Consideration of matters arising from the imminent entry into force of the Convention,<br />

including consideration of provisional agenda for the first session of the<br />

Assembly of the <strong>Authority</strong>, final report of the Training Panel, budget for the first<br />

financial period of the <strong>Authority</strong> and date of the first session of the Assembly of<br />

the <strong>Authority</strong> (16-18 November 1994), report containing recommendations for<br />

submission to the first meeting of States Parties to be convened in accordance<br />

with annex VI, article 4, of the Convention regarding practical arrangements for<br />

the establishment of the Tribunal, final report on all matters within the mandate of<br />

the Preparatory Commission to be submitted to the Assembly of the <strong>Authority</strong> at<br />

its first session.<br />

the Law of the Sea<br />

INTERNATIONAL SEABED AUTHORITY, 1994 - 2000<br />

1994—First session, Kingston, Jamaica (Part I, 16-18 November 1994, Part II, 27<br />

February-17 March). <strong>Authority</strong> comes into existence upon entry into force of the<br />

Convention. First formal session convened by United Nations Secretary-General<br />

Boutros Boutros-Ghali. Second part of the first session convened by the Legal<br />

Counsel of the United Nations as President pro tem of the Assembly. Mr. Hasjim<br />

Djalal (Indonesia) elected as President of the Assembly. Adoption of the rules<br />

and procedures of the Assembly. Consultations among regional groups and interest<br />

groups on the composition of the Council. Identification of eight largest<br />

investors. Decision to hold informal consultations on the composition of the<br />

Council in New York from 6-8 December 1995. Issue of certificates of compliance<br />

by the Chairman of the Preparatory Commission to six registered pioneer<br />

investors: COMRA (China), IFREMER/AFERNOD (France), DORD (Japan),<br />

Government of India, Yuzhmorgeologiya (Russian Federation), and IOM (Bulgaria,<br />

Cuba, the former Czech and Slovak Federal Republic, Poland and the Russian<br />

Federation) in fulfillment of their obligations under resolution II.<br />

1995—Third part of the first session, Kingston, Jamaica from 7-18 August 1995.<br />

Presentation of the final report of the Preparatory Commission by its Rapporteur-<br />

General, Mr. Kenneth Rattray (Jamaica). Decision by the Assembly to continue<br />

to use the Kingston Office for the Law of the Sea as the interim Secretariat of the<br />

<strong>Authority</strong> and to authorize the Secretary-General of the United Nations to administer<br />

the interim Secretariat of the <strong>Authority</strong> until election of the first<br />

Secretary-General of the <strong>Authority</strong>. Consideration of organizational matters including<br />

the draft headquarters agreement between the <strong>Authority</strong> and the<br />

Government of Jamaica and the draft protocol on the privileges and immunities of<br />

the <strong>Authority</strong>. Preliminary discussion of the priorities of the <strong>Authority</strong> during its<br />

initial phase of work, the decisions to be made in relation to the recommendations<br />

of the Preparatory Commission and on follow-up of the Preparatory Commission’s
