Ms Kim Louise CLARKE, deceased,<br />

Late of Aranda ACT 2614<br />

For outstanding public service as First Assistant Secretary Ministerial and<br />

Parliamentary Services Division in the Department of Finance and Deregulation,<br />

particularly in relation to the accountability and transparency of parliamentary<br />

entitlements.<br />

Ms Clarke modelled outstanding public service through her dynamic leadership, integrity and<br />

strong commitment to governance and high quality service delivery. She excelled in her<br />

duties often operating in a complex and demanding environment and was responsible for<br />

supporting parliamentarians in the performance of their roles, making a lasting contribution to<br />

an efficiently functioning Parliament. Her work drove, and delivered, increased accountability<br />

and transparency of parliamentary entitlements through the consolidated publication of<br />

documents outlining the entitlements framework; expansion of the categories of expenditure<br />

reported on parliamentarians' entitlements and the introduction of online reporting;<br />

introduction of an annual report on parliamentarians' staff entitlements; and the establishment<br />

of a website that provides information on these entitlements.<br />

Ms Clarke died on 12 September 2013.<br />

Ms Tania Joy CONSTABLE, 9 Hall Street, Hall ACT 2618<br />

For outstanding public service in the development of Australia's Liquefied Natural Gas<br />

and other resource and energy industries, particularly the development and<br />

implementation of policies and regulations applying to Australia's on and offshore<br />

mineral and energy resources.<br />

Ms Constable has served as an officer in the Australian Public Service for 28 years. She has<br />

consistently provided outstanding leadership with a strong record of achievement in several<br />

areas of policy and regulatory development and reform. Ms Constable's key achievements<br />

include overseeing the historic reforms to the regulation of Australia's offshore oil and gas<br />

industry through the passage of the Offshore Petroleum and Greenhouse Gas Storage<br />

Amendment (National Regulator) Act 2011 which established the single national regulator for<br />

offshore petroleum in Commonwealth waters, the National Offshore Safety and<br />

Environmental Management Authority, and created the National Offshore Petroleum Titles<br />

Authority to administer petroleum titles in Commonwealth waters. Ms Constable has also<br />

made an outstanding contribution through her work with the Western Australian and Northern<br />

Territory Governments, and the resources industry more broadly, to support the development<br />

of key resource projects in these regions.<br />
