Sonkragaanleg aan u stel.<br />

With this letter I once more raise the view points of Agri Boshof over the Wag’n<br />

Bietjiespan Solar Energy Facility.<br />

Ons besef die noodsaaklikheid van die ontginning van alternatiewe<br />

energiebronne, en veral die van sonkrag vir ons land se energiebehoeftes.Ons is<br />

nie teen die opwekking van sonkrag gekant nie, maar het wel n probleem met die<br />

manier waarop hierdie projek tot stand gekom het.<br />

We un<strong>de</strong>rstand the need for the <strong>de</strong>velopment of alternative energy sources,<br />

especially solar energy for our country’s energy needs. We are not against the<br />

<strong>de</strong>velopment of solar energy, we question the manner in <strong>wh</strong>ich this project was<br />

conceptualized.<br />

Ons dra die belange van al ons le<strong>de</strong> op die hart, en sou daarom hierdie projek tot<br />

voor<strong>de</strong>el van ons hele gemeenskap wou laat plaasvind, en nie tot na<strong>de</strong>el van die<br />

omliggen<strong>de</strong> wildboere nie.<br />

We carry the interest of all our member and would have like to see this project be<br />

to the benefit of the entire <strong>com</strong>munity and not to the <strong>de</strong>triment of the<br />

neighbouring game farmers.<br />

Indien daar van die begin af met ons oorleg gepleeg is, sou ons baie meer<br />

beskikbare en geskikte plekke kon uitwys, waarvan die beste plek met oorleg<br />

gekies kon word.Boshof distrik het <strong>de</strong>le wat baie meer geskik is vir so n projek as<br />

juis in die hart van die wildboer<strong>de</strong>ry/ekotoerisme gebied.


If we were consulted at the onset of this project in choosing the site, we would<br />

have been more inclined to support the project. We could assisted in i<strong>de</strong>ntifying<br />

the best area as Boshof have many suitable areas and it would not have impacted<br />

on the game farming industry and ecotourism.<br />

Indien die aanleg by of naby n substasie gebou word is daar ook nie die probleem<br />

van kraglyne wat gebou moet word oor plase nie en sou dit ook n groot besparing<br />

meebring.<br />

If the facility is built near a substation there would be no problem of power lines<br />

that need to be constructed over farms and it would bring about a great saving<br />

on the project.<br />

Ons stel dus voor dat die aanleg op Boshof se meentgrond met oorleg van<br />

Tokologo Munisipaliteit gebou word.Net buite die dorp langs die Bloemfontein pad<br />

is n substasie wat as n geskikte plek beskou word.Dit is weg van die woonbuurte,<br />

en geen lyn is nodig om gebou te word nie. Daar is baie beskikbare werkers in die<br />

omgewing vir die konstruksie fase, asook vir die latere fases, met hul eie<br />

huisvesting en vervoer na die terrein.Die inkomste wat gegenereer word uit die<br />

aanleg kan <strong>de</strong>ur die munisipaliteit tot voor<strong>de</strong>el van die hele gemeenskap<br />

aangewend word, bv vir subsi<strong>de</strong>ring van die eiendomsbelasting ens.<br />

We propose that the project is built on the Boshof Commonnage in consultation<br />

with the Tokologo Municipality. Just outsi<strong>de</strong> of town on the Bloemfontein road,<br />

the site has a i<strong>de</strong>al substation. It would be away from the resi<strong>de</strong>ntial areas and<br />

no power line is nee<strong>de</strong>d. There are large numbers of workers in the area with<br />

there own ac<strong>com</strong>modation and transport <strong>wh</strong>ich is i<strong>de</strong>al for the construction<br />

phase. The in<strong>com</strong>e generated from the the project can be used by the<br />

municipality for the gain of the entire <strong>com</strong>munity. It can be used to subsidies<br />

property tax.<br />

Boshof se meentgrond beslaan ongeveer 6 000 ha, daar is dus baie plek vir<br />

sonkragaanlegte, indien daar alreeds so n aanleg <strong>de</strong>ur iemand an<strong>de</strong>rs beplan<br />

word ( wat tot op he<strong>de</strong> nognie bevestig kon word nie) nadat hierdie voorstel<br />

alreeds n jaar gele<strong>de</strong> aan u gemaak is.<br />

Boshof’s <strong>com</strong>monage consist of 6000 ha, there is enough land for solar energy<br />

facilities, if any other in<strong>de</strong>pen<strong>de</strong>nt power producer (IPP) has already initiated<br />

such a project there. It has not been confirmed if any other IPP has initiated any<br />

solar project on the Boshof Commonage. This proposal was ma<strong>de</strong> to the<br />

<strong>de</strong>veloper a year ago.<br />

n An<strong>de</strong>r alternatief is om die aanleg by die Boundary substasie te bou, met al<br />

bogenoem<strong>de</strong> argumente van toepassing.<br />

Another alternative is to construct the plant at the Boundary Substation with all<br />

I am Calla van Niekerk (William van Niekerk’s wife) <strong>wh</strong>o owns of one of the<br />

farms that are proposed for the Wag n Bikiespan solar energy facility. Maybe I<br />

can state that the proposed <strong>de</strong>velopment is supported. Alternative energy is<br />

critically required and un<strong>de</strong>r<strong>de</strong>veloped in South Africa. During construction<br />

contractors would stay in guesthouses in Boshof and will put in capital into the<br />

local area.<br />

3. Afrikaans Letter – Comment by Dr. Wouter De Villiers, 30 August 2012<br />

All of us are aware that South Africa need to moved towards <strong>de</strong>veloping and<br />

generating green energy. Our won<strong>de</strong>rful sunny country is i<strong>de</strong>a for this, especially<br />

in certain areas.<br />

Many of us are aware that it is necessary to alleviate poverty, quality of life, living<br />

conditions and service <strong>de</strong>livery within the rural areas.<br />

Here the i<strong>de</strong>al opportunity exists. Currently a number of solar energie facilities<br />

are planned throughout rural South Africa.<br />

The opportunity must be used so that the rural <strong>com</strong>munities can benefit and<br />

uplifted from poverty.<br />

How will it be achieved?<br />

Through the <strong>de</strong>velopment of solar energy facilities on town <strong>com</strong>monages with the<br />

following benefits:<br />

1. Long-term rental agreements. Rentals that is quite high.<br />

Plus minus R800,000.00 per year.<br />

Period of 30 years plus. (100 hectar)<br />

Think of <strong>wh</strong>at services the Boshof Municipality could <strong>de</strong>liver with this type of<br />

in<strong>com</strong>e.<br />

2. With the construction plase local labour would be available, without any<br />

family relocation, as the mother and father would be at home after work.<br />

Transport cost are also limited. For the few long-term job opportunities,<br />

workers can also be close to home.<br />

We as farmers with a love for the rural area and its people feel this opportunity<br />

should be to the benefit of the entire <strong>com</strong>munity and not just to a few wealthy<br />

landowners.<br />

Miskien kan ek meld dat ons waarskynlik van die min boere is wat die voorgenome ontwikkeling on<strong>de</strong>rsteun. Alternatiewe <br />

AROUND THIS PROJECT BECAUSE LABOURERS WOULD BE


PAID MUCH MORE THAN WHAT FARMERS ARE PAYING. AFTER<br />

18 MONTHS ON COMPLETION OF THIS PROJECT THE<br />

LABOURERS WILL NOT BE RE EMPLOYED BY THE FARMERS<br />

BECAUSE THEY WOULD HAVE MADE ALTERNATE<br />

ARRANGEMENTS THE RESULT PEOPLE NOW EMPLOYED<br />

The Draft Scoping Report was originally ma<strong>de</strong> available for public review from 16 July 2010 – 14 August<br />

2010. Following the release of the Draft Scoping Report, VentuSA Energy (the applicant) ma<strong>de</strong> the <strong>de</strong>cision, based<br />

on technical consi<strong>de</strong>rations, to change the scope of works for the proposed project.<br />

An amen<strong>de</strong>d Draft Scoping Report will be ma<strong>de</strong> available for public review and you will be notified, as a registered<br />

interested and affected party, of the release of this report. The specialist ecological study will i<strong>de</strong>ntify areas of<br />

concern with respect to protected tree species. The potential significance of these impacts will be assessed in <strong>de</strong>tail<br />

VOORGESTELDE OPRIGTING VAN SONKRAGAANLEG – WAG’NBIEKIESPAN<br />

PLAAS FRANKFORT<br />

Ventusa Energy beplan on ‘n sonkragaanleg op te rig in een van die mooiste <strong>de</strong>le van die Wes-Vrystaat.<br />

Wag’nbiekiespan word hoofsaaklik omring <strong>de</strong>ur wild- en jagplase (waarvan sommiges as natuurrservate geregistreer<br />

is).<br />

Oorsese jagters en besoekers word gereeld op al die plase ontvang.<br />

My hoof beswaar teen die projek is die visule impak wat dit op die omgewing gaan hê. Volgens die visuele<br />

impak/steurnis kaart gaan die panele van oral op my plaas sigbaar wees. Die ergste van al die plase in die omgewing.<br />

My eko-toerisme bedryf wat wentel om die rotsgraverings in die rantjies op Frankfort sal na<strong>de</strong>lig geraak word <strong>de</strong>ur die<br />

negatiewe visuele impak van die aanleg – terwyl my bedryf nou net van sy voete afkom.<br />

Die omgewing se natuurskoon en natuurlewe sal geweldig bena<strong>de</strong>el word.<br />

Besoeken<strong>de</strong> natuurliefhebbers wil beslis nie in ‘n reuse area on<strong>de</strong>r sonpanele vaskyk nie. Die paar oorsese jagters sal<br />

ook nie weer kom nie.<br />

Die negatiewe impak van die projek kan meebring dat ek dalk weer voltyds sal moet praktiseer en ook daar weer van<br />

vooraf sal moet begin.<br />

Die waar<strong>de</strong> van my grond gaan beslis daal sou die projek voortgaan.<br />

Weereens sal die projek my ‘n groot pak slae gee sou ek my grond verkoop.<br />

My woonhuis op die plaas is 150 meter van die grensdraad met Wag’nbiekiespan.<br />

Gevolglik sal die aanleg feitlik teen my agter<strong>de</strong>ur wees!<br />

Volgens my mening sal daar beslis veiligheids- en diefstalrisikos wees vir my gesin as ‘n klomp vreem<strong>de</strong>linge in ons<br />

onmid<strong>de</strong>llike omgewing ingebring word.<br />

Veral ty<strong>de</strong>ns die konstruksiefase sal die probleem groter wees.


Die verle<strong>de</strong> het ons geleer, al word net ‘n klein bouwerkie <strong>de</strong>ur een van die bure on<strong>de</strong>rneem, daar altyd geduren<strong>de</strong><br />

hierdie tydperk inbrake is.<br />

Nadat die aanleg voltooi is sal daar steeds van die ontwikkelaar se personeel op die personeel teenwoordig wees.<br />

Hoekom nie alternatiewe oorweeg nie?<br />

Hoekom in hierdie area met die mooiste natuurskoon , hoogste landboukundige potensiaal, hoogste drakrag en wat van<br />

die hoogste reënval in die in die gebied het?<br />

Wat as gevolg van bogenoem<strong>de</strong> re<strong>de</strong>s die grootste biodiversiteit in die gebied het.<br />

Hoekom juis hier? Of is daar kalk verskuil<strong>de</strong> agendas rondom die besluit?<br />

‘n Mens kan nie help om te won<strong>de</strong>r nie!<br />

Daar is tog baie beter plekke in die omgewing waar die impak (veral die visuele impak) nie so groot sal wees nie.<br />

Areas met ‘n baie laer potensiaal en waar byvoorbeeld reeds ‘n kragstasie en verskeie kraglyne is wat reeds ‘n visuele<br />

steurnis veroorsaak.<br />

Dit word tog <strong>de</strong>ur wetgewing vereis dat die ontwikkelaars ook an<strong>de</strong>r alternatiewe moet oorweeg. Indien nie, moet hul<br />

met baie goeie re<strong>de</strong>s aansoek doen om kwytskelding vir die oorweging van ‘n alternatiewe terrein.<br />

MOONTLIKE ALTERNATIEWE<br />

1. Hoekom nie by of naby die substasie in Kimberley nie?<br />

Die visuele impak/steurnis sal baie kleiner wees, want daar is reeds mynhope, ‘n magdom kraglyne, De Beers se<br />

herwinningsaanleg, Blanckenbergsvlei , Eskom se werwe ens.<br />

De Beers se gron<strong>de</strong> om Kimberley gaan alles in die mark kom. (Kontak Mnr Rob Hollings vir meer inligting daaroor).<br />

Dit sal dan nie nodig wees om ‘n 30 km kraglyn vanaf Wag’nbiekiespan na Eskom se substasie te bou nie. (‘n Kraglyn<br />

wat ook oor verskeie plase sal moet loop).<br />

Daar is reeds ‘n hoë mate van sekuriteit in daardie area gevestig.<br />

2. Hoekom nie op Boshof se dorpsmeent nie?<br />

Boshof se munisipaliteit sou kon doen met die ekstra inkomste wat aangewend kan word vir beter dienslewering en die<br />

opheffing van die armstes van armes uit die omgewing. Boshof benodig juis sulke projekte om armoe<strong>de</strong> tee te werk en<br />

so die gemeenskap op te hef.<br />

As die aanleg naby die dorp opgerig word kan plaaslike arbei<strong>de</strong>rs daagliks vanaf eie verblyf aanmeld son<strong>de</strong>r dat<br />

vervoer oor etlike kilometers gereël moet word.<br />

Dus min<strong>de</strong>r versteuring van werkers se gesinslewe. Watervoorsiening en an<strong>de</strong>r dienste is dan reeds beskikbaar.<br />

3. “n An<strong>de</strong>r alternatief kan byvoorbeeld ook wees op die plaas Kalkaar (Jacobsdal distrik) ongeveer 60 km suid wes<br />

van Wag’nbiekiespan.<br />

Schietpan Skakel substasie is reeds op die perseel. Drie 132KW kraglyne <strong>de</strong>urkruis die eiendom.<br />

Een na Koffiefontein, een na Petrusburg en die KDI lyn.<br />

Die landboupotensiaal daar is heelwat laer. Daar is feitlik geen bome nie – net savanna. Die gebied is esteties nie<br />

naastenby in die klas van Wag’nbiekiespan nie.<br />

Die omgewing word nie vir toerisme gebruik nie.<br />

Die eiendom is in ‘n kom geleë – dus visuele steurnis sal uiters beperk wees.<br />

Die topografie is van so ‘n aard dat die aanleg nie vanaf buurplase sigbaar sal wees nie.<br />

Die reënval daar is ongeveer 150mm per jaar min<strong>de</strong>r as in die omgewing van Wag’nbiekiespan – dus min<strong>de</strong>r bewolkte<br />

dae en meer sonskyn.<br />

Na my mening hoort so ‘n aanleg op ‘n plek waar die son op ‘n stuk har<strong>de</strong>,kale aar<strong>de</strong> neerskroei.<br />

Dit hoort op ‘n plek waar die omgewing reeds <strong>de</strong>ur mensgemaakte strukture be<strong>de</strong>rf word.<br />

Dit hoort nie op een van die mooiste plekke in die skepping nie.
