catalogue. Much has been put<br />

into motion since the last edition.<br />

Over the past 36 months,<br />

many new facilities have been<br />

equipped with our HSL-lock<br />

technology. Together with architects,<br />

planners and federal<br />

building authorities we take part<br />

in briefings, consultation and<br />

project talks all over Germany.<br />

The common goal we share with<br />

all involved parties is to ensure<br />

that every new prison is safer<br />

than they have been in the past.<br />

Repeatedly, we ascertain the<br />

mutual observation that solutions<br />

in the high security area<br />

are not just a question of supply<br />

performance.<br />

Rather, the complexity and the<br />

technical demands of the lock<br />

technology transformed it into<br />

a crucial topic in the course of<br />

the project. The earlier all parties<br />

<strong>Steinbach</strong> & <strong>Vollmann</strong> <strong>GmbH</strong> & <strong>Co</strong>.<strong>KG</strong> currently employs a<br />

staff of 165 and has a turnover of 21 million euros (2012). Office<br />

and production are based in Heiligenhaus (NRW). This<br />

year, the family-run company celebrates its 130th anniversary.<br />

Since 1883, Heiligenhaus has been the location for the development<br />

and production of locks, closures, fittings and hinges<br />

for the industry sector.<br />

Today, <strong>Steinbach</strong> & <strong>Vollmann</strong> is a supplier for special markets<br />

and produces high quality products for five different business<br />

areas on 27,000 m². By now, the company offers over 5,000<br />

different lock and fitting systems, which are marked by their<br />

PARTS STORE AT STUV<br />

PEED<br />

Up until recently, several conventional<br />

warehouses have been operated on<br />

the 27,000 m² of company grounds.<br />

They no longer satisfied today’s logistical<br />

requirements. Following the demolition<br />

of an old production side at the<br />

end of 2010, a 50 meters long and nine<br />

meters high building has been erected.<br />

The capacity of the new warehouse<br />

amounts to 26,700 double deep<br />

stored containers (600 mm x 400 mm<br />

x 220/440 mm). Three fully automated<br />

retrieval systems achieve a maximum<br />

transport performance of 600 storages<br />

and retrievals an hour. Four orders can<br />

be handled respectively at two picking<br />

up places in both production and forwarding<br />

at the same time.

50 YEARS OF HIGH SECURITY<br />

Since 1960 <strong>Steinbach</strong> & <strong>Vollmann</strong> has been producing locks for the high security<br />

sector. Everything began with the production of single-sided lockable<br />

cell doors which have a convertible locking mechanism.<br />

These were initially installed in detention areas in police<br />

stations. Many of these locks are still in use<br />

and available. Even after over half a century our<br />

customers are still able to receive newly produced<br />

replacement locks and spare parts.<br />

In the 1980s, the high security division<br />

was supplemented by a lock for passageway<br />

doors with double-bit keys. At<br />

the turn of the millennium, the material<br />

was changed from EPS-coated steel<br />

to stainless steel. This type of lock is<br />

considered to be one of the most frequently<br />

used solutions for passageway<br />

doors.<br />

In 2003, the locking system for prisons<br />

was redefined by the new HSL series.<br />

The various different types of locks of<br />

the conventional series used to have<br />

different box sizes. However, for the<br />

new HSL series<br />

this has been<br />

changed to a standardized<br />

size for most<br />

part. This facilitates the<br />

production of locks and<br />

doors. Additionally, the user is<br />

able to exchange locks with different<br />

functions relatively effortlessly.<br />

The HSL series is permanently further<br />

developed and tailored to the market’s<br />

needs. If prisons change, the HSL system<br />

will flexibly adopt to it.<br />

MORE RELIABILITY<br />

CERTIFICATE<br />

We now have an independent certificate<br />

that certifies the reliability of our<br />

HSL locks.<br />

In new construction projects and building<br />

refurbishments, smoke and fire<br />

protection is of very high importance.<br />

Also for this reason we want an independent<br />

organization to examine and<br />

evaluate our high security locks.<br />

The high quality of our products is guaranteed<br />

through regular internal factory<br />

production control, product testing as<br />

well as third-party monitoring by the<br />

materials testing agency (Materialprüfungsamt)<br />

of North Rhine-Westphalia.<br />

The agency has confirmed that the<br />

locks HSL 102 and HSL 105 correspond<br />

to the requirements of the test certificate<br />

No P-120003403 which is approved<br />

by the building authority. Therefore,<br />

the tested locks have been awarded<br />

with the German mark of conformity (Ü<br />

- Übereinstimmungskennzeichen)<br />

The mark of conformity identifies construction<br />

products that comply with the<br />

relevant technical regulations, building<br />

supervisory authority license, building<br />

authority test certificate or the approval<br />

in an individual case.<br />

High security locks in Building Rules<br />

List A Part 2<br />

In the Building Rules List it is clearly<br />

stated which technical regulations<br />

(product standards, policies, etc.) apply<br />

to which construction products.<br />

Moreover, it is indicated which test method<br />

has to be applied for a particular<br />

construction product in order to receive<br />

the certificate of conformity. It is explained<br />

what the producer has to do to<br />

be allowed to mark their products with<br />

the Ü sign stating the conformity with<br />

the provisions of technical regulations.<br />

LITERATURE<br />

It is a great challenge for all involved<br />

parties to plan the construction of a<br />

prison. It is of especial importance that<br />

the fire safety assessment of these<br />

facilities complies with the complex<br />

correlations. This is due to the special<br />

usage of these facilities and its certain<br />

characteristics that are associated with<br />

the use.<br />

In consideration of these specific characteristics,<br />

Matthias Otto discusses<br />

the fire prevention infrastructure of penal<br />

institutions on the basis of real life<br />

examples in his book “Brandschutz in<br />

Justizvollzugsanstalten” (Fire protection<br />

in penal institutions).<br />

The author assesses the gained knowledge<br />

and provides proposals for solu-<br />

tions and compensation measures for<br />

identified deficits.<br />

with this guiding principle<br />

<strong>Steinbach</strong> & <strong>Vollmann</strong> has met all requirements<br />

of the quality management<br />

standard DIN EN ISO 9001:2008. It<br />

has been successfully audited by TÜV<br />

Rheinland and it has received an extension<br />

of the certificate until 2014.<br />

STUV takes the voluntarily imposed<br />

certification procedure for granted.<br />

Since 1996, we have been continuously<br />

awarded with the certificate. The<br />

auditor of TÜV Rheinland Cert <strong>GmbH</strong><br />

recertified that all relevant procedures<br />

are defined and that the quality management<br />

system documentation corresponds<br />

International Organisation for Standardization<br />

Focus on Penitentiary Institution Düsseldorf<br />

The penitentiary institution Düsseldorf<br />

is located on a 125,000 m² large site in<br />

Ratingen. The 850 inmates are mainly<br />

divided into solitary confinement. The<br />

cells are 10,5m² big and have a secluded<br />

bathroom and basic furnishings.<br />

The production and the on site instalment<br />

of the high security locks has<br />

been directly conducted by <strong>Steinbach</strong><br />

& <strong>Vollmann</strong>. The opening took place -<br />

on schedule - with the moving in of the<br />

inmates in spring 2012.<br />

With building costs of 190 million euros<br />

the prison has been the largest invest-<br />

ment in the penal system of North-Rhine-Westphalia<br />

for more than 50 years.<br />

Prisoners and pre-trial detainees are<br />

accommodated in separate wards.<br />

During their interment, sentenced individuals<br />

are prepared for a life without<br />

impunity.<br />

Other departments include the admission<br />

which is passed through by all<br />

pre-trial detainees and the abstention<br />

orientated department in which inmates<br />

are prepared for a treatment for<br />

drug abuse outside of the prison.<br />

STUV-high security locks are installed<br />

wards, gyms and workshops as well as<br />

THE TECHNOLOGY THE HOUSING THE SOLUTIONS<br />

Our HSL high-security locks are based<br />

on a principle of flexibility. We offer<br />

you a series of locks that allow you to<br />

change a HSL lock of an existing door.<br />

The basic construction of the door requires<br />

mostly no or just minor changes.<br />

If necessary, doors for motor locks can<br />

be equipped with mechanical locks.<br />

This would be advisable to do, for example,<br />

for maintenance or repair work.<br />

Reversely, doors that are directly<br />

mounted with cabling can be used first<br />

with mechanical locks. Later on, this<br />

facilitates the change to a motorized<br />

lock which saves additional alterations<br />

on the item.<br />

<strong>Co</strong>nversation technology<br />

All HSL locks have a compact locking<br />

device package.<br />

The lock is set in the factory in a way<br />

that it can be converted 9 times without<br />

time-consuming disassembly or<br />

elaborate modification work.<br />

This feature is important if safety measures<br />

have to be taken, for example<br />

when keys are missing. It is also vital in<br />

case of structural changes in the use of<br />

buildings or individual rooms.<br />

The conversion of one lock takes only<br />

a few seconds. The lockings do not<br />

become invalid and can be restored at<br />

any time.<br />

All high-security locks are made of<br />

stainless steel (V2A).<br />

As the locks are used in different areas<br />

we have decided to utilize corrosionfree<br />

material.<br />

We have also chosen this high-quality<br />

and long-lasting material for all function<br />

elements such as arbors, screws<br />

or pins.<br />

The closing elements - bolt and bolt<br />

latch - consist of a very solid and precisely<br />

performed investment casting.<br />

Bolt latches are treated with a dry antifriction<br />

coating. This technology reduces<br />

wear caused by lateral pressure on<br />

sharp edged latches in the door case.<br />

Thanks to that functionality and endurance<br />

could be increased.<br />

We offer you several types of locks for<br />

different purposes. Each version has<br />

been developed in cooperation with<br />

law enforcement officers.<br />

High security concepts are naturally<br />

very different. Requirements differ from<br />

state, countries and single projects.<br />

The HSL system is thought through. A<br />

clever development strategy enables<br />

us to react flexibly to client requirements<br />

and individual demands.<br />

After having defined all specifications<br />

together, we will create a prototype for<br />

you and we will present it, on request,<br />

at your institution. We start to prepare<br />

the production manufacturing only after<br />

Door hinge<br />

The high-quality stainless steel weld-on hinge offers an eccentric<br />

axis adjustment of up to 4mm. The adjustable height is<br />

8mm. An anti-lifting device and maintenance-free nylon bearings<br />

ensure a safe and durable function. A hinge pair is suitable<br />

for doors of up to 300kg.<br />

Cable transition<br />

The sabotage-proof screw-on version in stainless steel outwardly<br />

matches the carrying hinges. The fully assembled<br />

cable transition has a 25-wire ribbon cable which is protected<br />

against breakage. (Tested with over a million cycles at an angle<br />

of opening of 170°.)<br />

Inspection flap locks<br />

The STUV high security locks for revision and food doors are<br />

available either with adaptable double bit locking or come readily<br />

prepared for profile half cylinder. Locks with locking mechanism<br />

can be supplied keyed alike to the cell lock.<br />

STUV high security locks for detention cell doors and passage<br />

doors are available in various designs. An essential quality<br />

feature is the adaptable double bit locking. Locks in the<br />

HSL-system can be adjusted to a new locking in a matter of<br />

seconds.

HSL FEATURES<br />

The lockset plates are available either rounded or angular<br />

and are specifically designed for Torx-screws M 5x12.<br />

The latch of the inmate closing is coated for optimum<br />

gliding properties.<br />

The auxiliary latch locks inmate latch or bolt<br />

latch while the door is closed and has no<br />

opening in the strike plate.<br />

Locks with bolt latch are equipped with their own<br />

removal catch. The catch runs in a matching<br />

channel in the lock pocket.<br />

Depending on the version, the locks are<br />

supplied with a 19x50 mm full bolt or<br />

bolt latch. The locking element is<br />

prelocked single-turned at 21 mm.

A profile cylinder is used either for an inmate release<br />

or a lock release, depending on the version.<br />

A spindle hole for the operating of the inmate<br />

latch can be installed for most lock types instead<br />

of the profile cylinder.<br />

A removal catch in combination with a bolt position<br />

indicator can be supplied for all mechanically<br />

and electronically supervised locks.<br />

The motor locks are equipped with a powerful<br />

motor. The implementation of the gear is optimally<br />

designed for the application purpose.<br />

The locking is designed for both single-sided<br />

lockable and/or double-sided lockable doors. All<br />

locks are equipped with a nine-fold adjustment<br />

option.

HSL CELL DOOR LOCKS<br />

All high-security locks are made of<br />

stainless steal (V2A). The bronze tumblers<br />

have a pivot bearing which reduces<br />

wear considerably compared<br />

to lifting tumblers. The highly flexible,<br />

switchable locking mechanism allows<br />

changing the locking pattern without<br />

time-consuming disassembly and modification<br />

work. Lost keys or changes<br />

required due to organizational restructuring<br />

measures are no longer a problem<br />

with the HSL locking mechanism.<br />

The standard cell door lock is equipped<br />

with a full catch bolt and may be<br />

locked on one side using a two-way<br />

key. The locking status is always visible<br />

on the mechanical bolt position indicator,<br />

which - at the same time - prevents<br />

removal.<br />

If detainees live in a community, the<br />

individual prisoner must be able to protect<br />

himself from other inmates without<br />

being allowed to refuse admission to<br />

prison officers. For this situation, cell<br />

door looks with inmate mechanism<br />

have been developed. The prisoner receives<br />

a key for the profile cylinder in<br />

the upper part of the lock. This enables<br />

the prisoner to open the door from outside<br />

which is secured by a slam latch.<br />

Prison officers are able to lock and<br />

open the cell door with a double-bit<br />

key at any time.<br />

HSL MOTOR LOCKS<br />

Our HSL motor locks are available for<br />

two control solutions. Depending on<br />

your requirements, you choose between<br />

the zero-voltage contacts or the<br />

BUS technology. We’ll be delighted to<br />

plan and develop the soft- and hardware<br />

for the control together with you.<br />

Additionally, you can decide whether<br />

All locks of the HSL type E and T can be<br />

integrated into the system. The HSLcontrol<br />

is connected with the locks via<br />

a RS-485 protocol. Various types of<br />

manipulation, e.g. on the optional back<br />

plate fitting or on the locking will be<br />

recognized by the lock. The lock then<br />

sends the relevant information to the<br />

control and from there on to the GMsystems<br />

such as STUV-PC-workplace<br />

for evaluation, display and / or links to<br />

action plans.<br />

The various functions of the locks (e.g.<br />

opening, closing, locking latch) can<br />

be controlled individually or globally<br />

(within pegged groups). The user interface<br />

can be designed individually and<br />

can be adjusted to fit existing systems.<br />

As long as the power supply is guaranteed,<br />

transponder locks run self sufficient<br />

even during a system failure. In<br />

case of a short interruption of the power<br />

supply, the required energy is buffered<br />

in the optional power pack.<br />

Transponder keys can be personalized<br />

through a transponder administration<br />

and can thereby be authorized for any<br />

door at any time. In case of loss of a<br />

transponder, it can be disabled immediately.<br />

Further, it is possible to install<br />

time windows.<br />

The controlling itself can be done from<br />

the computer workplace or a keyboard.<br />

often the number of involved door<br />

producers is high. How can you be<br />

sure that the doors are designed<br />

according to the manufacturer’s<br />

recommendations? With a matching<br />

lock pocket made of stainless<br />

steel you are well prepared<br />

for all eventualities. Whatever your<br />

choice might be, STUV offers you<br />

a uniform lock pocket for all HSL<br />

locks. There are only variations for<br />

electrical locks. In that case, the<br />

pockets are delivered to the door<br />

producer with a ready-made connection<br />

cable.<br />

We offer you a lock pocket with<br />

three different features for the application<br />

in door cell and passageway<br />

doors.<br />

Mechanical locks are available with<br />

pure mechanical lock pockets.<br />

In case the locks are used with<br />

electronic equipment, a ready-made<br />

cable which is located on the<br />

side of the pocket will be delivered<br />

as well.<br />

The cable type differs depending<br />

on the type of the lock; locks with<br />

potential-free contacts (type C + K)<br />

and locks for BUS systems (type E<br />

+ T). The cable specifications can<br />

be found on the display on the left<br />

hand-side.<br />

The standard cable length is 5<br />

meters.<br />

FOR FLAPS<br />

HSL 20X flap locks and inspection<br />

locks have, depending on the usage,<br />

different sizes.<br />

Necessary adjusted lock pockets<br />

are available for a horizontal and<br />

vertical installation.<br />

LOCK INDICATORS<br />

The lock indicator is used to visualise<br />

mechanically the position of<br />

the lock. The indicator is installed<br />

directly in the lock through a hole in<br />

the door leaf.<br />

The indicator is primarily used for<br />

one-sided lockable cell doors. If<br />

required, a double-sided lockable<br />

application for passageway doors<br />

is available as well.<br />

The square is fixed with Torx-pin<br />

screws and is available in length<br />

7mm to 47mm.<br />

The unauthorized removal is complicated<br />

through the freewheeling<br />

outer sleeve.<br />

KEY GUIDES<br />

The key guide can be used either<br />

one-sided or double-sided, depending<br />

on the lock function. A lateral<br />

hole in the door leaf allows a secure<br />

bolting of the guide to the lock.<br />

The guide is available in the standard<br />

lengths from 16mm to 56mm.<br />

In case of a centric position of the<br />

lock, a door thickness of up to<br />

130mm is possible.<br />

Special lengths are available for thicker<br />

doors.<br />

Doors that have special fire prevention<br />

requirements are available in<br />

types T30 and T90.<br />

ASSEMBLY KEYS<br />

We offer a special assembly key for<br />

the simple installation and the orientation<br />

of HSL-key guides.<br />

The master key can be used for the<br />

assembly of profiles 40 and 41 as<br />

The standard version of a HSL lock<br />

is equipped with a round key guide.<br />

For motor locks of the series C, E<br />

and T you can chose, additionally,<br />

between different high-quality longplate<br />

fittings that are made of stainless<br />

steel.<br />

The long plates are prepared for the<br />

use with a transponder antenna. If<br />

it is used with C and E locks the fittings<br />

are also available without an<br />

apparatus for the transponder.<br />

Every type of long plate has a slider<br />

that protects the key guide of the<br />

mechanical closing mechanism. If<br />

the lock is solely motor operated, it<br />

is possible to secure the slider with<br />

a Torx screw against unauthorized<br />

opening.<br />

TRANSPONDER RING<br />

Instead of using a long plate fitting<br />

you also have the option to<br />

equip the T locks with a separate<br />

standard key guide and a separate<br />

transponder rosette.<br />

The nickel-plated rosettes that are<br />

made of zinc die-cast are directly<br />

screwed and secured onto the door<br />

with four Torx screws.<br />

This solution is appropriate for motor<br />

locks that can occasionally be<br />

operated with a mechanical lock.<br />

SECURITY FITTINGS<br />

The stainless steal plate provides<br />

enhanced protection for the locks<br />

against weather-related influences<br />

(e.g. on security fences), and also<br />

in fields of application in which a<br />

heavy accumulation of dust and dirt<br />

(e.g. carpentry) is expected.<br />

The cover is screwed to the door<br />

over the standard rosette with Torx<br />

screws.<br />

The slider is vertically operated and<br />

it can be lifted with the top of the<br />

mechanical HSL key. It is not necessary<br />

to use a second hand to<br />

operate the lock.

Alongside our high security locks<br />

we also offer a whole range of profile<br />

cylinders.<br />

Our product portfolio covers master<br />

key rings with security cards as<br />

well as special solutions for the use<br />

as inmate locking.<br />

The inmate holds a cylinder key<br />

for his cell door. When the prison<br />

officers retract the bolt the inmate<br />

is able to open the door from the<br />

outside.<br />

Thanks to the special construction<br />

of the cylinder the inmate is not<br />

able to bar the lock as the locking<br />

is used by the staff is superior.<br />

INMATE KNOBS<br />

The knob which is made of light<br />

metal is constructed to be with the<br />

profile cylinder with shaft.<br />

Together with the HSL-type 102<br />

and 302, we can ensure a secure<br />

inmate locking function.<br />

The rosette of the turning knob is<br />

bolted to the door. The rotating part<br />

is then fixed to the guide with two<br />

grub screws.<br />

An integrated over wind protection<br />

prevents damage to the lock.<br />

The undesirable fastening of items<br />

to the knob is complicated by its<br />

tapering shape.<br />

INDICATION LIGHTS<br />

In the case of motor driven passageway<br />

and turnstile doors, indication<br />

and signal lights are used for<br />

the communication with the cell<br />

inmate, the signalling of the attendance<br />

as well as for the locking<br />

status.<br />

The high quality and resilient executions<br />

are made of zinc die-cast<br />

with a chrome-plated surface.<br />

In a radius of 180°, the three bright<br />

signal lights are very well recognizable.<br />

The lights conform to the VDE<br />

0834-1.<br />

For the indication lights we use durable<br />

and energy efficient LEDs with<br />

an operation voltage of 24V DC.

with infinitely adjustable magnets<br />

which are mounted at the back.<br />

That way we ensure that the monitoring<br />

contact can be re-adjusted<br />

the STUV- transponder software,<br />

the lock authorization can be determined<br />

for each lock individually.<br />

In case of a personnel change or the<br />

loss of a transponder the authorization<br />

can either be changed comfortably<br />

or be deleted altogether.<br />
