Only remanufactured or rebuilt automotive engines require a previous import<br />
permit form the Mexican Department <strong>of</strong> Commerce (SECOFI). Other parts do not<br />
require import permits, however, some parts may have import duties.<br />
There is no differential treatment for remanufactured, rebuilt, or used parts from<br />
the treatment given to new parts.<br />
The used/remanufactured auto parts market is highly developed in Mexico. There<br />
are several remanufacturing companies, especially for water pumps, alternators,<br />
starter motors, air conditioning compressors, carburetors, fuel injection systems,<br />
and some suspension parts. Most <strong>of</strong> these remanufactured or rebuilt parts are sold<br />
through auto parts stores.<br />
The used auto parts market is very large. There are many firms all over Mexico<br />
that buy totaled vehicles and strip them to sell the different parts.<br />
Rebuilt motors, automatic transmissions, electronic parts such as computers and<br />
fuel injection systems represent the best market prospects in Mexico for U.S.<br />
remanufactured parts and equipment suppliers.<br />
MOLDOVA<br />
According to government decision Number 739 from July 6, 1998, the Moldovan<br />
Ministry <strong>of</strong> Transportation merged with the Ministry <strong>of</strong> Communication and<br />
Information and formed a Ministry <strong>of</strong> Transportation and Communication (MTC).<br />
Within the newly established Ministry, the Department for Automobile and Naval<br />
Transportation supervises the sectors <strong>of</strong> remanufacturing <strong>of</strong> motor parts for<br />
automobiles.<br />
Another agency, the Department <strong>of</strong> Mechanization and Agricultural Services <strong>of</strong><br />
the Ministry <strong>of</strong> Agriculture, has similar responsibilities for technical supervision <strong>of</strong><br />
agricultural machinery in general, and for parts refurbishment in particular.<br />
The third state organization involved in the sector is the State Office, which<br />
maintains a fleet <strong>of</strong> automobiles for government and parliament <strong>of</strong>ficials and<br />
related organizations. The Transportation Division within the State Office is<br />
responsible for the administration and technical maintenance for these automobiles.<br />
At present, the regulatory system over parts refurbishment in Moldova is unclear<br />
because <strong>of</strong> many factors. One factor is that the privatization process transferred<br />
many enterprises <strong>of</strong> the sector into private ownership and made them less<br />
controlled by the Ministries. Another reason might be the partial system collapse<br />
