while Narodnaya volya were perceived in Europe as social revolutionaries, in fact<br />
their use of terrorism was aimed at forcing the government to grant political change;<br />
meanwhile the anarchist terrorists hoped to inspire popular revolt, perhaps not<br />
realising that they were in fact placing themselves in the same position as Narodnaya<br />
volya, that of an isolated duel with the forces of the state.<br />
