Objective<br />
The objectives <strong>of</strong> this policy are to:<br />
• provide quality, accessible and appropriately located <strong>Public</strong> <strong>Toilet</strong> amenities to meet community<br />
need.<br />
• provide a framework to manage <strong>Public</strong> <strong>Toilet</strong>s throughout the <strong>City</strong>.<br />
• promote the siting and design <strong>of</strong> <strong>Public</strong> <strong>Toilet</strong>s without compromising the safe use and enjoyment <strong>of</strong><br />
public open space within the <strong>City</strong>.<br />
• Scope<br />
This policy applies to all <strong>Public</strong> <strong>Toilet</strong>s within the <strong>City</strong>'s boundaries. It excludes toilets in permanently<br />
staffed Council buildings, community centres, local commercial centres, libraries and recreation centres.<br />
<strong>Policy</strong><br />
COMMUNITY NEED<br />
1. <strong>Public</strong> toilets are provided to support health, recreation and leisure activities at nominated reserves<br />
throughout the <strong>City</strong>.<br />
2. The need for <strong>Public</strong> <strong>Toilet</strong>s is determined using the principles, roles and provision standards outlined<br />
in the POS Strategy.<br />
3. The <strong>City</strong> will notify or consult the community about installing, refurbishing and removing <strong>Public</strong><br />
<strong>Toilet</strong>s.
MANAGEMENT<br />
4. <strong>Public</strong> <strong>Toilet</strong>s are classified and managed as follows:<br />
4.1 Extended Day Use<br />
This will apply to a limited number <strong>of</strong> public toilet facilities where usage is high during irregular hours.<br />
Autolock mechanisms will be installed where possible, with extended opening hours from normal "Day<br />
Access Only". <strong>Toilet</strong>s that cannot be autolocked will remain open permanently. The number <strong>of</strong><br />
permanently open public toilets should be limited.<br />
4.2 Day Access Only<br />
This will be applied to public toilets located on reserves that cater for general community day use<br />
situated in long stay reserves such as those with barbeques and picnic facilities or highly active sporting<br />
reserves and coastal areas that are not club managed or permanently open. Autolock mechanisms will<br />
be installed, where possible, to all public toilet facilities designated to "Day Access Only" throughout the<br />
<strong>City</strong>. Facilities that have autolock mechanisms will open at 6am and close at 9pm unless otherwise<br />
authorised by Recreation and Leisure Services.<br />
4.3 Club Managed<br />
<strong>Public</strong> <strong>Toilet</strong>s located on reserves used primarily by sports clubs at specific times during the week are to<br />
be managed, cleaned and maintained by that club. The club has discretion as to who will be permitted to<br />
use the <strong>Public</strong> <strong>Toilet</strong> and its opening times.<br />
SITING AND DESIGN<br />
5. <strong>Public</strong> toilets located on special event reserves such as showgrounds and locations used for major<br />
seasonal events will remain locked. They will be opened on weekends or for the specific time<br />
required by events each year.<br />
6. Where the need for provision <strong>of</strong> an existing public toilet cannot be justified, demolition <strong>of</strong> the public<br />
toilet may be recommended to Council.<br />
7. Provision <strong>of</strong> new <strong>Public</strong> <strong>Toilet</strong>s will be limited to any public open space classified as a Regional,<br />
District or Community reserve. When new <strong>Public</strong> <strong>Toilet</strong>s are provided and it is feasible to do so, the<br />
<strong>City</strong> will install automated <strong>Public</strong> <strong>Toilet</strong>s, subject to Council approval.<br />
8. Design <strong>of</strong> new facilities should incorporate CPTED principles which increase visibility, encourage<br />
passive surveillance; provide predictable routes and entrapment locations.<br />
Definitions<br />
POS Strategy means the <strong>City</strong> <strong>of</strong> <strong>Stirling</strong> <strong>Public</strong> Open Space Strategy endorsed by Council in December<br />
2008. The POS Strategy is the guiding document for the planning and management for all public open<br />
space and associated amenities and infrastructure for the <strong>City</strong>.<br />
<strong>Public</strong> <strong>Toilet</strong> means a toilet, changeroom, restroom, or family room provided for use by members <strong>of</strong> the<br />
general public. It excludes permanently staffed community buildings, community centres, libraries and<br />
recreation centres.<br />
CPTED means Crime Prevention Through Environmental Design.
