The rifles are typically ‘collective’; that is, shared by officers from one shift to ano<strong>the</strong>r. While this approach keeps<br />
costs down, semi-automatic rifles such as <strong>the</strong>se require significant training, and large police <strong>for</strong>ces may be unable<br />
to provide systematic, standardized training to all <strong>the</strong>ir personnel (Levenson and Slack, 2009). Procurement of <strong>the</strong><br />
weapons, locking racks, ammunition, and training requirements represents a substantial expenditure <strong>for</strong> any police<br />
agency. For example, Pittsburgh’s Public Safety Director reported a 2009 state contract order of 46 S&W M&P15<br />
semi-automatic rifles totaling more than USD 37,000; <strong>the</strong> locking racks added an additional USD 30,000 (Lord, 2009).<br />
Ultimately, <strong>the</strong> greater distribution of tactical rifles in <strong>the</strong> field can lead to losses and <strong>the</strong>ft from police departments’<br />
patrol vehicles (Matteucci, 2010). Some experts also believe that, by being seen with <strong>the</strong>se weapons, police<br />
officers will create ‘concomitant pressure within <strong>the</strong> domestic population <strong>for</strong> individuals to arm <strong>the</strong>mselves with<br />
similar weapons’ (DeClerq, 1999, p. 38).<br />
Focusing on ammunition: sub-machine guns, rifles, and sniper rifles<br />
Firearm manufacturers have traditionally developed sub-machine guns, assault rifles, and sniper rifles with <strong>the</strong> more<br />
standardized needs of <strong>the</strong> military in mind. Consequently, domestic security organizations seeking to upgrade <strong>the</strong>ir<br />
traditional handguns and shotguns with more effective small arms have turned to <strong>the</strong> military market (see Table 3.1).<br />
For instance, standard bolt-action precision rifles traditionally used by Western police units are now upgraded with<br />
