1. Introduction<br />

1.1. The Brazilian Association of Rectors of State and Municipal Universities – ABRUEM<br />
Brazil accounts 2,377 universities, being 278 public and 2,099 private. The<br />
majority of the public institutions are supported by the governments of the different<br />
states of the federation (108) and of the cities (77). Created during the “XII Forum<br />
Nacional de Associações Brasileiras de Reitores de Universidades Estaduais e<br />
Municipais” held in the city of Maringá, Paraná, at October 1991, the Brazilian<br />
Association of Rectors* of State and Municipal Universities (ABRUEM) outlined a route<br />
adjusted to the expectations of its members and approved its statute, which defines the<br />
association as a non-profit-making legal entity under private law, having its head office<br />
located in Brasilia, the Federal Capital of Brazil.<br />
Since its establishment, ABRUEM holds permanently forums seeking to expand its<br />
important integrative role as well as to provide a meeting and discussion space for the<br />
Rectors of the 41 Brazilian affiliated universities, which are distributed over 22 states and<br />
enrolled a population of approximately 900,000 students. The discussions aim to<br />
exchange information, to further prior issues of the Higher Education Agenda and to<br />
design the best action way for public higher education institutions. Moreover, it also<br />
gives support to the implementation of the decisions taken at the meetings by the<br />
qualified authorities from the government and the private sector, if necessary.<br />
In order to promote the integration of state and municipal universities, their<br />
appreciation and defense, ABRUEM stimulates a joint action of its members nationally,<br />
regionally and locally. ABRUEM advises its member institutions by their handling with<br />
agencies from public and private sectors as well as national and international entities<br />
and organizations. By this way, ABRUEM constitutes a legitimated space for the claims of<br />
its member universities.<br />
ABRUEM presidency is held by one of the Rectors of the affiliated universities,<br />
elected by his peers for a two-year mandate. A vice-president is elected by the same way.<br />

1.2. ABRUEM numbers<br />
ABRUEM assembles 41 universities in 22 Brazilian states. The following table<br />
figures its associated member universities, being the corresponding localizations<br />
pointed out on the map (extracted from the ABRUEM flyer).<br />
* In this report the term “Rector” is defined as “President” of university, “Vice Rector” as a deputy to rector<br />
and “Prorector” as a member of the central administration of a university.<br />

The universities of the ABRUEM system are responsible for 2,234 undergraduate<br />
courses with a total of 581,366 students in Brazil. In addition, 1,312 graduate programs<br />
including Master and PhD (40 %) degrees are offered, which are attended by 111,290<br />
students. The total teaching staff accounts 42,269 doctors (44 %), masters (31 %) and<br />
other specialists (25 %). Moreover, the system involves 66,724 administrative<br />
technicians and sustains 26 university hospitals, 13 veterinary hospitals and 69 dentistry<br />
units. ABRUEM affiliates include some of the most important Brazilian universities and<br />
are responsible for around 50 % of the total Brazilian scientific academic production.<br />
1.3. The ABRUEM academic prospecting tours<br />
To improve the quality of Higher Education, providing its members opportunities<br />
to establish partnerships, agreements, cultural exchanges and student mobility, is<br />
among the ABRUEM goals. A particularly efficient way to reach these goals is to<br />
knowledge successful experiences of institutions in other countries in the field of<br />
academic education and research.<br />
In this sense ABRUEM organizes a yearly delegation tour aiming to prospect the<br />
academic scenery of a defined foreign country. In the last years, universities of three<br />
European countries had been visited, i. e. Italy (2009), Spain (2010) and Portugal (2011).<br />
The 2012 tour focused at the education, scientific and technological landscape of the<br />
higher education institutions in Germany and Belgium. A special feature of the present<br />
tour was the divulgation of the Brazilian scholarship program “Science without Borders”.<br />

The ABRUEM delegation visiting German was composed by 25 persons, including<br />
15 rectors and 1 vice-rector, 4 representatives of international offices, in a total of 20<br />
universities represented. The delegation was headed by the Association’s President Prof.<br />
Dr. João Carlos Gomes and the executive secretary Prof. Dr. Carlos Roberto Ferreira.<br />
From 10th to 23rd June 2012,<br />
the ABRUEM delegates traveled a<br />
distance of approximately 1,200 km<br />
over four German states: Northrhein-<br />
Westphalia, Hessen, Baden<br />
Württemberg and Bavaria. A total of<br />

München and Technische Universität München) had been visited.<br />
Complementing the visits to the high education institutions the delegation also<br />
had meetings at the Deutsche Akademischer Austauschdienst - DAAD (German Academic<br />
Exchange Service) and the Hochschulrektorenkonferenz – HRK (German Rectors´<br />
Conference).<br />
Besides the official visits a cultural program was also performed, with city tours<br />
and visits to museums as well as to typical regional restaurants. During a boat trip on the<br />
river Neckar in Stuttgart by invitation of the Ministry of Science, Research and the Arts of<br />
Baden-Württemberg the rectors met a group of 15 (vice-)rectors and professors from<br />
different Research Universities and Universities of Applied Sciences, thus having the<br />
opportunity to know each other and to discuss about the possibilities for future<br />
cooperation.<br />
<strong>Final</strong>ly the ABRUEM-Delegation was officially received by the Bavarian State<br />
Secretary of Science, Research and the Arts, Dr. Wolfgang Heubisch.<br />

Program description:<br />
Natural History Museum – Exhibition of Bionics:<br />
The word "Bionics" results from the combination of the terms "biology" and<br />
"technique". In this context the exhibition shows the nature as example and model for<br />
the gain of technical solutions. Just at the entrance the visitors are confronted with<br />
historical "natural patents": surfaces, techniques and innovative structures from animal<br />
life.<br />
Then the visitors are guided by different areas of Bionics, which invites for<br />
following reflections:<br />
• Architecture: the human femur as a model for the Eiffel Tower;<br />
• Movements: Speedo / shark skin, bionic car Daimlers / puffer fish<br />
• Sensors and Communication: Snakes sensor infrared/ infrared cameras<br />
• Evolution Strategies: Evolution as a model for obtaining optimal results in<br />
industrial production.<br />

On the way to the restaurant: the historical city center of Münster<br />
The center of the city Münster is famous for the quantity of bicycles and also for<br />
having been rebuilt according to the original model existing before the Second World<br />
War. The city of Münster was also the scene of many historic events, including the<br />
signing of the Treaty of Peace that ended the 30 years war (The Westphalian Peace).<br />
Restaurant Drübbelken:<br />
Drübbelken is a very special restaurant, located at the historical center of Münster<br />
with a rustic and comfortable atmosphere. The cuisine is typical for the region of<br />
Westphalia and one can enjoy different kinds of delicious traditional beer of Münster,<br />
especially the Pinkus Müller beer. It is manufactured exclusively with raw materials of<br />
controlled biological origin.<br />

The visit of rectors and representatives of Brazilian state and municipal<br />
universities to German high education institutions can be classified as well succeeded.<br />
The participants had the opportunity to get informed about the numbers and orientation<br />
of each visited institution and its undergraduate and graduate programs. All visited<br />
institutions presented its Brazil oriented projects and were open for the dialogue<br />
concerning future cooperation. Much time has been expended for joint discussions and<br />
direct matching with professors and researchers, in which the possibility of academic<br />
exchange could be extensively treated. The possibilities for future agreements and<br />
academic partnerships had been evaluated from “good” to “very good” by 85 % of the<br />
requested Brazilian participants (13). On the other hand, 68 % of them considered from<br />
“good” to “very good” the feasibility of application of the methods and education<br />
models presented by the German institutions in their own universities.<br />
The overall evaluation of the visits at the education institutions reached a medium<br />
value of 6.3 from 7 (very good). An overview on the evaluation of visit is given in the<br />
following figure. For ethic reasons the names of the institutions are omitted. Two<br />
institutions were not included in the evaluation form.<br />

All requested delegates evaluated the visit to Germany and the general<br />
organization as good or very good.<br />
The delegates considered as excellent aspects of the visit the receptivity and<br />
organization by the locals, the support of the DAAD, the contacts and opportunity to meet<br />
the universities, to know new technologies and to experience the intense partnership<br />
between university and private sector, to get information on the universities and the<br />
German educational system, to compare their own institutions with the German ones in<br />
academic, structural and management point of view, to select universities and related<br />
fields, and the possibilities of relevant scientific and academic cooperation. On the other<br />
hand, some aspects could be amended, mostly related to the intensive program of<br />
activities during each institution visit. Thus, there was a request for more time for rest<br />

and for city tours as well as for cultural activities. Fewer commitments would also allow<br />
deeper meetings. The general infrastructure including the logistics of the hotels location<br />
in relation to the visits, as well as the script of the presentation of ABRUEM (Portuguese<br />
and German), were also referred to as relevant points. Additionally some delegates<br />
considered also an increased knowledge regarding the program Science without Borders<br />
(CsF) by German universities as desirable, especially with respect to the receipt of<br />
undergraduate students.<br />
Concrete results of the tour were the contacts with researchers and professors,<br />
the real possibilities of partnerships for the exchange of students and professors and the<br />
identification of universities for the placement of CsF scholarships. For example, the<br />
ConRuhr announced to be prepared for receiving 1,000 Brazilian CsF-students, whereas<br />
the State of Baden-Württemberg aims to receive about 2,000.<br />
A partnership agreement between WWU Münster and University of Pernambuco<br />
has been officially signed during the visit of the ABRUEM delegation to Germany.<br />
