16. Paragraph 10 of resoluti<strong>on</strong> 1874 (2009) requires that the export of small arms<br />
and light weap<strong>on</strong>s be notified to the <str<strong>on</strong>g>Committee</str<strong>on</strong>g>. It was publicly reported in October<br />
2012 that Switzerland exported about US$ 174,000 worth of small arms to the<br />
Democratic People’s Republic of <strong>Korea</strong> during the first half of 2012. The Panel is in<br />
communicati<strong>on</strong> with the Government of Switzerland in this regard.<br />
V. C<strong>on</strong>tinuing violati<strong>on</strong>s by the Democratic People’s Republic<br />
of <strong>Korea</strong> of its obligati<strong>on</strong> to aband<strong>on</strong> nuclear, other weap<strong>on</strong>s<br />
of mass destructi<strong>on</strong> and ballistic missile programmes<br />
17. Over the past 12 m<strong>on</strong>ths, the Democratic People’s Republic of <strong>Korea</strong> has<br />
c<strong>on</strong>tinued to develop its nuclear and ballistic missile programmes. Its launch using<br />
ballistic missile technology in December 2012 was quickly followed by a nuclear test<br />
in February <str<strong>on</strong>g>2013</str<strong>on</strong>g>. The Security Council c<strong>on</strong>demned both events. The Democratic<br />
People’s Republic of <strong>Korea</strong> has also c<strong>on</strong>tinued to expand its related infrastructures<br />
and administrative organizati<strong>on</strong>s.<br />
18. In defiance of resoluti<strong>on</strong> 1874 (2009), which stated that it cannot have the status<br />
of a nuclear weap<strong>on</strong>s State, the Democratic People’s Republic of <strong>Korea</strong> revised the<br />
preamble to its C<strong>on</strong>stituti<strong>on</strong> adopted in April 2012 to describe itself as a “nucleararmed<br />
State”. In <str<strong>on</strong>g>2013</str<strong>on</strong>g> it passed a law purporting to c<strong>on</strong>solidate its “nuclear weap<strong>on</strong>s<br />
State” positi<strong>on</strong>. 4 The <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Defence Commissi<strong>on</strong> and the Ministry of Foreign<br />
Affairs have also repeatedly stated that the Democratic People’s Republic of <strong>Korea</strong><br />
