with the resources, technology and economies <strong>of</strong> scale to rebuild large volume will<br />
find a competitive advantage in exporting these products to the Canadian market.<br />
There are currently more than 800 small local rebuilders <strong>of</strong> automotive parts in<br />
Canada. Given the labor intensive nature <strong>of</strong> this activity and Canada's relatively<br />
lower labor cost as compared to the U.S., remanufacturing <strong>of</strong> automotive<br />
components has become an important niche market in Canada. Canadian<br />
rebuilders are particularly strong in parts for non-North American vehicles.<br />
CHILE<br />
<strong>Import</strong>ation <strong>of</strong> used vehicles into Chile is not allowed by law. <strong>Import</strong>ation <strong>of</strong><br />
remanufactured, rebuilt and/or used motor vehicle parts is not prohibited in Chile.<br />
However, this type <strong>of</strong> importation is generally heavily questioned by Custom<br />
authorities who are concerned that these parts will be used to assemble used cars<br />
or significant portions <strong>of</strong> used cars once in the country. Such investigations<br />
hamper the importation process. <strong>Import</strong>ers <strong>of</strong> used vehicle parts will probably<br />
experience difficulties with the Chilean Custom authorities.<br />
CHINA<br />
According to information provided by the State Administration <strong>of</strong><br />
Machinery Industry (SAMI) and the Department <strong>of</strong> Machinery and Electronics<br />
Products <strong>Import</strong> Administration, remanufactured parts, rebuilt parts and used parts<br />
are all considered as "used parts" in China. In rare cases (parts for antique cars,<br />
for example), special permission to import may be given. The potential importer<br />
must submit a petition to SAMI describing the proposed use and reason for<br />
importation. All other imports <strong>of</strong> used parts are banned.<br />
The average rate <strong>of</strong> duty for new parts is 25 percent, but it has been reported that<br />
the few aftermarket/remanufactured parts allowed into China are assessed a higher<br />
rate <strong>of</strong> duty.<br />
COLOMBIA<br />
As a general rule, imports <strong>of</strong> remanufactured, rebuilt, and/or used motor<br />
vehicle parts are not authorized in Colombia.<br />
There are no statistics regarding imports <strong>of</strong> used or rebuilt automotive parts and<br />
accessories, but large volumes <strong>of</strong> contraband have been confiscated by Colombian<br />
Customs authorities at various major Colombian ports and airports.<br />
