3. Email from Carol<strong>in</strong>e Newton on The Firs (11/1/13)– stat<strong>in</strong>g that yesterday afternoon that<br />

<strong>the</strong> Management Group decided to delay <strong>the</strong> decision on The Firs, while <strong>the</strong>y looked<br />

aga<strong>in</strong> at <strong>the</strong> figures relat<strong>in</strong>g to <strong>the</strong> cost <strong>of</strong> refurbishment. <strong>There</strong> is no new timetable for a<br />

decision.<br />

This meet<strong>in</strong>g <strong>will</strong> have a strict 2 hour time limit<br />

Declaration <strong>of</strong> Interests<br />

(i) any Mem<strong>be</strong>r arriv<strong>in</strong>g after <strong>the</strong> start <strong>of</strong> <strong>the</strong> meet<strong>in</strong>g is asked to declare personal <strong>in</strong>terests as necessary as soon as practicable after <strong>the</strong>ir arrival even<br />

if <strong>the</strong> item <strong>in</strong> question has <strong>be</strong>en considered.<br />

(ii) with <strong>the</strong> exception <strong>of</strong> <strong>the</strong> circumstances listed <strong>in</strong> paragraph 9(2) <strong>of</strong> <strong>the</strong> Local Code <strong>of</strong> Conduct for Mem<strong>be</strong>rs, a Mem<strong>be</strong>r with a personal <strong>in</strong>terest<br />

also has a prejudicial if it is one which a Mem<strong>be</strong>r <strong>of</strong> <strong>the</strong> public with knowledge <strong>of</strong> <strong>the</strong> relevant facts would reasonably regard as so significant that it is<br />

likely to prejudice <strong>the</strong> Mem<strong>be</strong>r's judgement <strong>of</strong> <strong>the</strong> public <strong>in</strong>terest. In such circumstances, <strong>the</strong> Mem<strong>be</strong>r must withdraw from <strong>the</strong> meet<strong>in</strong>g room, and<br />

should <strong>in</strong>form <strong>the</strong> Chairman accord<strong>in</strong>gly.<br />

(iii) it is not practical to <strong>of</strong>fer detailed advice dur<strong>in</strong>g <strong>the</strong> meet<strong>in</strong>g on whe<strong>the</strong>r or not a personal <strong>in</strong>terest should <strong>be</strong> declared, or whe<strong>the</strong>r a personal<br />

<strong>in</strong>terest should also <strong>be</strong> regarded as prejudicial.<br />

Confidential Items EXCLUSION OF THE PUBLIC<br />

RESOLVED: THAT under Section 100(A)(4) <strong>of</strong> <strong>the</strong> Local Government Act 1972, <strong>the</strong> public<br />
