DWI case angers victims friends<br />

UNIVERSITY CITY – Shalenia Smith’s<br />

sister and friends are trying to piece together<br />

a book of memories about the<br />

Central Piedmont Community College<br />

student. They want something to remember<br />

of Smith, 20, who died Saturday, Jan.<br />

16, a day after a car struck her on North<br />

Tryon Street.<br />

Charlotte-Mecklenburg police say<br />

Christopher Breeding, the south Charlotte<br />

man who was driving the car, was<br />

intoxicated and have charged him with<br />

driving while impaired.<br />

The Charlotte woman was “caring,<br />

friendly and smart,” friend Samantha Barrett<br />

said. “She was one of the nicest people<br />

I’ve ever met.<br />

“She was kind and always had a smile,<br />

and she could always make me smile.”<br />

Breeding, 28, of 6625 Cow Hollow<br />

Drive, off Pineville-Matthews Road, was<br />

driving a Mazda passenger car south in the<br />

UNIVERSITY CITY – Residents got<br />

a chance to bring their compliments<br />

and concerns “straight to the top” at<br />

last Sunday’s Northeast Coalition of<br />

Neighborhoods meeting at the <strong>University</strong><br />

<strong>City</strong> library.<br />

For the first time since his election,<br />

Mayor Anthony Foxx came to the coalition’s<br />

monthly meeting, and Claire<br />

Green Fallon, the group’s president,<br />

Avery, a 2-year-old Haitian girl being<br />

adopted by a <strong>University</strong> of North <strong>Carolina</strong><br />

at Charlotte kinesiology lecturer and her<br />

husband, has had to sleep on the street<br />

after the orphanage she was living in collapsed<br />

in the 7.0 magnitude earthquake<br />

on Jan. 12.<br />

The young girl and several of the children<br />

living in the Maison Des Enfants de<br />

Dieu orphanage have been on the street<br />

since the quake and the youngest of the<br />

children are living in the back of a truck<br />

for shelter.<br />

“It’s been tough knowing that, because<br />

there’s nothing we can do,” Tracy Bonoffski<br />

said of the child. “We’re hoping there<br />

will be some help to them soon.”<br />

Tracy and her husband, Mike Bonoffski,<br />

the marketing director for the Cabarrus<br />

County Visitor’s Bureau, were scheduled<br />

to fly to Haiti last weekend to sign more<br />

adoption papers. The earthquake has put<br />

an indefinite hold on those plans.<br />

The couple learned Avery wasn’t injured<br />

within the hour following the quake, but<br />

Police have eye in the sky<br />

UNC CHARLOTTE – You might<br />

want to think twice before breaking in<br />

that car.<br />

Police might be watching you.<br />

The <strong>University</strong> of North <strong>Carolina</strong> at<br />

Charlotte’s Police and Public Safety<br />

Department recently paid $80,000 for<br />

a two-story Skywatch Tower, which<br />

allows them to keep an eye on some of<br />

the campus’ crime hot spots and deter<br />

car break-ins.<br />

“It’s a crime of opportunity,” Officer<br />

Joe Calderon said of the break-ins.<br />

The tower is perched in front of Scott<br />

and Holshouser halls, near Lot 8 on the<br />

west side of campus, adjacent to <strong>University</strong><br />

<strong>City</strong> Boulevard. The dorms and the<br />

parking lot serve freshmen primarily.<br />

Lot 8 is a massive parking area with<br />

hundreds of spaces, and cars parked<br />

there have proved prime targets for<br />

thieves. The lot sits next to trees and<br />

<strong>University</strong> <strong>City</strong> Boulevard, giving thieves<br />

an easy escape route, Lt. Josh Huffman<br />

said.<br />

Calderon attributed the rash of breakins<br />

to a combination of freshmen inexperience<br />

– leaving valuables in plain<br />

sight in their cars – and the university’s<br />

detachment geographically from the<br />

rest of the city.<br />

The $80,000 tower gets power from<br />

the attached generator, or it can tap<br />

into a nearby light post. It has its own<br />

weather station, which tells the temperature,<br />

humidity, wind speed and other<br />

measurements. It is air<br />

conditioned and heated.<br />

It’s equipped with<br />

strobe, flood and search<br />

lights. An officer can<br />

get in the tower, and<br />

turn off the engine –<br />

which whines like a very-powerful lawnmower<br />

– when it gets to its maximum<br />

height. This would silences the sound<br />

and creates a perception that an officer<br />

probably isn’t inside.<br />

The department recently purchased<br />

another tower, which Huffman said<br />

will arrive Jan. 28. The department also<br />

recently acquired a special truck hitch<br />

enabling officers to move the towers<br />

around the campus as needed.<br />

“I guess it will (help) crack down on<br />

car break-ins,” said Nolan Putnam, a<br />

junior public relations major who happened<br />

to walk by the tower. “$80,000?<br />

That’s a lot of money. Better lighting<br />

might help and not (cost) as much.” q<br />

A man and woman told police officers<br />

they were riding east on W.T. Harris Boulevard<br />

Sunday night when someone in a<br />

green vehicle began shooting at them.<br />

The back window of the victims’ 1999<br />

Nissan Sentra was shattered, and a bullet<br />

struck one of the passengers – a 22-yearold<br />

man – in the buttocks, according to<br />

a Charlotte-Mecklenburg Police Department<br />

report.<br />

The wounded man was taken to <strong>Carolina</strong>s<br />

Medical Center-<strong>University</strong> with nonlife-threatening<br />

injuries, the report said.<br />

The incident occurred about 10:30<br />

p.m. Jan. 17 on East W.T. Harris Boulevard.<br />

Highland Creek<br />

Residents of two Highland Creek<br />

neighborhoods reported people rummaged<br />

through their vehicles Sunday<br />

night, Jan. 17. In both cases, the residents<br />

reported nothing stolen.<br />

In the first case, a resident of<br />

Dunoon Lane reported someone rummaged<br />

through two unlocked company<br />

cars between 7 p.m. Jan. 17 and 11:20<br />

a.m. Jan. 18. Neither vehicle was damaged.<br />

A resident of Pecan Cove Lane said<br />

someone went through the contents of<br />

glove boxes in two cars between 6 p.m.<br />

10 and 10:24 p.m. Jan. 18. The victim said someone<br />

punched her in the face.<br />

• Larceny from motor vehicle, Stephen Thompson<br />

Lane, between 10 p.m. Jan. 17 and 7:30 a.m.<br />

Teachers Institute<br />

of North <strong>Carolina</strong> at Charlotte a<br />

$25,000 grant for the Charlotte Teachers<br />

Institute, an educational partnership<br />

between Charlotte-Mecklenburg<br />

Schools, Davidson College and UNC<br />

Charlotte<br />

This fall, the institute, the first of<br />

its kind in the state, launched the Yale<br />

National Initiative, a pilot program for<br />

Charlotte Mecklenburg teachers based<br />

on a national project at Yale <strong>University</strong>.<br />

Four other U.S. cities (New Haven,<br />

Philadelphia, Pittsburgh and Houston)<br />

have launched similar institutes.<br />

As part of the program, Davidson College<br />

and UNC Charlotte will each host<br />

two interdisciplinary seminars with an<br />

expert faculty member exploring a specific<br />

topic in depth.<br />

The seminar participants, referred to<br />

as CTI Fellows, will attend 13 once-aweek,<br />

two-hour seminars from August<br />

until November and write a new curriculum<br />

unit for their students. Each<br />

participant will receive a $1,500 stipend<br />

and continuing education credits for<br />

“three or four” beers at a nearby bar<br />

that night, court documents said. Breeding<br />

avoided a Breathalyzer six times at the<br />

scene by “blowing out of the corners of his<br />

mouth, trying to skew results,” those documents<br />

said.<br />

Officers took him to <strong>Carolina</strong>s Medical<br />

Center-<strong>University</strong>, where<br />

he refused a blood test.<br />

not said if they will bring more charges<br />

to the Mecklenburg County District<br />

Attorney’s office were not answered.<br />

Breeding said he had “absolutely no comment”<br />

about the incident when reached<br />

Wednesday afternoon.<br />

Smith’s friends were angry that Breeding<br />

could post bail and leave jail so quickly.<br />

Many didn’t know he had already gotten<br />

out of the jail.<br />

“He’s out walking around, and she can’t<br />

take a breath anymore?” Barrett said.<br />

“Doesn’t seem like justice to me.”<br />

Family and friends of Smith held a vigil<br />

for the community college student Monday,<br />

Jan. 18, at the wreck site.<br />

They remembered her as their friend and<br />

hoped her story could become a teaching<br />

moment.<br />

“She was taken all too soon from us,”<br />

Barrett said. “She didn’t deserve this. But<br />

we’re hoping to take something from all<br />

of this. All of her friends are forming a<br />

and are pledging to never drink and<br />

drive. This tragedy doesn’t need to happen<br />

of God, 1401 Parkwood Ave., at 1 p.m. A<br />

adoption regulatory agency’s building<br />

collapsed – awaiting parents are hoping<br />

the earthquake could expedite the<br />

Authorities are discussing giving temporary<br />

visas to children awaiting American<br />

adoptions or allowing the waiting parents<br />

to become foster parents to the children<br />

while the paperwork is processed.<br />

“Hopefully, we’ll know something soon,”<br />

Bonoffski said.<br />

Haiti aid events planned<br />

• The <strong>University</strong> <strong>City</strong> Church will<br />

hold a free benefit concert Sunday, Jan.<br />

24 at 6 p.m. at 604 Doug Mayes Place,<br />

to raise money and items needed in the<br />

Haiti relief efforts. Those who attend<br />

are asked to bring hygiene products,<br />

first aid supplies, bottled water, blankets,<br />

clothing and non-perishable food<br />

“We have got to take care of problems,<br />

and he’s the man who’s going to<br />

do it,” Fallon said.<br />

Jobs, crime and transportation were<br />

the main issues of the afternoon. But<br />

both leaders and residents were positive<br />

about the future.<br />

Foxx said his first 41 days in office<br />

have been a challenge, but the city is<br />

making progress. “I believe 2010 is<br />

going to be a good year in terms of job<br />

growth,” he said.<br />

The mayor called for a special focus<br />

on small businesses, which provide 96<br />

percent of the jobs in Mecklenburg<br />

County. Foxx wants to see changes in<br />

the way small business loans and support<br />

programs operate. He also supports<br />

field-specific incentives to attract<br />

jobs in industries like biotechnology.<br />

The mayor praised Charlotte-Mecklenburg<br />

Police Chief Rodney Monroe<br />

and the department’s crime reduction<br />

and prevention efforts.<br />

“That doesn’t mean we’re done yet,”<br />

Foxx said. “There’s still too much crime.<br />

We’re not resting on our laurels.”<br />

Before the police chief addressed residents,<br />

Fallon praised Monroe’s work in<br />

19 months on the job.<br />

She brought up the issue of former<br />

Officer Marcus Jackson, who was fired<br />

three weeks ago in the wake of allegations<br />

of sexually assaulting several<br />

women he stopped while on duty.<br />

Fallon saif the department hired Jackson<br />

before Monroe arrived and hiring<br />

practices have changed since he took<br />

over.<br />

“He (Jackson) is one bad cop, OK?”<br />

Fallon said. “… So before we start<br />

berating him (Monroe) about it, know<br />

the facts.”<br />

The audience applauded, and the<br />

subject wasn’t didn’t come again.<br />

But residents did ask about everything<br />

from school resource officers to “Internet<br />

sweepstakes” businesses, as well as<br />

the problem of repeat offenders.<br />

Time and again, Monroe said residents<br />

have power to help, from community<br />

organizations to volunteers who<br />

participate in “court watch” programs.<br />

“You guys play a role in dictating what<br />

we’re going to do and where we’re going<br />

to do it,” he said.<br />

Outspoken residents helped ensure<br />

more than 400 “habitual offenders”<br />

were arrested and sentenced to jail time<br />

last year, Monroe said.<br />

The department also has changed the<br />

way officers communicate internally.<br />

Better internal communication has<br />

helped identify repeat offenders and<br />

people who are violating probation, he<br />

said.<br />

Local resident Dolores Harmon asked<br />

Monroe about emergency preparedness,<br />

in the wake of Haiti’s devastating<br />

earthquake. “Would we be able to<br />

handle it?” Harmon asked. “Charlotte<br />

is like a little New York now.”<br />

The city participates in ongoing disaster<br />

preparedness and anti-terrorism<br />

exercises, Monroe said, and millions<br />

of dollars worth of training and equipment<br />

had come into the county thanks<br />

to federal grants.<br />

“I can say that our preparedness here<br />

in Charlotte, as well as in the state, is<br />

the best,” Monroe said.<br />

Tom Polys, president of the Farmington<br />

Homeowners Association, brought<br />

up so-called “Internet sweepstakes”<br />

businesses, which many consider gambling.<br />

“It’s out there,” Monroe said. “Unfortunately,<br />

there are no clear-cut guidelines.”<br />

Utilities Department, “and they<br />

sent someone out,” she said. “They said<br />

that it was OK. I called back and said,<br />

‘No, it isn’t OK.’”<br />

The utility then told Stone she either<br />

has a leak or someone hooked a hose<br />

to her outdoor faucet and was stealing<br />

water. “That’s not feasible,” she said. “I’m<br />

home a lot. I would know” if someone<br />

was stealing water.”<br />

disputed bill and set up for a payment<br />

plan over three months. “I had no choice<br />

but to pay,” Stone said.<br />

She called a plumber and acknowledged<br />

he found a small leak in the pipe<br />

under the kitchen sink. “It had a tiny drip<br />

drip (that totaled) less than a quarter of<br />

a cup of water,” she said. If that was the<br />

cause of the water-bill fluctuation, the<br />

“bill would not have gone down the next<br />

month.”<br />

In October, a disconnection notice<br />

showed up, even though she agreed to<br />

the payment plan. She received notices<br />

in November, December and January<br />

investigating a homeowner’s concerns. He<br />

got no answer from two utility employees<br />

at the meeting.<br />

Erin Culbert, the utility’s environmental<br />

outreach coordinator, wrote in an<br />

e-mail later, “In terms of customer service<br />

and response, we have begun some<br />

improvements based on the feedback we<br />

heard Dec. 9 and Jan. 11. We’ve begun<br />

reviewing the door hangers and form letters<br />

we send to make them more informative<br />

and customer friendly. We’re contacting<br />

customers at the beginning of the<br />

high-bill investigation to involve them in<br />

the process if they are home or are calling<br />

them afterward to tell them the results<br />

rather than just leaving a door hanger<br />

with the results.<br />

“We also are improving our Web site to<br />

better inform customers about possible<br />

causes of high bills and simple tips about<br />

how to find a leak. And we’ll be open to<br />

suggestions from the task force about<br />

other improvements as well.”<br />

Utility staff also divide water-bill investigations<br />

into different categories, Culbert<br />

wrote in her e-mail.<br />

“When we look at the consumption<br />

history of a customer who has called,<br />

sometimes their water usage patterns<br />

illustrate what is probably irrigation (high<br />

in summer months, low in winter),” she<br />

wrote. “Sometimes we can identify what<br />

might be a leak (successive months in a<br />

row with higher-than-normal usage or<br />

months with increasing usage). Sometimes<br />

we see a customer who has repeated<br />

spikes, which may indicate seasonal pool<br />

filling or family that visits during certain<br />

months.<br />

“And, of course, since we don’t know<br />

what happens to the water after passing<br />

through the meter, there are times<br />

when we just can’t identify why the bill is<br />

higher. These are conceptual categories<br />

we use to help the customer determine<br />

causes.”<br />

The utility recently ran an analysis for<br />

customers who had bills exceeding more<br />

than $200 in recent months. Of more<br />

than 240,000 accounts the utility bills<br />

monthly, the analysis showed:<br />

• From Sept. 27 to Oct. 25: 7,924 had<br />

a bill more than $200 (“higher because<br />

fall irrigation,” Culbert said).<br />

• Oct. 27 to Nov. 24: 3,415 had a bill<br />

more than $200.<br />

• Nov. 29 to Dec. 27: 1,421 had a bill<br />

more than $200 (“now reflecting more<br />

‘winter’ usage,” Culbert wrote).<br />

“While this does not separate the<br />

causes, we are finding those with a cause<br />

we or the customer cannot identify to<br />

be a small percentage of the total complaints<br />

and field investigations we do,”<br />

Culbert wrote. “Once we test the meter<br />

and transmitter and find they are working<br />

correctly, it is difficult for us to determine<br />

a cause outside of that, since we have<br />

no way of knowing how a particular customer<br />

uses water and where it goes after<br />

it passes through the meter.”<br />

In addition, Mecklenburg is having<br />

problems due to an extremely low<br />

number of platelet donations. Platelets<br />

are the cell fragments that help to form<br />

blood clots and can only be kept five<br />

days, before being discarded.<br />

With winter weather still on the horizon,<br />

the Red Cross wants to stock up on<br />

blood now in case there’s a crisis. “There’s<br />

no way to tell what impact a major storm<br />

will have on the area,” Meier cautions.<br />

“We may not be able to get blood in from<br />

other parts of the country and will just<br />

have to rely on what’s left.”<br />

Road, said the supply of O negative and<br />

B negative blood is at emergency levels,<br />

“It’s a problem we’ve been dealing<br />

with for the last few weeks,” said<br />

Kate Meier, communications manager<br />

for the <strong>Carolina</strong>s Red Cross chapter.<br />

“We’re down 30 percent on our supply<br />

for O negative and 25 percent for B<br />

negative. People just haven’t come out<br />

to give blood.”<br />

There’s an immediate need for O negative,<br />

Meier said. That type can go to anyone<br />

and is especially helpful during major<br />

accidents, when there’s not enough time<br />

to determine a patient’s blood type.<br />

Bars, restaurants appear unphased by smoking ban<br />

Two weeks into a new smoke-free era,<br />

the bars and restaurants most affected<br />

by North <strong>Carolina</strong>’s indoor smoking ban<br />

don’t appear to be hurting because of it.<br />

A random sampling of bars and<br />

restaurants in the <strong>University</strong> <strong>City</strong> area<br />

found that most managers believe the<br />

smoking ban hasn’t hurt business.<br />

Jeff Hunn, a manager at Boardwalk<br />

Billy’s on J.M. Keynes Drive, agrees.<br />

“I think it’s great,” he said of the ban.<br />

“We’ve actually had families come back<br />

after a few years because there’s no<br />

smoke.”<br />

So far, he said, there have been no<br />

complaints.<br />

It’s been OK,” he said. “Everybody<br />

knows it’s a statewide thing, not something<br />

that just our place is doing. It’s not like<br />

people can go across the street (to another<br />

bar) and smoke there, so there’s been no<br />

complaints.<br />

The ban on indoor smoking in some<br />

24,000 bars and restaurants across the<br />

state took effect Jan. 2. Restaurant or bar<br />

patrons could face a $50 fine for smoking<br />

inside. Businesses that still allow smoking<br />

indoors get two warnings before being<br />

fined $200 a day. While smoking isn’t<br />

allowed in most restaurants and bars,<br />

there are exceptions for cigar bars and<br />

non-profit private clubs.<br />

The Mecklenburg County Health<br />

Department said in a Jan. 12 news release<br />

that 171 complaints had been lodged<br />

against specific restaurants and bars in<br />

the city.<br />

Not all of those were actual violations,<br />

the release said.<br />

Complaints included reports of ashtrays<br />

still in place and businesses that have<br />

reportedly allowed smoking to continue.<br />

A <strong>University</strong> <strong>City</strong> <strong>Weekly</strong> reporter<br />

found no signs of smoking at the bars and<br />

restaurants visited for this story.<br />

the bar more without smoke.<br />

“And people that are married, they don’t<br />

have to explain why they smell like smoke<br />

when they come home,” Bost jokingly<br />

added.<br />

The only smoker to be found at Bull &<br />

Barrister was Wes Newbrough, standing<br />

outside the restaurant’s door.<br />

But he said the ban hadn’t affected him<br />

at all.<br />

Census brings thousands of jobs to area<br />

CHARLOTTE – Need a job?<br />

Call the Census office.<br />

The U.S. Census Bureau has opened<br />

offices in Charlotte and Concord, and<br />

they need more than 3,000 people to<br />

work.<br />

“I think it’s vitally important,” Clayton<br />

Barbour, a media specialist with<br />

the Charlotte Regional Census Center,<br />

said. “These are high-paying jobs for the<br />

region.”<br />

The jobs at the Concord office, on<br />

Executive Park Drive, pay $15.25 per<br />

hour. The jobs at the Charlotte office, on<br />

Red Oak Boulevard, pay $18.25 an hour.<br />

Barbour said most of the jobs start in<br />

March or April and end in June or July.<br />

The jobs require going to residences and<br />

counting the number of people who live<br />

there.<br />

The Census Bureau will also send<br />

survey letters to households asking for<br />

Census-related information about their<br />

circumstances. Census officials prefer<br />

people complete and mail those surveys<br />

back – rather than wait to talk to a Census<br />

employee – to save taxpayer money.<br />

“It saves from $80 to $90 million for<br />

every 1 percent of people that mail in” the<br />

letter survey, Barbour said.<br />

The Concord office will cover Anson,<br />

Montgomery, Rowan, Stanly, Cabarrus<br />

and Union counties. The Charlotte<br />

Regional Census Center runs the local<br />

offices in North <strong>Carolina</strong>, South <strong>Carolina</strong>,<br />

Virginia, Kentucky and Tennessee.<br />

To qualify for a Census job, a person<br />

must:<br />

• Be 18, a U.S. citizen and able to read,<br />

write and speak English.<br />

• Have a valid Social Security number<br />

and driver’s license.<br />

• Pass a basic-skills test and background<br />

check.<br />

• Commit to four paid days of training.<br />

CHARLOTTE – Celgard, a global<br />

supplier of parts for lithium-ion batteries,<br />

announced this week plans to<br />

expand its existing south Charlotte facility<br />

and open a new manufacturing site<br />

in Concord.<br />

By 2014, Celgard expects to create 80<br />

jobs at its existing south Charlotte facility<br />

at 13800 South Lakes Drive, near the<br />

intersection of South Tryon Street and<br />

Carowinds Boulevard, spokesman John<br />

Mozena said.<br />

The company will build its new Concord<br />

facility in the International Business<br />

Park at Exit 55 on Interstate 85 and<br />

expects to employ 209 people by 2014,<br />

Mozena said.<br />

In addition, Celgard and state development<br />

officials say Celgard’s expansion<br />

will “provide more than 1,000 jobs<br />

among Celgard’s contractors and suppliers.”<br />

The expansion begins immediately at<br />

the south Charlotte facility, which is also<br />

the headquarters of the company. About<br />

400 people work there now, Mozena<br />

said.<br />

The company expects to start construction<br />

on the Concord facility in the<br />

second half of 2010.<br />

Both expansion projects will create a<br />

variety of jobs, from entry-level maintenance<br />

positions to high-tech research<br />

that requires people who are leaders in<br />

their fields, Mozena said. People interested<br />

Morehead gets new name<br />

CHARLOTTE – The Charlotte-<br />

Mecklenburg Board of Education<br />

approved at its Jan. 12 meeting a new<br />

name for John M. Morehead Elementary<br />

School. Starting with the 2010-11<br />

school year, the new name will be John<br />

M. Morehead Science, Technology,<br />

Engineering and Math Academy. The<br />

school will be informally called Morehead<br />

STEM Academy.<br />

In November 2008, the Board of<br />

Education voted to expand Morehead’s<br />

math, science and environmental studies<br />

magnet program and convert it to<br />

a K-8 program focusing on Science,<br />

Technology, Engineering and Mathematics.<br />

Beginning with the 2010-11<br />

school year, Morehead will add one<br />

grade each year until it serves students<br />

in kindergarten through eighth grade.<br />

The district updated the school’s name<br />

to accurately reflect the student population<br />

and STEM focus.<br />

lottery now open<br />

CHARLOTTE – The Charlotte-<br />

Mecklenburg Schools student-assignment<br />

lottery application opened Friday,<br />

Jan. 8. Families can apply online<br />

at www.cms.k12.nc.us/application for<br />

magnet programs and for seats in nonmagnet<br />

schools with space available.<br />

The lottery will be open from 6 a.m. to<br />

11 p.m. every day through Feb. 7. On<br />

Feb. 8, the last day of the lottery-application<br />

period, the application will close<br />

at 10 p.m.<br />

New this year, the online application<br />

form will be available in both Spanish<br />

and English. The system will provide<br />

free computer access at the Family<br />

Application Center, 700 Marsh Road,<br />

and at all learning-community offices.<br />

Computers at these locations will be<br />

available from 7 a.m. to 5 p.m. Customer-service<br />

representatives are available<br />

from 7 a.m. to 6 p.m. through Feb.<br />

Celgard describes itself as “a leading<br />

global supplier of microporous separators<br />

used in lithium-ion batteries and<br />

is one of the largest participants in the<br />

U.S. lithium battery supply chain.”<br />

Lithium-ion batteries are used in notebook<br />

computers, mobile phones, digital<br />

cameras and power tools as well as new<br />

applications such as hybrid car batteries.<br />

Celgard’s separators play a critical role<br />

in the performance and life of lithiumion<br />

battery cells by providing a barrier<br />

between the positive and negative electrodes,<br />

preventing short circuits while<br />

controlling the exchange of lithium<br />

ions from one side of the battery to the<br />

other.<br />

Celgard could receive up to $18.6 million<br />

in cash incentives and tax credits<br />

from the state to support the company’s<br />

expansion. Support from the One North<br />

<strong>Carolina</strong> Fund and the Job Development<br />

Investment Grant program helped<br />

the company decide to stay local.<br />

In August, Celgard was selected for<br />

a U.S. Department of Energy grant for<br />

the same expansion project. The federal<br />

grant is part of the American Recovery<br />

and Reinvestment Act of 2009, providing<br />

stimulus funding to create jobs and<br />

supporting U.S.-based advanced battery<br />

production for electric drive vehicles.<br />

“We are thankful for the support we<br />

have received from the U.S. Department<br />

of Energy, the North <strong>Carolina</strong> congressional<br />

delegation and the state and local<br />

governments,” Mitch Pulwer, vice president<br />

and general manager of Celgard,<br />

said in a news release. “We look forward<br />

to championing federal and local efforts<br />

to promote a greener economy.”<br />

Meck had been eighth in the Super 10 but<br />

dropped out this week after the loss.<br />

<strong>University</strong> <strong>City</strong>’s Vance High is the fourthranked<br />

week. The Cougars (12-3) are coming off<br />

an emotionally charged 62-51 victory over<br />

Our “Rewind” column reviews home video<br />

titles available for rent or purchase that hit<br />

the shelves in the past few weeks.<br />

‘The Invention of Lying’ (Blu-ray)<br />

“The Invention of Lying,” currently available<br />

for rent or purchase through Warner<br />

Blu-ray, is a strange concoction of clever<br />

ideas and missed opportunities. In it, funny<br />

man Ricky Gervais introduces an alternate<br />

universe where people only speak the truth.<br />

More than that, they’re compelled to confess<br />

every honest yet often mean-spirited<br />

thought that pops into their heads.<br />

Mark (Gervais), a sad-sack screenwriter<br />

with a weight problem and low self- esteem,<br />

absorbs the brunt of these criticisms. His<br />

blind date (Jennifer Garner) tells him up<br />

front that there will be no sex because<br />

she’s not attracted to him. His boss (Jeffrey<br />

Tambor) fires him for not turning the<br />

Penelope Cruz<br />

Penelope Cruz. Their history has produced<br />

a roller-coaster of on-screen romantic<br />

drama, with highs (“Volver”) and lows (“Live<br />

Flesh”).<br />

The second, which is slightly more obtuse,<br />

is the vixen known collectively as film, or the<br />

filmmaking process. Almodovar clearly could<br />

not live without either. To remove one from<br />

his life would cancel his existence.<br />

But Almodovar’s passion for both Cruz<br />

and directing blinds this gifted storyteller<br />

Black Plague into an interesting picture, and<br />

his secretary (Tina Fey) admits to loathing<br />

almost every minute she had to spend in his<br />

presence. But Mark’s luck changes, for the<br />

better and worse, one day when he figures<br />

out how to lie.<br />

It’s a sharp premise, one loaded with<br />

potential. Yet “Lying” dulls its comedic edges<br />

with a lackluster screenplay of its own, careless<br />

direction, and a flat performance by the<br />

film’s leading man. That’s three strikes for<br />

Gervais, the “Golden Globes”<br />

host who co-wrote and co-directed<br />

the film in addition to<br />

starring.<br />

Where would you send a<br />

man blessed with the newfound<br />

power Mark wields? To<br />

Washington, D.C., where he<br />

could turn Congress on its ear?<br />

To Wall Street, where his ability<br />

to fib could decimate the<br />

Dow?<br />

Gervais actually goes after a more sensitive<br />

target – religion – when Mark invents The<br />

Man In the Sky to comfort his dying mother<br />

(Fionnula Flanagan). It’s a brave decision,<br />

from the weaknesses of “Broken Embraces,”<br />

a twisty but hollow ode to the act of filmmaking,<br />

the Film Noir genre, and the spark<br />

of inspiration that can occur on a movie’s<br />

set.<br />

a tragic car accident robs him of his sight.<br />

Into Caine’s life walks a mysterious figure<br />

from his past, threatening to expose secrets<br />

Caine believed long buried. The blind author<br />

begins relating his story to trusted confidante,<br />

Diego (Tamar Novas), and we learn<br />

that Blanco’s one true love was the center of<br />

the director’s final film, and the reason for<br />

his eventual downfall.<br />

Almodovar’s an expert at guarding secrets,<br />

and “Embraces” enthralls as we try and stay<br />

one step ahead of the director’s convoluted<br />

script. Not only does the film transition<br />

from Blanco’s past to his present with little<br />

warning, but Almodovar – as he’s done in<br />

the past – willingly switches his situations<br />

with actions on screen in fictional movies,<br />

so we’re often left wondering which reality<br />

we’re witnessing.<br />

“Embraces” gives us few reasons not to<br />

stay to the ending, but the ultimate revelation<br />

of Blanco’s pain – what amounts to<br />

“final cut” on a finished film – disappoints.<br />

Given Almodovar’s passion for the filmmaking<br />

process, it’s easy to understand why the<br />

resolution means as much to him. But if he<br />

put a little distance between “Embraces”<br />

and his audience, he might realize it doesn’t<br />

mean quite as much to us. q<br />

but it’s not one Gervais fully embraces. As<br />

a religious satire, “Lying” bristles every time<br />

a character raises interesting discussion<br />

points about the afterlife or the existence<br />

of a higher power. Eventually, “Lying” tosses<br />

out any subplot requiring us to think outside<br />

the box so Mark can pursue conventional<br />

goals like trumping his workplace rival (Rob<br />

Lowe) and winning the girl who repeatedly<br />

reminds him (and us) that they’re incompatible<br />

on every level.<br />

“Lying” loses its nerve. It<br />

sucks the devilish fun out of<br />

Gervais by making him a holy<br />

man. And it surrounds the<br />

comedian with extremely funny<br />

people – from Louis C.K. and<br />

Christopher Guest to a steady<br />

stream of A-listers who likely<br />

wanted to be in a picture with<br />

Gervais – but leaves them hanging<br />

with a half-baked comedic<br />

foundation. Garner’s the only<br />

one who effectively explores the emotional<br />

limitations of her character’s honest lifestyle<br />

while conveying the confusion created by<br />

feelings of love.<br />

At the time of its release, Warner Bros.<br />

decided to market “The Invention of Lying”<br />

as a comedy. It’s anything but. A morality<br />

play set in a fantasy land? Yes. A satirical<br />

take on the pros and cons of organized<br />

religion? Absolutely. An awkward love story<br />

between a hapless bloke and the babe who’s<br />

way out of his league? You bet. But funny?<br />

Not so much.<br />

If you’re going to sample “Lying,” lean<br />

toward the Blu-ray, which boasts four bonus<br />

features in addition to extraordinary audio<br />

and visual transfers. Gervais and his co-director,<br />

Matthew Robinson, contribute to an<br />

“honest” Making Of feature and a 10-minute<br />

podcast. There’s also an odd but amusing<br />

clip on Gervais’ longtime collaborator Karl<br />

Pilkington. Grab the standard edition DVD,<br />

however, and you’ll only get a few additional<br />
