Donald Wellis -<br />

Shell People Awards<br />

Trainee of the Year<br />

<strong>InfraTrain</strong> trainee Donald Wellis<br />

has been named as one of the winners<br />

of the prestigious <strong>New</strong> <strong>Zealand</strong><br />

Contractors Federation (NZCF Shell<br />

People Awards 2008.<br />

Donald, 25, who works for McKenzie<br />

Parma in South Auckland, impressed<br />

the judges with his outstanding training<br />

achievements. Following a tough<br />

judging process which included a written<br />

application and interviews with an expert<br />

judging panel, he was awarded Trainee of<br />

the Year, together with a $3,000 prize.<br />

Donald was first attracted to the industry<br />

because he wanted to drive large<br />

machinery, but his interests have grown<br />

from there. He now holds National<br />

Certificates in Civil Construction Works<br />

(Introductory Skills), Civil Plant Operation<br />

(Skilled) and Civil Construction Works<br />

(Infrastructure Pipelaying).<br />

This isn’t the first time Donald has<br />

been recognised for his commitment to<br />

training - he was also nominated by his<br />

previous employer, and picked as runner<br />

up for the same award in 2006.<br />

Donald said “I’m really pleased to have<br />

won the award because I think it will<br />

help me to progress in my career. My<br />

immediate ambition would be to become<br />

a site foreman, and maybe one day<br />

a manager.”<br />

Donald feels that getting qualified<br />

is the only way to go. He explains,<br />

“Most employers want you to have the<br />

qualifications - it’s no longer enough just<br />

to say you have experience and are able<br />

to do something.”<br />

He also commented on how much he<br />

enjoyed doing the qualifications, and<br />

how they have helped him do his job<br />

more effectively. Donald is grateful to<br />

everyone who has given him guidance,<br />

especially his mentor Rako, who was<br />

really supportive.<br />

The other Shell People Awards winner<br />

was Felicity Glenie, 26, who is also from<br />

Auckland, and works as a section engineer<br />

for Fletcher Construction Engineering.<br />

Felicity won the inaugural Leader of<br />

Tomorrow title.<br />

The Shell People Awards have been<br />

developed by NZCF and Shell (NZ) with<br />

the support of <strong>InfraTrain</strong>, to recognise<br />

individuals who have made an outstanding<br />

contribution to the Civil<br />

Construction Industry.<br />

Roading Excellence Awards 2008<br />

On the road to success …<br />

Some of the most outstanding<br />

roading projects in <strong>New</strong> <strong>Zealand</strong> were<br />

honoured at the Roading Excellence<br />

Awards 2008, held by Roading<br />

<strong>New</strong> <strong>Zealand</strong> in Wellington recently.<br />

Key people from the industry, including<br />

Transport Minister Annette King,<br />

gathered at the Duxton Hotel, Wellington,<br />

on 25 August, to celebrate industry<br />

achievements, and to recognise the most<br />

innovative projects from around<br />

the country.<br />

<strong>InfraTrain</strong> was proud to act as principal<br />

sponsor of the event. Chief Executive<br />

John Wills said, “We were delighted<br />

to support the Roading Excellence<br />

Awards again this year. We were greatly<br />

encouraged by the outstanding efforts<br />

that many companies have made in the<br />

areas of leadership, training<br />

and sustainability.”<br />

This year saw a record number of 30<br />

entries to the awards, and 16 projects<br />

from throughout <strong>New</strong> <strong>Zealand</strong> were<br />

selected as finalists. These projects<br />

involved 24 different companies, local<br />

authorities, alliances, and organisations,<br />

representing the diverse and collaborative<br />

nature of the roading industry.<br />

<strong>InfraTrain</strong> sponsored Industry Best<br />

Practice Awards in three categories.<br />

These awards recognise outstanding<br />

achievements in the implementation of<br />

projects that promote best practice and<br />

raise industry standards.<br />

The ‘People’ category was awarded to<br />

Downer EDI Works, for their TeamWorks<br />

strategy. <strong>InfraTrain</strong> worked in<br />

collaboration with Downer EDI to deliver<br />

training that ensures that their people<br />

have the foundation skills, leadership and<br />

communications skills in the frontline.<br />

As a result of the strategy, over 400 staff<br />

gained the <strong>InfraTrain</strong> National Certificate<br />

in Infrastructure—General Introductory<br />

Downer EDI Works – winner of the <strong>InfraTrain</strong> <strong>New</strong> <strong>Zealand</strong> Industry Best Practice Award - People<br />

The ‘Procurement’ category was won<br />

by Bloxham Burnett and Olliver Ltd,<br />

for their work on the SH20 Manukau<br />

Harbour Crossing, and the ‘Environmental<br />

Sustainability’ category was won by<br />

Northern Gateway Alliance for their<br />

SH1 Northern Motorway Extension project.<br />

Other awards on the night included<br />

Gough’s Excellence Award for a Minor<br />

Road Project, the Shell Bitumen Award for<br />

a Major Road Project. Winners from each<br />

category then went head to head for the<br />

Roading <strong>New</strong> <strong>Zealand</strong> Supreme Award,<br />

which went to the Northern Busway<br />

Project in Auckland.<br />

Annette King, who presented the awards,<br />

said “The awards promote excellence,<br />

leadership and best practice in the<br />

provision of land transport infrastructure,<br />

and have showcased just what the industry<br />

can do. The winners, as well as the<br />

entrants, can be justifiably proud of what<br />

they have achieved.”<br />

the Job?<br />

Just the Job is a popular TV series<br />

that gives secondary school students<br />

a chance to find out about different<br />

career paths. Students spend a day<br />

working in an industry and gain first<br />

hand experience of on-job training.<br />

<strong>InfraTrain</strong> has been working with Just<br />

the Job to raise awareness of career<br />

options and qualifications in the<br />

Infrastructure industry. Series one and<br />

two saw students spending the day<br />

with Downer EDI Works, Fulton Hogan,<br />

Isaac Construction and Tanlaw.<br />

First graduates<br />

National Diploma in Infrastructure Asset Management<br />

<strong>InfraTrain</strong> is pleased to announce<br />

the first graduates of the National<br />

Diploma in Infrastructure<br />

Asset Management.<br />

Congratulations to Ross Waugh, of<br />

Waugh Infrastructure Management,<br />

Timaru, and Jim Muir of Opus<br />

International Consultants, Pukekohe.<br />

Ross was presented with his certificate<br />

at the National Asset Management<br />

Steering Group (NAMS) Forum, which<br />

was held in Wellington on 19 August.<br />

Unfortunately Jim was overseas and<br />

missed the presentation, but we<br />

caught up with Ross to talk about his<br />

achievement.<br />

“I’m really happy to have completed the<br />

Diploma.” said Ross. “It’s a worthwhile<br />

qualification, and in the future it will<br />

become a prerequisite for writing asset<br />

management plans in <strong>New</strong> <strong>Zealand</strong>. I<br />

also trained to become an Assessor for<br />

the qualification at the same. It’s great<br />

to be actively involved in raising industry<br />

standards — it’s something I’m<br />

passionate about.”<br />

The graduation not only marks a great<br />

personal achievement for Ross and Jim<br />

— it highlights the successful partnership<br />

between <strong>InfraTrain</strong> and NAMS Group, who<br />

worked together to develop this<br />

new, world—class qualification.<br />

The National Diploma of Infrastructure<br />

Asset Management was introduced earlier<br />

this year, and was developed to meet<br />

industry needs. It is now viewed by NAMS<br />

Group as the benchmark of competency<br />

for asset managers. Management of<br />

infrastructure assets is a fairly new area,<br />

but <strong>New</strong> <strong>Zealand</strong> leads the world in the<br />

development of best practice. <strong>InfraTrain</strong> is<br />

very proud to be part of this success.<br />

Modern Apprentices<br />

are Outward Bound<br />

<strong>InfraTrain</strong> has awarded Outward<br />

Bound Scholarships to two of our<br />

Modern Apprentices - Matthew<br />

Davis of Fulton Hogan, Dunedin,<br />

and Joshua Vekula of Downer EDI<br />

Works, Wellington.<br />

Matthew and Joshua will take part<br />

in a 21 day Outward Bound course<br />

at Anakiwa in the Marlborough<br />

Sounds at the end of August.<br />

The aim of the Scholarship is to<br />

develop leadership skills and to<br />

provide Modern Apprentices with<br />

a shared experience with people<br />

from other trades.<br />

Matthew and Joshua when they<br />

completed the qualification.<br />

The Diploma was developed through a<br />

partnership between <strong>InfraTrain</strong> and IPENZ<br />

in response to industry demand for a<br />

technician level qualification. It recognises<br />

practical skills and provides a replacement<br />

for the former <strong>New</strong> <strong>Zealand</strong> Certificate of<br />

Engineering (Civil).<br />

The Training Development team is<br />

responsible for reviewing and<br />

maintaining <strong>InfraTrain</strong>’s existing<br />

qualifications and unit standards,<br />

researching and creating new<br />

qualifications and developing<br />

learning resources for trainees.<br />

The team is made up of the Training<br />

Development Manager (Mark Leath),<br />

Project Managers who carry out the<br />

qualification reviews (Mike Ruki,<br />

Amanda Smidt and Marcia Huso), and<br />

the editing team who manage the<br />

learning resources (Charlotte Woollams<br />

and Lauren Dalmon).<br />

The team plays a vital role in delivering<br />

qualifications which meet industry needs.<br />

There are currently over 700 individual unit<br />

standards making up 52 qualifications, and<br />

this number is growing all the time.<br />

What is the <strong>New</strong> <strong>Zealand</strong> Skills Strategy?<br />

Did you know that 80% of the current<br />

work force will still be working in 2020?<br />

There has been growing concern that<br />

<strong>New</strong> <strong>Zealand</strong>’s productivity is lagging<br />

behind other countries and that to<br />

ensure economic growth in the future<br />

we need to improve the skills and value<br />

of the current workforce.<br />

The <strong>New</strong> <strong>Zealand</strong> Skills Strategy was<br />

launched in August 2008 in response<br />

to these concerns. It brings together<br />

Government Ministers, Business<br />

<strong>New</strong> <strong>Zealand</strong>, the <strong>New</strong> <strong>Zealand</strong> Council<br />

of Trade Unions, and the Industry<br />

Training Federation in a partnership to<br />

increase workforce skills.<br />

The key priority for 2008 is to improve<br />

literacy and numeracy, and the<br />

Government has committed $168<br />

million for this purpose alone. Other<br />

priorities are to improve management and<br />

leadership in organisations, and to match<br />

skills with industry needs.<br />

The Strategy recognises that the<br />

formal education and training system<br />

has a central role in raising workforce<br />

performance. It also recognises the role<br />

of Industry Training Organisations (ITOs)<br />

such as <strong>InfraTrain</strong> in ensuring industry<br />

skill needs are reflected in education and<br />

training appropriate to the industry. In<br />

making the links between the role of ITOs,<br />

workplace training and productivity, the<br />

Strategy is a significant step forward for<br />

<strong>New</strong> <strong>Zealand</strong>.<br />

Dr Claire Cohen, Business Development<br />

Manager at <strong>InfraTrain</strong> says, “<strong>InfraTrain</strong> has<br />

embraced the ‘leadership role’ through<br />

extensive consultations and reviews with<br />

industry and its key decision makers to<br />

develop learning resources that<br />

help trainees complete their on-job<br />

training successfully.”<br />

“The establishment of the Strategic<br />

Advisory Committee —a forum at which<br />

civil infrastructure industry leaders<br />

advise <strong>InfraTrain</strong> on the development<br />

of industry training—is a recent<br />

example of the way that <strong>InfraTrain</strong><br />

has consistently sought to work with<br />

the civil infrastructure industry to<br />

develop training solutions to<br />

enhance productivity.”<br />

Dr Cohen also noted that <strong>InfraTrain</strong> has<br />

been lobbying Ministers and MPs, and<br />

added “A crucial question is whether the<br />

Government’s new emphasis upon<br />

the role of ITOs will be supported by<br />

extra funding.”<br />
