BID FOR THE DOMESTIC & INTERNATIONAL AIRLINES CONTENT FOR IRCTC (by GDS)
Introduction: Indian Railway Catering and Tourism Corporation Limited is a public sector
undertaking under Ministry of Railway specially formed to handle value added catering and tourism
services for Indian Railways. More than 12.5 million railway tickets are booked through IRCTC
website, www.irctc.co.in every month. IRCTC’s registered user base is over 22 million. IRCTC
tourism portal www.railtourismindia.com provides a range of travel & tourism services to customers
including All Inclusive Rail tour Packages, Tourist Trains, Holiday packages, Hotels & Cab rentals.
IRCTC would like to provide best value deal and high level of service to its customers with the
objective of expanding its customer base.
IRCTC invites Domestic & International Airlines content Management companies (GDS) to power
its Domestic & International Airlines booking engine.
INVITATION & EARNEST MONEY
IRCTC invites sealed bids from reputed GDS/CRS Consolidators of online Domestic & International
Airlines content of GDS carriers.
The bids are to be submitted in one sealed packet with all pages signed and stamped by authorised
signatory. Sealed bids with requisite Earnest Money Deposit (Demand Draft of Rs.2,00,000/- drawn
on any scheduled bank payable at New Delhi in favour of Indian Railway Catering and Tourism
Corporation Limited) shall be received at the Office, Indian Railway Catering and Tourism
Corporation Ltd. Ist Floor, Internet ticketing Centre, State entry Road, NDLS Station, (Paharganj
side), Connaught Place, New Delhi, on or before 23 th Jul’2013 by 1500 hrs. The bids shall be
opened in the presence of one of the representatives of the bidders who choose to witness the
opening on the same day at 1530 hrs at the same address.
The successful bidder shall be intimated about the award of the work and Earnest money deposit of
the unsuccessful bidders shall be returned without interest within 15 days of the award of the work
order. The bid shall remain open for acceptance for 120 days from the date of opening of bid. IRCTC
reserves the right to reject any /all bids without assigning any reason and shall not be bound to accept
the highest offer.
DETAILS OF THE TENDER:
Background – IRCTC started offering air product on its own website over one year back and within
a small span of time we are doing average 1000 segments a day through its Online channels (B2C).
However with marketing push we plan to be one among the top three Online Travel Agencies by
early 2014.

Along with the online infrastructure, IRCTC is also selling average 50 segments through its B2B
offline channels. This number should multiply substantially with finance ministry authorising IRCTC
to do corporate booking for govt establishments also.
Duration – The duration of the contract would be Two years further extendable by another two years
upon satisfactory performance & mutually acceptable Terms & Conditions, at the discretion of
IRCTC. IRCTC would have the right to extend the contract for further period of two years at its
discretion.
SCOPE OF WORK
1. Core solution: The Bidder should be able to provide a solution to IRCTC, the facility of
search, hold, book, ticket, seat selection, filling of VCR & service of the Airline ticket
booking of the GDS Carriers.
2. Complete content: Bidder is supposed to supply the full content (airlines, sectors, classes)
of all GDS carriers i.e. Jet Airways, Air India, & all major international carriers. If a new
carrier comes on the GDS platform, same must be provided by the bidder also.
3. Call Centre Support: Bidder is required to confirm that it will provide IRCTC, 24X7
technical support with regard to the GDS’s integration and post integration support.
4. Technical Support in building of a booking engine: Bidder is required to advise/
help/support IRCTC in developing the booking engine for its Websites with regard to
consultancy, certifications if any and documentations etc.
5. Quality and Breadth of Air Inventory: Bidder should have an inventory of all scheduled
IATA/GDS carriers at all times (i.e. AIRINDIA / NACIL(All) , JET/ JET KONNECT/
JETLITE & all IATA international Carriers). And also the new air carrier which is introduced
in due course.
6. Content supply: For the international sectors, the bidder should be able to supply all major
carriers & sectors content.
7. Access: The GDS must be able to provide minimum 99% up time access. In terms of the
breadth of the inventory, bidder must display all flights (direct and indirect) as available of
above mentioned airlines.
SPECIAL CONDITIONS
1. The bidder should be able to provide web services for Low fare search tool, Automatic ticket,
online ticket booking, online ticket cancelling, advanced seat reservation tools, online sold
segment checking tool etc. Apart from the above the bidder must be able to provide real time
access to MIS reports. IRCTC would not pay any fee linked to the searches (Look to book
fee) to the bidder.
2. The information (fares, availability, sectors etc.) provided by the bidder on all the
Pages/parameters must be reasonably complete and accurate. IRCTC reserves the right at all
times to disclose any information as IRCTC deems necessary to satisfy any applicable law,
regulation, legal process, or Government request after informing the Successful bidder of the
same.
3. All other Standard operating procedures with the bidder about booking/cancellation/
amendments/reconciliation (BSP) etc. would be carried out as per the market accepted norms.

The maximum window time for any dispute resolution (any commercial, number of sectors
booked, payments etc) is 21 days for the bidder.
4. Unsatisfactory Service - Following would be considered as the unsatisfactory service –
A. Inordinate delay in fixing acknowledged bugs.
B. Non provision of functionalities available to other user of web services.
C. Incorrect fare displays.
D. Wrong MIS reporting.
In case of repeated instances of unsatisfactory service or breach of terms and conditions of the
contract, IRCTC retains the right to levy a penalty. In case of serious breaches or non-rectification,
IRCTC will have the right to terminate the contract with 15 days notice and forfeit the tech support
bonus amount.
5. Segment - A Segment means a booking for the travel of one passenger over one leg of a
journey on a direct flight operated by a single aircraft under a single flight number for travel
originating and terminating within India/abroad.
6. Segment Fee - The bidders must pay non slab wise figure as stated under for the full
duration of the contract –
Air India (AI & IC) Domestic - Rs 50 (per booked sector)
Jet
- Rs 80 (per booked sector)
All International
- Rs. 130 (per booked sector)
a. If a new airline is introduced on the GDS platform then the commercials would be negotiated
separately for the same.
b. The above segment fee would be calculated only on the actual flown segments.
c. The payment cycle would be quarterly basis.
7. Documentation Required
1. A detailed note explaining the fulfilment of the scope of work is required. The Process flow
of the proposed content supply should be indicated.
2. Number of in-house operation and sales staff for managing Domestic & International airlines
booking should be indicated.
3. Write up on Inventory management and Booking fulfilment, Handling of post sales queries.
4. A declaration letter accepting all terms & conditions defined in the tender and readiness to
sign the agreement attached as Annexure I.
8. Tender format – The bids have to be submitted in Single Sealed packet. The bidder must
submit one sealed packet with the necessary papers with the commercial bid & accompanying
documents. This would be opened in front of all bidders.
BID SELECTION
Selection of the Successful Bidder: The successful bidder would be selected on the basis of highest
commercial bid with all minimum eligibility conditions being fulfilled as per the below given format.

Financial/Commercial Bid
One time Tech Support Bonus – The successful bidder would be chosen on the basis of maximum
One time Tech Support Bonus. This One time Tech Support Bonus would be applicable for Two
years only and in case the contract is extended then same amount of One time Tech Support Bonus
would have to be paid again.
Termination – This Agreement may be terminated by IRCTC without cause by giving _30_days
written notice to the other Party. However, the second party will be bound to continue to provide
services for a period of 3 months or till alternative arrangements are made by IRCTC (whichever is
earlier).
In case of termination of the contract without cause by IRCTC before the assigned contract period of
Two years, the balance One time Tech Support Bonus is refundable on pro-rata basis for unutilised
period. However the One time Tech Support Bonus may be forfeited in case of unsatisfactory service
as explained in Special conditions. Irrelevant of the termination by either party, the second party is bound
to provide complete services (modifications/cancellations/amendments) for all open bookings made using
their system.
Arbitration: In the event of any dispute or difference arising under these conditions of the contract
or in connection with this contract (except as to any matters, the decision of which is specifically
provided for by these conditions) the same will be resolved by Arbitration, as per the provisions of
‘The Arbitration and Conciliation Act – 1996.’ The venue of the Arbitration shall be Delhi. All
questions, disputes and or differences arising under or in connection with this Tender or in touching
or relating to or concerning the services, shall be referred to the sole arbitration of the officer/officers
or persons nominated by the Managing Director/IRCTC, whose decision in this regard shall be
binding. The fee payable to Arbitrator shall be fixed by MD/IRCTC. In case of any disputes, the
courts at New Delhi only shall have jurisdiction.
