Sonkragaanleg aan u stel.
With this letter I once more raise the view points of Agri Boshof over the Wag’n
Bietjiespan Solar Energy Facility.
Ons besef die noodsaaklikheid van die ontginning van alternatiewe
energiebronne, en veral die van sonkrag vir ons land se energiebehoeftes.Ons is
nie teen die opwekking van sonkrag gekant nie, maar het wel n probleem met die
manier waarop hierdie projek tot stand gekom het.
We understand the need for the development of alternative energy sources,
especially solar energy for our country’s energy needs. We are not against the
development of solar energy, we question the manner in which this project was
conceptualized.
Ons dra die belange van al ons lede op die hart, en sou daarom hierdie projek tot
voordeel van ons hele gemeenskap wou laat plaasvind, en nie tot nadeel van die
omliggende wildboere nie.
We carry the interest of all our member and would have like to see this project be
to the benefit of the entire community and not to the detriment of the
neighbouring game farmers.
Indien daar van die begin af met ons oorleg gepleeg is, sou ons baie meer
beskikbare en geskikte plekke kon uitwys, waarvan die beste plek met oorleg
gekies kon word.Boshof distrik het dele wat baie meer geskik is vir so n projek as
juis in die hart van die wildboerdery/ekotoerisme gebied.

If we were consulted at the onset of this project in choosing the site, we would
have been more inclined to support the project. We could assisted in identifying
the best area as Boshof have many suitable areas and it would not have impacted
on the game farming industry and ecotourism.
Indien die aanleg by of naby n substasie gebou word is daar ook nie die probleem
van kraglyne wat gebou moet word oor plase nie en sou dit ook n groot besparing
meebring.
If the facility is built near a substation there would be no problem of power lines
that need to be constructed over farms and it would bring about a great saving
on the project.
Ons stel dus voor dat die aanleg op Boshof se meentgrond met oorleg van
Tokologo Munisipaliteit gebou word.Net buite die dorp langs die Bloemfontein pad
is n substasie wat as n geskikte plek beskou word.Dit is weg van die woonbuurte,
en geen lyn is nodig om gebou te word nie. Daar is baie beskikbare werkers in die
omgewing vir die konstruksie fase, asook vir die latere fases, met hul eie
huisvesting en vervoer na die terrein.Die inkomste wat gegenereer word uit die
aanleg kan deur die munisipaliteit tot voordeel van die hele gemeenskap
aangewend word, bv vir subsidering van die eiendomsbelasting ens.
We propose that the project is built on the Boshof Commonnage in consultation
with the Tokologo Municipality. Just outside of town on the Bloemfontein road,
the site has a ideal substation. It would be away from the residential areas and
no power line is needed. There are large numbers of workers in the area with
there own accommodation and transport which is ideal for the construction
phase. The income generated from the the project can be used by the
municipality for the gain of the entire community. It can be used to subsidies
property tax.
Boshof se meentgrond beslaan ongeveer 6 000 ha, daar is dus baie plek vir
sonkragaanlegte, indien daar alreeds so n aanleg deur iemand anders beplan
word ( wat tot op hede nognie bevestig kon word nie) nadat hierdie voorstel
alreeds n jaar gelede aan u gemaak is.
Boshof’s commonage consist of 6000 ha, there is enough land for solar energy
facilities, if any other independent power producer (IPP) has already initiated
such a project there. It has not been confirmed if any other IPP has initiated any
solar project on the Boshof Commonage. This proposal was made to the
developer a year ago.

Another alternative is to construct the plant at the Boundary Substation with all
abovementioned arguments.
Ek hoop dat u bogenoemde in ag sal neem in enige verdere besluitneming

Die tydperk tussen die ontvangs van die verslag en die afsnydatum vir
kommentaar is hopeloos te kort om sinvolle kommentaar te lewer
The period between receiving the report and the end of the comments period is to
short to provide meaningful comments.
As die notules en skriftelike kommentaar korrek weergegee is bevat dit ongeveer
al ons besware, maar aangesien ons besware geminag word sal ons sekerlik vir
die appel prosedure moet wag'
If the notes of all meetings and written comments are correct, it contains all of
our concerns and protest against. As we are being ignored, we will wait for the
appeals process.

Certain remarks in the EIA report is incorrect and the recommendations and

I am Calla van Niekerk (William van Niekerk’s wife) who owns of one of the
farms that are proposed for the Wag n Bikiespan solar energy facility. Maybe I
can state that the proposed development is supported. Alternative energy is
critically required and underdeveloped in South Africa. During construction
contractors would stay in guesthouses in Boshof and will put in capital into the
local area.
3. Afrikaans Letter – Comment by Dr. Wouter De Villiers, 30 August 2012
All of us are aware that South Africa need to moved towards developing and
generating green energy. Our wonderful sunny country is idea for this, especially
in certain areas.
Many of us are aware that it is necessary to alleviate poverty, quality of life, living
conditions and service delivery within the rural areas.
Here the ideal opportunity exists. Currently a number of solar energie facilities
are planned throughout rural South Africa.
The opportunity must be used so that the rural communities can benefit and
uplifted from poverty.
How will it be achieved?
Through the development of solar energy facilities on town commonages with the
following benefits:
1. Long-term rental agreements. Rentals that is quite high.
Plus minus R800,000.00 per year.
Period of 30 years plus. (100 hectar)
Think of what services the Boshof Municipality could deliver with this type of
income.
2. With the construction plase local labour would be available, without any
family relocation, as the mother and father would be at home after work.
Transport cost are also limited. For the few long-term job opportunities,
workers can also be close to home.
We as farmers with a love for the rural area and its people feel this opportunity
should be to the benefit of the entire community and not just to a few wealthy
landowners.

ontwikkeling.
Miskien kan ek meld dat ons waarskynlik van die min boere is wat die voorgenome ontwikkeling ondersteun. Alternatiewe
energie is krities nodig en onderontwikkeld.
Ons verneem voortydig na die verblyf van kontrakteurs . As plaaseienaars sou ons dit graag oorweeg om ‘n gastehuis op
Boshof te ontwikkel vir die doel en soedoende ook kapitaalbesteding na die klein dorpie aan te spoor.

I REFER TO THE ABOVEMENTIONED AND WISH TO CONGRATULATE
THE REPORT THAT SEEMS TO COVER EVERY ASPECT OF THIS
PROPOSED WAGNBIEKIES SOLAR ENERGY FACILITY.
AS PUT OUT IN THE REPORT THE EFFECT OF THIS PROJECT WILL HAVE
LITTLE EFFECT ON ME EXCLUDING THE POWER LINE OPTION ONE .
I FEEL THAT THE SITUATION OF THIS FASCILITY IS VERY
QUESTIONABLE BECAUSE AS IS NOW 2 PARTIES WILL HAVE THE
BENEFIT OF THIS DEVELOPMENT AND AS MR A DE KOK POINTED OUT
THIS PROJECT SHOULD HAVE BEEN PLACED ON MUNICIPAL GROUND
AND FOR THE FOLLOWING REASONS
1 WHERE THE GRID IS MUCH MORE EASILY AVAILABLE THUS
SAVING LINE CONSTRUCTION EXPENSES WHICH I BELIEVE
COULD BE SEVERAL MILLION RAND
2 NOT UPSETTING ANY FARMERS AS SET OUT IN YOUR REPORT
3 NOT CAUSE THE FINANCIAL HARM AS SET OUT IN YOUR REPORT
TO THE GAME AND TAXIDERMY INDUSTRY.
4 SAVING A MASSIVE AMOUNT OF EXPENSES AS FAR AS
TRANSPORT OF LABOUR AND MATERIAL COSTS ETC ARE
CONSERNED.
5 JOB CREATION IS WONDERFUL BUT THINK OF THE HARM DONE
TO FARMERS AS FAR AS LABOUR IS CONCERNED THIS WILL
SURELY HAVE A DETRIMENTAL EFFECT ON FARM LABOUR
AROUND THIS PROJECT BECAUSE LABOURERS WOULD BE

PAID MUCH MORE THAN WHAT FARMERS ARE PAYING. AFTER
18 MONTHS ON COMPLETION OF THIS PROJECT THE
LABOURERS WILL NOT BE RE EMPLOYED BY THE FARMERS
BECAUSE THEY WOULD HAVE MADE ALTERNATE
ARRANGEMENTS THE RESULT PEOPLE NOW EMPLOYED
SITTING WITHOUT WORK.
6 SECURITY ON THE SURROUNDING FARMS WILL NOT BE
AFFECTED.
7 A WHOLE COMMUNITY CAN BENEFIT FROM THIS AND NOT ONLY
2 PEOPLE AS IS NOW.
I AM SURE THAT IF THIS FACILITY IS PLACED ON MUNICIPAL
GROUND A VERY BIG PERCENTAGE OF POSSIBLE
DETREMENTAL EFFECTS WOULD BE REMOVED FROM YOUR
SURVEY.
NOW AS FAR AS THE POWER LINE IS CONCERNED I AM ONLY
EFFECTED BY THE NORTHERN OPTION AND AS SUCH MUST
ADVISE THAT I WILL NOT GIVE MY CONSENT FOR THIS TO BE
BUILD OVER THE FARM ROWDEN, AND VERY SPECIFICALLY
AS SET OUT IN YOUR REPORT THE EFFECT THIS WILL HAVE
ON OVERSEAS VISITORS TO MY PROPERTY BECAUSE THAT IS
AS PRESENT ONE OF THE OBJECTIONS THEY HAVE

The Draft Scoping Report was originally made available for public review from 16 July 2010 – 14 August
2010. Following the release of the Draft Scoping Report, VentuSA Energy (the applicant) made the decision, based
on technical considerations, to change the scope of works for the proposed project.
An amended Draft Scoping Report will be made available for public review and you will be notified, as a registered
interested and affected party, of the release of this report. The specialist ecological study will identify areas of
concern with respect to protected tree species. The potential significance of these impacts will be assessed in detail
during the EIA Phase.

Baie dankie vir u e-pos. Die proses rondom die voorgestelde Waggenbietjiespan Sonkrag aanleg was vir n
geruime tyd vertraag. Ons begin wel nou weereens werk aan die volgende fase van die
omgewingsimpak studie.
Kan ek met u skakel om n vergadering te bele vir al die lede van die Boshof-Wes Boerevereniging? Dit

Ventusa Energy beplan on ‘n sonkragaanleg op te rig in een van die mooiste dele van die Wes-Vrystaat.
Wag’nbiekiespan word hoofsaaklik omring deur wild- en jagplase (waarvan sommiges as natuurrservate geregistreer
is).
Oorsese jagters en besoekers word gereeld op al die plase ontvang.
My hoof beswaar teen die projek is die visule impak wat dit op die omgewing gaan hê. Volgens die visuele
impak/steurnis kaart gaan die panele van oral op my plaas sigbaar wees. Die ergste van al die plase in die omgewing.
My eko-toerisme bedryf wat wentel om die rotsgraverings in die rantjies op Frankfort sal nadelig geraak word deur die
negatiewe visuele impak van die aanleg – terwyl my bedryf nou net van sy voete afkom.
Die omgewing se natuurskoon en natuurlewe sal geweldig benadeel word.
Besoekende natuurliefhebbers wil beslis nie in ‘n reuse area onder sonpanele vaskyk nie. Die paar oorsese jagters sal
ook nie weer kom nie.
Die negatiewe impak van die projek kan meebring dat ek dalk weer voltyds sal moet praktiseer en ook daar weer van
vooraf sal moet begin.
Die waarde van my grond gaan beslis daal sou die projek voortgaan.
Weereens sal die projek my ‘n groot pak slae gee sou ek my grond verkoop.
My woonhuis op die plaas is 150 meter van die grensdraad met Wag’nbiekiespan.
Gevolglik sal die aanleg feitlik teen my agterdeur wees!
Volgens my mening sal daar beslis veiligheids- en diefstalrisikos wees vir my gesin as ‘n klomp vreemdelinge in ons
onmiddellike omgewing ingebring word.
Veral tydens die konstruksiefase sal die probleem groter wees.

Die verlede het ons geleer, al word net ‘n klein bouwerkie deur een van die bure onderneem, daar altyd gedurende
hierdie tydperk inbrake is.
Nadat die aanleg voltooi is sal daar steeds van die ontwikkelaar se personeel op die personeel teenwoordig wees.
Hoekom nie alternatiewe oorweeg nie?
Hoekom in hierdie area met die mooiste natuurskoon , hoogste landboukundige potensiaal, hoogste drakrag en wat van
die hoogste reënval in die in die gebied het?
Wat as gevolg van bogenoemde redes die grootste biodiversiteit in die gebied het.
Hoekom juis hier? Of is daar kalk verskuilde agendas rondom die besluit?
‘n Mens kan nie help om te wonder nie!
Daar is tog baie beter plekke in die omgewing waar die impak (veral die visuele impak) nie so groot sal wees nie.
Areas met ‘n baie laer potensiaal en waar byvoorbeeld reeds ‘n kragstasie en verskeie kraglyne is wat reeds ‘n visuele
steurnis veroorsaak.
Dit word tog deur wetgewing vereis dat die ontwikkelaars ook ander alternatiewe moet oorweeg. Indien nie, moet hul
met baie goeie redes aansoek doen om kwytskelding vir die oorweging van ‘n alternatiewe terrein.
MOONTLIKE ALTERNATIEWE
1. Hoekom nie by of naby die substasie in Kimberley nie?
Die visuele impak/steurnis sal baie kleiner wees, want daar is reeds mynhope, ‘n magdom kraglyne, De Beers se
herwinningsaanleg, Blanckenbergsvlei , Eskom se werwe ens.
De Beers se gronde om Kimberley gaan alles in die mark kom. (Kontak Mnr Rob Hollings vir meer inligting daaroor).
Dit sal dan nie nodig wees om ‘n 30 km kraglyn vanaf Wag’nbiekiespan na Eskom se substasie te bou nie. (‘n Kraglyn
wat ook oor verskeie plase sal moet loop).
Daar is reeds ‘n hoë mate van sekuriteit in daardie area gevestig.
2. Hoekom nie op Boshof se dorpsmeent nie?
Boshof se munisipaliteit sou kon doen met die ekstra inkomste wat aangewend kan word vir beter dienslewering en die
opheffing van die armstes van armes uit die omgewing. Boshof benodig juis sulke projekte om armoede tee te werk en
so die gemeenskap op te hef.
As die aanleg naby die dorp opgerig word kan plaaslike arbeiders daagliks vanaf eie verblyf aanmeld sonder dat
vervoer oor etlike kilometers gereël moet word.
Dus minder versteuring van werkers se gesinslewe. Watervoorsiening en ander dienste is dan reeds beskikbaar.
3. “n Ander alternatief kan byvoorbeeld ook wees op die plaas Kalkaar (Jacobsdal distrik) ongeveer 60 km suid wes
van Wag’nbiekiespan.
Schietpan Skakel substasie is reeds op die perseel. Drie 132KW kraglyne deurkruis die eiendom.
Een na Koffiefontein, een na Petrusburg en die KDI lyn.
Die landboupotensiaal daar is heelwat laer. Daar is feitlik geen bome nie – net savanna. Die gebied is esteties nie
naastenby in die klas van Wag’nbiekiespan nie.
Die omgewing word nie vir toerisme gebruik nie.
Die eiendom is in ‘n kom geleë – dus visuele steurnis sal uiters beperk wees.
Die topografie is van so ‘n aard dat die aanleg nie vanaf buurplase sigbaar sal wees nie.
Die reënval daar is ongeveer 150mm per jaar minder as in die omgewing van Wag’nbiekiespan – dus minder bewolkte
dae en meer sonskyn.
Na my mening hoort so ‘n aanleg op ‘n plek waar die son op ‘n stuk harde,kale aarde neerskroei.
Dit hoort op ‘n plek waar die omgewing reeds deur mensgemaakte strukture bederf word.
Dit hoort nie op een van die mooiste plekke in die skepping nie.
