<strong>Air</strong> content <strong>for</strong> Full service Carriers<br />

BID FOR THE DOMESTIC & INTERNATIONAL AIRLINES CONTENT FOR IRCTC (by <strong>GDS</strong>)<br />

Introduction: Indian Railway Catering and Tourism Corporation Limited is a public sector<br />

undertaking under Ministry of Railway specially <strong>for</strong>med to handle value added catering and tourism<br />

services <strong>for</strong> Indian Railways. More than 12.5 million railway tickets are booked through IRCTC<br />

website, www.irctc.co.in every month. IRCTC’s registered user base is over 22 million. IRCTC<br />

tourism portal www.railtourismindia.com provides a range of travel & tourism services to customers<br />

including All Inclusive Rail tour Packages, Tourist Trains, Holiday packages, Hotels & Cab rentals.<br />

IRCTC would like to provide best value deal and high level of service to its customers with the<br />

objective of expanding its customer base.<br />

IRCTC invites Domestic & International <strong>Air</strong>lines content Management companies (<strong>GDS</strong>) to power<br />

its Domestic & International <strong>Air</strong>lines booking engine.<br />

INVITATION & EARNEST MONEY<br />

IRCTC invites sealed bids from reputed <strong>GDS</strong>/CRS Consolidators of online Domestic & International<br />

<strong>Air</strong>lines content of <strong>GDS</strong> carriers.<br />

The bids are to be submitted in one sealed packet with all pages signed and stamped by authorised<br />

signatory. Sealed bids with requisite Earnest Money Deposit (Demand Draft of Rs.2,00,000/- drawn<br />

on any scheduled bank payable at New Delhi in favour of Indian Railway Catering and Tourism<br />

Corporation Limited) shall be received at the Office, Indian Railway Catering and Tourism<br />

Corporation Ltd. Ist Floor, Internet ticketing Centre, State entry Road, NDLS Station, (Paharganj<br />

side), Connaught Place, New Delhi, on or be<strong>for</strong>e 23 th Jul’2013 by 1500 hrs. The bids shall be<br />

opened in the presence of one of the representatives of the bidders who choose to witness the<br />

opening on the same day at 1530 hrs at the same address.<br />

The successful bidder shall be intimated about the award of the work and Earnest money deposit of<br />

the unsuccessful bidders shall be returned without interest within 15 days of the award of the work<br />

order. The bid shall remain open <strong>for</strong> acceptance <strong>for</strong> 120 days from the date of opening of bid. IRCTC<br />

reserves the right to reject any /all bids without assigning any reason and shall not be bound to accept<br />

the highest offer.<br />

DETAILS OF THE TENDER:<br />

Background – IRCTC started offering air product on its own website over one year back and within<br />

a small span of time we are doing average 1000 segments a day through its Online channels (B2C).<br />

However with marketing push we plan to be one among the top three Online Travel Agencies by<br />

early 2014.


Along with the online infrastructure, IRCTC is also selling average 50 segments through its B2B<br />

offline channels. This number should multiply substantially with finance ministry authorising IRCTC<br />

to do corporate booking <strong>for</strong> govt establishments also.<br />

Duration – The duration of the contract would be Two years further extendable by another two years<br />

upon satisfactory per<strong>for</strong>mance & mutually acceptable Terms & Conditions, at the discretion of<br />

IRCTC. IRCTC would have the right to extend the contract <strong>for</strong> further period of two years at its<br />

discretion.<br />

SCOPE OF WORK<br />

1. Core solution: The Bidder should be able to provide a solution to IRCTC, the facility of<br />

search, hold, book, ticket, seat selection, filling of VCR & service of the <strong>Air</strong>line ticket<br />

booking of the <strong>GDS</strong> Carriers.<br />

2. Complete content: Bidder is supposed to supply the full content (airlines, sectors, classes)<br />

of all <strong>GDS</strong> carriers i.e. Jet <strong>Air</strong>ways, <strong>Air</strong> India, & all major international carriers. If a new<br />

carrier comes on the <strong>GDS</strong> plat<strong>for</strong>m, same must be provided by the bidder also.<br />

3. Call Centre Support: Bidder is required to confirm that it will provide IRCTC, 24X7<br />

technical support with regard to the <strong>GDS</strong>’s integration and post integration support.<br />

4. Technical Support in building of a booking engine: Bidder is required to advise/<br />

help/support IRCTC in developing the booking engine <strong>for</strong> its Websites with regard to<br />

consultancy, certifications if any and documentations etc.<br />

5. Quality and Breadth of <strong>Air</strong> Inventory: Bidder should have an inventory of all scheduled<br />

IATA/<strong>GDS</strong> carriers at all times (i.e. AIRINDIA / NACIL(All) , JET/ JET KONNECT/<br />

JETLITE & all IATA international Carriers). And also the new air carrier which is introduced<br />

in due course.<br />

6. Content supply: For the international sectors, the bidder should be able to supply all major<br />

carriers & sectors content.<br />

7. Access: The <strong>GDS</strong> must be able to provide minimum 99% up time access. In terms of the<br />

breadth of the inventory, bidder must display all flights (direct and indirect) as available of<br />

above mentioned airlines.<br />

SPECIAL CONDITIONS<br />

1. The bidder should be able to provide web services <strong>for</strong> Low fare search tool, Automatic ticket,<br />

online ticket booking, online ticket cancelling, advanced seat reservation tools, online sold<br />

segment checking tool etc. Apart from the above the bidder must be able to provide real time<br />

access to MIS reports. IRCTC would not pay any fee linked to the searches (Look to book<br />

fee) to the bidder.<br />

2. The in<strong>for</strong>mation (fares, availability, sectors etc.) provided by the bidder on all the<br />

Pages/parameters must be reasonably complete and accurate. IRCTC reserves the right at all<br />

times to disclose any in<strong>for</strong>mation as IRCTC deems necessary to satisfy any applicable law,<br />

regulation, legal process, or Government request after in<strong>for</strong>ming the Successful bidder of the<br />

same.<br />

3. All other Standard operating procedures with the bidder about booking/cancellation/<br />

amendments/reconciliation (BSP) etc. would be carried out as per the market accepted norms.


The maximum window time <strong>for</strong> any dispute resolution (any commercial, number of sectors<br />

booked, payments etc) is 21 days <strong>for</strong> the bidder.<br />

4. Unsatisfactory Service - Following would be considered as the unsatisfactory service –<br />

A. Inordinate delay in fixing acknowledged bugs.<br />

B. Non provision of functionalities available to other user of web services.<br />

C. Incorrect fare displays.<br />

D. Wrong MIS reporting.<br />

In case of repeated instances of unsatisfactory service or breach of terms and conditions of the<br />

contract, IRCTC retains the right to levy a penalty. In case of serious breaches or non-rectification,<br />

IRCTC will have the right to terminate the contract with 15 days notice and <strong>for</strong>feit the tech support<br />

bonus amount.<br />

5. Segment - A Segment means a booking <strong>for</strong> the travel of one passenger over one leg of a<br />

journey on a direct flight operated by a single aircraft under a single flight number <strong>for</strong> travel<br />

originating and terminating within India/abroad.<br />

6. Segment Fee - The bidders must pay non slab wise figure as stated under <strong>for</strong> the full<br />

duration of the contract –<br />

<strong>Air</strong> India (AI & IC) Domestic - Rs 50 (per booked sector)<br />

Jet<br />

- Rs 80 (per booked sector)<br />

All International<br />

- Rs. 130 (per booked sector)<br />

a. If a new airline is introduced on the <strong>GDS</strong> plat<strong>for</strong>m then the commercials would be negotiated<br />

separately <strong>for</strong> the same.<br />

b. The above segment fee would be calculated only on the actual flown segments.<br />

c. The payment cycle would be quarterly basis.<br />

7. Documentation Required<br />

1. A detailed note explaining the fulfilment of the scope of work is required. The Process flow<br />

of the proposed content supply should be indicated.<br />

2. Number of in-house operation and sales staff <strong>for</strong> managing Domestic & International airlines<br />

booking should be indicated.<br />

3. Write up on Inventory management and Booking fulfilment, Handling of post sales queries.<br />

4. A declaration letter accepting all terms & conditions defined in the tender and readiness to<br />

sign the agreement attached as Annexure I.<br />

8. <strong>Tender</strong> <strong>for</strong>mat – The bids have to be submitted in Single Sealed packet. The bidder must<br />

submit one sealed packet with the necessary papers with the commercial bid & accompanying<br />

documents. This would be opened in front of all bidders.<br />

BID SELECTION<br />

Selection of the Successful Bidder: The successful bidder would be selected on the basis of highest<br />

commercial bid with all minimum eligibility conditions being fulfilled as per the below given <strong>for</strong>mat.


Financial/Commercial Bid<br />

One time Tech Support Bonus – The successful bidder would be chosen on the basis of maximum<br />

One time Tech Support Bonus. This One time Tech Support Bonus would be applicable <strong>for</strong> Two<br />

years only and in case the contract is extended then same amount of One time Tech Support Bonus<br />

would have to be paid again.<br />

Termination – This Agreement may be terminated by IRCTC without cause by giving _30_days<br />

written notice to the other Party. However, the second party will be bound to continue to provide<br />

services <strong>for</strong> a period of 3 months or till alternative arrangements are made by IRCTC (whichever is<br />

earlier).<br />

In case of termination of the contract without cause by IRCTC be<strong>for</strong>e the assigned contract period of<br />

Two years, the balance One time Tech Support Bonus is refundable on pro-rata basis <strong>for</strong> unutilised<br />

period. However the One time Tech Support Bonus may be <strong>for</strong>feited in case of unsatisfactory service<br />

as explained in Special conditions. Irrelevant of the termination by either party, the second party is bound<br />

to provide complete services (modifications/cancellations/amendments) <strong>for</strong> all open bookings made using<br />

their system.<br />

Arbitration: In the event of any dispute or difference arising under these conditions of the contract<br />

or in connection with this contract (except as to any matters, the decision of which is specifically<br />

provided <strong>for</strong> by these conditions) the same will be resolved by Arbitration, as per the provisions of<br />

‘The Arbitration and Conciliation Act – 1996.’ The venue of the Arbitration shall be Delhi. All<br />

questions, disputes and or differences arising under or in connection with this <strong>Tender</strong> or in touching<br />

or relating to or concerning the services, shall be referred to the sole arbitration of the officer/officers<br />

or persons nominated by the Managing Director/IRCTC, whose decision in this regard shall be<br />

binding. The fee payable to Arbitrator shall be fixed by MD/IRCTC. In case of any disputes, the<br />

courts at New Delhi only shall have jurisdiction.<br />
