PUBLIC SERVICE MEDAL (PSM)<br />

For outstanding public service as Deputy Secretary, Deregulation and Review Group<br />
in the Department of Finance and Deregulation, especially in the development of a<br />
viable Commonwealth deregulation policy agenda.<br />
As Deputy Secretary, Deregulation Group (now Deregulation and Review Group) in the<br />
Department of Finance and Deregulation, Ms Page has developed a viable Commonwealth<br />
deregulation policy agenda, effectively from scratch, and managed two major COAG<br />
processes that resulted in enhanced regulatory policy outcomes. Ms Page has demonstrated<br />
a strong commitment to the deregulation policy area, overseeing the delivery of major reforms<br />
in a relatively new area of government function. She has also made a sustained and major<br />
contribution to innovation in policy development and better service delivery over an extended<br />
period, often in challenging circumstances.<br />
Dr Simon PELLING, Waramanga ACT 2611<br />
For outstanding public service in the development of policy and programs for<br />
broadcasting in Australia, especially to manage Australia's conversion from analog to<br />
digital television.<br />
Dr Pelling has been central to the development of policy and programs to manage the<br />
conversion from analog to digital television in Australia as part of his broader responsibilities.<br />
The conversion to digital affected every household across Australia. Dr Pelling has been<br />
integral to achieving a smooth transition path for consumers, industry and Government. He<br />
also led the development of, and championed, arrangements to ensure that households in<br />
regional and remote areas are able to receive metropolitan-standard services, particularly a<br />
new direct-to-home satellite service which has been taken up by more than 150,000<br />
households to date in areas of inadequate reception.<br />
Mr Terance John (Terry) PRICE, Franklin ACT 2913<br />
For outstanding public service through a professional and innovative personal<br />
contribution to leading efforts to support Australia's maritime security.<br />
Mr Price has undertaken the role of Deputy Commander Border Protection Command<br />
(Operations) with responsibility for operational planning and conduct of activity to deter,<br />
prevent and respond to civil maritime threats. This has placed him at the forefront of<br />
managing the operational response to Irregular Maritime Arrivals and Search and Rescue<br />
activity in relation to people approaching Australia in dangerously unseaworthy vessels.<br />
Mr Price has provided service excellence in managing maritime enforcement challenges, with<br />
a focus on the safety and security of the irregular maritime arrivals, in addition to maintaining<br />
vigilance for the well-being of his operational and support personnel and promotion of a<br />
positive safety culture. His contribution has greatly assisted the achievement of the<br />
Government's border protection policies and has directly contributed to the security of<br />
Australia's border.<br />
