Wh<strong>at</strong> is <strong>Model</strong> <strong>United</strong> <strong>N<strong>at</strong>ions</strong>?<br />

<strong>Model</strong> <strong>United</strong> <strong>N<strong>at</strong>ions</strong> is a simul<strong>at</strong>ion <strong>of</strong> <strong>the</strong> actual <strong>United</strong><br />

<strong>N<strong>at</strong>ions</strong>. Students representing different member st<strong>at</strong>es get toge<strong>the</strong>r and discuss solutions to many<br />

<strong>of</strong> <strong>the</strong> world’s most pressing issues. These issues are <strong>the</strong>n deb<strong>at</strong>ed in various UN bodies such as<br />

<strong>the</strong> Security Council, Economic and Social Council, Human Rights Committee, and Special<br />

Roles and responsibilities<br />

a) Wh<strong>at</strong> is expected <strong>of</strong> your MUN director prior to <strong>the</strong> MUNISS<br />

conference?<br />

The MUN director is expected to have set aside a class (minimum one hour session) per week to<br />

prepare <strong>the</strong> deleg<strong>at</strong>es for <strong>the</strong> conference by:<br />

i) selecting a student as ambassador for each assigned deleg<strong>at</strong>ion<br />

ii) checking th<strong>at</strong> country booklets (see appendix) are complete and distributed for each assigned<br />

deleg<strong>at</strong>ion<br />

iii) teaching and practicing deb<strong>at</strong>e protocol and procedures (through practice deb<strong>at</strong>es)<br />

iv) teaching how to write policy st<strong>at</strong>ements (each deleg<strong>at</strong>e is to come to <strong>the</strong> conference with 2<br />

policy st<strong>at</strong>ements on a USB stick and/or laptop)<br />

v) initi<strong>at</strong>ing discussion about current events and issues for each assigned country (deleg<strong>at</strong>es are<br />

responsible for knowing <strong>the</strong> current political clim<strong>at</strong>e and difficulties for <strong>the</strong> country <strong>the</strong>y are to<br />

represent)<br />

vi) informing <strong>the</strong>ir students about and enforcing <strong>the</strong> <strong>Model</strong> <strong>United</strong> <strong>N<strong>at</strong>ions</strong> dress code.<br />

vii) completing registr<strong>at</strong>ion forms and meeting deadlines for payment <strong>of</strong> conference fees.<br />

viii) informing <strong>the</strong> Communic<strong>at</strong>ions Officer <strong>of</strong> any changes in registr<strong>at</strong>ion (student names or<br />

absences) in due time.<br />

b) Wh<strong>at</strong> is expected <strong>of</strong> your MUN director <strong>at</strong> <strong>the</strong> MUNISS conference?<br />

i) Each MUN director will be assigned a shift in <strong>the</strong> Approval Panel to assist <strong>the</strong> deleg<strong>at</strong>es with<br />

properly form<strong>at</strong>ting <strong>the</strong>ir resolution. There will be a sample resolution <strong>at</strong> each table as well as<br />

<strong>the</strong> list <strong>of</strong> words for <strong>the</strong> pre-ambul<strong>at</strong>ory and oper<strong>at</strong>ive clauses so <strong>the</strong> director can ‘walk through’<br />

<strong>the</strong> resolution with <strong>the</strong> deleg<strong>at</strong>e who can make <strong>the</strong> changes immedi<strong>at</strong>ely on his/her screen.<br />

While on <strong>the</strong> Approval Panel <strong>the</strong> MUN director is NOT supposed to coach <strong>the</strong> deleg<strong>at</strong>ion on:<br />

a) re-wording <strong>the</strong> resolution<br />

b) inserting new clauses (pre-ambul<strong>at</strong>ory or oper<strong>at</strong>ive)<br />

c) introducing new ideas or solutions<br />

The resolutions should be <strong>the</strong> exclusive work <strong>of</strong> <strong>the</strong> deleg<strong>at</strong>ion and will be defended,<br />

discussed and deb<strong>at</strong>ed in committee to finalize for <strong>the</strong> General Assembly (G.A.)<br />

ii) The MUN directors will be responsible for <strong>the</strong> behaviour <strong>of</strong> <strong>the</strong>ir deleg<strong>at</strong>es during <strong>the</strong><br />

conference. Should <strong>the</strong>re be continual tardiness, absence from, or confront<strong>at</strong>ional behaviour in<br />

committee, <strong>the</strong> <strong>of</strong>fending deleg<strong>at</strong>e’s name will be submitted to <strong>the</strong> director who will be<br />

responsible for dealing with <strong>the</strong> problem.<br />

iii) The MUN directors will be responsible for <strong>the</strong> behaviour <strong>of</strong><br />

<strong>the</strong>ir deleg<strong>at</strong>es during <strong>the</strong> MUNISS disco. The directors are<br />

expected to <strong>at</strong>tend <strong>the</strong> disco and remain <strong>at</strong> <strong>the</strong> venue with <strong>the</strong>ir<br />

deleg<strong>at</strong>ions.<br />

iv) The MUN directors are encouraged to sit in committees and observe procedures but may not<br />

interfere or coach <strong>the</strong>ir deleg<strong>at</strong>ions. While it is encouraged to take pictures <strong>of</strong> your deleg<strong>at</strong>es,<br />

please respect <strong>the</strong> speaker and chairpersons by not physically blocking or interfering with<br />

committee proceedings.<br />

v) The MUN directors are responsible for picking up <strong>the</strong> conference m<strong>at</strong>erials (packets) for <strong>the</strong>ir<br />

deleg<strong>at</strong>ions upon arrival <strong>at</strong> ISS and promptly informing <strong>the</strong> Communic<strong>at</strong>ions Officer <strong>of</strong> needed<br />

changes in name tags or committees (due to absent or change <strong>of</strong> deleg<strong>at</strong>es)<br />

c) How do deleg<strong>at</strong>es prepare for <strong>the</strong> MUNISS conference?<br />

As soon as we receive your school’s registr<strong>at</strong>ion inform<strong>at</strong>ion we will be assigning a country or<br />

countries for your school to represent <strong>at</strong> <strong>the</strong> conference.<br />

i) The deleg<strong>at</strong>es sign up on <strong>the</strong> country sheet (see appendix) research and present <strong>the</strong> topic for<br />

<strong>the</strong>ir country deleg<strong>at</strong>ion. The research sheets will be made into country booklets to be used for<br />

easy reference during committee work should you need to look up inform<strong>at</strong>ion about your<br />

country.<br />

ii) The MUN director will decide which committee each deleg<strong>at</strong>e will join. Each deleg<strong>at</strong>e is<br />

responsible for researching <strong>the</strong> issues to be discussed in his/her committee on behalf <strong>of</strong> <strong>the</strong><br />

country he/she is representing and write a policy st<strong>at</strong>ement for two <strong>of</strong> <strong>the</strong> three issues.<br />

iii) It is vital th<strong>at</strong> <strong>the</strong> deleg<strong>at</strong>e represent <strong>the</strong> position <strong>of</strong> his/her country disregarding his/her own<br />

personal feelings on <strong>the</strong> issue. <strong>Model</strong> <strong>United</strong> <strong>N<strong>at</strong>ions</strong> is a role-playing exercise.<br />

iv) Deleg<strong>at</strong>es should be familiar with deb<strong>at</strong>e protocol and vocabulary prior to <strong>at</strong>tendance <strong>at</strong> <strong>the</strong><br />

conference.<br />

v) Deleg<strong>at</strong>es are to bring a laptop and/or USB stick along with two hard copy policy st<strong>at</strong>ements<br />

and (if possible) a completed resolution to <strong>the</strong> MUNISS conference. You will be using <strong>the</strong> policy<br />

st<strong>at</strong>ements during lobbying and will need hard copies for sign<strong>at</strong>ures from supporting deleg<strong>at</strong>ions.<br />

d) Wh<strong>at</strong> are <strong>the</strong> expect<strong>at</strong>ions <strong>of</strong> deleg<strong>at</strong>es during <strong>the</strong> MUNISS<br />

conference?<br />

i) Actively particip<strong>at</strong>e and contribute during lobbying and committee work.<br />

ii) Return promptly to committee following lunch, snack and photo breaks.<br />

iii) Maintain <strong>the</strong> cleanliness <strong>of</strong> <strong>the</strong> committee room.<br />

iv) Adhere to and respect chair decisions.<br />

v) Arrive <strong>at</strong> <strong>the</strong> conference with two hard copies <strong>of</strong> policy st<strong>at</strong>ements, a laptop and/or USB stick<br />

with policy st<strong>at</strong>ements and (if possible) one completed resolution.<br />

vi) Maintain cleanliness <strong>of</strong> <strong>the</strong> lunch room during <strong>the</strong> conference.<br />

vii) Consume all snack items in <strong>the</strong> foyer. No snacks will be allowed in <strong>the</strong> committee rooms,<br />

hallways or Aula during Opening Ceremonies, General Assembly or Closing Ceremonies.<br />

viii) Adhere to <strong>the</strong> dress code.<br />

e) Wh<strong>at</strong> are <strong>the</strong> expect<strong>at</strong>ions for country<br />

ambassadors?<br />

As ambassador you are representing <strong>the</strong> country deleg<strong>at</strong>ion in a<br />

dual role:<br />

As ambassador:<br />

i) you will have to make a speech <strong>at</strong> <strong>the</strong> opening ceremonies on behalf <strong>of</strong> your country<br />

ii) you will be expected to be familiar with all policies, tre<strong>at</strong>ies and positions rel<strong>at</strong>ed to<br />

your country<br />

iii) you will be expected to provide copies <strong>of</strong> A5 sized country notepaper ( see<br />

appendix) for each <strong>of</strong> your deleg<strong>at</strong>ions during <strong>the</strong> entire four day conference. There will be no<br />

provision for photocopying additional notepaper <strong>at</strong> <strong>the</strong> school during <strong>the</strong> conference. There is a<br />

sample <strong>of</strong> <strong>the</strong> approved notepaper in <strong>the</strong> appendix. Please do not include any additional slogans or<br />

symbols on your notepaper as it may be confisc<strong>at</strong>ed. Only <strong>of</strong>ficial notepaper may be passed<br />

during committee and <strong>the</strong> G.A. The notes will be screened by Administr<strong>at</strong>ion.<br />

iv) you may be called to <strong>the</strong> Security Council as spokesperson for your deleg<strong>at</strong>ion should<br />

your country be involved in a crisis situ<strong>at</strong>ion during <strong>the</strong> conference.<br />

As deleg<strong>at</strong>e:<br />

i) you will have to fulfil all <strong>the</strong> expect<strong>at</strong>ions and responsibilities entailed in being a<br />

deleg<strong>at</strong>e for your country in your committee.<br />

f) Wh<strong>at</strong> are <strong>the</strong> responsibilities <strong>of</strong> <strong>the</strong> chairs and <strong>the</strong>ir deputies?<br />

Although Chairs and <strong>the</strong>ir deputies should be well versed and practiced in committee procedures<br />

and motions <strong>the</strong>y have separ<strong>at</strong>e responsibilities.<br />

Chairs:<br />

i) are responsible for all decisions made in committee.<br />

ii) are responsible for setting and following <strong>the</strong> agenda for <strong>the</strong> day’s proceedings.<br />

iii) check and sign <strong>the</strong>ir committee’s resolutions before <strong>the</strong>y go to <strong>the</strong> Approval Panel.<br />

iv) give directions to <strong>the</strong> Administr<strong>at</strong>ion crew assigned to <strong>the</strong>ir committee.<br />

v) take roll call <strong>of</strong> deleg<strong>at</strong>es every morning and following every break in committee.<br />

vi) report tardy, absent or confront<strong>at</strong>ional deleg<strong>at</strong>es to <strong>the</strong> MUNISS director.<br />

vii) direct all communic<strong>at</strong>ion between speaker and deleg<strong>at</strong>e.<br />

viii) are responsible for directing <strong>the</strong> deleg<strong>at</strong>es to maintain <strong>the</strong> cleanliness <strong>of</strong> <strong>the</strong> committee room.<br />

ix) are responsible to see th<strong>at</strong> all deleg<strong>at</strong>es particip<strong>at</strong>e actively in committee proceedings and<br />

activities.<br />

x) announce in-committee voting results.<br />

xi) take over deputy responsibilities in his/her absence.<br />

xii) maintain control <strong>of</strong> <strong>the</strong> committee proceedings <strong>at</strong> all times.<br />

xiii) provide appropri<strong>at</strong>e “filler” activities (fun deb<strong>at</strong>es) when committee work is finished to<br />

appropri<strong>at</strong>ely fill additional time before <strong>the</strong> scheduled end <strong>of</strong> session.<br />

xiv) make a 2 minute speech regarding committee activities during Closing Ceremonies<br />

xv) adhere to <strong>the</strong> <strong>of</strong>ficial schedule for <strong>the</strong> conference. No committee should be dismissed before<br />

<strong>the</strong> <strong>of</strong>ficial end <strong>of</strong> <strong>the</strong> day’s session.<br />

Deputy chairs:<br />

i) keep track <strong>of</strong> speakers in committee and report to chair.<br />

ii) marks <strong>at</strong>tendance during roll call.<br />

iii) insert or adjust all amendments to <strong>the</strong> resolutions successfully passed in committee.<br />

iv) take over <strong>the</strong> chair’s responsibilities in his/her absence.<br />

v) read and keep <strong>of</strong>ficial notes directed to <strong>the</strong> chair or those<br />

which are screened by <strong>the</strong> administr<strong>at</strong>ion crew.<br />

vi) keep time for speakers and set-time for deb<strong>at</strong>e.<br />

vii) record results <strong>of</strong> in-committee voting.<br />

viii) support <strong>the</strong> chair wherever necessary.<br />

g) Wh<strong>at</strong> are <strong>the</strong> responsibilities <strong>of</strong> <strong>the</strong> administr<strong>at</strong>ion crew?<br />

These are students from grades 6, 7 & 8 who wish to learn more about <strong>the</strong> MUNISS conference<br />

and in particular, about committee workings. They are NOT servants and <strong>the</strong>refore will NOT be:<br />

delivering notes between committees, fetching drinks or snacks for committee members, or<br />

cleaning up after committee members. Their responsibilities are to:<br />

i) screen and pass notes during committee time and during <strong>the</strong> G.A.<br />

ii) follow directions from <strong>the</strong> chair and deputy.<br />

iii) maintain procedure and report raised placard numbers during in-committee voting.<br />

iv) <strong>at</strong>tend all early morning meetings called by <strong>the</strong> Head <strong>of</strong> Administr<strong>at</strong>ion.<br />

v) return promptly from committee breaks.<br />

vi) report irregularities to chair/Head <strong>of</strong> Administr<strong>at</strong>ion.<br />

vii) set up and take down committee rooms and Aula for Opening and Closing Ceremonies.<br />

viii) collect all deleg<strong>at</strong>e name tags prior to Closing Ceremonies.<br />

Wh<strong>at</strong> is a policy st<strong>at</strong>ement?<br />

A policy st<strong>at</strong>ement addresses a recognized problem or issue in your country and st<strong>at</strong>es <strong>the</strong> steps<br />

th<strong>at</strong> have been taken to rectify it.<br />

Researching your policy st<strong>at</strong>ement will provide you with all <strong>the</strong> inform<strong>at</strong>ion both about <strong>the</strong> issue<br />

and about your country’s stand on <strong>the</strong> issue th<strong>at</strong> you need in order to deb<strong>at</strong>e confidently.<br />

Writing a clear policy st<strong>at</strong>ement will give you <strong>the</strong> most effective structure and content for<br />

beginning your resolution.<br />

Once you have written your policy st<strong>at</strong>ements you will be able to particip<strong>at</strong>e fully in lobbying<br />

because you will know who your “friendly” country deleg<strong>at</strong>es are and won’t make <strong>the</strong><br />

mistake <strong>of</strong> signing <strong>the</strong> resolution <strong>of</strong> an “unfriendly” country.<br />

Writing a Policy St<strong>at</strong>ement:<br />

i) The first paragraph will be a brief history/definition <strong>of</strong> <strong>the</strong> topic and its impact on your country/<br />

well-being <strong>of</strong> its citizens.<br />

ii) The second paragraph will contain a description <strong>of</strong> wh<strong>at</strong> your country has done about <strong>the</strong> topic<br />

domestically or globally. (You might mention rel<strong>at</strong>ed resolutions th<strong>at</strong> your country has r<strong>at</strong>ified).<br />

iii)The third paragraph will contain your action plan which entails a brief description <strong>of</strong> <strong>the</strong> ideas<br />

you have thought up as solutions for <strong>the</strong> identified problem.<br />

iv) In your policy st<strong>at</strong>ement refer to your country <strong>of</strong>ten and always by its full name (do not use<br />

“we”)<br />

SAMPLE POLICY STATEMENT<br />

Deleg<strong>at</strong>ion: Austria<br />

Commision: Human Rights<br />

The Question <strong>of</strong> <strong>the</strong> Rights <strong>of</strong> Children in Armed Conflict<br />

Austria defines human rights as <strong>the</strong> basic freedoms to which all<br />

humans should be entitled, <strong>the</strong> right to life, liberty, freedom <strong>of</strong><br />

thought and expression, equality before <strong>the</strong> law, choice <strong>of</strong> job,<br />

etc… Austria feels th<strong>at</strong> <strong>the</strong>se basic human rights should be<br />

universal for everyone, regardless <strong>of</strong> race, st<strong>at</strong>ure, and especially regardless <strong>of</strong> age. The issue <strong>of</strong><br />

children in armed conflict (more specifically child soldiers) has been and continues to be a large<br />

problem for <strong>the</strong> <strong>United</strong> <strong>N<strong>at</strong>ions</strong> because children are <strong>of</strong>ten denied <strong>the</strong> afore-mentioned rights.<br />

Austria has joined <strong>the</strong> SC’s Working Group which was established to advance <strong>the</strong> protection <strong>of</strong><br />

children in armed conflict, but since its inception in 2005 it has made very little headway with <strong>the</strong><br />

issue.<br />

Since <strong>the</strong> issue <strong>of</strong> <strong>the</strong> Rights <strong>of</strong> Children in Armed Conflict was first brought to <strong>the</strong> UN’s<br />

<strong>at</strong>tention Austria has been a supporter. On November 20 th , 1989 Austria <strong>at</strong>tended with<br />

120 o<strong>the</strong>r countries <strong>the</strong> Convention on <strong>the</strong> Rights <strong>of</strong> <strong>the</strong> Child and r<strong>at</strong>ified <strong>the</strong> tre<strong>at</strong>y in<br />

1992. Between 1989 and <strong>the</strong> present, Austria has r<strong>at</strong>ified o<strong>the</strong>r resolutions th<strong>at</strong> have been<br />

drawn up. More currently a resolution adopted by <strong>the</strong> SC on July 25, 2005 includes<br />

member parties st<strong>at</strong>ing <strong>the</strong>ir concern over <strong>the</strong> lack <strong>of</strong> progress th<strong>at</strong> has been made on this<br />

issue, concerns which Austria shares. Although this has been an ongoing issue, Austria<br />

notes th<strong>at</strong> <strong>the</strong> issue <strong>of</strong> children involved in armed conflict is currently <strong>the</strong> most pressing<br />

in Chad, Sri Lanka, and Nepal.<br />

Since individual countries are not following through on <strong>the</strong> tre<strong>at</strong>ies <strong>the</strong>y sign to release<br />

child soldiers, Austria suggests concentr<strong>at</strong>ing instead on protecting displaced children,<br />

who would be easier to protect if registr<strong>at</strong>ion <strong>of</strong> new-borns became mand<strong>at</strong>ory. Many<br />

children in LEDC’s are never registered and <strong>the</strong>refore if kidnapped and forced to become<br />

child soldiers, <strong>the</strong>re is no record <strong>of</strong> <strong>the</strong>ir existence and <strong>the</strong>refore <strong>the</strong> kidnappers are not<br />

persecuted. Austria believes th<strong>at</strong> by cre<strong>at</strong>ing a UN agency with <strong>the</strong> mand<strong>at</strong>e to register<br />

births throughout <strong>the</strong> world would be a good start in protecting children from this abuse.<br />

Austria suggests th<strong>at</strong> this be handled on <strong>the</strong> model set by <strong>the</strong> WHO in <strong>the</strong>ir successful<br />

inocul<strong>at</strong>ion campaign against small pox.<br />

Writing a Resolution:<br />

A resolution is similar to a policy st<strong>at</strong>ement in th<strong>at</strong> it contains <strong>the</strong> same inform<strong>at</strong>ion, however its<br />

focus is on <strong>the</strong> last paragraph <strong>of</strong> <strong>the</strong> policy st<strong>at</strong>ement; <strong>the</strong> solution to <strong>the</strong> problem. The entire<br />

resolution should be read like one long sentence, where any phrase from <strong>the</strong> first part put toge<strong>the</strong>r<br />

with any phrase from <strong>the</strong> second part is a full sentence. The first part <strong>of</strong> a resolution is made up <strong>of</strong><br />

inform<strong>at</strong>ion phrases called preambul<strong>at</strong>ory phrases or preambs. These preambs are phrases which<br />

set up <strong>the</strong> second part <strong>of</strong> <strong>the</strong> resolution, made up <strong>of</strong> oper<strong>at</strong>ice clauses or simply ops. Instead <strong>of</strong><br />

using <strong>the</strong> name <strong>of</strong> your country, you will now use <strong>the</strong> name <strong>of</strong> your committee which will only be<br />

st<strong>at</strong>ed once <strong>at</strong> <strong>the</strong> beginning <strong>of</strong> your resolution.<br />

In <strong>the</strong> preambul<strong>at</strong>ory clauses you can put all <strong>of</strong> <strong>the</strong> inform<strong>at</strong>ion <strong>of</strong> your first and second<br />

paragraphs <strong>of</strong> <strong>the</strong> policy st<strong>at</strong>ement you have completed, however, focusing less on <strong>the</strong> description<br />

<strong>of</strong> <strong>the</strong> problem, wh<strong>at</strong> has already been done or defining terms relevant to <strong>the</strong> issue.<br />

In <strong>the</strong> oper<strong>at</strong>ive clauses, you describe step by step, <strong>the</strong> actions which you want to see taken. It is<br />

<strong>of</strong>ten best to focus on one or two solutions to <strong>the</strong> issue by explaining clearly every detailed step<br />

involved in form<strong>at</strong>ion and procedures, r<strong>at</strong>her than having<br />

numerous different solutions which have no rel<strong>at</strong>ion to each<br />

o<strong>the</strong>r.<br />

Form<strong>at</strong>ting your resolution presents <strong>the</strong> gre<strong>at</strong>est challenge:<br />

Noting with regret th<strong>at</strong> many member st<strong>at</strong>es today, still don’t grant <strong>the</strong> basic freedom <strong>of</strong><br />

opinion and expression to <strong>the</strong>ir citizens,<br />

Complementing <strong>the</strong> work <strong>of</strong> <strong>the</strong> NGO Reporters without Borders, and wishing to add to<br />

<strong>the</strong>ir effort by UN support,<br />

1. Strongly suggests <strong>the</strong> implement<strong>at</strong>ion <strong>of</strong> a highly specified non-partisan program<br />

th<strong>at</strong> will check up on member st<strong>at</strong>es to see if <strong>the</strong>y meet <strong>the</strong> requirements to be<br />

Administr<strong>at</strong>ive Staff - The assistants <strong>of</strong> <strong>the</strong> Chair and deputy in committee. They assist<br />

with voting procedures and passing <strong>of</strong>ficial notes.<br />

Agenda - The order in which <strong>the</strong> issues before a committee will be discussed. The first<br />

duty <strong>of</strong> a committee following <strong>the</strong> roll call is to set <strong>the</strong> agenda for <strong>the</strong> session. This is<br />

announced by <strong>the</strong> chairperson <strong>of</strong> <strong>the</strong> committee.<br />

Amendment - A change to a draft resolution on <strong>the</strong> floor. This can be <strong>of</strong> two types: a<br />

"friendly amendment" is supported by <strong>the</strong> original draft resolution's sponsors, and is<br />

passed autom<strong>at</strong>ically, while an "unfriendly amendment" is not supported by <strong>the</strong> original<br />

sponsors and must be voted on by <strong>the</strong> committee as a whole in order to enter into <strong>the</strong><br />

resolution.<br />

Chair/ deputy chair - A member <strong>of</strong> <strong>the</strong> dais th<strong>at</strong> moder<strong>at</strong>es deb<strong>at</strong>e, keeps time, rules on<br />

points and motions, and enforces <strong>the</strong> rules <strong>of</strong> procedure.<br />

Deleg<strong>at</strong>e - A student acting as a represent<strong>at</strong>ive <strong>of</strong> a member st<strong>at</strong>e or observer in a <strong>Model</strong><br />

UN committee for <strong>the</strong> period <strong>of</strong> <strong>the</strong> conference.<br />

Deleg<strong>at</strong>ion - The entire group <strong>of</strong> people representing a member st<strong>at</strong>e or observer in all<br />

committees <strong>at</strong> a particular <strong>Model</strong> UN conference.<br />

Draft resolution - A document th<strong>at</strong> seeks to fix <strong>the</strong> problems addressed by a <strong>Model</strong> UN<br />

committee. If passed by <strong>the</strong> committee, <strong>the</strong> draft resolution will become a resolution.<br />

Faculty Advisor – Is <strong>the</strong> faculty member in charge <strong>of</strong> a <strong>Model</strong> UN team, class or club. In<br />

most cases this person accompanies <strong>the</strong> deleg<strong>at</strong>ion to <strong>the</strong> conference and is referred to<br />

<strong>the</strong>n as: MUN director.<br />

Gavel - The tool, shaped like a small wooden hammer th<strong>at</strong> <strong>the</strong> Chair uses to maintain<br />

order during <strong>the</strong> General Assembly. It is struck on <strong>the</strong> table to signal <strong>the</strong> <strong>of</strong>ficial Opening<br />

and Closing <strong>of</strong> <strong>the</strong> conference.


General Assembly – <strong>the</strong> General Assembly (or GA) is <strong>the</strong><br />

main body in which all committees work toge<strong>the</strong>r in<br />

deb<strong>at</strong>ing resolutions. Not all committees are part <strong>of</strong> <strong>the</strong><br />

General Assembly; only those with G.A. in <strong>the</strong>ir title take<br />

part.<br />

Formal deb<strong>at</strong>e – This is <strong>the</strong> "standard" type <strong>of</strong> deb<strong>at</strong>e <strong>at</strong> a <strong>Model</strong> UN conference, in<br />

which deleg<strong>at</strong>es speak in <strong>the</strong> order shown on <strong>the</strong> speakers' list.<br />

Lobbying – The negoti<strong>at</strong>ing concerning resolutions between deleg<strong>at</strong>es before <strong>the</strong> actual<br />

deb<strong>at</strong>e. Here is where policy st<strong>at</strong>ements/ clauses are merged with like-minded countries<br />

to form resolutions. It is also <strong>the</strong> opportunity to have a completed resolution signed by<br />

supporting country deleg<strong>at</strong>es so it may be submitted to <strong>the</strong> Approval Panel.<br />

Main submitter – This is <strong>the</strong> deleg<strong>at</strong>ion submitting <strong>the</strong> resolution. This deleg<strong>at</strong>e reads<br />

out <strong>the</strong> oper<strong>at</strong>ive clauses when first presenting <strong>the</strong> resolution, and makes a speech about<br />

<strong>the</strong> resolution.<br />

Member St<strong>at</strong>e - A country th<strong>at</strong> has r<strong>at</strong>ified <strong>the</strong> Charter <strong>of</strong> <strong>the</strong> <strong>United</strong> <strong>N<strong>at</strong>ions</strong> and whose<br />

applic<strong>at</strong>ion to join has been accepted by <strong>the</strong> General Assembly and Security Council.<br />

Currently, <strong>the</strong>re are 191 member st<strong>at</strong>es. The only intern<strong>at</strong>ionally recognized st<strong>at</strong>e th<strong>at</strong> is<br />

not a member st<strong>at</strong>e is <strong>the</strong> Holy See.<br />

Merging – The process where several draft resolutions are put toge<strong>the</strong>r to become one<br />

resolution, which <strong>the</strong>n might be discussed in committee.<br />

NGO – Non-governmental organiz<strong>at</strong>ion. (ex. Greenpeace)<br />

Notepaper – Official notepaper is used by deleg<strong>at</strong>es so <strong>the</strong>y can pass notes through <strong>the</strong><br />

admin while in committee. This notepaper must have some emblem or seal on it th<strong>at</strong><br />

marks it as a specific country’s.<br />

On <strong>the</strong> floor - At a <strong>Model</strong> UN conference, when a working paper or draft resolution is<br />

first written, it may not be discussed in deb<strong>at</strong>e. After it is approved by <strong>the</strong> Approval<br />

Panel and introduced by <strong>the</strong> committee, it is put "on <strong>the</strong> floor" to be discussed, defended,<br />

deb<strong>at</strong>ed and voted upon.<br />

Oper<strong>at</strong>ive clause - This part <strong>of</strong> a resolution describes how <strong>the</strong> UN will address a<br />

problem. It begins with an action verb (decides, establishes, recommends, etc.).<br />

Placard - A piece <strong>of</strong> cardstock with a country's name on it th<strong>at</strong> a deleg<strong>at</strong>e raises in <strong>the</strong> air<br />

to signal to <strong>the</strong> Chair th<strong>at</strong> he or she wishes to speak or counts as a single vote during<br />

voting procedures.<br />

Point <strong>of</strong> Inform<strong>at</strong>ion – This is a question ei<strong>the</strong>r to <strong>the</strong> speaker who has <strong>the</strong> floor or to <strong>the</strong><br />

a member <strong>of</strong> <strong>the</strong> house who has been duly recognized by <strong>the</strong> chair.<br />

Policy St<strong>at</strong>ement – It is a brief but comprehensive<br />

definition <strong>of</strong> <strong>the</strong> issue and its rel<strong>at</strong>ionship to <strong>the</strong> country’s<br />

n<strong>at</strong>ional interest.<br />

Pre-ambul<strong>at</strong>ory Clause - This part <strong>of</strong> a resolution describes previous actions taken on<br />

<strong>the</strong> topic and reasons why <strong>the</strong> resolution is necessary. It begins with a participle or<br />

adjective (noting, concerned, regretting, aware <strong>of</strong>, recalling, etc.).<br />

Resolution - A document th<strong>at</strong> has been passed by an organ <strong>of</strong> <strong>the</strong> UN th<strong>at</strong> aims to<br />

address a particular problem or issue. This is <strong>the</strong> UN equivalent <strong>of</strong> a law.<br />

Right <strong>of</strong> Reply - A right to speak in reply to a previous speaker's comment, invoked<br />

when a deleg<strong>at</strong>e feels personally insulted by ano<strong>the</strong>r's speech. Generally requires a<br />

written note to <strong>the</strong> Chair to be invoked.<br />

Roll Call - The first order <strong>of</strong> business in a <strong>Model</strong> UN committee in which <strong>the</strong> chair reads<br />

aloud <strong>the</strong> names <strong>of</strong> each member st<strong>at</strong>e in <strong>the</strong> committee. When a deleg<strong>at</strong>e's country name<br />

is called, he or she may respond "present" or "present and voting."<br />

Rules <strong>of</strong> Procedure - The rules by which a <strong>Model</strong> UN committee is run.<br />

SC – Security Council.<br />

Second <strong>the</strong> motion – which means agreement and support <strong>of</strong> a motion being proposed.<br />

Many motions must be seconded before <strong>the</strong>y can be brought to a vote.<br />

Secretary General - The leader <strong>of</strong> a <strong>Model</strong> UN conference.<br />

Simple majority – This involves a total vote <strong>of</strong> 50% plus one <strong>of</strong> <strong>the</strong> voting member<br />

deleg<strong>at</strong>es in a committee. This is <strong>the</strong> amount needed to pass <strong>the</strong> amendment or resolution.<br />

Speakers' List - A list th<strong>at</strong> determines <strong>the</strong> order in which deleg<strong>at</strong>es will speak. Whenever<br />

a new topic is opened for discussion, <strong>the</strong> Chair will cre<strong>at</strong>e a speakers' list by asking all<br />

deleg<strong>at</strong>es wishing to speak to raise <strong>the</strong>ir placards and calling on <strong>the</strong>m one <strong>at</strong> a time.<br />

During deb<strong>at</strong>e, a deleg<strong>at</strong>e may indic<strong>at</strong>e th<strong>at</strong> he or she wishes to be added to <strong>the</strong> speakers'<br />

list by sending a note to <strong>the</strong> dais.<br />

Sponsor - One <strong>of</strong> <strong>the</strong> writers <strong>of</strong> a draft resolution. A friendly amendment can only be<br />

cre<strong>at</strong>ed if all sponsors agree.<br />

Student Officers – include all <strong>the</strong> presidents, chairs, deputies and <strong>the</strong> Heads <strong>of</strong><br />

Communic<strong>at</strong>ion, Food Services and Administr<strong>at</strong>ion Crew.<br />

Veto - The ability, held by China, France, <strong>the</strong> Russian Feder<strong>at</strong>ion, <strong>the</strong> <strong>United</strong> Kingdom,<br />

and <strong>the</strong> <strong>United</strong> St<strong>at</strong>es to prevent any draft resolution in <strong>the</strong> Security Council from passing<br />

by voting no.<br />

Vote - A time <strong>at</strong> which deleg<strong>at</strong>es indic<strong>at</strong>e whe<strong>the</strong>r <strong>the</strong>y do<br />

or do not support a proposed action for <strong>the</strong> committee.<br />

There are two types: procedural and substantive.<br />

Voting bloc – This is <strong>the</strong> period <strong>at</strong> <strong>the</strong> end <strong>of</strong> a committee session during<br />

which deleg<strong>at</strong>es vote on proposed amendments and draft resolutions. Nobody may enter<br />

How to get from ISS to <strong>the</strong> <strong>Stuttgart</strong> main train<br />

st<strong>at</strong>ion<br />

Walk out <strong>the</strong> school driveway and turn left and left again <strong>at</strong> <strong>the</strong> corner. Continue up Albstrasse<br />

and cross <strong>at</strong> <strong>the</strong> zebra crossing which will take you to <strong>the</strong> bus stop. Board any bus stopping <strong>the</strong>re<br />

as <strong>the</strong> first stop is <strong>the</strong> bus terminal in Degerloch.<br />

Descend <strong>the</strong> escal<strong>at</strong>or and wait on <strong>the</strong> pl<strong>at</strong>form to your right. Take ei<strong>the</strong>r <strong>the</strong> #5 or #6 train DO<br />

NOT TAKE #8 (it does not go downtown).<br />

Disembark <strong>at</strong>: Schlosspl<strong>at</strong>z if you want to be in <strong>the</strong> centre <strong>of</strong> town on <strong>the</strong> “shopping mile” (6 th<br />

Disembark <strong>at</strong> Arnulf-Klett Hauptbahnh<strong>of</strong> if you want to return to <strong>the</strong> main train st<strong>at</strong>ion (7 th<br />

If you want to take a long-distance train from <strong>the</strong> main st<strong>at</strong>ion: When you step out <strong>of</strong> <strong>the</strong> Ubahn<br />

go back in <strong>the</strong> direction from which <strong>the</strong> train has travelled and take <strong>the</strong> escal<strong>at</strong>or to <strong>the</strong><br />

upper floor. Turn left <strong>at</strong> <strong>the</strong> top and continue up <strong>the</strong> second escal<strong>at</strong>or which will take you inside<br />

<strong>the</strong> train st<strong>at</strong>ion. To reach <strong>the</strong> pl<strong>at</strong>forms, take <strong>the</strong> facing stairs or escal<strong>at</strong>or to <strong>the</strong> upper level.<br />

If you want to continue to <strong>the</strong> airport: Step out <strong>of</strong> <strong>the</strong> train and continue in <strong>the</strong> direction <strong>of</strong> train<br />

travel and up <strong>the</strong> escal<strong>at</strong>or. At <strong>the</strong> orange ticket machines you will need to purchase an additional<br />

two zone ticket for <strong>the</strong> fare to <strong>the</strong> airport. Punch your ticket in <strong>the</strong> orange punch box machine<br />

loc<strong>at</strong>ed <strong>at</strong> <strong>the</strong> top <strong>of</strong> <strong>the</strong> descending escal<strong>at</strong>or. Descend to <strong>the</strong> S-Bahn pl<strong>at</strong>forms. (There are<br />

escal<strong>at</strong>ors <strong>at</strong> both ends <strong>of</strong> <strong>the</strong> gangway) Wait for a #2 or #3 train with an airport symbol and <strong>the</strong><br />

word ‘Flughafen’ on <strong>the</strong> front. The ride is about 15 minutes. When you disembark, you will be<br />

under <strong>the</strong> airport. Take two escal<strong>at</strong>or rides up to <strong>the</strong> Departures level.<br />
