To the Present and Past Grand Chapter Officers, Worthy Matrons, Worthy Patrons, 

Associate Matrons, Associate Patrons, Officers and Members of Subordinate Chapters of 

Deborah Grand Chapter, Order of Eastern Star, Prince Hall Affiliation, Commonwealth 

of Pennsylvania, 

Greetings: 

Be it known that copies of this Proclamation 

will be provided to the following: 

All Elected Grand Chapter Officers, Past Grand Worthy Matrons, Past Grand Worthy 

Patrons, Grand Chairpersons, District Deputy Grand Matrons, District Lecturers, Worthy 

Matrons, Chapter Secretaries, CC of FC, and to all members of Deborah Grand Chapter 

via Deborah Grand Chapter's website. A copy will be provided to the Most Worshipful 

Grand Master, Charles A. Bishop. 

All Directives in this Proclamation are to be read in their entirety in each Chapter. It is 

not necessary to read it in O. E. S. School of Instructions or District Meetings. 

We, the Grand Worthy Matron and Grand Worthy Patron, do hereby proclaim the 

following and require adherence thereto by all members of Deborah Grand Chapter. 

Directives from the Grand Worthy Matron 

Mandatory Attendance to Line Officers Training 

Let it be known that all Line Officers of the sixty-two subordinate chapters of Deborah 

Grand Chapter are required to attend their District's Line Officers Training. Please note 

that attendance is to be taken by the Trainers and reported to the Office of the Grand 

Chairperson of Line Officers Training. This information will be available to each 

Chapter, to be considered before the election of Chapter Officers. 

Scheduled Activities during Mid-Year Session 2010 

On Friday, March 26, 2010, the Executive Board of Deborah Chapter, O. E. S.,PHA-PA, 

will meet at 9:00 a.m. at the Wyndham Gettysburg, 95 Presidential Circle, Gettysburg,

A Change of the Date for Esther Day 2010 Observance 

The statewide observance of Esther Day 2010 will be May 23, 2010. Pennsylvania is the 

host for the 129 th Annual Session of the United Supreme Council, Ancient and Accepted 

Scottish Rite of Freemasonry, Prince Hall Affiliation, Northern Jurisdiction, in 

Philadelphia, the last weekend in May, which is the reason for the date change. 

Proper Dress for O. E. S. Sisters on All Occasions 

Article XXXIV of the Constitution and By-Laws of Deborah Grand Chapter (page 62), 

provides the description of proper regalia of the Order. This Article also states, under 

Section 1 (e), the actions of the Marshals when a Sister is not wearing the proper regalia. 

Please note, the Grand Assistant Marshals will exercise this duty during the 94 th Annual 

Grand Session of Deborah Grand Chapter, July 19 - 21, 2010. They will ask you to leave 

the Grand Chapter Room, correct the clothing discrepancy and return to Session. 

Unfortunately, if this happens to you, I humbly ask that you not express your feelings to 

the Grand Assistant Marshals, but at the proper time, discuss the matter with me. 

I also ask that we are mindful of our attire when attending social functions and 

meetings. Plunging necklines and splits above the knee is not appropriate dress for a 

Sister in the Order, whether regaled or at a social function. When we were granted the 

permission to wear slacks to non-regaled events, there were restrictions; pant suits, 

jacket and slacks or sweater sets with slacks are acceptable. Slacks with a 

top/blouse/sweater, sweats, jogging suits or jeans are not permissible.

Keys to Service 2009-2011 

Please read the attached "Keys to Service" in open Chapter Meeting, discuss the Keys 

that require action by the Worthy Matrons and the Chapters and develop a plan of 

action to accomplish these Keys. Be reminded that Keys #1, #4 and #5 require a 

response to the office of the Grand Secretary. 

5% Late Fee Applied to Late Chapter Quarterly Taxes 

To improve our operating efficiency, we must maintain adequate cash flow in Deborah 

Grand Chapter's General Fund. In recent years, this has been a challenge as some 

Chapters are inconsistent in the timely payment of their Quarterly Taxes. To encourage 

Chapters to pay their Quarterly Taxes on time, a late fee offive (5) percent will be 

applied to the outstanding balance of a Chapter's Quarterly Taxes not received by the 

due date in the office of the Grand Secretary. This late fee will be applicable only 

during this administration. Our goal is to eliminate this issue for future administrations. 

Due Date for All Annual Reports 

All reports from the Grand Chapter Officers, District Deputy Grand Matrons, District 

Lecturers and Grand Chairpersons are due in the office of Deborah Grand Chapter on or 

before May 31, 2010, and are required to be included in the kit.

In an effort to reduce cost and to expedite communications, we request that all Chapter

Each Worthy Matron is responsible for ensuring that a camera-ready copy of the history 

of her Chapter has been edited and updated through 2010 and forwarded to the Grand

The Convening of the 94 th Annual Grand Session of Deborah Grand Chapter 

By the power vested in me as Grand Worthy Matron of Deborah Grand Chapter, Order 

of Eastern Star, Prince Hall Affiliation, Commonwealth of PA, I, Elsie L. Caldwell, 

No. 32, do hereby proclaim that Deborah Grand Chapter's 94 th Annual Grand Session 

will convene at the Radisson Penn Harris Hotel and Convention Center, Camp Hill 

Bypass & US 11 & 15, Camp Hill, PA 17011, Monday, July 19 to Wednesday, July 21, 

2010. The hotel room rate is $112.00 plus tax. The phone number for reservations is

NO COOKING ALLOWED IN ANY SLEEPING ROOMS! The deadline for hotel room

The Pre-Registration fee for the Grand Session is $40.00. This fee includes the Statewide 

Seminar registration and the Saturday Evening fun-time program. The Pre-Registration 

Deadline is: June 30, 2010. The On-Site Registration fee is $45.00 - NO CHECKS WILL 

BE ACCEPTED FOR ON-SITE REGISTRATION. All members, including Grand 

Chapter Officers, are requested to Pre-Register. There is NO Registration fee for Past 

Grand Worthy Matrons or Past Grand Worthy Patrons. Chapters who have Past Grand

Online Pre-Registration 

Members may register Online for the 94th Annual Grand Session by accessing DGC's 

website at: http://web.memberclicks.com/mc/page.do?orgld=oes. Log in using your 

assigned username and password. From the Community link at the left-middle of screen, 

click on "Event List". Click the link entitled: DEBORAH GRAND CHAPTER. OES, PHA, 

94th ANNUAL GRAND SESSION. 

You will then be redirected to the Event Details page containing the link "Click Here to 

Register". You must be logged in with your username and password in order to complete 

the registration process. Please do not register another person under your username 

login. Your login is tied to your member data and their name/address will overwrite yours 

in our database. You will need their username and password to register them . 

../ There will be NO payments using CREDIT CARDS this year. 

../ Payments by check: Members may pay by check for registration and associated 

events. Fill out the registration form and click "Submit". On the next page, just 

choose to decline the credit card option. A confirmation page for your 

registration will display. Please make checks and money orders payable to the 

DGC Convention Committee and mail before June 30, 2010 to:

Chapter (Group) Pre-Registration: 

Members continue to have the choice to register via the usual "Chapter Group Method" 

with their Chapters. Contact your Chapter Secretary for Group Registration. Chapter 

Group Pre-Registration must be received on or before June 30, 2010 with a chapter check 

that includes $40.00 for each member on the registration form. 

Onsite Registration: 

Onsite Registration is CASH ONLY at the rate of $45.00. The registration desk opens at 

7:30 AM from Saturday, July 1yththru Wednesday, July 21 S \ 2010. 

All members, including Grand Chapter Officers, are requested to pre-register. All 

members of Deborah Grand Chapter will be responsible for picking up their convention kit 

and badge individually. 

The registration fee includes the Saturday Program.
