STRATEGIC PLAN FOR <strong>2009</strong>-10 AND BEYOND<br />
Goal 3: Strengthen Organizational Culture<br />
We will foster an organizational culture that builds community among families, businesses, organizations and<br />
schools. We will stimulate the creation of caring, respectful and culturally-responsive classroom communities<br />
that empower all students and employees to be successful and to have a voice and opportunities to practice<br />
leadership and civic engagement.<br />
Strategy 6: Address Disparities in Student Outcomes<br />
We will strengthen our implementation of differentiated instructional practices and strategic interventions. We<br />
will apply a systemic assessment process that includes balanced assessment, paired with the Response to<br />
Intervention (RtI) process, as a framework to reduce academic and social/cultural gaps. We will assist students<br />
in understanding their strengths and challenges so they can self-advocate and take charge of their own learning<br />
experiences. For students identified via ongoing analysis of data as being at risk, we will intentionally intervene<br />
to reduce suspensions and retentions and to increase attendance. We will reinforce these efforts through high<br />
expectations paired with individualized and personalized instruction and support.<br />

1. Assist schools in analyzing diagnostic formative and<br />
summative data to determine which<br />
interventions/skills/strategies should be focused on<br />
during instruction for struggling students, particularly for<br />
schools not meeting their achievement gap goals.<br />
2. Utilize CASCADE to collect data regarding the use of<br />
specific interventions and conduct a review of<br />
strategies/materials currently in place to determine<br />
impact on student progression and closing the<br />
achievement gap.<br />
3. Continue the collaborative partnership among Literacy,<br />
Math/Science, ESL, Title I and ECE departments to<br />
provide professional development on the use of<br />
differentiated instructional strategies during<br />
implementation of <strong>District</strong> curriculum/programs to<br />
impact the achievement of struggling students,<br />
particularly for schools not meeting all of their goals.<br />
4. Implement Response to Intervention (RtI) process in all<br />
elementary schools and in pilot middle and high<br />
schools in the area of reading, focusing on the<br />
development of personalized intervention plans, goal<br />
setting with progress monitoring, and graphing of<br />
student data.<br />
