The INL contractor is also responsible for reporting requirements associated with the following:<br />

City Order Chapter 1, Section 8, “Permits required for compliance with City of <strong>Idaho</strong> Falls Sewer<br />
Ordinance and Municipal Stormwater Discharge Permit” (Reference 25).<br />
7.2 ESER Program Reporting<br />
The ESER Program prepares the ASER each calendar year, with input from the various organizations<br />
performing environmental monitoring on and around the INL Site. The ASER is available electronically,<br />
summarizes data from effluent monitoring programs, environmental monitoring activities, and includes a<br />
yearly environmental compliance summary for the INL Site. The ASER is prepared as required by DOE<br />
Order 231.1A (Reference 45).<br />
The ESER Program prepares quarterly reports summarizing offsite monitoring results and distributes<br />
these electronically. A number of other topical reports summarizing trends in data for a particular medium<br />
or dealing with other environmental monitoring subjects are produced periodically.<br />
The ESER Program also maintains an environmental public communications and education program.<br />
Articles covering environmental monitoring and other ESER Program activities are published in the<br />
ESER Program newsletter and in press releases. The ESER Program has established a web site at<br />
http://www.stoller-eser.com/index2.htm containing information on the various aspects of the program,<br />
all ESER Program data, and recently published reports.<br />
7.3 USGS Survey Reporting<br />
All data collected by the USGS INL Project Office are publicly available after review. Most data are<br />
published in periodic data reports and used in interpretive reports. The ASER contains an appendix listing<br />
the abstracts of USGS publications for the calendar year. The USGS <strong>National</strong> Water Information System<br />
web site is open to the public. This system permits public electronic access and retrieval of USGS water<br />
data, including groundwater and water quality data. The web site address is<br />

7.4 NOAA Reporting<br />
The NOAA-ARLFRD, “Quality Program <strong>Plan</strong>, NOAA Air Resources <strong>Laboratory</strong> Field Research<br />
Division,” 50 addresses the requirements of DOE Order 414.1A, “Quality Assurance,” 51 and is consistent<br />
with ANSI/ANS-3.11-2005, “Determining Meteorological Information at Nuclear Facilities.” 52<br />
Implementing procedures include regular independent system and performance audits, written procedures<br />
and checklists, follow-up actions, and continuous automated and visual data checks to ensure<br />
representation and accuracy. The plan and implementing procedures provide the framework to ensure that<br />
the INL Meteorological <strong>Monitoring</strong> Network meets the elements of DOE/EH-0173T (Reference 20).<br />
Network meteorological data are transmitted every 5 minutes from each station in NOAA’s<br />
meteorological network via radio to the central ARLFRD facility in <strong>Idaho</strong> Falls. The data receive nearly<br />
continuous monitoring and quality control screening. Data are recorded on electronic media and stored in<br />
a dedicated, computerized archive, with backup media maintained as recommended by DOE/EH-0173T<br />
(Reference 20).<br />
Specific climatological data from the IEMP are available in real time to the public electronically at<br />
http://www.noaa.inel.gov/. ARLFRD data specific to the INL Site are available in near real time<br />
electronically at http://niwc.noaa.inel.gov/windV/. Results of past work are summarized in<br />
DOE/ID-12118 (Reference 2) and DOE/ID-12119 (Reference 28).<br />
