DRAFT DOCUMENT the siphon pump and control house, and construction of a small dam in the drawdown trench to prevent flow through that cut when the lake level is high. The saddle dam would be about 10 feet high and constructed of rock fill with an upstream concrete face. All equipment, materials, and personnel for the intake and saddle dam construction would be transported by helicopter to the intake site from a staging area near the powerhouse. The uppermost section of penstock would be about 2,300 feet long; of that length, 300 feet would be submerged in the lake, 1500 feet would be buried in the drawdown trench, and 500 feet would be buried on a bench cut into the hillside at the southern end of the drawdown trench. From the end of the uppermost penstock section described above (at about El 2250), the penstock would drop straight down the hillside for about 3,500 feet to about El 350. The pipe would be supported by fabricated steel saddles spaced about 40 feet apart. The ground would be excavated to bedrock at the saddle locations, and in a few areas a trench might be required for the pipe where there is a deep layer of soils or loose rock. Clearing width for the penstock corridor would be about 100 feet to decrease the risk to the pipe from falling trees. Penstock installation would be by a highline system. From the end of the middle penstock section described above, the penstock would be located on a bench excavated into the hillside in a valley cut by a small tributary of the Chilkoot River referred to as Power Creek.
