iii. Application received by the DICs should be quickly <strong>for</strong>warded to the designated<br />

banks.<br />

iv. The stipulated coverage by the Government of India of weaker sections (SC/STs)<br />

under the scheme should be ensured by the Task Force <strong>and</strong> the Banks.<br />

v. The implementing agency must communicate the targets to the banks well in<br />

time.<br />

vi. Orientation programmes should be conducted by DIC <strong>for</strong> the target groups at<br />

Block/Taluka level to popularization of <strong>PMRY</strong>.<br />

vii. <strong>PMRY</strong> envisages advancing of loans in the ratio of 50:30:20 respectively <strong>for</strong><br />

industry, service <strong>and</strong> business sector, which should be followed to ward off any<br />

imbalance.<br />

viii. The targets under <strong>PMRY</strong> should be fixed in relation to population growth rate,<br />

quantum of poverty <strong>and</strong> absolute approximate number of unemployed.<br />

We list below the recommendations <strong>and</strong> the action taken report<br />

Recommendation<br />

Promote awareness programmes <strong>for</strong> repayment of<br />

loans. But non payment due to genuine reasons<br />

should be rescheduled<br />

Processing of loan applications to be on time to the<br />

target stipulated, to SC/STs <strong>and</strong> women. It is<br />

recommended that 12 per cent <strong>for</strong> SC/ST <strong>and</strong> 3 per<br />

cent <strong>for</strong> h<strong>and</strong>icapped should be covered <strong>for</strong> promotion<br />

of weaker sections.<br />

Further, it is recommended that awareness<br />

programmes should be initiated specifically to SC/STs<br />

<strong>and</strong> inclusion of provision <strong>for</strong> h<strong>and</strong>icapped under <strong>PMRY</strong><br />

Coverage of projects under industry sector was up to<br />

the requirement. Under financing or routine target<br />

approach by the banks or predominance of business<br />

activities in the sanctioned cases was observed. To<br />

avoid misuse, it is recommended that model project<br />

profiles should be prepared <strong>for</strong> successful activities<br />

based on which finances could be released.<br />

Action taken<br />

Observations of the Committee has been<br />

communicated to the GOK on 30.9.02<br />

Observations have been communicated to the State<br />

to take necessary action on 4.10.02.<br />

Presently, 22.5 per cent share is stipulated <strong>for</strong><br />

SC/STs <strong>and</strong> the state government are asked to<br />

divert the funds to other categories if enough<br />

applications are not received. It is argued that since<br />

<strong>PMRY</strong>’s focus is employment <strong>and</strong> not poverty<br />

alleviation, 3 per cent reservation to the physically<br />

h<strong>and</strong>icapped does not apply.<br />

The observation of the committee has been<br />

circulated to the concerned.<br />

A reply from RBI states that DICs may be able to<br />

assess the ground realities of infrastructure,<br />

availability of natural resources, skills of people etc.<br />

DICs are asked to conduct workshops to popularize<br />

the locally suitable schemes.<br />

Reward <strong>for</strong> districts <strong>for</strong> better recovery of loans Observation of the Committee has been<br />

Marketing of products through a common br<strong>and</strong> name Observation of the Committee has been<br />

to improve quality of goods, testing labs, mobile testing communicated <strong>for</strong> necessary action<br />

awareness programmes through SHGs <strong>for</strong> awareness<br />

meets, public campaigns, vendor meets etc. Permanent<br />

sale outlets with supportive infrastructure of space <strong>and</strong><br />

staff by the government<br />
