detailed responsibilities, costs and implementation plans for each action identified.<br />

Outcomes from present project can be used especially in the situation analysis,<br />

where prioritized issues, management constraints etc. will provide valuable input.<br />

Moreover, actions identified in the Roadmap can be part of the foreseen portfolio<br />

of actions in the IWRM Plan.<br />

The IWRM approach strives to ensure coordination of all sector uses so that the<br />

impacts of one particular user are accounted for by all other affected users. This<br />

implies that water sector plans for water supply and sanitation (<strong>Water</strong> for People),<br />

for irrigation and fisheries (<strong>Water</strong> for Food) and for nature conservation (<strong>Water</strong> for<br />

Nature), etc. are weighed against each other in their particular water allocations<br />

and impacts. It is important to realize that IWRM is not a product to be achieved<br />

overnight. Rather, it should be seen as a conceptual framework and a vision for<br />

a long-term process of introduction of a number of national <strong>–</strong> and sometimes<br />

regional and international <strong>–</strong> water management reforms.<br />

This reform process contains six steps in a continuous circular flow to gradually<br />

improve the actual IWRM status to reach a future ideal vision for IWRM in the<br />

country.<br />

• What is the current achievement compared to the vision for the full<br />

implementation of IWRM?<br />

• What is the present assessment of water issues? How well is the present<br />

water management system coping with challenges?<br />

• What are the basic water policy rules? Which strategy do we apply to<br />

achieve full IWRM implementation?<br />

• What is the next step to be taken (and in some cases the first) in the IWRM<br />

implementation process, to be determined in the IWRM implementation<br />

plan?<br />

• How should we execute specific implementation programmes, projects<br />

and actions?<br />

• How are we monitoring progress towards the achievement of the national<br />

IWRM vision?<br />

The implementation of the IWRM approach will differ in nature from country to<br />

country and its basins, depending on where a given country is in the IWRM<br />

planning process, the issues and constraints faced, the presence of regional or<br />

international reforms and issues that should be addressed, etc. Hence, no specific<br />

blueprint exists on how to implement the IWRM approach. However, the approach<br />

used in piloting IWRM in the Pamba <strong>River</strong> <strong>Basin</strong> and creating a IWRM roadmap<br />

has been successfully applied in more than 20 countries in Africa, Central Asia,<br />

South East Asia and Latin America, providing valuable support in accelerating the<br />

process towards developing action plans and adapting IWRM principles (more<br />

information can be found at: www.gwp.org and www.unepdhi.org).<br />

Thus, the approach and experience gained from piloting IWRM in the Pamba<br />

<strong>River</strong> <strong>Basin</strong> is considered adequate and could in the future be applied in other<br />

states and basins of <strong>India</strong> in order to progress towards achieving the vision stated<br />

in <strong>India</strong>’s National <strong>Water</strong> Policy.<br />
