The Mauritius Marine Authority, set up in 1976, was replaced by the Mauritius <strong>Port</strong>s Authority<br />
(MPA) after the enactment of the <strong>Port</strong>s Act 1998 as from 1 st August 1998. Under this new legal<br />
framework, the MPA is now established as a landlord port authority with regulating and controlling<br />
powers over port activities and services, including the function of providing marine services, and<br />
also being responsible for overall planning and development together with land management.<br />
MPA has concluded a contract with the Cargo Handling Corporation Ltd (CHCL) for the operation<br />
of the New Container Terminal (NCT). The concession contract covers all the various aspects of<br />
operations and management such as:

• Tariffs<br />
• Operation and maintenance of port equipment<br />

The Cargo Handling Corporation Ltd (CHCL) is a private company with State shareholding. It<br />
manages port handling operations: unloading, delivery and reception. CHCL is an independent<br />
operator, which has entered into a concession contract with MPA for general cargo and container<br />
handling at the existing terminals.<br />
CHCL has assisted in establishing management system for the newly developed Mauritius<br />
Container Terminal. This is with regard to:<br />
• The organisation of different tasks and the setting up of an operational system<br />
• The computer tracking of container movement, and<br />
• Establishing an operation manual

The Mauritius Freeport (MFA) was created in 1992 with the objective of positioning <strong>Port</strong> Louis as<br />
a hub and promoting its as a warehousing, distribution, marketing and logistics platform for the<br />
development of trade in the Indian ocean region.<br />
MFA is the sole authority responsible for the management and control of the Freeport zones. It<br />
acts as a facilitator, and its functions include:<br />
• Issuing of licences to companies operating in the Mauritius Freeport<br />
• Allocating operational space and any other facility or structure available in the Freeport<br />
zones<br />
• Working out agreements with third parties to provide additional or backup services to<br />
Freeport licence holders<br />
• Promoting and developing incremental trade<br />
• Assisting Freeport companies in finding reliable and competitive sources of supply, and in<br />
penetrating and developing markets for their products.<br />
Freeport activities ranges from warehousing to minor assembly and includes:<br />
• Import and re-export of dry and frozen goods<br />
• Warehousing and storage<br />
• Value added transformation through such operations as simple assembly and minor<br />
processing<br />
• Sorting, grading, cleaning and mixing<br />
• Ship building, repairs and maintenance of ships and aircrafts<br />
• Freight forwarding<br />
• Quality control and inspection services<br />
The Freeport has space in excess of 70,000m² for dry storage, cold rooms, exhibition centres and<br />
offices.

<strong>Port</strong>-Louis is the capital city and the only port of the island, located on the North-west coast.<br />

Additionally, there are two buoy berths for anchoring smaller vessels in mid-stream. Between<br />
Quay n°1 and n°2 there is a cement reception facility where bulk cement is discharged and<br />
pumped through pipelines into silos at the rate of 400 tons per hour.<br />

Mauritius Container Terminal (MCT)<br />
The Mauritius Container Terminal (MCT) was inaugurated in January 1999 and is located in the<br />
northern area of the port, at Mer Rouge, adjacent to the Mauritius Freeport facilities. Investments<br />
totalling 80US$ million have been made to develop the terminal.<br />
Nautical access is through a 550m channel dredged at 14,0m and 450m wide. The turning circle<br />
has a diameter of 450m.Main features are:<br />
• Area coverage of 26 hectares, built on reclaimed land from the ocean.<br />
• Storage capacity of an annual throughput of 300,000 TEUs<br />
• Terminal fitted with 3 post panamax rail mounted gantry cranes, with 47m outreach and<br />
15m backreach, lifting capacity of 40,8 tons under spreader and 72,0 tons under hook.<br />
• Yard combination of reachstackers, front loaders, tractors and trailers<br />
• 144 reefer points for transit storage of refrigerated containers<br />
• On quay bunkering facilities<br />
• Dedicated gateways to Freeport zones<br />
• Average ship productivity per working hour of 26.3 ECM/GCH (Equivalent Container<br />
Moves/Gross Crane Hour) in financial year 2000/2001. The terminal handled 97.8 % of<br />
total container traffic in the same year.<br />
Bulk Sugar Terminal<br />
The bulk sugar terminal has a quay length of 198m, and is able to accommodate vessels drawing<br />
up to 11,2m. This facility enables the loading of sugar at a rate of 1400 tons per hour by means of<br />
a pneumatic pump from two storage sheds of 175 000 tons capacity each.<br />
Pilotage<br />
Pilotage is compulsory for all vessels over 100 GT and this service is available on a 24 hours<br />
basis.<br />
Towage<br />
There is a 45 tons bollard pull tug with capacity of 3600hp, 2 tugs of 2600hp capacity and 3 tugs<br />
of 1000hp capacity for towage operations.<br />
Working Hours<br />
All bulk cargoes are handled round the clock, seven days a week. Container and general cargo<br />
are handled up to 23:00 on weekdays at Terminal II, whereas at the MCT, the containers are<br />
handled round the clock.

Construction of an Oil Jetty at Mer Rouge<br />
The project for the construction of the Oil Jetty at Mer Rouge next to the area earmarked for<br />
petroleum storage, where handling of all petroleum products will be concentrated, thus improving<br />
safety within port area. Modern fighting equipment such as fire monitors, water container would<br />
also be provided and CCTV surveillance system. The project is scheduled to be completed by<br />
end 2003 to early 2004.<br />
Extension of Quay Length at MCT<br />
The increase in container traffic coupled with the recent transshipment projects has necessitated<br />
additional berthing facilities. To cope with this situation, the MPA will undertake the extension of<br />
quay length at MCT to accommodate at any one time three post panamax gearless (G x type).
Les Salines Development<br />
Some 25 hectares of land have been reclaimed, adjacent to the actual waterfront. It is proposed<br />
to develop this site for activities, which will be compatible with those of the existing waterfront.<br />
<strong>Port</strong> Security<br />
MPA is also in the process of implementing the project for the improvement of security at <strong>Port</strong><br />
Louis Harbour, following the submission of the final report from the consultant.
