For outstanding public service to healthcare innovation improvement and reform in<br />
Queensland.<br />
Dr Cleary's is the Deputy Director-General, Health Service and Clinical Innovation Division,<br />
Queensland Health and is a recognised leader and health executive with over 30 years'<br />
experience. Dr Cleary has a proven record of significant achievement in a managing complex<br />
healthcare systems, health policy development, medical administration and emergency<br />
medicine and has demonstrated ongoing outstanding contributions to healthcare innovation,<br />
improvement and reform in Queensland. He understands the importance of engaging with<br />
staff at all levels of the organisation and with consumers of healthcare services. His<br />
significant skills include being a strategic leader of significant health reform within the public<br />
service; expert knowledge of emergency medicine, medical administration and health policy<br />
development.; executive leader and specialist adviser on health service, professional<br />
practice, leadership, clinical innovation; direction, leadership, support and professional<br />
development to a large group of specialist health sector professionals; strategic leader in<br />
planning, implementation, governance and performance management in a range of health<br />
care, clinical and corporate environments; and leader in organisation transformation, change<br />
management and organisation health and culture. He is also an expert leader of divisional<br />
state-wide portfolio operations, ensuring optimal levels of service within budget parameters.<br />

For outstanding public service to local government, including the Gold Coast City<br />
Council.<br />
Mr Dickson's outstanding dedicated service and contribution to the field of local government<br />
administration now spans over 30 years. Mr Dickson commenced his career in 1983 with the<br />
Melbourne City Council and progressed through a range of senior positions with Brisbane<br />
City Council, Albert Shire Council, Cooloola Shire Council, Whitsunday Shire Council and,<br />
finally, in 2003 with his current appointment as the Chief Executive Officer of the City of Gold<br />
Coast Council. Mr Dickson has made an outstanding contribution to the local communities<br />
and the local governments he has served, and has been responsible for a number of<br />
innovations in governance, together with presiding over the development of significant<br />
community infrastructure which will leave a legacy of benefits to the residents of the City of<br />
the Gold Coast in particular. His considerable influence in the sphere of local government is<br />
attested to by his being admitted as a Fellow of the Local Government Managers Association.<br />

Queensland's top award for leadership in local government by the Local Government<br />
