EXECUTIVE SUMMARY<br />
The purpose of the present research is to beg<strong>in</strong> to build an evidence base to support Victoria’s public<br />
policy development, strategic market<strong>in</strong>g, <strong>in</strong>stitutional support <strong>and</strong> communication about the transition<br />
from study to employment <strong>for</strong> <strong><strong>in</strong>ternational</strong> <strong>students</strong>. In particular, the research aims to address how<br />
study<strong>in</strong>g <strong>and</strong> <strong>work</strong><strong>in</strong>g <strong>in</strong> Victoria can enhance an <strong><strong>in</strong>ternational</strong> student’s employability. The <strong>in</strong>tention is to<br />
<strong>work</strong> towards <strong>for</strong>mulat<strong>in</strong>g a dist<strong>in</strong>ctive value proposition to encourage <strong><strong>in</strong>ternational</strong> <strong>students</strong> to choose<br />
Victoria as their preferred study dest<strong>in</strong>ation. The focus is the Victorian higher education <strong>and</strong> VET sectors.<br />
The research is conceived <strong>and</strong><br />
conducted recognis<strong>in</strong>g the potential<br />
that <strong><strong>in</strong>ternships</strong> <strong>and</strong> <strong>work</strong> <strong>placement</strong>s<br />
<strong>for</strong> <strong><strong>in</strong>ternational</strong> <strong>students</strong> might<br />
have with<strong>in</strong> a comprehensive<br />
Victorian strategy to help the<br />
Victorian community, bus<strong>in</strong>ess <strong>and</strong><br />
<strong>in</strong>dustry achieve deep <strong><strong>in</strong>ternational</strong><br />
engagement with priority countries,<br />
with<strong>in</strong> Asia especially.<br />
Internships <strong>and</strong> <strong>work</strong> <strong>placement</strong>s <strong>for</strong><br />
<strong><strong>in</strong>ternational</strong> <strong>students</strong> have the potential<br />
with<strong>in</strong> a comprehensive Victorian strategy<br />
to help the Victorian community, bus<strong>in</strong>ess<br />
<strong>and</strong> education <strong>in</strong>stitutions to achieve deep<br />
<strong><strong>in</strong>ternational</strong> engagement with priority<br />
countries, especially with<strong>in</strong> Asia.<br />
Given the timeframe with<strong>in</strong> which the<br />
project had to be conducted (July-<br />
September <strong>2012</strong>), the methodology <strong>in</strong>volved a desk audit of practice <strong>in</strong> <strong><strong>in</strong>ternships</strong> <strong>and</strong> <strong>work</strong>-<strong>in</strong>tegrated<br />
learn<strong>in</strong>g (WIL) at a national, state <strong>and</strong> <strong>in</strong>stitutional level; a literature review; face-to-face/telephone<br />
consultations with selected key stakeholders; <strong>and</strong> preparation of a small number of case studies.<br />
Approaches to <strong><strong>in</strong>ternships</strong> <strong>and</strong> <strong>work</strong> <strong>placement</strong>s are directly impacted by the <strong>in</strong>dustry context <strong>and</strong><br />
there are significant differences across <strong>in</strong>dustries. The research scoped <strong>and</strong> considered three types of<br />
<strong><strong>in</strong>ternships</strong> <strong>and</strong> <strong>work</strong> <strong>placement</strong>s available to <strong><strong>in</strong>ternational</strong> <strong>students</strong>: dur<strong>in</strong>g study, post-study <strong>and</strong> st<strong>and</strong>alone.<br />
The research reveals substantial key benefits of WIL to <strong>students</strong>, employers <strong>and</strong> <strong>in</strong>stitutions. However, the<br />
research also reveals significant challenges <strong>and</strong> barriers to exp<strong>and</strong><strong>in</strong>g the <strong>opportunities</strong> <strong>for</strong> <strong><strong>in</strong>ternational</strong><br />
<strong>students</strong> to access <strong><strong>in</strong>ternships</strong> <strong>and</strong> <strong>work</strong> <strong>placement</strong>s.<br />
These <strong>in</strong>clude perceived employer attitudes to <strong><strong>in</strong>ternational</strong> <strong>students</strong> <strong>and</strong> <strong>placement</strong>s, perceived English<br />
language competence <strong>and</strong> cultural issues, resource <strong>and</strong> capacity constra<strong>in</strong>ts affect<strong>in</strong>g employers<br />
<strong>and</strong> education <strong>in</strong>stitutions, the need to prepare <strong><strong>in</strong>ternational</strong> <strong>students</strong> to secure <strong>and</strong> succeed <strong>in</strong> <strong>work</strong><br />
<strong>placement</strong>s <strong>and</strong> perceived legal uncerta<strong>in</strong>ties around the issue of study <strong>and</strong> <strong>work</strong>.<br />
For a variety of reasons then <strong><strong>in</strong>ternational</strong> <strong>students</strong> are <strong>in</strong> deficit when it comes to secur<strong>in</strong>g <strong>work</strong><br />
<strong>placement</strong>s <strong>in</strong> Victoria. Without discrim<strong>in</strong>at<strong>in</strong>g aga<strong>in</strong>st local <strong>students</strong>, it should be possible to ‘give a<br />
leg up’ to <strong><strong>in</strong>ternational</strong> <strong>students</strong> seek<strong>in</strong>g a Victorian <strong>work</strong> experience through well-designed practical<br />
program support.<br />
There is also an opportunity <strong>for</strong> Victoria, as an after-sales service, to support <strong><strong>in</strong>ternational</strong> <strong>students</strong> to<br />
secure employment <strong>in</strong> their home countries, by mediat<strong>in</strong>g through local Victorian companies operat<strong>in</strong>g<br />
<strong>in</strong> the countries concerned to l<strong>in</strong>k return<strong>in</strong>g graduates with local employers.<br />
The study reveals a grow<strong>in</strong>g expectation among <strong><strong>in</strong>ternational</strong> <strong>students</strong> study<strong>in</strong>g <strong>in</strong> Australia that their<br />
Australian qualification will lead to post-study employment <strong>opportunities</strong> <strong>in</strong> Australia. The opportunity to<br />
ga<strong>in</strong> practical experience while study<strong>in</strong>g <strong>in</strong> Australia is considered critical to <strong><strong>in</strong>ternational</strong> graduates’<br />
employment prospects both <strong>in</strong> Australia <strong>and</strong> elsewhere.<br />
