S<strong>in</strong>ce 1992 <strong>in</strong> <strong>Bulgaria</strong> Austrian projects are <strong>in</strong> progress to improve primary commercial education<br />

of youth. In the framework of <strong>educational</strong> co-operations<br />

• classes accord<strong>in</strong>g to the Austrian curriculum were established at higher secondary commercial<br />

colleges,<br />

• a tra<strong>in</strong><strong>in</strong>g firm network was set up and <strong>in</strong>volved <strong>in</strong>to the <strong>in</strong>ternational tra<strong>in</strong><strong>in</strong>g firm network,<br />

• teachers´ tra<strong>in</strong><strong>in</strong>g was provided,<br />

• teachers as well as students were <strong>in</strong>vited to study <strong>in</strong> Austria,<br />

• students´ exchanges were organized and<br />

• the idea of students´ tra<strong>in</strong><strong>in</strong>g <strong>in</strong> tra<strong>in</strong><strong>in</strong>g firms was exported <strong>in</strong>to the neighbour<strong>in</strong>g countries.<br />

At the moment<br />

• all <strong>Bulgaria</strong>n commercial colleges are to be <strong>in</strong>tegrated <strong>in</strong>to the exist<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g firm network<br />

supported by Austria from ECO NET funds.<br />

All these projects were carried out by KulturKontakt Austria. The Rotary Club Kitzbühel and its<br />

partners were <strong>in</strong>volved <strong>in</strong> these projects s<strong>in</strong>ce 1994. The Rotarian activities were supported by<br />

the Rotary District 1920 Austria West, the Rotary Foundation and sponsors – see TRF Match<strong>in</strong>g<br />

Grants projects # 5829 “Implement<strong>in</strong>g Tra<strong>in</strong><strong>in</strong>g Firms <strong>in</strong> the Fundamental Commercial Education<br />

– Sett<strong>in</strong>g up a Tra<strong>in</strong><strong>in</strong>g Firm Network <strong>in</strong> <strong>Bulgaria</strong>” 1996/98 and # 57945 “Promotion of Tra<strong>in</strong><strong>in</strong>g<br />

Firms <strong>in</strong> the Secondary Commercial Colleges <strong>in</strong> <strong>Bulgaria</strong>”, 2005/06.<br />

• newly developed textbooks for commercial subjects were be pr<strong>in</strong>ted and

• teachers were familiarized with these textbooks.<br />

The development of these textbooks was f<strong>in</strong>anced with<strong>in</strong> the Austrian <strong>educational</strong> project ECO<br />

NET: fees for authors, expenses for meet<strong>in</strong>gs, translations etc.<br />

By the means of a new Rotary Foundation Match<strong>in</strong>g Grants project the Rotary Club Kitzbühel<br />

and its partners sponsored the publish<strong>in</strong>g of these textbooks and equipped classrooms at three<br />

colleges.<br />

Compared with other <strong>in</strong>ternational projects to support the vocational education of youth <strong>in</strong> <strong>Bulgaria</strong><br />

the Rotarian activities look rather modest. But meanwhile the Rotarian <strong>educational</strong> <strong>cooperation</strong>s<br />

are seen <strong>in</strong> <strong>Bulgaria</strong> as well as <strong>in</strong> Austria as exemplary: the co-operation of private<br />

and public <strong>in</strong>stitutions, the execution along guidel<strong>in</strong>es worked out <strong>in</strong> agreement with the M<strong>in</strong>istries<br />

of Education <strong>in</strong> Sofia and Vienna, the <strong>in</strong>tegration of the <strong>Bulgaria</strong>n partners <strong>in</strong>to the decision-mak<strong>in</strong>g<br />

processes, the support of Rotary International, the l<strong>in</strong>ks to other <strong>educational</strong> projects<br />

and last but not least the Rotarian activities <strong>in</strong> <strong>Bulgaria</strong> have proved to be susta<strong>in</strong>able.<br />

The <strong>Bulgaria</strong>n and the Austrian school authorities as well as the headmasters, teachers and<br />

students of the pilot-schools thanked the Rotary Club Kitzbühel and its partners for their work <strong>in</strong><br />

favor of the <strong>Bulgaria</strong>n youth.<br />

The Austrian <strong>educational</strong> projects <strong>in</strong> <strong>Bulgaria</strong> will be completed 2008/2009. Rotary Club Kitzbühel<br />

and its partners will be <strong>in</strong>volved once more.<br />

Goals<br />

Goals of the project are<br />

• the support of publish<strong>in</strong>g up-to-date textbooks for commercial lessons and<br />

• the equipment of classrooms with computer hard- and software<br />

which means to<br />

• improve quality and <strong>in</strong>novativeness of fundamental commercial education of the youth<br />

• promote the development of key qualifications and stimulate creativity and entrepreneurship<br />

<strong>in</strong> students<br />

• improve the preparation of the youth for their future bus<strong>in</strong>ess and private life <strong>in</strong> a free market<br />

economy characterized by rapid changes <strong>in</strong> society, technology and a multitude of <strong>in</strong>tercultural<br />

<strong>in</strong>fluences<br />

• promote an <strong>in</strong>ternational dimension of fundamental commercial education.<br />

Textbooks<br />

To f<strong>in</strong>ance the preparations for pr<strong>in</strong>t<strong>in</strong>g the textbooks Rotarian help is once more asked. It is<br />

meant to take over the expenses for prepar<strong>in</strong>g the pr<strong>in</strong>t<strong>in</strong>g: lay-out, illustrations, covers, etc.<br />

Thus the prices of the textbooks can be kept low. Only if a textbook costs about BGL 10,-- = €<br />

5,-- <strong>Bulgaria</strong>n parents can afford to buy it for their children.<br />

The development of these textbooks was f<strong>in</strong>anced with<strong>in</strong> the Austrian <strong>educational</strong> project ECO<br />

NET: fees for authors, expenses for meet<strong>in</strong>gs, translations etc.<br />

It is not meant to f<strong>in</strong>ance follow up expenses as expenses for pr<strong>in</strong>t<strong>in</strong>g the textbooks themselves.<br />

School equipment<br />

<strong>Bulgaria</strong>n school authorities have too few money to equip all their schools with up-to-date<br />

school equipment. Therefore the commercial education of students, especially the students´<br />

tra<strong>in</strong><strong>in</strong>g <strong>in</strong> tra<strong>in</strong><strong>in</strong>g firms, shall be supported by the means of<br />

• equipp<strong>in</strong>g 2 classrooms at the High School for Economy <strong>in</strong> Montana:<br />

‣ Computer hard- and software donated from the Higher Secondary Commercial College<br />

Kitzbühel as well as<br />

‣ blackboards donated from the Primary School Hopfgarten <strong>in</strong> Nordtirol<br />

will be shipped to Montana.<br />

Students of the Higher Secondary Commercial College Kitzbühel who have visited the High<br />

School for Economy <strong>in</strong> Montana <strong>in</strong> May 2006 will collect second hand clothes, toys etc. The<br />

articles will be shipped to Montana together with the school equipment. The <strong>Bulgaria</strong>n part-

ners will give articles which will not be used at the High School for Economy <strong>in</strong> Montana to<br />

people <strong>in</strong> need.<br />

These activities will promote the social commitment of students tak<strong>in</strong>g part <strong>in</strong> the project <strong>in</strong><br />

both countries.<br />

The renovation and adaptation of the classrooms are f<strong>in</strong>anced by the <strong>Bulgaria</strong>n M<strong>in</strong>istry of<br />

Education and Science.<br />

Initiative for Teach<strong>in</strong>g Entrepreneurship - IFTE, Vienna, Austria.<br />

With its ma<strong>in</strong> goal be<strong>in</strong>g to arouse, promote and support entrepreneurial spirit and action,<br />

the IFTE develops <strong>in</strong>novate teach<strong>in</strong>g material & methods for broaden<strong>in</strong>g peoples economic<br />

understand<strong>in</strong>g. Its didactic entrepreneurship concept, are developed <strong>in</strong> order to strengthen<br />

and extend young peoples entrepreneurial understand<strong>in</strong>g & ambitions.<br />

The IFTE helps young people discover the challeng<strong>in</strong>g path of becom<strong>in</strong>g <strong>in</strong>dependent. Entrepreneurship<br />

Education is further an <strong>in</strong>strument for equality, based on the general economic-ethical<br />

pr<strong>in</strong>ciples of an open-market economy which is, besides its economicallyorientated<br />

goals, obliged to especially focus on the weak and disadvantaged members of<br />

society.

Vocational High School “Dimitar Talev” – Gotse Delchev<br />

The Vocational High School “Dimitar Talev”, Gotse Delchev - was founded <strong>in</strong> 1965. At present<br />

the tuition is carried out <strong>in</strong> the splendid architectural compound of the school <strong>in</strong> three <strong>educational</strong><br />

fields: techniques, economic management and manufactur<strong>in</strong>g of clothes. The ambitious<br />

school staff has created very good conditions for general and vocational tra<strong>in</strong><strong>in</strong>g <strong>in</strong> the follow<strong>in</strong>g<br />

specialties: Industrial Electronics; Computer Techniques and Technologies; Accountancy; Bus<strong>in</strong>ess<br />

Adm<strong>in</strong>istration; Design<strong>in</strong>g, Modell<strong>in</strong>g and Technology of Clothes.<br />

There are 762 students <strong>in</strong> 31 classes and 64 teachers, <strong>in</strong>clud<strong>in</strong>g 4 teachers for tra<strong>in</strong><strong>in</strong>g firms,<br />

tra<strong>in</strong>ed by teacher tra<strong>in</strong>ers with<strong>in</strong> the framework of the Austrian-<strong>Bulgaria</strong>n Economics High<br />

School Project. At the moment there act 4 tra<strong>in</strong><strong>in</strong>g firms and 1 junior firm.<br />

The school keeps contact with the manufactures <strong>in</strong> the region to provide professional tra<strong>in</strong><strong>in</strong>g<br />

and further realization of the students.<br />

About the region:<br />

Gotse Delchev is located <strong>in</strong> the south western region of <strong>Bulgaria</strong>, near the Greek border, 200km<br />

from Sofia. The town is situated at the southwest foots of the Middle Pir<strong>in</strong> Mounta<strong>in</strong>. It has a<br />

population of about 37.000 people.<br />

The population of the region consists of <strong>Bulgaria</strong>ns (<strong>in</strong>clud<strong>in</strong>g a number of Muslim <strong>Bulgaria</strong>ns),<br />

Turks, Roma, and ethnic Macedonians.<br />

Economic branch structure: agriculture and textile <strong>in</strong>dustry.<br />

The rate of unemployment is below the average for the country, but people are poor because of<br />

the low <strong>in</strong>come from their basic livelihood.<br />

F<strong>in</strong>ance and Economy High School “Vassil Levski” - Montana<br />

The F<strong>in</strong>ance and Economy High School “Vassil Levski”, Montana, (FEHS) is the first <strong>educational</strong><br />

establishment <strong>in</strong> Northwest <strong>Bulgaria</strong>, which tra<strong>in</strong>s qualified specialists <strong>in</strong> economy and<br />

management, <strong>in</strong>formational technologies, adm<strong>in</strong>istrative services, tourism and restaurant management.<br />

The tra<strong>in</strong><strong>in</strong>g is conducted by 52 highly qualified teachers <strong>in</strong> 25 classes of total 645<br />

students.<br />

S<strong>in</strong>ce 1995-96 school year the FEHS has been approved to participate <strong>in</strong> the Austrian-<br />

<strong>Bulgaria</strong>n Economics High School Project under which a wide vocation-related qualification is<br />

provided. A tra<strong>in</strong><strong>in</strong>g centre has been set up with 4 tra<strong>in</strong><strong>in</strong>g firms. 3 teacher tra<strong>in</strong>ers (2 economists<br />

and 1 IT eng<strong>in</strong>eer).

About the region:<br />

Montana is located <strong>in</strong> the north western part of <strong>Bulgaria</strong>, along either banks of Ogosta River,<br />

between Stara Plan<strong>in</strong>a Mounta<strong>in</strong> Range and the Danube Pla<strong>in</strong>. The population amounts to<br />

about 60.000 people. Basic livelihood: mach<strong>in</strong>e-build<strong>in</strong>g, tailor<strong>in</strong>g, agriculture. As a whole the<br />

region is marked of its low social and economic growth and high rate of unemployment – 18.5<br />

percent.<br />

National F<strong>in</strong>ance and Economy High School Sofia<br />

The National F<strong>in</strong>ance and Economy High School Sofia was established <strong>in</strong> 1913.<br />

In the course of its existence, the school has created solid traditions <strong>in</strong> the tra<strong>in</strong><strong>in</strong>g of secondary<br />

education specialists. The vocational expertise of the graduates covers wide-range general<br />

education, foreign language proficiency, latest theoretical knowledge and practical experience <strong>in</strong><br />

economy, skills for apply<strong>in</strong>g the computer and IT <strong>in</strong> the field of bus<strong>in</strong>ess communication and<br />

contacts.<br />

The tra<strong>in</strong><strong>in</strong>g is carried out by 60 high-qualified teachers. The 840 students are divided <strong>in</strong> 29<br />

classes.<br />

A wide-scale education project with Austria <strong>in</strong> the specialties of Economics and Management,<br />

and Entrepreneurship and Management is successfully implemented and develop<strong>in</strong>g.<br />

In the framework of the Austrian-<strong>Bulgaria</strong>n Economics High School Project a modern Centre for<br />

applied economics was established where<strong>in</strong> 10 tra<strong>in</strong><strong>in</strong>g firms are operat<strong>in</strong>g.<br />

With view to a multiplied outcome of the <strong>Bulgaria</strong>n-Austrian Project, and especially of the tra<strong>in</strong><strong>in</strong>g<br />

firm as an <strong>in</strong>novational tra<strong>in</strong><strong>in</strong>g method comply<strong>in</strong>g to the latest <strong>educational</strong> requirements, a<br />

Model Centre was founded at the High School. The ma<strong>in</strong> objective of the Centre is to develop<br />

as a lever for the improvement of the knowledge and skills of the management staff of the tra<strong>in</strong><strong>in</strong>g<br />

firm and for the further dissem<strong>in</strong>ation and implementation of the tra<strong>in</strong><strong>in</strong>g firm concept around<br />

<strong>Bulgaria</strong>.

Austrian Library at the National F<strong>in</strong>ance and Economy High School Sofia<br />

The Austrian Library at the National F<strong>in</strong>ance and Economy High School Sofia was founded by<br />

KulturKontakt Austria and its activities are coord<strong>in</strong>ated by k.education Project office Sofia.<br />

The library fund covers thematic fields such as literature pieces <strong>in</strong> German, methodic and didactic<br />

studies, civilization, history, geography, economy, etc. The library avails also the full edition<br />

of Kle<strong>in</strong>es Volk and Spatzenpost magaz<strong>in</strong>es for the primary school pupils and JÖ and<br />

TOPIC magaz<strong>in</strong>es for the higher-class students, each <strong>in</strong> number to suffice for a whole class.

About the region:<br />

Sofia is the capital and largest city of the Republic of <strong>Bulgaria</strong>, with a population of about<br />

1.250.000. It is the adm<strong>in</strong>istrative, cultural, and economic centre of the country.<br />

One of the oldest capital cities <strong>in</strong> Europe, the history of Sofia dates back to the 8th century BC,<br />

when Thracians established a settlement there. Sofia's development as a significant settlement<br />

owes much to its central position <strong>in</strong> the Balkans. It is situated <strong>in</strong> western <strong>Bulgaria</strong>, at the northern<br />

foot of the Vitosha Mounta<strong>in</strong>, <strong>in</strong> the Sofia Valley that is surrounded by mounta<strong>in</strong>s on all<br />

sides. Three mounta<strong>in</strong> passes lead to the city, which have been key roads s<strong>in</strong>ce antiquity, connect<strong>in</strong>g<br />

the Adriatic Sea and Central Europe with the Black and Aegean Seas.<br />

Vocational High School “Gen.Vl.Zaimov”- Sopot<br />

The Vocational High School “Gen.Vl.Zaimov”, Sopot, is located at the foot of the Balkan Mounta<strong>in</strong>s<br />

<strong>in</strong> a large park on an area of 50.000 square meters covered with more than 30 species of<br />

coniferous and deciduous trees and flowers.<br />

The school has 2 build<strong>in</strong>gs, a student hostel with a canteen and a recreation room, laboratories<br />

<strong>in</strong> Electronics , Microprocessor Techniques, Electronic and Mach<strong>in</strong>e Measurement, tra<strong>in</strong><strong>in</strong>g<br />

workshops equipped with mach<strong>in</strong>e-tools and digital program control mach<strong>in</strong>es, computer laboratories<br />

at the students’ disposal, modern tra<strong>in</strong><strong>in</strong>g centre for tra<strong>in</strong><strong>in</strong>g students <strong>in</strong> the field of<br />

bread-mak<strong>in</strong>g, cater<strong>in</strong>g and tourism and a library.<br />

There are 1,101 students <strong>in</strong> 46 classes and 98 teachers <strong>in</strong> the fields of Economic Management<br />

and Adm<strong>in</strong>istration, Electronics and Automation, Metal Process<strong>in</strong>g and Mach<strong>in</strong>e Build<strong>in</strong>g, Electrical<br />

Eng<strong>in</strong>eer<strong>in</strong>g, Production of Food and Dr<strong>in</strong>ks, Hotel and Restaurant Management and Cater<strong>in</strong>g.<br />

S<strong>in</strong>ce 2003 the school is a participant <strong>in</strong> the tour.reg project. Many teachers have been tra<strong>in</strong>ed

About the region:<br />

Sopot is a small town at the foot of Stara Plan<strong>in</strong>a (a mounta<strong>in</strong> range cross<strong>in</strong>g <strong>Bulgaria</strong> from its<br />

western border to the Black Sea) with 12.119 <strong>in</strong>habitants. It is situated <strong>in</strong> the legendary Valley of<br />

the Roses, 136 km east of Sofia.<br />

Sopot is one of the poorest towns <strong>in</strong> <strong>Bulgaria</strong>.<br />

The rate of unemployment is above the average for the country – about 50 percent. Greatest is<br />

the number of people occupied <strong>in</strong> the branch of tailor<strong>in</strong>g, wood-process<strong>in</strong>g, and foodprocess<strong>in</strong>g.<br />

The cultural and historical heritage and the natural endowments provide an opportunity<br />

for the development of tourism, recreation and balneo therapy.

Accord<strong>in</strong>g to the Stability Pact for South-Eastern Europe KulturKontakt Austria implements<br />

the project ECONET-<strong>Bulgaria</strong> f<strong>in</strong>anced by the Austrian Development Agency (Austrian <strong>cooperation</strong><br />

with Eastern Europe on behalf of the Austrian M<strong>in</strong>istry of Foreign Affairs).<br />

ECONET-<strong>Bulgaria</strong> aims at the dissem<strong>in</strong>ation of the tra<strong>in</strong><strong>in</strong>g firms’ concept all over <strong>Bulgaria</strong>.<br />

ECONET –<strong>Bulgaria</strong> is implemented by the k.education project office Sofia.<br />

Up to the end of 2006 Austrian banks charge 1 % for money transfers to <strong>Bulgaria</strong>.<br />

January 1 st , 2007 <strong>Bulgaria</strong> will become an EU- member state. Then us<strong>in</strong>g IBAN and swift<br />

code money can be transferred to <strong>Bulgaria</strong> under the same conditions as money transfers<br />

with<strong>in</strong> Austria.<br />

To save money the <strong>in</strong>voice of Dionis Sofia for edit<strong>in</strong>g the Tra<strong>in</strong><strong>in</strong>g Firms´ Manual was paid<br />

by k-education project office Sofia out of funds of KulturKontakt Austria. The equivalent of<br />

€ 10.769,23<br />

has to be refunded from Rotary Club Kitzbühel to KulturKontakt Austria.<br />

The <strong>Bulgaria</strong>n M<strong>in</strong>istry for Education and Science has not jet approved to f<strong>in</strong>ance the renovation<br />

of the rooms for the centres for applied economics at the colleges <strong>in</strong> Gotse Delchev<br />

and Sopot. Thus both schools have to f<strong>in</strong>d temporary solutions.<br />

The Vocational High School “Dimitar Talev”, Gotse Delchev, started the renovation. At the<br />

moment the costs were taken over from the Parents´ Council “VHS D.Talev”. The money will<br />

be refunded to the school’s account after the transfer of the m<strong>in</strong>istry’s allowance.<br />

The Vocational High School “Gen.Vl.Zaimov”, Sopot, will equip two other rooms with the office<br />

equipment and furniture donated by Rotary. Thus they can start the tra<strong>in</strong><strong>in</strong>g of their students<br />

without further delay. The items will be moved to the orig<strong>in</strong>ally chosen rooms after<br />

their renovation.<br />

Both colleges have ordered the needed office furniture by local suppliers. The Vocational<br />

High School “Dimitar Talev”, Gotse Delchev, will make the furniture as far as possible by the<br />

help of its own staff.<br />

The items will be f<strong>in</strong>anced out of the means of the project. On the one hand money could be<br />

spared f<strong>in</strong>anc<strong>in</strong>g the edit<strong>in</strong>g of the textbooks, on the other hand additional contributions<br />

were made by Rotary Club Kitzbühel and sponsors.<br />

Without the <strong>in</strong>itiatives of both school communities it would not have been possible to renovate<br />

the rooms for the centers for applied economics. Staff members had to sand floors,<br />

panel and pa<strong>in</strong>t walls, lay cables etc. Parents and other donators had to spend money.

Higher Secondary Commercial College Montana<br />

• The <strong>in</strong>frastructure was improved with school equipment shipped from the Higher Secondary<br />

Commercial College Kitzbühel<br />

• People <strong>in</strong> need were supported with second hand articles shipped from Higher Secondary<br />

Commercial College Kitzbühel.<br />

Higher Secondary Commercial College Gotse Delchev<br />

• A centre for applied economics was established.<br />

Higher Secondary Tourism College Sopot<br />

• A centre for applied economics was established.<br />

National High School for F<strong>in</strong>ance and Economy <strong>in</strong> Sofia<br />

• Purchase of a copier for the Austrian library.<br />

Textbooks<br />

• The publish<strong>in</strong>g of up to date textbooks for commercial lessons was supported. Thus the<br />

prices of the textbooks can be kept low and <strong>Bulgaria</strong>n parents can afford to buy them for<br />

their children.<br />

Supplementary activities<br />

• IFTE - Initiative for Teach<strong>in</strong>g Entrepreneurship, Vienna<br />

supervised the textbooks´ authors and monitored the preparations and the pr<strong>in</strong>t<strong>in</strong>g of the<br />

textbooks.<br />

• KulturKontakt Austria organized lectures and workshops to familiarize teachers with the<br />

new textbooks.<br />

• The Secondary Higher Commercial College Kitzbühel will organize a youth camp for students<br />

of the Higher Secondary Commercial College Montana <strong>in</strong> June, 2007. The camp will<br />

be f<strong>in</strong>ancially supported by Rotary.

Youth exchange 53<br />

The <strong>cooperation</strong> with the <strong>Bulgaria</strong>n school authorities and school communities was excellent.<br />

Without their strong will to have success and their <strong>in</strong>itiatives it would not have been possible to<br />

achieve the project´s goals.<br />

<strong>Bulgaria</strong> is one of the poorest countries <strong>in</strong> Europe. The economical and social situation of the<br />

country is quite serious. Particularly Montana, Gotse Delchev and Sopot are located <strong>in</strong> economically<br />

underdeveloped areas. The population of all these regions is very poor, the rate of<br />

unemployment very high.<br />

<strong>Bulgaria</strong> needs to be supported, not only f<strong>in</strong>ancially but also <strong>in</strong> a humanitarian way. Investments<br />

<strong>in</strong> the commercial education of young people are an <strong>in</strong>vestment <strong>in</strong> the <strong>Bulgaria</strong>n future, and are<br />

meant as help for self-help. This is truly Rotarian accord<strong>in</strong>g to the pr<strong>in</strong>ciples of Rotary.<br />

The <strong>educational</strong> co-operations to improve primary commercial education of the youth <strong>in</strong> <strong>Bulgaria</strong><br />

last s<strong>in</strong>ce 1994. They have proved to be susta<strong>in</strong>able. The Rotarian <strong>in</strong>itiatives are seen as<br />

exemplary <strong>in</strong> <strong>Bulgaria</strong>.<br />

The pilot schools were able to reform their lessons, to renew their <strong>in</strong>frastructure and so to <strong>in</strong>crease<br />

their appreciation <strong>in</strong> the public. Today 10 to 12 students are apply<strong>in</strong>g for a place <strong>in</strong> pilot<br />

schools. German is taught together with English as a ma<strong>in</strong> foreign language, the school-leav<strong>in</strong>g<br />

exam<strong>in</strong>ation is performed <strong>in</strong> the same way as the exam<strong>in</strong>ation <strong>in</strong> Austrian Higher Secondary<br />

Commercial Colleges, and most graduates wish to study at western universities. A well tra<strong>in</strong>ed,<br />

highly motivated team of future employees, well disposed to western countries, is emerg<strong>in</strong>g – a<br />

chance for bus<strong>in</strong>ess relationships between western countries and <strong>Bulgaria</strong>.<br />

The pilot schools serve as tra<strong>in</strong><strong>in</strong>g centres, their teachers as multipliers to dissem<strong>in</strong>ate the new<br />

ways of commercial education all over <strong>Bulgaria</strong> and also <strong>in</strong>to the neighbour<strong>in</strong>g countries.<br />

Publish<strong>in</strong>g textbooks, equipp<strong>in</strong>g classrooms and centres for applied economics, <strong>in</strong>clud<strong>in</strong>g new<br />

schools <strong>in</strong>to the Rotarian projects and thus enlarg<strong>in</strong>g the tra<strong>in</strong><strong>in</strong>g firm network <strong>in</strong>creases this<br />

Higher secondary commercial and tourism colleges<br />

Higher secondary commercial and tourism colleges are five-year programs for the 15 to 19-<br />

year-olds, aim<strong>in</strong>g at profound economic and a broad general education. Thus they provide<br />

comprehensive tra<strong>in</strong><strong>in</strong>g suitable for all branches of the economy and public services respectively<br />

for tourism.<br />

The concept of Tra<strong>in</strong><strong>in</strong>g Firms<br />

A Tra<strong>in</strong><strong>in</strong>g Firm is someth<strong>in</strong>g like an <strong>educational</strong> lab for commercial education and tra<strong>in</strong><strong>in</strong>g. It<br />

functions like a true-life bus<strong>in</strong>ess. All the bus<strong>in</strong>ess proceed<strong>in</strong>gs <strong>in</strong> a firm are dealt with along the<br />

l<strong>in</strong>es of bus<strong>in</strong>ess rout<strong>in</strong>es <strong>in</strong> a market economy. The goods are, however, not really forwarded.<br />

What take place are the adm<strong>in</strong>istrative bus<strong>in</strong>ess rout<strong>in</strong>es that are relevant for economic tra<strong>in</strong><strong>in</strong>g.<br />

The students have to pass through the various departments of the Tra<strong>in</strong><strong>in</strong>g Firm. Here they are<br />

expected to fulfill their bus<strong>in</strong>ess tasks.<br />

The asset of the Tra<strong>in</strong><strong>in</strong>g Firm is the simulation. Faulty decisions which <strong>in</strong> reality may cause<br />

serious problems for the respective bus<strong>in</strong>ess will have no serious consequences at all. Thus,<br />

the Tra<strong>in</strong><strong>in</strong>g Firm is the best place possible to teach entrepreneurial th<strong>in</strong>k<strong>in</strong>g.<br />

The aim of teach<strong>in</strong>g <strong>in</strong> a Tra<strong>in</strong><strong>in</strong>g Firm is to improve <strong>in</strong>tegrated professional competence of the<br />

tra<strong>in</strong>ees and of their key qualifications, especially of act<strong>in</strong>g and decision-mak<strong>in</strong>g competencies.<br />

The student's skill to use the acquired knowledge, to deal with bus<strong>in</strong>ess problems on his own or<br />

<strong>in</strong> a team, to develop and present solv<strong>in</strong>g strategies, to communicate and co-operate are ma<strong>in</strong><br />

po<strong>in</strong>ts of the tra<strong>in</strong><strong>in</strong>g.<br />

The communication with Tra<strong>in</strong><strong>in</strong>g Firms <strong>in</strong> foreign countries improves the students´ skills <strong>in</strong> foreign<br />

languages. Moreover the students are led to an <strong>in</strong>tellectual openness of m<strong>in</strong>d and to a<br />

deeper understand<strong>in</strong>g of the foreign mentality and culture.<br />

Thus, the students have the opportunity to acquire those qualifications that are an imperative<br />

prerequisite for lifelong learn<strong>in</strong>g and success <strong>in</strong> the world of bus<strong>in</strong>ess.

The idea of a Tra<strong>in</strong><strong>in</strong>g Firms network is the idea of an open system. The s<strong>in</strong>gle Tra<strong>in</strong><strong>in</strong>g Firm is<br />

part of the national Tra<strong>in</strong><strong>in</strong>g Firm market, a Central Office the centre. Thus a national Tra<strong>in</strong><strong>in</strong>g<br />

Firms network consists of<br />

• Tra<strong>in</strong><strong>in</strong>g Firms and<br />

• Central Office.<br />

The national Tra<strong>in</strong><strong>in</strong>g Firms networks are parts of the <strong>in</strong>ternational Tra<strong>in</strong><strong>in</strong>g Firms network.<br />

All over the world exist thousands of Tra<strong>in</strong><strong>in</strong>g Firms, alone <strong>in</strong> Austria about 1.000.<br />

Central Office<br />

The ma<strong>in</strong> tasks of a Central Office are to simulate miss<strong>in</strong>g bus<strong>in</strong>ess-partners and authorities as<br />

bank, revenue-office, health-<strong>in</strong>surance, trade-register of Tra<strong>in</strong><strong>in</strong>g Firms (Tra<strong>in</strong><strong>in</strong>g Firm register),<br />

to counsel persons concerned with Tra<strong>in</strong><strong>in</strong>g Firms and to adm<strong>in</strong>ister <strong>in</strong>ternational contacts to<br />

the Central Offices of partner countries.<br />

Centre for applied economics<br />

A centre for applied economics is a special classroom of about 75 m 2 which is designed as an<br />

open-plan office. It is divided <strong>in</strong>to departments and comprises 15 work places for the students.<br />

In correspondence with practical requirements it is equipped with state-of-the-art office-, <strong>in</strong>formation-<br />

and communications-technologies, which can be adapted also to new future developments<br />

and systems.<br />

Furnish<strong>in</strong>g and equipp<strong>in</strong>g the tra<strong>in</strong><strong>in</strong>g firm office<br />

In a tra<strong>in</strong><strong>in</strong>g firm office, it must be possible to work <strong>in</strong> the follow<strong>in</strong>g fields of a tra<strong>in</strong><strong>in</strong>g firm:<br />

• Adm<strong>in</strong>istration<br />

• Account<strong>in</strong>g<br />

• Purchas<strong>in</strong>g<br />

• Output of goods and services<br />

• Sales.<br />

These fields are to be comb<strong>in</strong>ed to departments depend<strong>in</strong>g on the company's field of activity<br />

and organisation of the tra<strong>in</strong><strong>in</strong>g firms at the school. It can be assumed that the fields of work can<br />

be comb<strong>in</strong>ed <strong>in</strong> the ma<strong>in</strong> five departments.

The room requirements are <strong>in</strong> correlation with the number of work places (approximately 5 m 2 to<br />

Temporary solution<br />

As the <strong>Bulgaria</strong>n M<strong>in</strong>istry for Education and Science has not jet approved to f<strong>in</strong>ance the renovation<br />

of the rooms for the centre for applied economics the Vocational High School<br />

“Gen.Vl.Zaimov”, Sopot, at the moment will equip two other rooms with the office equipment<br />

and furniture donated by Rotary. Thus they can start the tra<strong>in</strong><strong>in</strong>g of their students without further<br />

delay.<br />

The items will be moved to the orig<strong>in</strong>ally chosen rooms after their renovation.<br />

Also these rooms have to be renovated:<br />

• venetian bl<strong>in</strong>ds and curta<strong>in</strong>s € 164,--<br />

Goals<br />

The aim of the project is to promote the mutual understand<strong>in</strong>g of young people liv<strong>in</strong>g <strong>in</strong> the<br />

tense atmosphere of Western -, Central-, East- and South-eastern Europe by organiz<strong>in</strong>g youth<br />

camps for students of<br />

• the Technical High School for Economy Montana <strong>in</strong> Kitzbühel, Austria, and<br />

• the Higher Secondary Commercial College Kitzbühel <strong>in</strong> Montana, <strong>Bulgaria</strong>.<br />

The youth camps resume the projects of the Rotary Club Kitzbühel <strong>in</strong> <strong>Bulgaria</strong> which have been<br />

carried out s<strong>in</strong>ce 1994 and which have also been supported by the Higher Secondary Commercial<br />

College Kitzbühel. The Technical High School for Economy Montana belonged to the five<br />

<strong>Bulgaria</strong>n pilot schools which took part <strong>in</strong> the Rotary Match<strong>in</strong>g Grants Projects from 1995 to<br />

1998 and 2005 to 2006. The <strong>cooperation</strong> with this school was exemplary. It dist<strong>in</strong>guished from<br />

all others because it perfectly put the ideas regard<strong>in</strong>g the sett<strong>in</strong>g up of commercial schools and<br />

Tra<strong>in</strong><strong>in</strong>g Firms accord<strong>in</strong>g to the Austrian syllabus <strong>in</strong> <strong>Bulgaria</strong> <strong>in</strong>to practice.<br />

In particular the youth camps cont<strong>in</strong>ue the students´ exchange between the Technical High<br />

School for Economy Montana and the Higher Secondary Commercial College Kitzbühel which<br />

started <strong>in</strong> autumn 2004.<br />

The project consists of 5 phases:<br />

• Phase 1: students from both schools keep <strong>in</strong> touch, ma<strong>in</strong>ly onl<strong>in</strong>e<br />

• Phase 2: the <strong>Bulgaria</strong>n students visit Kitzbühel and Lignano Sabbiadoro<br />

• Phase 3: students from both schools keep <strong>in</strong> touch, ma<strong>in</strong>ly onl<strong>in</strong>e<br />

• Phase 4: the students from Kitzbühel will return the <strong>Bulgaria</strong>n students‘ visit<br />

• Phase 5: follow up of the students´ impressions.<br />

The project<br />

• enables the young people to ga<strong>in</strong> an <strong>in</strong>sight <strong>in</strong>to the economic, social and cultural structures<br />

of the tw<strong>in</strong> countries<br />

• gives the <strong>Bulgaria</strong>n students an impression of the contrast between an Alp<strong>in</strong>e and a<br />

Mediterranean landscape<br />

• promotes the students´ mutual understand<strong>in</strong>g<br />

• promotes the social commitment of students tak<strong>in</strong>g part <strong>in</strong> the project <strong>in</strong> both countries

• encourages the <strong>Bulgaria</strong>n partners to cont<strong>in</strong>ue with the first education concentrat<strong>in</strong>g on<br />

bus<strong>in</strong>ess for young people accord<strong>in</strong>g to the Austrian standard which was <strong>in</strong>troduced 10<br />

years ago and offers new ideas<br />

• enables the students from Kitzbühel to get to know a Slavic language. The <strong>Bulgaria</strong>n<br />

students can improve and use the German language <strong>in</strong> practice.<br />

The students communicate <strong>in</strong> German as well as English, which is their common foreign language.<br />

It is not possible to get an allowance to support the youth camps from public or other non-Rotarian <strong>in</strong>stitutions.<br />

F<strong>in</strong>al remarks<br />

The preparations for the respective youth camps started <strong>in</strong> both schools <strong>in</strong> autumn 2006. S<strong>in</strong>ce<br />

then the students from the classes <strong>in</strong> question have been <strong>in</strong> touch and they stay <strong>in</strong> contact dur<strong>in</strong>g<br />

the lessons until summer 2008. Moreover some students from both countries will become<br />

friends and will also keep <strong>in</strong> touch after the project has been f<strong>in</strong>ished.<br />

The support of Rotary enables all the students of the <strong>Bulgaria</strong>n class to visit a foreign country.<br />

Other youth exchanges are limited to a small group of privileged students.<br />

As the students´ exchange cont<strong>in</strong>ues the students´ exchange which took place 2005 / 2006<br />

further classes and more students could be <strong>in</strong>volved. So the project has got an exemplary longterm<br />

and widespread effect.

will start a new <strong>educational</strong> co-operation to improve the primary commercial education of the<br />

<strong>Bulgaria</strong>n youth with<strong>in</strong> the framework of a new Rotary Foundation Match<strong>in</strong>g Grants project. The<br />

project will be supported by the Rotary District 1920 – Austria-West.<br />

The goals of the project are to<br />

• put entrepreneurship <strong>in</strong> the centre of the primary commercial education of youth <strong>in</strong> <strong>Bulgaria</strong><br />

• enlarge the exist<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g firm network by furnish<strong>in</strong>g and equipp<strong>in</strong>g a centre for applied<br />

economics.<br />

The project resumes the <strong>educational</strong> co-operations of the Rotary Club Kitzbühel <strong>in</strong> <strong>Bulgaria</strong><br />

which have been carried out s<strong>in</strong>ce 1994. Among other th<strong>in</strong>gs with<strong>in</strong> these co-operations a tra<strong>in</strong><strong>in</strong>g<br />

firm network was set up.<br />

To realize the new project’s goals<br />

• teachers of higher secondary colleges shall be tra<strong>in</strong>ed and<br />

• a centre for applied economics at the Vocational High School Petrich shall be equipped<br />

and furnished.<br />

The project shall be carried out alongside guidel<strong>in</strong>es developed <strong>in</strong> co-operation with the <strong>Bulgaria</strong>n<br />

M<strong>in</strong>istry for Education and Science, Sofia.<br />

It is meant to l<strong>in</strong>k the project with an EU-Comenius project to achieve high efficiency with<strong>in</strong> the<br />

a. m. project.
