Dear <strong>Student</strong>,<br />
Welcome to Fairview Alternative High School. <strong>FAHS</strong> is District 623’s High School Alternative<br />
Learning Program. Your decision to enroll in our school is a positive sign that you want to<br />
continue to learn while making progress toward earning your high school diploma.<br />
Although it will be difficult and challenging, requiring self-discipline and perseverance, we<br />
are prepared to help you be successful in achieving your goals.<br />
In order to achieve your goals, you will need to work at presenting a positive attitude as<br />
you begin this school year. You must be accountable for your own behavior and respect<br />
the rights of others. We encourage you to meet any challenges facing you and<br />
celebrate each success as a stepping stone to greater success and a happier life. In<br />
order for you to accomplish your goals and ours – for you to graduate from high school –<br />
we need you to make the commitment to come to school here every day!<br />
The information in this handbook has been prepared to help you understand what is<br />
expected of every individual who is part of this learning community. We are committed<br />
to maintaining a safe and supportive learning environment where all members feel<br />
welcomed and respected. The policies, rules, and expectations are intended to ensure<br />
that everyone has an opportunity to develop and apply academic, personal, and career<br />
skills while making progress towards earning a high school diploma. It is your responsibility<br />
to know and understand what is expected of you while enrolled in this program. If you<br />
have any questions or concerns, you are advised to speak with a staff member. Again,<br />

What courses are offered here at <strong>FAHS</strong>?<br />
Courses at <strong>FAHS</strong> are designed around the Minnesota State Standards as well as the needs<br />
of individual students. The following describes the types of courses we have here at<br />
<strong>FAHS</strong>…<br />
Seminar courses will incorporate daily assignments as well as small projects to prepare<br />
students for a project based class. <strong>Student</strong>s will be applying the Habits of Mind in their<br />
daily activities.<br />
Online Learning courses will be designed to provide alternative options for students here<br />
at <strong>FAHS</strong>. These courses may be embedded in courses throughout the school day.<br />
<strong>Student</strong>s interested in online courses should speak to Mrs. Foreman or Mrs. Mernin.<br />
HOMES course is a forty-five minute class that will allow students opportunities to meet with<br />
small groups to participate in team building activities, learn the Habits of Mind, Silent<br />
Sustained Reading, and organize work in order to stay up to date on their credit.<br />
Title I courses are used to help students gain higher reading skills to ensure success in high<br />
school and post-secondary options. These courses are in addition to an English class that<br />
might be on your schedule.<br />
Other opportunities will be offered on an individual basis. <strong>Student</strong>s will need to talk to their<br />
advisor, counselor, or administrator.<br />
General Expectations<br />
We, the staff of <strong>FAHS</strong>, believe that it is important that students understand our commitment to fulfill the<br />
philosophy, goals, and beliefs of this learning program. It is equally important for students to understand our<br />
expectations of them as valuable members of this learning community.<br />
Therefore YOU as a student are expected to:<br />
Read, understand and follow all District 623 rules and policies as outlined in the handbook.<br />
Attend school everyday and be on time.<br />
Stay on task, work hard, and make satisfactory progress on class work.<br />
Be mentally prepared and willing to participate in all learning activities.<br />
Participate in scheduled learning activities; i.e. guest speakers, field trips, testing, etc.<br />
Conduct yourself as a responsible person and be accountable for your behavior.<br />
Do not use cell phone during class time.<br />
Use appropriate language at all times.<br />
Never smoke or use tobacco products on school property.<br />
Never verbally or physically provoke another student.<br />
Demonstrate responsible use of school building and grounds.<br />
Treat others as you would like to be treated.<br />
Have a positive attitude.<br />

DISTRICT & <strong>FAHS</strong> PROCEDURES, RULES, AND REGULATIONS<br />
Attendance. Minnesota state law provides that every child between the ages of 7 and 18 shall<br />
attend a public or private school in each year during the entire time the public schools of the<br />
resident district are in session, unless excused from attendance by the parent or the district School<br />
Board. (See Appendix E).<br />
<strong>FAHS</strong> believes that regular attendance is directly related to success in academic work, benefits<br />
students socially, provides opportunity for important communication among students and<br />
teachers, and establishes regular habits of dependability important to future success.<br />
When a child returns to school following an absence, the student must assume the responsibility for<br />
contacting individual teachers immediately about making up the missed work. If the work is<br />
satisfactory, full credit will be given for the completed work.<br />
The school may notify parents about the student's absence and the parents are also encouraged<br />
to call the school when the student is (or will be) absent.<br />
The following attendance policy recognizes that class attendance is a joint responsibility of the<br />
student, parent/guardian, teacher, and administrator. If a student must be absent, a<br />
parent/guardian must call the <strong>FAHS</strong> main office number at (651) 604-3800.<br />
It is the student’s right to be in school. It is the student’s responsibility to:<br />
Be prepared and on time to class.<br />
Attend all assigned classes that school is in session,<br />
Be familiar with all individual program attendance procedures,<br />
Follow correct procedures when absent from classes, and<br />
Request any missed assignments due to absence.<br />
It is the parent’s/guardian’s responsibility to:<br />
Encourage the student to attend school,<br />
Inform the school of a student absence,<br />
Be familiar with all individual program attendance procedures, and<br />
Work cooperatively with the school and student to solve any attendance problems that<br />
may arise.<br />
It is the teacher’s responsibility to:<br />
Take daily attendance and maintain accurate attendance records in each assigned class,<br />
Be familiar with all procedures governing attendance and apply these procedures<br />
uniformly,<br />
Provide any students who have been absent with any missed assignments on request, and<br />
Work cooperatively with the student and student’s parent/guardian to solve any<br />
attendance problems that may arise.<br />
It is the administrator’s responsibility to:<br />
Encourage students to attend all assigned classes,<br />
Be familiar with all procedures governing attendance and apply these procedures<br />
uniformly,<br />
Maintain accurate records on student attendance, and<br />
Inform the student’s parent/guardian of the student’s attendance and work cooperatively<br />
with them and the student to solve attendance problems.<br />

What is a legal excuse to miss school?<br />
Excused absences can be….<br />
Illness. A parent or guardian must verify the student's illness. If school personnel determine<br />
the illness absences are excessive, Minnesota law permits the school to require the family to<br />
provide medical verification or to see the school nurse.<br />
Religious observances required by the student's religion.<br />
Extreme family emergency (e.g. house fire, critical injury to parent/guardian, funeral of a<br />
close family member).<br />
Medical appointments that cannot be scheduled outside of school hours.<br />
Prior approval by the school principal is required for absences due to travel.<br />
Under Minnesota law, school administration has the right to determine the validity of any<br />
request for an excused absence.<br />
Fifteen consecutive absences automatically results in termination of enrollment from <strong>FAHS</strong>.<br />
<strong>Student</strong> who have withdrawn or have terminated their enrollment from <strong>FAHS</strong> and wish to continue<br />
MUST re-enroll.<br />
If a student is absent from scheduled classes because of suspension or administrative dismissal,<br />
he/she must make up any missed work with the teacher.<br />
Bullying Prohibition Policy. Bullying is a conduct that interferes with students’ ability to learn and<br />
teachers’ ability to educate students in a safe environment. Bullying is prohibited on school district<br />
property or at school-related functions.<br />
Bullying is any unprovoked, repeated or aggressive action or threat of action that is<br />
intended to cause or is perceived as causing fear, distress or harm to another person.<br />
Bullying includes but is not limited to:<br />
o name-calling,<br />
o taunting,<br />
o teasing and put-downs,<br />
o saying or writing inappropriate things about a person,<br />
o deliberately excluding a person from activities or conversations,<br />
o threatening a person with bodily harm,<br />
o hitting, kicking, tripping, shoving or otherwise inappropriately touching a person,<br />
o taking or damaging a person’s belongings, or<br />
o making a person do things the or she does not want to do.<br />
Bullying can also occur through electronic means via Web postings, e-mails, chat rooms<br />
and text messaging.<br />
The Bullying Prohibition policy applies to students who directly engage in bullying as well as<br />
to students who permit or tolerate another student’s act of bullying.<br />
No teacher, administrator, volunteer or other employee of the school district shall permit or<br />
tolerate bullying.<br />
All complaints of bullying will be investigated and discipline or appropriate actions will be<br />
taken against anyone who violates the Bullying Prohibition policy.<br />
Apparent permission or consent by a student being bullied does not lessen the prohibitions<br />
contained in the policy.<br />
Retaliation against a victim, reporter or a witness of bullying is prohibited.<br />
False accusations or reports of bullying against another student are prohibited.<br />
Consequences for bullying may range from positive behavioral interventions to suspension<br />
and/or expulsion.<br />

Bus Procedures. Transportation by school bus is a privilege, not a right. Bus transportation can be<br />
revoked for unsafe behavior on a bus. Any student who jeopardizes the safety and comfort of<br />
other bus students can lose the privilege of school bus transportation. The building administrator<br />
may set up a conference with the student or parent/guardian. The parent/guardian may be<br />
notified by phone, in person, or in writing. A pattern of minor infractions or a single major<br />
infraction of the rules will result in suspension of bus privileges. Other school consequences may<br />
also apply. It is essential to enforce the rules to ensure your child’s safety and comfort.<br />
The possession, use, or distribution of tobacco or chemicals while on the bus will result in a bus<br />
suspension and other disciplinary action as stated under the Chemical Use/Abuse provisions.<br />
Cell Phones. Cell phones should not be seen or heard during school hours at <strong>FAHS</strong> unless you have<br />
permission from the classroom teacher. Cellular phones and other personal communication<br />
devices will be confiscated if used during an inappropriate time of instruction.<br />
On the first offense, the student will be given a warning to put the cell phone away.<br />
<br />
<br />
Second offense, the confiscated equipment will be returned at the end of the school day.<br />
Third offense will require the parent or guardian of the student to meet with the<br />
administrator and the personal communication device will be returned at that time.<br />
If a parent or guardian(s) believes it is necessary to contact their son/daughter during school<br />
hours, please call the <strong>FAHS</strong> main line (651) 604-3800 and a staff member will deliver a message at<br />
an appropriate time.<br />
<strong>Student</strong>s wishing to make a phone call during school hours must do so during passing time or with<br />
teacher permission. A phone is located on the desk in the <strong>FAHS</strong> office as well as in every<br />
classroom.<br />
Cheating/Plagiarism. Cheating/Plagiarism is unethical and does not enhance the learning<br />
process. Any student involved in cheating/plagiarism is subject to serious disciplinary action and<br />
may lose credit for that grading period. Everyone is responsible for knowing and avoiding the<br />
various forms and levels of plagiarism.<br />
To quote Writers Inc.,<br />
“plagiarism - [is] the act of presenting someone else’s ideas as your own” (179).<br />
The following are the most common types of plagiarism that occur in student work:<br />
a) Word-for-word plagiarism is the direct copying of another’s material without giving credit.<br />
b) Paraphrase plagiarism is using someone else’s ideas without crediting the source of the<br />
material or idea.<br />
c) Spot plagiarism is using key words or phrases without giving credit.<br />
Checking out of school. <strong>FAHS</strong> has a closed campus. If it is necessary to check out of school before<br />
the end of the day, the student must sign out in the office. A parent/guardian must call the school<br />
if the student is under the age of 18. <strong>Student</strong>s will NOT be allowed to check back into school,<br />
unless they are returning with verification of the absence. If a student checks out of school before<br />
or during a class, it will count as an absence.<br />

Chemical Abuse. Minnesota <strong>Schools</strong> are drug-free zones. Recent laws allow severe penalties for<br />
anyone caught selling or possessing illegal drugs within one city block or 300 feet of any Minnesota<br />
school or school bus carrying students.<br />
The consuming or possessing of any beverage containing alcohol, or any other mood altering<br />
substance while on school property, buses, or at any school activity (or having consumed before<br />
arrival at school or before any school activity) is not permitted. This includes any beverage<br />
containing alcohol, any simulated controlled substances, any non-alcoholic look-a-like or smell-a<br />
like substances or any other mood-altering substances. Possession or use of any drug related<br />
paraphernalia on school property or buses, or at any school activity is also not permitted.<br />
Possession/use of paraphernalia will result in the same consequences as chemical use violations.<br />
<strong>FAHS</strong> reserves the right to utilize local law enforcement measures to search for controlled<br />
substances on school grounds. This may include the use of canines trained in the search and<br />
seizure of controlled substances.<br />
If a violation occurs at any time during the school year, the following disciplinary procedures may<br />
be as follows:<br />
First Offense: A three-day suspension from school, referral to a chemical dependency<br />
counselor, notification of parent/guardian with a conference that day and pick up of<br />
student, notification of police, and filing of a juvenile contact report.<br />
Second Offense: A five-day suspension from school, referral to a chemical dependency<br />
counselor, notification of parent/guardian with a conference that day and pick up of<br />
student, notification of police, and filing of a juvenile contact report.<br />
Third Offense: Suspension pending expulsion<br />
<strong>Student</strong>s who have been caught selling or distributing drugs on or within sight of the school<br />
property may be subject to immediate expulsion from Fairview Alternative High School. Due<br />
process procedures apply as well as Minnesota State High School Leagues rules.<br />
Computer/Internet Policy. Fairview Alternative High School students and staff have access to the<br />
Computer/Internet in school. Time spent on the computer/internet will be dedicated to<br />
supporting curriculum outcomes; per District Acceptable Use Policy. If a student uses their own<br />
devices in classes, they must also agree to follow the District Acceptable Use Policy as well.<br />
See Appendix C in the back of the handbook.<br />

The following policy statements guide student use.<br />
<strong>Student</strong> use of the Computer/Internet will be tied to classroom assignments or an approved<br />
teacher study. This use gets top priority. Fairview Alternative High School does not offer<br />
student's access to the Internet for recreational browsing or "surfing the net." Sites such as,<br />
but not limited to Twitter, Facebook, EBAY, etc., are prohibited. Access is supervised at all<br />
times.<br />
<strong>Student</strong>s wanting to use the Computer/Internet outside of class, such as; before school or<br />
after class is completed, must have a teacher supervise them.<br />
<strong>Student</strong>s may not download music on the computer, login into any music sites or use the<br />
CD player for listening to personal CD’s.<br />
<strong>Student</strong>s may not join a list serve or go on a chat line using the school’s internet access.<br />
<strong>Student</strong>s may not make purchases or request materials with the school’s internet access.<br />
Applications and files are not to be downloaded unless students are specifically directed to<br />
do so by an instructor.<br />
When using school computers, students may not access files belonging to any other user,<br />
add programs to the computer or change any default settings on the computer.<br />
When interacting on the Internet through a class supported activity, students may not use or<br />
send inappropriate, obscene, threatening or inflammatory messages to anyone at any<br />
time.<br />
Certain materials available on the Internet are inherently inappropriate for student use;<br />
students must not access inappropriate materials for any reason. Appropriate sites are<br />
considered sites pre-approved by the teacher.<br />
<strong>Student</strong>s may not have any food or beverage at the computer.<br />
<strong>Student</strong>s having a problem with their computers must see the classroom teacher.<br />
Contacting Teachers. Should you wish to contact one of your child’s teachers, call the school<br />
office at (651) 604-3800 and leave a phone number and the time you can be reached. You may<br />
also contact any staff member via email. Email addresses for staff members are located on page<br />
2 of this handbook or on the school website. The teacher will return your call/email at his/her<br />
earliest availability.<br />
Emergencies. <strong>Student</strong>s who become ill or injured during school are to report the ailment to their<br />
teacher. If the illness or injury is prolonged or severe, school personnel will attempt to contact<br />
parents/guardians. If a student must go home, the parent/guardian is to make arrangements to<br />
pick up the student and have a place for him/her to go.<br />
Fairview Community Center. <strong>FAHS</strong> is one member of the Fairview Community. We will be sharing<br />
common grounds with all members of the <strong>Roseville</strong> area. It’s important to respect all members of<br />
that community. <strong>Student</strong>s are allowed in our own areas of the building. <strong>Student</strong>s should remain<br />
on the 2 nd floor of the building, except when they have permission from a staff member, during<br />
lunch, and after school. If a student leaves the <strong>FAHS</strong> designated areas, they will be asked to leave<br />
the building for the rest of the school day.<br />
Field Trips. Field trips and other school-sponsored trips are considered to be extensions of the<br />
school. All school rules and regulations are to be followed and will be enforced. <strong>Student</strong>s are<br />
required to travel to and from the field trip on school district provided transportation. Past<br />
infractions of <strong>FAHS</strong>/District policies and/or lack of attendance/earning credits may be cause for<br />
students to not be allowed to participate in field trips.<br />

Fire. Don’t panic! When the fire alarm sounds, all persons in the building must evacuate the<br />
premises. The students and staff should be at least 100 feet from the building. All classroom and<br />
office doors are to be closed. When leaving the building, the teacher will lead the class out the<br />
nearest and safest exit. The teacher should make sure that all students have left the building. The<br />
teachers and students may return to the building when the all clear is given.<br />
Forgery. Falsifying signatures or data, forging notes, etc.<br />
Gambling. Any participation in events or games of chance which involved the exchange of<br />
money, odds, or services. Playing cards, dice or other games which may be interpreted as<br />
gambling, even if no money is visible, are prohibited.<br />
Gang related activity. For the purposes of this policy, a "gang" is defined as any group or<br />
association of three or more persons, whether formal or informal, which encourages, solicits,<br />
promotes, urges, counsels, furthers, advocates, condones, assists, causes, advises, procures, or<br />
abets any illegal or disruptive activity or behavior of any kind, whether on or off school campuses<br />
or school property. Clothing that can imply gang membership is not permitted.<br />
No student shall:<br />
Display or wear gang tattoos, articles, paraphernalia, or clothing.<br />
Wear bandanas, rolled up pants, chains & spiked jewelry are also not permitted.<br />
Threaten to commit, or actually commit, any crime of violence or to burn or damage<br />
property with the purpose of terrorizing another or of causing the evacuation of a<br />
building, place of assembly, school bus, or other school facility or otherwise causing<br />
disruption to the orderly operation of any activity on any school campus or school<br />
property, or in reckless disregard of the risk of causing such terror or disruption.<br />
Recruit or solicit membership in any gang or gang-related organization.<br />
Hold himself or herself out as a member of a gang.<br />
The appropriate school officials reserve the right to punish any other gang-related<br />
behavior, which is subversive to good order and discipline in the schools, even though<br />
such behavior is not specified in the preceding written rules.<br />
Graduation Requirements. <strong>FAHS</strong> students need to fulfill the credit requirements of the <strong>Roseville</strong><br />
<strong>Area</strong> School District. An advisor will help each student choose appropriate courses and ensure<br />
that all required courses are completed. However, the ultimate responsibility for completion of<br />
graduation requirements rests with the student and parent. Questions or problems should be<br />
referred to an administrator. Graduates of <strong>FAHS</strong> will earn a <strong>Roseville</strong> <strong>Area</strong> <strong>Schools</strong> diploma at<br />
graduation.<br />
Hats. Any form of headwear, unless related to a specific religious belief, will not be allowed in any<br />
<strong>FAHS</strong> classroom. If a student brings a hat into the building, they must put it in their locker or in the<br />
office for the remainder of the school day. For no reason will headwear be allowed in the<br />
classroom.<br />
Insubordination. <strong>Student</strong>s have the responsibility to identify themselves when asked by a school<br />
staff member or employee. Failure to do so, fleeing, or giving a false name will be considered<br />
insubordination and subject to disciplinary action.<br />

Intervention: When a student is first enrolled at the Fairview Alternative High School, he/she will<br />
create a Continuous Learning Plan. The Continuous Learning Plan will be updated on a regular<br />
basis. If a student fails to meet their expectations, the advisor working with that student will create<br />
a success plan to help him/her succeed. The usual reasons a student fails to meet his/her<br />
Continuous Learning Plan are lack of earning credits, excess absences, and/or a record of<br />
inappropriate behavior/language/attitude.<br />
Liability for Personal Materials. Neither <strong>FAHS</strong> nor the School District shall be responsible for the loss<br />
of any personal items of students. Should any theft occur, please notify the Assistant Program<br />
Coordinator in the main office.<br />
Lockers. Lockers are provided for students’ convenience to keep books and other property<br />
needed at school. They should be kept neat and clean. <strong>Student</strong>s are not to change lockers<br />
without permission from the <strong>FAHS</strong> office. <strong>Student</strong>s should not leave money or valuables in lockers.<br />
Any damage to the lockers should be reported to a teacher or principal. We request that students<br />
not place stickers on the inside or outside of lockers as they are difficult to remove. Writing on the<br />
lockers will be considered vandalism. The lockers are the property of the school district and the<br />
administration has the right to search the lockers at any time.<br />
Messages. Messages for students may be left in the <strong>FAHS</strong> office. Emergency messages will first be<br />
given to an administrator then be delivered to students. <strong>Student</strong>s should not be contacted in class<br />
without permission to avoid disrupting the class session.<br />
Military Recruiters. The Recruiters for the military service are given the names, addresses, and<br />
phone number of high school students. Names, addresses and phone number are not given to<br />
any other organization or commercial enterprise. <strong>Student</strong>s who do not wish to have their address<br />
given to military recruiters should notify the administration in writing by September 15 of the current<br />
school year.<br />
Nusiance Devices. Electronic devices, such as radios, MP3 Players, headsets, lighters, iPods, laser<br />
pointers, and electronic games are prohibited during the school day unless used as part of a<br />
school activity. <strong>Student</strong>s are not allowed to use any device to watch movies/TV shows during<br />
school hours. See Appendix D for Acceptable Use Policy for Headphones<br />
Parking. <strong>Student</strong>s will be given the opportunity to drive their cars to <strong>FAHS</strong>. Parking is not a right, it’s<br />
a privilege. <strong>Student</strong>s may lose the right to park here based on attendance, behavior, etc.<br />
Passes. <strong>Student</strong>s will receive a punch pass at the beginning of every three weeks. This punch card<br />
should be kept with them at all times as this is how a student can use the restroom, go to the<br />
vending machine, use the phone in another room, etc. <strong>Student</strong>s should only use their own pass<br />
and have 5 passes each day. A teacher has the right to say no to a request to leave the<br />
classroom during instruction or during work time.<br />
Photographs. Any photographic or movie image taken of a teacher or other student during the<br />
instructional day without the consent of the individual(s) will result in disciplinary action. Any<br />
photographic or movie image taken of a teacher or other students during the instructional day<br />
cannot be published or posted on a public forum (youtube, myspace, facebook, etc.) without the<br />
written consent of each individual. Any violation will result in disciplinary action.<br />

Profanity/Obscenity. Written or verbal profanity, obscene and/or offensive gestures, signs, pictures,<br />
publications will result in disciplinary action.<br />
School Safety. School needs to be safe, orderly, and conducive to teaching and learning. School<br />
is a public place and all the laws, social norms, and common sense rules of public behavior apply<br />
on school property. <strong>Roseville</strong> <strong>Area</strong> <strong>Schools</strong> takes a decisive stand on aggressive behavior and on<br />
the possession, storage, transmission and/or use of weapons or look-alike weapons. School<br />
administration may recommend expulsion if a student is involved with a weapon or look-alike<br />
weapon. Any student observing a dangerous, harmful, threatening, suspicious or frightening<br />
situation should report it to an adult immediately. We are all responsible for a safe and orderly<br />
school.<br />
Search & Seizure. School officials may, without a search warrant, search the person and/or<br />
personal possessions based on reasonable suspicion. The search will be reasonable in its scope<br />
and intrusiveness. A search of a person shall be conducted in privacy by a school official. A<br />
second school official shall be present as an observer during the search whenever feasible.<br />
If a search yields contraband, school officials will seize the item and where appropriate, turn it over<br />
to legal authorities for ultimate disposition.<br />
A student found to have violated this policy and/or the directives and guidelines implementing it<br />
shall be subject to discipline in accordance with the school district’s Code of Conduct, discipline<br />
may include suspension, exclusion, or expulsion, and the student may, when appropriate, be<br />
referred to legal authorities.<br />
Signs, Posters, and Literature: Any sign, poster or literature that is to be displayed or distributed in<br />
the school building or grounds requires the prior approval of the Principal. Information and spelling<br />
should be double-checked. In general, public school buildings may not be used to advertise<br />
commercial activities or products. Only signs, posters, literature will be approved for<br />
posting/distribution that are directly related to <strong>FAHS</strong> programming.<br />
<strong>Student</strong> Conduct. The school staff and parents/guardians share the responsibility of helping<br />
children behave appropriately in a school environment where children have rights and<br />
responsibilities. The staff will help students learn to follow rules of proper conduct and safety.<br />
<strong>Student</strong> self-discipline is a main goal of discipline procedures in the school district. Another goal is<br />
to foster communication between the school staff and parents/guardians to help students behave<br />
properly.<br />
The purpose of discipline procedures is to provide a positive learning environment for our schools.<br />
A positive learning environment requires students to abide by the established rules and guidelines.<br />
The type and level of behavior expected of students during instructional times is also expected<br />
during other school-related activities such as field trips, work experience, and service learning<br />
projects.<br />

<strong>Student</strong> Dress. Fairview Alternative High School believes that appropriate dress and grooming are<br />
important. Most clothing is acceptable for school wear as long as it does not jeopardize anyone’s<br />
health or safety, does not disrupt the educational process, or does not create school disorder.<br />
Although no dress code can address all styles of attire, proper school dress that is in good taste is<br />
required at all times. Disruption is defined as causing others to feel uncomfortable or threatened in<br />
our public setting.<br />
The following are some examples of attire considered to be unacceptable for students while<br />
attending <strong>FAHS</strong>.<br />
Clothing that does not cover the midriff and chest (bottom of top should meet the<br />
top of bottom), extremely short skirts and shorts, clothing that does not cover<br />
undergarments, are all examples of dress that create a distracting environment.<br />
o Examples: strapless dresses, halter tops, backless blouses,<br />
Clothing that includes words or pictures that are obscene, vulgar, and sexually<br />
explicit, convey sexual innuendo, abuse or discrimination, or which promotes or<br />
advertises alcohol, chemicals, tobacco or any other product that is illegal for use by<br />
minors.<br />
Sunglasses and hats<br />
Clothing, flags, emblems, painted faces or any other items that violate any district<br />
policy cannot be worn or displayed.<br />
Gang-related activities that are disruptive to the school environment, which<br />
include the display of any apparel, jewelry, accessory, or tattoo, by virtue of<br />
its color, arrangement, trademark, or any other attribute, denotes<br />
membership in a gang that advocates illegal or disruptive behavior.<br />
If there is doubt about a particular item of apparel, the student should contact a school<br />
administrator for a decision prior to wearing the clothing to school.<br />
Consequences<br />
<strong>Student</strong>s who are improperly dressed will have the opportunity to change, trade, or wear a<br />
school t-shirt, or remain in the office until a parent brings in more appropriate clothing. If<br />
students refuse to change their clothing, they will be considered insubordinate.<br />
Tardy Policy. It has been shown that good attendance will lead to more credit earned. It is<br />
expected that if a student is tardy, he/she will enter the room quietly and sign in the classroom<br />
tardy notebook. When the teacher is available, he/she will have a conversation with the student<br />
about the information that the student missed.<br />
If a student has 3 tardies in a grading term in one class, the classroom teacher will complete a<br />
referral form that will go to the administration. If a student is 10 or more minutes late to class, the<br />
classroom teacher will automatically write a referral for truancy and administrative action will take<br />
place.<br />
Testing. <strong>Student</strong>s at <strong>FAHS</strong> are required to participate in a number of tests throughout the school<br />
year. <strong>Student</strong>s not participating in these tests or causing disruptions will receive disciplinary action.<br />

Theft. (Possession of property which does not belong to the holder without permission of the<br />
owner.) <strong>Student</strong>s participating in theft will receive disciplinary action and possible police<br />
intervention. <strong>Student</strong>s who find property that does not belong to them should turn the property<br />
into the front desk immediately. Do not leave your valuables unattended.<br />
Tobacco Use and Possession. <strong>FAHS</strong> is considered a tobacco free zone. Smoking, chewing, or the<br />
possession of tobacco products on school grounds, within sight of the school grounds, in the<br />
school buildings, or while on school activities is prohibited. School rules apply in all areas within 300<br />
feet or one city block of school boundaries. <strong>Student</strong>s violating this policy are subject to disciplinary<br />
action.<br />
Trespassing. (Presence at any school or District location without permission of school personnelany<br />
student on suspension who goes to a school or District location without permission.)<br />
<strong>Student</strong>s who refuse the request by a <strong>FAHS</strong> staff member to leave Fairview Community Center<br />
property will be subject to trespassing charges from the <strong>Roseville</strong> Police Department.<br />
Vandalism. Vandalism is the damage or destruction of school property or the property of others. A<br />
student found to be involved in an act of vandalism will be expected to pay restitution and will be<br />
subject to disciplinary action and/or a referral to the police.<br />
Video Monitoring. For the safety of the students and staff at <strong>FAHS</strong> and Fairview Community Center,<br />
video-monitoring equipment has been installed inside and outside the building. The cameras are<br />
recording 24 hours a day, 365 days per year. In some cases, the recordings will be used to review<br />
incidents that took place in the building and/or on school property. If the situation warrants, the<br />
police will be contacted to review the video recordings. Only the <strong>FAHS</strong> administration has access<br />
to the video monitoring equipment.<br />
Visitors. All visitors must report to the main office to check in.<br />
1. No person other than staff and students of the <strong>FAHS</strong>, school district employees or<br />
authorized agents of this school district are permitted to be in any classroom in the building<br />
or on campus unless written permission to do so has been retained from the principal.<br />
2. Such written permission is required ahead of the date requested.<br />
3. <strong>Student</strong>s will not be allowed to bring a friend or relative (Other than parent/guardian) to<br />
school as a visitor. Parents are encouraged to visit the school.<br />
Unauthorized <strong>Area</strong>s of the Building. <strong>Student</strong>s are required to stay in the <strong>FAHS</strong> assigned spaces in<br />
the Fairview Community Center. All of our classrooms, with the exception of Physical Education,<br />
are now located in the main building. There is no need for a student to be in the east wing of the<br />
building. If a student is found in an unauthorized area, that student will be asked to leave for the<br />
remainder of the school day.<br />
Verbal Threats. Fighting in school will result in immediate suspension. Severe verbal<br />
aggression/threats or physical aggression/threats may result in suspension or expulsion from <strong>FAHS</strong>.<br />
Weapons Use and Possession. Minnesota schools are weapon-free zones. Recent laws allow<br />
severe penalties for anyone caught possessing or using a dangerous weapon within one city block<br />
or 300 feet of any Minnesota school or school bus carrying students.<br />
<strong>Student</strong>s and non-students, including adults and visiting youths, are forbidden to possess, store,<br />
transmit, or use any instrument that is considered a weapon or a look-alike weapon in school, on<br />

school grounds, at school activities, at bus stops, on school buses or school vehicles or school<br />
contracted vehicles, or entering upon or departing from school premises, property or events.<br />
<strong>Student</strong>s are expected to report harmful, threatening or suspicious situations to an adult<br />
immediately. Failure to do so may result in disciplinary action.<br />
A student who finds a weapon on the way to school or in the school building and immediately<br />
takes the weapon to any staff member or to the main office will not be considered in possession of<br />
a weapon.<br />
<strong>Student</strong>s are forbidden knowingly and voluntarily to possess, handle, transmit, or use any<br />
instrument in school or on school grounds (or during school activity) that is ordinarily or generally<br />
considered a weapon. An object which could be used to injure another person and which has no<br />
school related purpose for being in school or on school grounds will be considered a weapon for<br />
the purpose of this policy.<br />
The following are examples of instruments ordinarily or generally considered weapons: knives,<br />
guns, lead pipes, chains, chuck sticks, throwing stars, darts, metal knuckles, blackjacks,<br />
unauthorized tools, explosives, or other chemicals and “look-a-likes”.<br />
A student who brings a weapon to school may be expelled for a period of up to one calendar<br />
year. Violation of this policy shall be in accordance with local district policy and/or the Gun Free<br />
<strong>Schools</strong> Act of 1994. The principal, under appropriate circumstances, may recommend and the<br />
board may impose a lesser penalty. Police will be contacted when there is a suspected violation<br />
of criminal laws concerning weapons.<br />
<strong>Student</strong>s who have been found guilty on a weapons charge that occurred outside of the schools<br />
may also be subject to suspension and/or expulsion proceedings.<br />
Weather Related School Closing. Announcements regarding school closing due to inclement<br />
weather and/or hazardous conditions will be announced on WCCO radio (830 AM). The district<br />
will make a decision to close the schools by 6:30 AM and pass this information on to WCCO at that<br />
time. Be sure to listen to WCCO for an announcement on days when the weather is not good.<br />
Work Experience Program. The Work Experience Program is for junior and seniors who need to gain<br />
work skills and/or to explore careers. The Work Experience Program works closely with local<br />
businesses and the federal Jobs and Training Program. Training Agreements and Training Plans<br />
must be signed and abided by in order for students to gain academic credit.<br />

CONSEQUENCES/DISCIPLINARY ACTION<br />
The school has developed consequences for those who show inappropriate or disruptive behavior.<br />
These consequences are assigned in an effort to correct or change behavior that is not<br />
acceptable. Disciplinary action may include, but is not limited to: meeting with the<br />
teacher/counselor/administrator, behavioral contracts, loss of school privileges, parent<br />
conference with school staff, modified school program, referral to school support services, referral<br />
to legal system, restitution, suspension from class, probation, out-of-school suspension, exclusion, or<br />
expulsion.<br />
Behavior Referral – teachers complete a referral if a student is not meeting classroom and/or<br />
school expectations. The student will complete a reflection and then will process with a staff<br />
member. If returning to class is an option, the student will be escorted back to class. See<br />
Appendix F for a copy of the referral and reflection.<br />
Administrative Dismissal - students are requested to leave the building. The student will be required<br />
to make up any work missed.<br />
Suspension - students are removed from school and may not participate in or attend any school<br />
functions during the suspension. A parent conference is required for re-admittance to school.<br />
Termination of enrollment from <strong>FAHS</strong> – The Fairview Alternative High School is a school of choice.<br />
<strong>Student</strong>s in violation of District 623 policies and/or <strong>FAHS</strong> policies may have their enrollment<br />
terminated from Fairview Alternative High School.<br />
Suspension, exclusion, and expulsion are governed by The Pupil Fair Dismissal Act. For a complete<br />
copy of The Pupil Fair Dismissal Act, see Appendix A.<br />
Disciplines Guidelines. Acts which cause substantial disruption and/or conduct which reflects<br />
negatively on the school can result in suspension from <strong>FAHS</strong>.<br />
With matters of discipline, teachers take the first steps in correcting inappropriate behaviors.<br />
If these steps are ineffective and inappropriate behavior continues, consequences progress.<br />
A referral to the office is written and the student can be sent to the office to remove him/her from<br />
the learning environment. If a student is removed from a class or sent to the office, the student will<br />
complete a reflection sheet and will then process with an available staff member to determine<br />
whether or not the student can return to the classroom for instruction. (See Appendix F for a copy<br />
of the referral and reflection sheet)<br />
If the behavior is a high level offense, the student will complete the reflection sheet and will then<br />
process with an administrator before returning to class at an appropriate time.<br />
In cases where the student conduct violates school/district policies or expectations, parents will be<br />
notified in order to work together to resolve the issue.<br />

A primary goal is to maintain a physically and emotionally safe learning environment for everyone<br />
at <strong>FAHS</strong>. The ultimate goal is the development of responsible, respectful, and self-directed<br />
behavior.<br />
The following is a list of acts committed for the purpose of causing substantial and/or material<br />
disruption or conduct which reflects negatively upon the school. Any one of these acts or<br />
conducts can result in suspension from <strong>FAHS</strong>.<br />
Disrupting the educational process through disrespect, defiance, misbehavior, class<br />
disruption or willful absence from class(es).<br />
Disrupting the educational process by verbal or physical, assault, or abuse of any student or<br />
school personnel.<br />
Stealing, destroying, or defacing school property or the private property of others while<br />
under the jurisdiction of school authorities.<br />
Using profanity, vulgarity, inappropriate conduct, or displaying incorrigible conduct while<br />
under the jurisdiction of school authorities.<br />
Endangering other students through careless or reckless driving on or around school<br />
property.<br />
Endangering school personnel or other students through food tampering.<br />
Possessing, using, transmitting, or being under the influence of any narcotic drug,<br />
hallucinogenic drug, beverage, or intoxicant of any kind on school property, on property<br />
adjacent to school property, within eyesight of school property, or at school functions held<br />
on school property or at other locations.<br />
Possessing, using, or transmitting drug paraphernalia.<br />
Repeatedly failing to comply with directions of all school district teachers or other<br />
authorized school personnel.<br />

Guidance and Counseling Services<br />
Fairview Alternative High School has the following staff members in the building at various times<br />
during the school day.<br />

The following services are available to students:<br />
1. Opportunities to evaluate aptitudes, interests, values, and personality traits in relation to<br />

2. Printed information on scholarship possibilities, college and trade school testing dates and<br />
other pertinent educational/vocational information.<br />
3. Assistance in improving learning techniques.<br />
4. Help with personal problems or concerns regarding such things as relationships with<br />
teachers, friends, family, school, and with chemical use.<br />
5. A career resource room that has educational-vocational information and occasionally<br />
invites representatives from various job clusters and educational institutions for students to<br />
talk with.<br />
6. Assistance for students and parents in selecting appropriate courses.<br />
Immunization Requirements<br />
According to Minnesota Statute "The Minnesota Immunization Law," no person may be allowed to<br />
enroll or remain enrolled in any secondary school until that person has submitted to the school a<br />
statement verifying the person has been immunized against red measles, rubella, diphtheria,<br />
tetanus, polio and mumps.<br />
Insurance<br />
<strong>Student</strong> accident insurance and student dental insurance plan will be available. Information and<br />
application forms will be issued during the first weeks of each school year.<br />
Breakfast and Lunch<br />
Breakfast and Lunch is served in the cafeteria. Listed below are the breakfast, lunch and milk<br />
prices:<br />

Conduct in the Cafeteria<br />
The right of the student to eat in the cafeteria is coupled with the responsibility of keeping the area<br />
presentable for others. Food throwing and other disrespectful conduct may result in suspension<br />
from the lunchroom and up to expulsion from school. Each student is responsible for busing his/her<br />
dishes. <strong>Student</strong>s are to remain in the commons area during the 26-minute lunch time.<br />
Electronic Lunch Money<br />
<strong>Student</strong>s deposit money into their individual accounts and the system will automatically deduct<br />
money from their accounts after each purchase. The way this process works is as follows:<br />
1. Money is deposited into the student's account.<br />
2. <strong>Student</strong> memorizes his/her account number. This number will be given to the student<br />
when they enroll and begin at <strong>FAHS</strong>.<br />
3. The student enters his/her account number into the key pad located at the checkout<br />
area.<br />
4. The student receives a lunch in the school cafeteria.<br />
5. <strong>Student</strong> states his/her name to the cashier.<br />
6. Cost of lunch will automatically be deducted from the student's account. Account<br />
information is available upon request at this time.<br />
The student must have money in their account to purchase a lunch.<br />
Checks should be made out to <strong>Roseville</strong> <strong>Area</strong> <strong>Schools</strong> and include the student’s name and<br />
account number on the check.<br />
Free and reduced lunch forms are available in the office.<br />
Medication<br />
Medications taken at school, prescribed by a physician, or over-the-counter, must be<br />
accompanied by a Medication Permission Form (see Appendix B) that is signed by a parent (and<br />
the physician for prescription medications). For the protection of our students, all medication will<br />
be stored in the School Health office. The exception to this are Epi-pen and inhalers with<br />
authorization from doctor, school nurse and parent. All medication must come to school in a<br />
pharmacy-labeled bottle or the original container.<br />
The prescription label for the school must include:<br />

Most pharmacies, when asked, will provide an extra container to be kept at school.<br />

STUDENT RIGHTS<br />
Age of Majority Rights for <strong>Student</strong>s Who Are Age 18<br />
Regardless of age, the student must follow all school rules.<br />
According to Minnesota Statutes, once a student reaches the age of 18, they attain age of<br />
majority status. When the student reaches age 18, many of those rights previously granted to the<br />
parent/guardian are automatically the rights of the student. For example, students who are age<br />
18 may write their own excuses, have access to their school records, and have correspondence<br />
relative to school business mailed directly to them.<br />
The parent/guardian of a student who is age 18 or over may access educational data about the<br />
student if the parent/guardian provides evidence to the school that the student is a “dependent<br />
student” under the Internal Revenue Code.<br />
Child Abuse Policy<br />
Minnesota Statute Section 626.556, Subd. 3 - "A professional or his delegate, who is engaged in the<br />
practice of education, who has knowledge or reasonable cause to believe a child is being<br />
neglected or physically or sexually abused, shall immediately report the information to the<br />
appropriate agency.<br />
Recognizing the relationship that exists between successful school experiences and good physical,<br />
mental and emotional health of children, it is the policy of <strong>Roseville</strong> <strong>Area</strong> <strong>Schools</strong> to protect<br />
children by requiring the reporting of suspected physical abuse, sexual abuse, or conditions of<br />
neglect involving minor children whether occurring in the home, school, or community.<br />
Harassment<br />
Harassment of any nature will not be tolerated. The <strong>FAHS</strong> staff especially focuses on eliminating<br />
racial, religious and sexual harassment.<br />
Religious and Racial Harassment and Violence<br />
Religious/Racial harassment is defined as being any comment, gesture, joke, language or<br />
behavior, displayed in any manner that draws attention to religious, racial or cultural<br />
differences in a demeaning, disrespectful or offensive manner. Any occurrence of<br />
religious/racial harassment should be reported directly to a school official (teacher,<br />
counselor, or administrator). Once reported, the administration will investigate the<br />
complaint and an appropriate course of disciplinary action will be taken. Consequences<br />
for racial harassment may include; warning, parent conference, sensitivity training,<br />
suspension, completion of a harassment packet, and/or victim involvement.<br />
Sexual Harassment<br />
Sexual harassment consists of unwelcome sexual advances, requests for sexual favors, sexually<br />
motivated physical contact or other verbal or physical conduct or communication of a sexual<br />
nature.<br />
Guideline for Behavior:<br />
• To know the difference between behavior that is okay and behavior that constitutes<br />
sexual harassment, remember these guidelines:<br />
• Be aware of the difference between the intent of your behavior and the impact of your<br />
behavior.<br />
• Be sure that there is equal initiation and participation when you interact with others.<br />
• Treat people as they would like to be treated, not as you think they would like to be<br />
treated.<br />

The Pupil Fair Dismissal Act<br />
Sections 121A.40 TO 121A.56<br />
121A.41 Definitions<br />
Subd. 2.<br />
"Dismissal" means the denial of the appropriate educational program to any pupil, including exclusion, expulsion and<br />
suspension.<br />
Subd. 4.<br />
"Exclusion" means an action taken by the school board to prevent enrollment or re-enrollment of a pupil for a period<br />
that shall not extend beyond the school year.<br />
Subd. 5.<br />
"Expulsion" means an action taken by a school board to prohibit an enrolled pupil from further attendance for a period<br />
that shall not extend beyond the school year.<br />
Subd. 10.<br />
"Suspension" means an action taken by the school administration, under rules promulgated by the school board,<br />
prohibiting a pupil from attending school for a period of no more than ten school days. This definition does not apply<br />
to dismissal from school for one school day or less. Each suspension action shall include a re-admission plan. The readmission<br />
plan shall include, where appropriate, a provision for alternative programs to be implemented upon readmission.<br />
Suspension may not be consecutively imposed against the same pupil for the<br />
same course of conduct, or incident of misconduct, except where the pupil will create an immediate and substantial<br />
danger to persons or property around him or her. In no event shall suspension exceed 15 school days, provided that an<br />
alternative program shall be implemented to the extent that suspension exceeds five days.<br />
121A.42 Policy<br />
No public school shall deny due process or equal protection of the law to any public school pupil involved in a<br />
dismissal proceeding which may result in suspension, exclusion or expulsion.<br />
121A.45 Grounds for dismissal<br />
Subd. 1.<br />
No school shall dismiss any pupil without attempting to provide alternative programs of education prior to dismissal<br />
proceedings except where it appears that the pupil will create an immediate and substantial danger to himself or to<br />
persons or personal property around him.<br />
Such programs may include special tutoring, modification of the curriculum for the pupil, placement in a special class<br />
or assistance from other agencies.<br />
Subd. 2.<br />
A pupil may be dismissed on the following grounds:<br />
a. Willful violation of any reasonable school board regulation. Such regulation must be clear and definite to provide<br />
notice to pupils that they may conform their conduct to its requirements;<br />
b. Willful conduct that significantly disrupts the rights of others to an education, or the ability of school personnel to<br />
perform their duties, or school sponsored extracurricular activities; or<br />
c. Willful conduct that endangers the pupil or other pupils, or surrounding persons, including school district<br />
employees, or property of the school.<br />
121A.46 Suspension Procedures<br />
Subd. 1.<br />
No suspension from school shall be imposed without an informal administrative conference with the pupil, except<br />
where it appears that the pupil will create an immediate and substantial danger to himself or to persons or property<br />
around him.<br />
Subd. 3.<br />
A written notice containing the grounds for suspension, a brief statement of the facts, a description of the testimony, a<br />
re-admission plan, and a copy of sections 121A.40 to 121A.56, shall be personally served upon the pupil at or before<br />
the time the suspension is to take effect, and upon his parent or guardian within 48 hours of the conference. In the<br />
event a pupil is suspended without an informal administrative conference on the grounds that the pupil will create an<br />
immediate and substantial danger to persons or property around him, the written notice<br />
shall be served upon the pupil and his parent or guardian within 48 hours of the suspension. Service by mail is<br />
complete upon mailing.<br />

Subd. 4.<br />
Notwithstanding the provisions of subdivision 1 and 3, the pupil may be suspended pending the school board's<br />
decision in the expulsion or exclusion hearing; provided that an alternative program shall be implemented to the extent<br />
that suspension exceeds five days.<br />
121A.47 Exclusions and expulsion procedures<br />
Subd. 1.<br />
No exclusion or expulsion shall be imposed without a hearing unless the right to a hearing is waived in writing by the<br />
pupil and parent or guardian. The action shall be initiated by the school board or its agent.<br />
Subd. 2.<br />
Written notice of intent to take action shall:<br />
1. Be served upon the pupil and his parent or guardian by mail;<br />
2. Contain a complete statement of the facts, a list of the witnesses and a description of their testimony;<br />
3. State the date, time, and place of the hearing;<br />
4. Be accompanied by a copy of sections 121A.40 to 121A.56;<br />
5. Describe alternative educational programs accorded the pupil prior to commencement of the expulsion or<br />
exclusion proceedings; and<br />
6. Inform the pupil and parent or guardian of the right to:<br />
a. Have legal counsel at the hearing;<br />
b. Examine the pupil's records before the hearing;<br />
c. Present evidence; and<br />
d. Confront and cross-examine all witnesses.<br />
Subd. 3.<br />
The hearing shall be scheduled within ten days of the service of the written notice unless an extension, not to exceed<br />
five days, is requested for good cause by the school board, pupil, parent or guardian.<br />
Subd. 4.<br />
The hearing shall be at a time and place reasonably convenient to pupil, parent or guardian.<br />
Subd. 5.<br />
The hearing shall be closed unless the pupil, parent or guardian requests an open hearing.<br />
Subd. 6.<br />
The hearing shall take place before:<br />
7. An independent hearing officer;<br />
8. A member of the school board;<br />
9. A committee of the school board, or;<br />
10. The full school board: as determined by the school board.<br />
Subd. 7.<br />
The School Board shall record the hearing proceedings at district’s expense, and a party may obtain a transcript at its<br />
own expense. Testimony shall be given under oath. The hearing officer or a member of the school board shall have the<br />
power to issue subpoenas and administer oaths.<br />
Subd. 8.<br />
At a reasonable time prior to the hearing, the pupil, parent or guardian, or his representative, shall be given access to<br />
all public school system records pertaining to the pupil, including any tests or reports upon which the proposed action<br />
may be based.<br />
Subd. 9.<br />
The pupil, parent or guardian, or representative, shall have the right to compel the attendance of any official employee<br />
or agent of the public school system any public employee or any other person who may have evidence upon which the<br />
proposed action may be based, and to confront and to cross-examine any witness testifying for the public school<br />
system.<br />
Subd. 10.<br />
The pupil, parent or guardian, or his representative, shall have the right to present evidence and testimony, including<br />
expert psychological or educational testimony.<br />
Subd. 11.<br />
The pupil cannot be compelled to testify in the dismissal proceedings.<br />
Subd. 12.<br />

The recommendation of the hearing officer or school board member or committee shall be based solely upon<br />
substantial evidence presented at the hearing and be made to the school board within two days of the end of the<br />
hearing.<br />
Subd. 13.<br />
The decision by the school board shall be based upon the recommendation of the hearing officer or school board<br />
member or committee and shall be rendered at a special meeting within five days after receipt of the recommendation.<br />
The decision shall be in writing and the controlling facts found upon which the decision is made shall be stated in<br />
sufficient detail to appraise the parties and the commissioner of education of the basis and reason for the decision. A<br />
party to an exclusion or expulsion decision made under sections 121A.40 to 121A.56 may appeal the decision to the<br />
commissioner of Minnesota Department of Education within 21 calendar days of school board action. The decision of<br />
the school board must be implemented during the appeal to the commissioner. The commissioner’s decision shall be<br />
final and binding upon the parties after the time for appeal expires under section 121A.50<br />
121A.50 Judicial Review<br />
The decision of the commissioner of the Minnesota Department of Education made under sections 121A.40 to<br />
121A.56 is subject to judicial review under sections 14.63 to 14.69. The decision of the commissioner is stayed<br />
pending an appeal under this section.<br />
121A.54 Notice of Right to be Reinstated<br />
Whenever a pupil fails to return to school within ten school days of the termination of dismissal, the pupil and his<br />
parents shall be informed by certified mail of the pupil's right to attend and to be reinstated in the public school.<br />

DISPENSATION OF MEDICATION<br />
This procedure was developed to comply with School Board Policy JHCD, Dispensation of Medication, and state<br />
mandates. It is designed to protect students, parents/guardians and school personnel.<br />
For the protection of students:<br />
• all medications (with some exceptions) will be stored in the school health office;<br />
• medications dispensed in other programs and outside the normal school day should be stored in a secure<br />
location in that program area;<br />
• If there are concerns about a prescription or nonprescription medication the licensed school nurse<br />
will contact the doctor and/or request a physician’s order for an over-the-counter medication;<br />
• a new medication permission form is required each school year.<br />
Procedure<br />
1. Medication prescribed for more than two (2) weeks and which must be taken at school must have<br />
this permission form signed by a physician or dentist and the parent/guardian.<br />
2. Medication prescribed for less than two (2) weeks requires written permission from the<br />
parent/guardian only.<br />
3. Over-the-counter medication should have this permission form signed by the parent/guardian.<br />
4. All medications should be in original containers labeled with the following:<br />

teacher is giving direct instruction.<br />
2. I understand I may only listen to my mp3, iPod, and other music players during individual work time,<br />
when given approval from teacher.<br />

4. I understand I may not use my phone as my music player.<br />
5. I understand that the use of the school computer is not appropriate to play music with the CD or<br />
iTunes. Nothing will be plugged into the school’s computer.<br />

Fairview Alternative High School Attendance Policy<br />
Regular school attendance by students is linked to school success and academic achievement. School attendance is<br />
mandatory in Minnesota, and parents and school officials have the duty to see that a child attends school (see MN Statute<br />
127.20 and 127.19- Compulsory Attendance Law). <strong>Student</strong>s are expected to be in school every day on time. According to<br />
Minnesota law, a student with three or more days of unexcused absences, excessive number of absences, or chronic tardies is<br />
defined as truant if the student is 12 years or older. We wish to work with parents and guardians so that their children have<br />
consistent attendance.<br />
Families are expected to contact the school to report a student’s reason for absence or tardiness because unverified absences<br />
are unexcused. (Unverified means the school did not receive a call or note explaining the absence). The school administrator<br />
has the right to determine the validity of the excuse.<br />
Some acceptable reasons (excused) for being absent or tardy are:<br />
1. Illness<br />
2. Doctor’s visit or mental health appointment<br />
3. Religious holiday<br />
4. Extreme family emergencies (such as death in the family, house fire, etc.)<br />
Some unacceptable reasons (unexcused) for being absent or tardy are:<br />
1. Staying home to baby-sit<br />
2. Oversleeping<br />
3. Missed the bus<br />

<strong>Roseville</strong> <strong>Area</strong> <strong>Schools</strong> has successfully worked with the Ramsey County Truancy Intervention Program (TIP) to improve<br />
student attendance. Initially the school works directly with each family on improving attendance by either calling or writing<br />
a letter to the parent / guardian, or trying various school based interventions. If improvements are not made, a referral is<br />
made to TIP and a meeting is held with the parents, selected school staff, and the county attorney. The goal is to improve<br />
school attendance and help your child be successful in school.<br />
At <strong>FAHS</strong>, we care very much about our students’ academic success. In an effort to more closely monitor students’<br />
attendance, the following policy is in place for students that are under 18 years of age:<br />
1. We will continue to communicate via phone with parents regarding student absences.<br />
2. After three unverified absences, a letter will be sent home to parents. Parent will be called to be informed of letter.<br />
3. After four unverified absences, a second letter is sent home. The letter will include information on Ramsey County<br />
Truancy Intervention Program (TIP). Parents will be called and a meeting with the school will be scheduled.<br />
4. After a total of five unverified absences, the TIP process will be initiated. If this is a student’s first TIP referral,<br />
this will begin with a referral to a TIP Parent Meeting. If a student has already been involved with the TIP<br />
program, the case may be handled differently.<br />
5. After a total of seven unverified absences, an additional parent meeting will be requested with school. An In School<br />
Contract will be completed and school interventions to deal with attendance will be identified.<br />
6. After nine total unverified absences, student is referred to TIP <strong>Student</strong> Attendance Review Team (SART).<br />
7. Any additional absences, a request for truancy petition will be sent to Ramsey County Attorney’s Office.<br />
