>s, c<strong>on</strong>sulting companies, vocati<strong>on</strong>al<br />

training companies, business associati<strong>on</strong>s, museums and o<strong>the</strong>r cultural instituti<strong>on</strong>s,<br />

informati<strong>on</strong> technology and multimedia companies, local state agencies, research<br />

organisati<strong>on</strong>s, financial instituti<strong>on</strong>s, <strong>the</strong> regi<strong>on</strong>al development agency, organisati<strong>on</strong>s<br />

supporting social inclusi<strong>on</strong> as well as <strong>the</strong> wine institute and wine trade associati<strong>on</strong>s, etc.<br />

These partner organisati<strong>on</strong>s are resp<strong>on</strong>sible for specific tasks in <strong>the</strong> sub-projects. The <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g><br />

<str<strong>on</strong>g>Digital</str<strong>on</strong>g> Associati<strong>on</strong> signed an internal c<strong>on</strong>sortium agreement with every partner involved<br />

in <strong>the</strong> project. According <strong>to</strong> <strong>the</strong>ir technical capabilities, skills and experience, <strong>the</strong> partners<br />

play different roles in <strong>the</strong> implementati<strong>on</strong> <strong>of</strong> <strong>the</strong> 10 sub-projects. A comm<strong>on</strong> aspect is that<br />

everybody had <strong>to</strong> c<strong>on</strong>tribute financially.<br />

The project had a very str<strong>on</strong>g political backing from <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <strong>City</strong> Council, which headed<br />

four sub-projects and supported <strong>the</strong> project management team in difficult decisi<strong>on</strong>s<br />

regarding changing time management or financial aspects. Fur<strong>the</strong>rmore, as some subprojects<br />

were directly related <strong>to</strong> <strong>the</strong> implementati<strong>on</strong> <strong>of</strong> new services at <strong>the</strong> city council, <strong>the</strong><br />

<strong>to</strong>p managers <strong>of</strong> <strong>the</strong> city made particular efforts <strong>to</strong>wards <strong>the</strong> quick implementati<strong>on</strong> <strong>of</strong> <strong>the</strong><br />

subprojects (e.g. e-procurement).<br />

The c<strong>on</strong>tributi<strong>on</strong> <strong>of</strong> <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> University was also very enthusiastic through <strong>the</strong> direct<br />

participati<strong>on</strong> <strong>of</strong> its rec<strong>to</strong>r <strong>on</strong> <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> Associati<strong>on</strong> Board. The university is <strong>on</strong>e <strong>of</strong><br />

<strong>the</strong> instituti<strong>on</strong>s <strong>to</strong> benefit from <strong>the</strong> project as its premises, located in different sites <strong>of</strong> <strong>the</strong><br />

city, will also be c<strong>on</strong>nected by <strong>the</strong> broadband network.<br />

3.4. Innovative elements and novel approaches <strong>to</strong> implementati<strong>on</strong><br />

There are a number <strong>of</strong> innovative elements worth menti<strong>on</strong>ing as regards <strong>the</strong> project<br />

implementati<strong>on</strong>.<br />

Commercialisati<strong>on</strong><br />

The commercial exploitati<strong>on</strong> <strong>of</strong> <strong>the</strong> broadband network has been c<strong>on</strong>sidered since <strong>the</strong><br />

project outset. This infrastructure has potentially a high ec<strong>on</strong>omic value as it is <strong>of</strong> interest<br />

<strong>to</strong> Internet service suppliers. The establishment <strong>of</strong> commercial agreements with Internet<br />

suppliers will cover <strong>the</strong> maintenance costs and generate income <strong>to</strong> <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g><br />

Associati<strong>on</strong>. For <strong>the</strong> time being, <strong>the</strong> exploitati<strong>on</strong> <strong>of</strong> <strong>the</strong> network is not generating revenues<br />

as <strong>the</strong> entities that are using it receive <strong>the</strong> service for free.<br />

Intellectual property<br />

A very innovative product was developed: <strong>the</strong> real estate e-system (still at a pro<strong>to</strong>type<br />

stage), which will allow buying and selling real estate property through <strong>the</strong> Internet. This<br />

required innovative intellectual property mechanisms. The ownership <strong>of</strong> <strong>the</strong> system<br />

bel<strong>on</strong>gs <strong>to</strong> <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> Associati<strong>on</strong>.<br />

Partners’ financial c<strong>on</strong>tributi<strong>on</strong><br />

Being financed 75% by public m<strong>on</strong>ey, <strong>the</strong> project had <strong>to</strong> find <strong>the</strong> remaining 25% am<strong>on</strong>g<br />

<strong>the</strong>ir partners. Instead <strong>of</strong> asking <strong>the</strong> same level <strong>of</strong> c<strong>on</strong>tributi<strong>on</strong> from all <strong>of</strong> <strong>the</strong>m, <strong>the</strong> project<br />

management called for differentiated efforts according <strong>to</strong> <strong>the</strong> financial capacity and<br />

relevance <strong>of</strong> participati<strong>on</strong> <strong>of</strong> <strong>the</strong> partners. Thus, some <strong>of</strong> <strong>the</strong>m agreed in c<strong>on</strong>tributing more<br />

than 25% <strong>of</strong> <strong>the</strong>ir budget, while o<strong>the</strong>rs gave a symbolic c<strong>on</strong>tributi<strong>on</strong> <strong>of</strong> 1%.<br />

3.5. Key implementati<strong>on</strong> obstacles and problem-solving practices<br />

The structure <strong>of</strong> <strong>the</strong> nati<strong>on</strong>al programme within which <strong>the</strong> project was financed, Portugal<br />

<str<strong>on</strong>g>Digital</str<strong>on</strong>g>, had a ra<strong>the</strong>r small team, which led <strong>to</strong> delays in <strong>the</strong> approval <strong>of</strong> intermediate reports<br />

and subsequently delays in <strong>the</strong> payments. Fur<strong>the</strong>rmore, <strong>the</strong> Portugal <str<strong>on</strong>g>Digital</str<strong>on</strong>g> nati<strong>on</strong>al<br />

programme had no specific guidelines, which led <strong>to</strong> different interpretati<strong>on</strong>s about <strong>the</strong><br />

procedures <strong>to</strong> be followed.<br />

In order <strong>to</strong> alleviate <strong>the</strong>se problems, <strong>the</strong> project manager tried <strong>to</strong> make sure that every<br />

reporting document sent <strong>to</strong> <strong>the</strong> project <strong>of</strong>ficer had no formal mistakes in order <strong>to</strong> be<br />

processed more quickly. For this purpose, he created a s<strong>of</strong>tware programme <strong>based</strong> <strong>on</strong><br />

Excel spreadsheets, which detected errors whenever any partner introduced wr<strong>on</strong>g<br />

informati<strong>on</strong> (e.g. mistaken figures, lack <strong>of</strong> figures) in <strong>the</strong> spreadsheets. With this, <strong>the</strong><br />

partners had <strong>to</strong> correct <strong>the</strong> informati<strong>on</strong> before submitting <strong>the</strong>ir part <strong>of</strong> <strong>the</strong> report <strong>to</strong> <strong>the</strong><br />

project manager. The project <strong>of</strong>ficer was informed about this procedure and <strong>the</strong> <strong>way</strong> it<br />

worked. This led <strong>to</strong> a faster processing <strong>of</strong> all <strong>the</strong> reports submitted by <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g><br />

c<strong>on</strong>sortium <strong>to</strong> <strong>the</strong> nati<strong>on</strong>al programme managing authority.<br />

Late payments caused delays in <strong>the</strong> project implementati<strong>on</strong>. For instance, <strong>the</strong> financial<br />

executi<strong>on</strong> <strong>of</strong> <strong>the</strong> project was quite low at <strong>the</strong> beginning (in <strong>the</strong> first year less than 15%). In<br />

order <strong>to</strong> overcome this major difficulty <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> Associati<strong>on</strong>, with <strong>the</strong> agreement<br />

<strong>of</strong> its four founders, had <strong>to</strong> take bank loans <strong>to</strong> proceed.<br />

4. INNOVATION RESULTS<br />

Wide coverage <strong>of</strong> a broadband network infrastructure throughout <strong>the</strong> city<br />

While <strong>the</strong> Portugal <str<strong>on</strong>g>Digital</str<strong>on</strong>g> nati<strong>on</strong>al programme was applied in 28 Portuguese cities and<br />

regi<strong>on</strong>s, <strong>on</strong>ly <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> managed <strong>to</strong> build an infrastructure <strong>on</strong> such a scale. The network<br />

will allow <strong>the</strong> c<strong>on</strong>necti<strong>on</strong> <strong>of</strong> <strong>the</strong> schools in <strong>the</strong> city at all levels, establishing e-<br />

communicati<strong>on</strong>s between <strong>the</strong>m for free. This infrastructure is <strong>to</strong> be commercially exploited<br />

in <strong>the</strong> future (planned <strong>to</strong> start in <strong>the</strong> first semester <strong>of</strong> 2008) through business agreements <strong>to</strong><br />

be established with Internet service provider companies.<br />

Real estate electr<strong>on</strong>ic system <strong>to</strong> be available <strong>on</strong> <strong>the</strong> Internet<br />

The real estate electr<strong>on</strong>ic system will allow <strong>the</strong> purchase <strong>of</strong> real estate property (houses,<br />

flats, land) in real time: this system, which implies <strong>the</strong> coordinati<strong>on</strong> <strong>of</strong> several public and<br />

private organisati<strong>on</strong>s (e.g. registry and land registry <strong>of</strong>fices, o<strong>the</strong>r state services, deeds<br />

<strong>of</strong>fices, real estate agencies, etc.), will be <strong>the</strong> first in <strong>the</strong> world when operati<strong>on</strong>al. It will<br />

<strong>of</strong>fer a fast and safe service <strong>to</strong> <strong>the</strong> potential cus<strong>to</strong>mers and will prevent tax evasi<strong>on</strong>.<br />

New e-services available at <strong>the</strong> city council<br />

The new services include general <strong>on</strong>line services for <strong>the</strong> public (e.g. request <strong>of</strong> documents<br />

and payments), e-procurement system, and an Intranet for internal services <strong>of</strong> <strong>the</strong> city.<br />

Working against social exclusi<strong>on</strong><br />

The project is helping disadvantaged social groups <strong>to</strong> access <strong>the</strong> Internet and services<br />

provided by <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g>, namely making computer equipment available for easy and free<br />

access <strong>to</strong> <strong>the</strong> Internet at instituti<strong>on</strong>s that support groups suffering from social exclusi<strong>on</strong>.<br />

For <strong>the</strong> moment, seven instituti<strong>on</strong>s use <strong>the</strong> equipment provided by <strong>the</strong> project. This figure<br />

is expected <strong>to</strong> grow <strong>to</strong> 50 organisati<strong>on</strong>s by <strong>the</strong> end <strong>of</strong> <strong>the</strong> project, as more machines will be<br />

made available. There are also members <strong>of</strong> <strong>the</strong> project technical staff who are helping <strong>the</strong><br />

beneficiaries. These technicians work also at <strong>the</strong> “<strong>City</strong> <strong>of</strong> Jobs”. As part <strong>of</strong> <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g><br />

<str<strong>on</strong>g>Digital</str<strong>on</strong>g> Training Programme (budget <strong>of</strong> €0.5m) more facilita<strong>to</strong>rs are trained <strong>to</strong> promote <strong>the</strong><br />

use <strong>of</strong> informati<strong>on</strong> and communicati<strong>on</strong> technologies.<br />

The mobilisati<strong>on</strong> <strong>of</strong> <strong>the</strong> city and <strong>of</strong> such a large number <strong>of</strong> ac<strong>to</strong>rs <strong>to</strong>ward <strong>the</strong><br />

implementati<strong>on</strong> <strong>of</strong> <strong>the</strong> project activities is also worth menti<strong>on</strong>ing. This allowed <strong>the</strong><br />

combinati<strong>on</strong> <strong>of</strong> a variety <strong>of</strong> human, physical and financial resources, which were<br />

fundamental <strong>to</strong> intervene in such a wide range <strong>of</strong> fields and achieve <strong>the</strong> ambitious goals <strong>of</strong><br />

<str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g>. Today, <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> Associati<strong>on</strong> is comm<strong>on</strong>ly c<strong>on</strong>sidered in <strong>the</strong> city as<br />

an added-value entity for <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g>. The Associati<strong>on</strong> has become a privileged forum where <strong>the</strong><br />

main ac<strong>to</strong>rs <strong>of</strong> <strong>the</strong> city (e.g. city council, university, and business associati<strong>on</strong>) meet and<br />

discuss <strong>the</strong> relevant <strong>the</strong>mes <strong>of</strong> <strong>the</strong> community. The project has <strong>the</strong>refore created a str<strong>on</strong>g<br />

momentum.<br />

5. SUSTAINABILITY AND TRANSFERABILITY<br />

5.1. Sustainability<br />

The project promoters decided in November 2007 <strong>to</strong> provide extra funding <strong>to</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g><br />

for <strong>the</strong> year 2008 in order <strong>to</strong> guarantee <strong>the</strong> c<strong>on</strong>tinuati<strong>on</strong> <strong>of</strong> some activities. In particular, <strong>the</strong><br />

promoters are planning <strong>the</strong> expansi<strong>on</strong> <strong>of</strong> <strong>the</strong> broadband communicati<strong>on</strong>s infrastructure <strong>to</strong><br />

<str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g>'s Metropolitan Area (14 city councils, about 1.6 milli<strong>on</strong> people), <strong>the</strong> creati<strong>on</strong> <strong>of</strong><br />

<str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g>'s Metropolitan Area events portal, and <strong>the</strong> c<strong>on</strong>tinuati<strong>on</strong> <strong>of</strong> <strong>the</strong> <strong>City</strong> <strong>of</strong> Jobs. C<strong>on</strong>tacts<br />

are also being made with <strong>the</strong> Portuguese government, so as <strong>to</strong> ga<strong>the</strong>r support for launching<br />

<strong>the</strong> world’s first Real Estate Electr<strong>on</strong>ic Market.<br />

Moreover, some o<strong>the</strong>r elements should support <strong>the</strong> c<strong>on</strong>tinuati<strong>on</strong> <strong>of</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g>. The<br />

Associati<strong>on</strong> has no more than 10 full-time employees and relatively low operati<strong>on</strong>al costs.<br />

On <strong>the</strong> o<strong>the</strong>r hand, <strong>the</strong> broadband network infrastructure, which costs approximately


€2.5m, holds great potential for <strong>the</strong> future. It can be ec<strong>on</strong>omically optimised through<br />

commercial agreements with companies (Internet service providers).<br />

The Business School <strong>of</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> prepared a sustainability plan for <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g><br />

Associati<strong>on</strong>, which c<strong>on</strong>cluded that <strong>the</strong> c<strong>on</strong>tinuati<strong>on</strong> <strong>of</strong> <strong>the</strong> associati<strong>on</strong> is ec<strong>on</strong>omically<br />

viable. The infrastructure and equipments owned by <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> Associati<strong>on</strong> could<br />

commercially be exploited around services such as video surveillance systems (home and<br />

business), remote m<strong>on</strong>i<strong>to</strong>ring and c<strong>on</strong>trol <strong>of</strong> buildings across <strong>the</strong> Internet, city traffic<br />

c<strong>on</strong>trol, noise m<strong>on</strong>i<strong>to</strong>ring, air polluti<strong>on</strong> m<strong>on</strong>i<strong>to</strong>ring, corporate TV, am<strong>on</strong>g o<strong>the</strong>rs.<br />

Fur<strong>the</strong>rmore, <strong>the</strong> “<strong>City</strong> <strong>of</strong> Jobs” could be self-sustainable if it operates not at local but <strong>on</strong> a<br />

regi<strong>on</strong>al scale.<br />

5.2. Transferability<br />

The internal management <strong>to</strong>ols developed by <strong>the</strong> project management team <strong>to</strong> help partners<br />

undertake <strong>the</strong> right procedures regarding administrative and financial issues (i.e. project<br />

implementati<strong>on</strong> manual and <strong>the</strong> spreadsheets for collecting financial informati<strong>on</strong>) are<br />

documents that could be <strong>of</strong> interest <strong>to</strong> projects co-funded by <strong>the</strong> Structural Funds (although<br />

<strong>the</strong> manual is written in Portuguese).<br />

All <strong>the</strong> results that were identified as <strong>the</strong> most innovative <strong>on</strong>es could be transferred <strong>to</strong> o<strong>the</strong>r<br />

places, namely <strong>the</strong> broadband network infrastructure, <strong>the</strong> e-government services at <strong>the</strong> city<br />

council, social inclusi<strong>on</strong> via free access <strong>to</strong> ICT technologies, and <strong>the</strong> real estate electr<strong>on</strong>ic<br />

system available <strong>on</strong> <strong>the</strong> Internet which will allow <strong>the</strong> purchase <strong>of</strong> real estate property.<br />

However, regarding <strong>the</strong> real estate e-system, it is important <strong>to</strong> note this system, which is<br />

still going through an experimental phase, could be an object <strong>of</strong> intellectual property<br />

protecti<strong>on</strong>.<br />

6. CONCLUSIONS: MAIN SUCCESS FACTORS<br />

Project critical mass<br />

Perhaps paradoxically, <strong>the</strong> project size and resources helped <strong>to</strong> make it a success ra<strong>the</strong>r<br />

than leading <strong>to</strong> complicati<strong>on</strong>s in implementati<strong>on</strong>: 38 partners, 10 sub-projects and a budget<br />

<strong>of</strong> more than €9m helped <strong>to</strong> c<strong>on</strong>centrate <strong>the</strong> minds <strong>of</strong> all involved <strong>to</strong> ensuring success.<br />

<str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> is a big and well-financed project with a ra<strong>the</strong>r impressive amount <strong>of</strong> results,<br />

which have helped <strong>to</strong> make it a well-recognised initiative in <strong>the</strong> city.<br />

Governance<br />

The fact that <strong>the</strong>re was a very str<strong>on</strong>g group <strong>of</strong> promoters composed <strong>of</strong> prominent and<br />

influential instituti<strong>on</strong>s in <strong>the</strong> city seems <strong>to</strong> be a very relevant aspect for <strong>the</strong> executi<strong>on</strong> <strong>of</strong> a<br />

quite complex project (i.e. many activities and ac<strong>to</strong>rs). The involvement <strong>of</strong> <strong>the</strong>se str<strong>on</strong>g<br />

entities in <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> Associati<strong>on</strong>, o<strong>the</strong>r than simply <strong>the</strong> city council, proved <strong>to</strong> be a<br />

wise strategy. The high-ranking representatives from <strong>the</strong> founder instituti<strong>on</strong>s that<br />

participate in <strong>the</strong> <str<strong>on</strong>g>Por<strong>to</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Digital</str<strong>on</strong>g> Associati<strong>on</strong> board are also significant asset.<br />

Experienced project manager<br />

The informati<strong>on</strong> technology pr<strong>of</strong>ile <strong>of</strong> <strong>the</strong> project manager as well as his previous<br />

experience in a similar project co-funded by <strong>the</strong> Portugal <str<strong>on</strong>g>Digital</str<strong>on</strong>g> programme, was decisive<br />

in overcoming several difficulties related <strong>to</strong> technical problems, payment delays, slow<br />

resp<strong>on</strong>se from <strong>the</strong> programme managing authority, and <strong>the</strong> larger dimensi<strong>on</strong> <strong>of</strong> <strong>the</strong> project.<br />
