Proposed Activity: The establishment of a coal-fired power station on a site near Lephalale<br />

in the Limpopo Province. The power station will have a capacity of up to 1200MW, to be<br />

developed in two phases of 600MW each. The proposed site (currently owned by Exxaro) is<br />

located ~17 km north-west of Lephalale.<br />

Location: The identified site for the proposed power station is located near the Grootegeluk<br />

Coal mine, Matimba <strong>Power</strong> <strong>Station</strong> and the Medupi <strong>Power</strong> <strong>Station</strong> - which is currently being<br />

constructed. The power station is proposed on the following farms:<br />

» Gelykebult 455 LQ<br />

» Eendrachtspan 451 LQ<br />

» Gelykebult 450 LQ<br />

» Vooruit 449 LQ<br />

In terms of sections 24 and 24D of the National Environmental Management Act (No 107 of<br />

1998), as read with the EIA Regulations of GNR543 - GNR546, a Scoping and EIA are<br />

required to be undertaken for this proposed project. In addition, a waste license is required to<br />

be obtained for various activities at the power station. A consolidated application has been<br />

submitted to the Department of Environmental Affairs (DEA), and the project has been<br />

registered under Application Reference Number 14/12/16/3/3/3/40.<br />

Draft Scoping report available for review: A Draft Scoping Report has been prepared by<br />

Savannah Environmental and will be available for public review at the following libraries:<br />

Proposed Activity: The establishment of a coal-fired power station on a site near Lephalale in the Limpopo Province. The power station<br />

will have a capacity of up to 1200MW, to be developed in two phases of 600MW each. The proposed site (currently owned by Exxaro) is<br />

located ~17 km north-west of Lephalale.<br />

officially opened Ditheku Primary School in<br />

Marapong. The event was attended by the<br />

Circuit Managers form 18 circuits, SGB<br />

members, Educators, learners and members<br />

of the <strong>com</strong>munity. Guests were wel<strong>com</strong>ed by<br />

Cllr Motelebe in Lephalale Mayor's absentia.<br />

Cllr Motebele also delivered the Mayor's<br />

speech which read: “As the first citizen of<br />

Lephalale I am in a better position to tell you<br />

that Lephalale is going to be a big city. We are<br />

going to need educated people to work in it. I<br />

highly encourage the learners to get educated<br />

to help build Lephalale into a city. We must do<br />

our best to turn schools into centers of<br />

excellence and revive the culture of teaching<br />

and get the students away from shebeens”.<br />

The Chairperson of the Student Governing<br />

Body (SGB) Mr K.D Sibanda was overjoyed<br />

when he gave his word of appreciation. “It was<br />

a long rocky road to get the building of this<br />

school. “We are overflowing with happiness<br />

and we are very grateful to the Department of<br />

Education”, said Sibanda.<br />

When Ditheku<br />

Primary School started in 2006, it was<br />

ac<strong>com</strong>modated by Phegelelo High School<br />

and has now received a building worth R37<br />

million. The building has<br />

24 classrooms, a headmaster office, a<br />

science laboratory and a <strong>com</strong>puter centre.<br />

In his a key note address, MEC Namane<br />

Masemola said that education is their first<br />

priority in government and that they also took<br />

a decision to build better schools that are wellequipped.<br />

He went on to say that as part of the<br />

education system, they have <strong>com</strong>e up with a<br />

plan called Education 2025. He added that<br />

they have taken a policy where they are<br />

intending to introduce <strong>com</strong>pulsory education<br />

which is supposed to be free. “Education must<br />

not be<strong>com</strong>e a <strong>com</strong>modity and better<br />

education must not only be found in urban<br />

areas. We cannot afford any factory fault as<br />

educators from crèche to tertiary level are<br />

handling a very sensitive industry were they<br />

producing the future of tomorrow, it is<br />

important to work with honesty and<br />

dedication”, said MEC Masemola. Masemola<br />

also announced that they are going to build a<br />

technical school in Lephalale worth R26<br />

million and several other schools around<br />

Lephalale.<br />

Masemola asked the <strong>com</strong>munity of Marapong<br />

to utilize the school well and also told the<br />

headmaster that he is expecting good results<br />

from the school. Dipheku Primary Scholl has<br />

already accepted over 980 students.<br />

Location: The identified site for the proposed power station is located near the Grootegeluk Coal mine, Matimba <strong>Power</strong> <strong>Station</strong> and the<br />

Medupi <strong>Power</strong> <strong>Station</strong> - which is currently being constructed. The power station is proposed on the following farms:<br />

» Gelykebult 455 LQ<br />

» Eendrachtspan 451 LQ<br />

» Gelykebult 450 LQ<br />

» Vooruit 449 LQ<br />

In terms of sections 24 and 24D of the National Environmental Management Act (No 107 of 1998), as read with the EIA Regulations of<br />

GNR543 - GNR546, a Scoping and EIA are required to be undertaken for this proposed project. In addition, a waste license is required to<br />

be obtained for various activities at the power station. A consolidated application has been submitted to the Department of Environmental<br />

Affairs (DEA), and the project has been registered under Application Reference Number 14/12/16/3/3/3/40.<br />

Draft Scoping report available for review: A Draft Scoping Report has been prepared by Savannah Environmental and will be<br />

The Services Sector for Education and Training Authority (SSETA) is a<br />

statutory body established through the Skills Development Act of<br />

1998 to enable its stakeholders to advance skills levels in the sector<br />

in accordance to government’s growth initiatives. All SETAs were<br />

Applicant: Exxaro Resources Limited<br />

Proposed Activity: The establishment of a coal-fired power station on a site near<br />

Lephalale in the Limpopo Province. The power station will have a capacity of up to<br />

1200MW, to be developed in two phases of 600MW each. The proposed site<br />

(currently owned by Exxaro) is located ~17 km north-west of Lephalale. A broader<br />

study area of approximately 55 km2 is being considered within which the facility is<br />

to be constructed. The power station will make use of either conventional pulverized<br />

coal or circulating fluidized bed boiler technology, depending on the quality of the<br />

coal source to be used. The facility will be dry cooled.<br />

Location: The identified site for the proposed power station is located near the<br />

Grootegeluk Coal mine, Matimba <strong>Power</strong> <strong>Station</strong> and the Medupi <strong>Power</strong> <strong>Station</strong> -<br />

which is currently being constructed. The power station is proposed on the following<br />

farms:<br />

» Gelykebult 455<br />

» Eendrachtspan 451<br />

» Gelykebult 450<br />

» Vooruit 449<br />

The power generated is planned to be evacuated into the electricity grid at a point<br />

to be determined in consultation with Eskom (most likely to be Masa Substation<br />

located approximately 32km to the south of the site).<br />

In terms of sections 24 and 24D of the National Environmental Management Act<br />

(No 107 of 1998), as read with the EIA Regulations of GNR543 - GNR546, a Scoping<br />

and EIA are required to be undertaken for this proposed project. In addition, a<br />

waste license is required to be obtained for various activities at the power station.<br />

A consolidated application has been submitted to the Department of Environmental<br />

Affairs (DEA), and the project has been registered under Application Reference<br />

Number 14/12/16/3/3/3/40.<br />

In this regard, Savannah Environmental is undertaking the required<br />

2. An order directing of the<br />

minor child as referred to in<br />

ss 18(2)(c), 18(3), 28(4) and<br />

18(5) of the Children’s Act<br />

38 of 2005,<br />

3. An order directing that<br />

the minor child shall mainly<br />

reside with the Defendant<br />

who shall be the Child’s primary<br />

carer;<br />

4. The Plaintiff is awarded<br />

reasonable, age appropriate<br />

access to the minor<br />

child and that such visitation<br />

shall be subjected to<br />

prior arrangement made between<br />

the parties in terms<br />

of Section 18, 18(3)(a)(b)(c),<br />

19 and 20 of the Children’s<br />

Act 38 of 2005.<br />

5. An order that the Plaintiff<br />

shall pay maintenance of<br />

R250.00(TWO<br />

HUNDRED<br />

AND FIFTY RANDS) per<br />

month, for the aforesaid minor<br />

child, without deduction<br />

or set off, until such<br />

time as the aforesaid child,<br />

attain the age of 18years or<br />

sooner be<strong>com</strong>e self supporting.<br />

The aforesaid<br />

maintenance amount shal<br />

be paid timeously on the 1st<br />

day of each and every<br />

month at such an address<br />

or into such an account as<br />

the Plaintiff may advise the<br />

Defendant from time to<br />

time.<br />

5a. Such maintenance, as<br />

detailed above, shal be adjusted<br />

annually, a per percentage<br />

change of the Consumer<br />

Price Index (of all<br />

items), on the anniversary,<br />

of the Final Divorce Order<br />

herein and thereafter on the<br />

same date of each succeding<br />

year.<br />

6. An order that the Plaintiff<br />

and Defendant shall be<br />

equally liable for all reasonable<br />

education costs in respect<br />

of the minor child.<br />

The educational costs shall<br />

include but not be limited<br />

to, school fees, additional<br />

tuition fees, school clothes,<br />

school uniform, school<br />

books, stationery, sport activities,<br />

reasonable costs of<br />

extra mural activities and<br />

Tertiary Education should<br />

the child/ren show an aptitude<br />

thereof.<br />

7. An order that Both parties,<br />

shall contribute equally<br />

towards the monirs<br />

child’s reaonable medical,<br />

dental, surgical, hospital,<br />

orthodontic,<br />

pharmaceutical<br />

expenses needed by the<br />

child.<br />

c) Forfeiture of the joint estate<br />

or forfeiture of the benefits<br />

of the marriage<br />

d) Costs of suit<br />

e) Further and/or alternative<br />

relief<br />

f) The Plaintiff asks the<br />
