• JBERI 31-107 consolidates AFI 31-101/AR 190-11 guidance 

• Mandates POW registration for all person(s) residing on JBER 

• Mandates POW registration for all person(s) recreating on JBER 

• Registration at VCCs, SFS Pass and ID Bldg#8517 & Bldg#656 

• Registrations are in triplicate – (1) registrant, (1) unit & (1) SFS 

• Owner will receive SF FM 0107 pocket card to carry with POW to 

show proof of registration

Weapons Registration (Cont) 

• All personnel ―must immediately‖ declare & register POWs upon entering JBER 

• Registered POWs are a matter of record in the Security Forces Management 

Information Systems (SFMIS) database 

• The military member is responsible for ensuring POWs maintained on JBER are 

registered, properly stored and safely handled 

• The POW registration policy does not apply to military members residing off the 

installation unless transporting onto the installation for any purpose

Transporting POWs on JBER 

• POWs will only be transported to/from an authorized activity 

• SF FM 0107 must be carried while transporting POWs on JBER 

• POWs must be cased during transport (away from driver) 

• POWs must be unloaded with ammunition stored separately 

• POWs must be declared upon contact with SFS personnel 

• POWs may never be carried concealed within main cantonment (Limited 

exceptions apply to outlying recreational range areas)

Storage of POWs on JBER 

• POWs may not be stored in POVs/PO-Aircraft or in Unaccompanied or Temporary Lodging 

(TL) 

• Army personnel residing in Barracks or TL must store POWs in their unit arms room 

• AF Dormitory or TL residents must identify the designated POW storage location upon 

registering 

• POWs and ammunition stored in unit armories will only be withdrawn upon written approval 

of the Commander or 1SG 

• Temporary POW storage is available at the Alt BDOC and 673 SFS Armory—The owner will 

be provided a Temporary Issue Receipt 

• The use of locking gun cabinets, locking devices, or safety devices 

is required for government/privatized housing storage 

• Each member storing a POW on JBER will sign a memo acknowledging their responsibilities 

and understanding of POW policies on JBER

• Molly is MDMA (3,4-methylenedioxy-methamphetamine) 

‣ Also known as Ecstasy – XTC, X, Adam, hug, beans, love 

drug 

• MDMA is a synthetic, psychoactive drug that has similarities to 

both the stimulant amphetamine and the hallucinogen mescaline 

• Adverse health effects can include nausea, chills, sweating, teeth 

clenching, muscle cramping, and blurred vision 

‣ MDMA can interfere with the body's ability to regulate 

temperature; on rare occasions, this can be lethal

How Is MDMA Abused? 

• MDMA is taken orally, usually as a capsule or tablet 

• Its effects last approximately 3 to 6 hours, although it is not 

uncommon for users to take a second dose of the drug as the effects of 

the first dose begin to fade 

• It is commonly taken in combination with other drugs 

• The surge of serotonin caused by taking MDMA depletes the brain of 

this important chemical, however, causing negative after effects 

‣ Including confusion, depression, sleep problems, drug craving, and 

anxiety 

‣ May occur soon after taking the drug or during the days or even 

weeks thereafter

• In 1Q13, 476 service members departed JBER Housing 

• The good news – more than 45% paid $0 and more than 60% 

paid less than $100 

• Some incurred charges, including: 

‣ Cleaning 

‣ Flooring 

‣ Maintenance 

• We need your support to ensure that every JBER resident is aware of the 

expectations and opportunities 

‣ Aurora conducts weekly newcomer briefs on Wednesday’s and Friday’s 

‣ Aurora conducts pre-final in-home inspections to identify concerns and 

provide guidance 

6% of JBER residents do NOT show for pre-final inspections

Move Out Charges 1Q13 

• Carpet replacement is a common charge for departing JBER residents 

‣ 55% of total charges in 1Q13 

• @ Move in, each JBER resident is provided a carpet history 

• Potential replacement causes: 

‣ Excessive stains or spots 

Including animal or human urine 

‣ Holes, claw marks, rips or tears 

‣ Odor (i.e. cigarette smoke) 

• Tips & Tricks 

‣ Reserve a shampooer and cleanser from Aurora 

U-Fix-It shops - FREE 

‣ Utilize rugs in high-traffic areas 

‣ Vacuum often 

‣ Spot treat stains as soon as they happen

• If a home has been well-cared for, Aurora offers the OPTIONAL CLEANING SERVICE

‣ The Optional Cleaning Service is $350 

‣ Residents that opt for the Optional Cleaning Service leave their home as-is, with the

• Electronic surveys are shared quarterly to a segment of JBER residents 

‣ Annually each JBER resident will receive a survey 

• Mailed/written survey shared annually to 35% of JBER residents 

• In 2013, JBER resident response rate dropped to as-low-as 5% 

• Please take the time to share feedback
