Greetings:<br />

Be it known that copies <strong>of</strong> this Proclamation<br />

will be provided to the following:<br />

All Elected <strong>Grand</strong> Chapter Officers, Past <strong>Grand</strong> Worthy Matrons, Past <strong>Grand</strong> Worthy<br />

Patrons, <strong>Grand</strong> Chairpersons, District Deputy <strong>Grand</strong> Matrons, District Lecturers, Worthy<br />

Matrons, Chapter Secretaries, CC <strong>of</strong> FC, and to all members <strong>of</strong> Deborah <strong>Grand</strong> Chapter<br />

All Directives in this Proclamation are to be read in their entirety in each Chapter. It is<br />

not necessary to read it in O. E. S. School <strong>of</strong> Instructions or District Meetings.<br />

We, the <strong>Grand</strong> Worthy Matron and <strong>Grand</strong> Worthy Patron, do hereby proclaim the<br />

following and require adherence thereto by all members <strong>of</strong> Deborah <strong>Grand</strong> Chapter.<br />

Directives from the <strong>Grand</strong> Worthy Matron<br />

Mandatory Attendance to Line Officers Training<br />

Let it be known that all Line Officers <strong>of</strong> the sixty-two subordinate chapters <strong>of</strong> Deborah<br />

<strong>Grand</strong> Chapter are required to attend their District's Line Officers Training. Please note<br />

that attendance is to be taken by the Trainers and reported to the Office <strong>of</strong> the <strong>Grand</strong><br />

Chairperson <strong>of</strong> Line Officers Training. This information will be available to each<br />

Chapter, to be considered before the election <strong>of</strong> Chapter Officers.<br />

A Change <strong>of</strong> the Date for Esther Day 2010 Observance<br />

The statewide observance <strong>of</strong> Esther Day 2010 will be May 23, 2010. Pennsylvania is the<br />

host for the 129 th Annual Session <strong>of</strong> the United Supreme Council, Ancient and Accepted<br />

Scottish Rite <strong>of</strong> Freemasonry, <strong>Prince</strong> <strong>Hall</strong> Affiliation, Northern Jurisdiction, in<br />

Philadelphia, the last weekend in May, which is the reason for the date change.<br />

Proper Dress for O. E. S. Sisters on All Occasions<br />

Article XXXIV <strong>of</strong> the Constitution and By-Laws <strong>of</strong> Deborah <strong>Grand</strong> Chapter (page 62),<br />

provides the description <strong>of</strong> proper regalia <strong>of</strong> the Order. This Article also states, under<br />

Section 1 (e), the actions <strong>of</strong> the Marshals when a Sister is not wearing the proper regalia.<br />

Please note, the <strong>Grand</strong> Assistant Marshals will exercise this duty during the 94 th Annual<br />

<strong>Grand</strong> Session <strong>of</strong> Deborah <strong>Grand</strong> Chapter, July 19 - 21, 2010. They will ask you to leave<br />

the <strong>Grand</strong> Chapter Room, correct the clothing discrepancy and return to Session.<br />

Unfortunately, if this happens to you, I humbly ask that you not express your feelings to<br />

the <strong>Grand</strong> Assistant Marshals, but at the proper time, discuss the matter with me.<br />

I also ask that we are mindful <strong>of</strong> our attire when attending social functions and<br />

meetings. Plunging necklines and splits above the knee is not appropriate dress for a<br />

Sister in the Order, whether regaled or at a social function. When we were granted the<br />

permission to wear slacks to non-regaled events, there were restrictions; pant suits,<br />

jacket and slacks or sweater sets with slacks are acceptable. Slacks with a<br />

top/blouse/sweater, sweats, jogging suits or jeans are not permissible.


Keys to Service 2009-2011<br />

Please read the attached "Keys to Service" in open Chapter Meeting, discuss the Keys<br />

that require action by the Worthy Matrons and the Chapters and develop a plan <strong>of</strong><br />

action to accomplish these Keys. Be reminded that Keys #1, #4 and #5 require a<br />

response to the <strong>of</strong>fice <strong>of</strong> the <strong>Grand</strong> Secretary.<br />

5% Late Fee Applied to Late Chapter Quarterly Taxes<br />

To improve our operating efficiency, we must maintain adequate cash flow in Deborah<br />

<strong>Grand</strong> Chapter's General Fund. In recent years, this has been a challenge as some<br />

Chapters are inconsistent in the timely payment <strong>of</strong> their Quarterly Taxes. To encourage<br />

Chapters to pay their Quarterly Taxes on time, a late fee <strong>of</strong>five (5) percent will be<br />

applied to the outstanding balance <strong>of</strong> a Chapter's Quarterly Taxes not received by the<br />

due date in the <strong>of</strong>fice <strong>of</strong> the <strong>Grand</strong> Secretary. This late fee will be applicable only<br />

during this administration. Our goal is to eliminate this issue for future administrations.<br />

Due Date for All Annual Reports<br />

All reports from the <strong>Grand</strong> Chapter Officers, District Deputy <strong>Grand</strong> Matrons, District<br />

Lecturers and <strong>Grand</strong> Chairpersons are due in the <strong>of</strong>fice <strong>of</strong> Deborah <strong>Grand</strong> Chapter on or<br />

before May 31, 2010, and are required to be included in the kit.<br />

In an effort to reduce cost and to expedite communications, we request that all Chapter<br />

The Convening <strong>of</strong> the 94 th Annual <strong>Grand</strong> Session <strong>of</strong> Deborah <strong>Grand</strong> Chapter<br />

<strong>of</strong> Eastern Star, <strong>Prince</strong> <strong>Hall</strong> Affiliation, Commonwealth <strong>of</strong> PA, I, Elsie L. Caldwell,<br />

No. 32, do hereby proclaim that Deborah <strong>Grand</strong> Chapter's 94 th Annual <strong>Grand</strong> Session<br />

will convene at the Radisson Penn Harris Hotel and Convention Center, Camp Hill<br />

Bypass & US 11 & 15, Camp Hill, PA 17011, Monday, July 19 to Wednesday, July 21,<br />

All Chapters, when requested by the Family, shall perform burial services on Members who are<br />

Members may register Online for the 94th Annual <strong>Grand</strong> Session by accessing DGC's<br />

website at: http://web.memberclicks.com/mc/page.do?orgld=oes. Log in using your<br />

assigned username and password. From the Community link at the left-middle <strong>of</strong> screen,<br />

click on "Event List". Click the link entitled: DEBORAH GRAND CHAPTER. OES, PHA,<br />

94th ANNUAL GRAND SESSION.<br />

You will then be redirected to the Event Details page containing the link "Click Here to<br />

Register". You must be logged in with your username and password in order to complete<br />

the registration process. Please do not register another person under your username<br />

login. Your login is tied to your member data and their name/address will overwrite yours<br />

in our database. You will need their username and password to register them .<br />

../ Payments by check: Members may pay by check for registration and associated<br />

Chapter (Group) Pre-Registration:<br />

Members continue to have the choice to register via the usual "Chapter Group Method"<br />

with their Chapters. Contact your Chapter Secretary for Group Registration. Chapter<br />

Group Pre-Registration must be received on or before June 30, 2010 with a chapter check<br />

that includes $40.00 for each member on the registration form.<br />

Onsite Registration:<br />

Onsite Registration is CASH ONLY at the rate <strong>of</strong> $45.00. The registration desk opens at<br />

7:30 AM from Saturday, July 1yththru Wednesday, July 21 S \ 2010.<br />
